Village Government has a very significant role in managing social processes in the society. The purpose of this research is to examine the process of village regulations making in Kuningan District and the effectiveness of the Village Consultative Body (BPD) in implementing legislative function. The method used in this research was a juridical-empirical research method. A rational analysis based on juridical references was then conducted through literature and field research. The results showed that the Village Consultative Body as a legislative institution at the lower level has an important role in establishing government legal products to realize checks and balances system and accommodating the society�s aspirations. Normatively, the establishment of village regulations in Sukaharja village is not running properly, and in its implementation, the establishment of village regulation in Sukaharja has not fully contained the principles of good regulations making based on Law Number 12 of 2011 concerning Establishment of Legislation. In its process, there are some stages which are not implemented by both village head and BPD so that the regulation is less effective for the society. The Village Consultative Body has three main functions, namely legislation, supervision, and aspiration. Here, the Village Consultative Body is still less effective in implementing those three functions, especially the legislative function. It can be seen from the period of 2010-2015 in which the legal products produced by the BPD are very low, whereas there are many provisions that should have a legal umbrella in order to create legal certainty for the society. This situation happens because there is a lack of human resources in forming the village regulation draft, and the village government does not understand what the contents of the village regulations that should have a legal umbrella in village regulations making.Pemerintah Desa memiliki peran yang sangat signifikan dalam pengelolaan proses sosial di dalam masyarakat. Tujuan penelitian ini adalah untuk mengetahui dan mengkaji bagaimana proses pembentukan peraturan desa di Kabupaten Kuningan dan evektifitas Badan Permusyawaratan Desa dalam menjalankan fungsi legislasi. Metode penelitian yang digunakan dalam penelitian ini adalah metode penelitian yuridis-empiris selanjutnya dilakukan analisa rasional berdasarkan acuan yuridis melalui penelitian kepustakaan dan lapangan. Hasil penelitian bahwa Badan Permusyawaratan Desa merupakan lembaga legislatif di tingkat bawah yang mana memiliki peranan penting dalam pembentukan produk hukum pemerintahan desa untuk mewujudkan sistem check and balences dan penyambung lidah masyarakat dalam menyampaikan aspirasi. Secara normatif pembentukan perdes di desa Sukaharja belum sesuai, namun dalam tarap implementasinya dalam pembentukan peraturan desa di desa Sukaharja belum sepenuhnya memuat asas-asas pembentukan peraturan yang baik menurut Undang-Undang Nomor 12 Tahun 2011 tentang Pembentukan Peraturan Perundang-undangan. Dalam prosesnya masih terdapat tahapan-tahapan yang tidak dijalankan baik oleh kepala desa maupun BPD, sehingga peraturan tersebut kurang berdaya guna bagi masyarakat. Badan Permusyawaratan Desa memiliki tiga fungsi yaitu legislasi, pengawasan, dan menampung aspirasi masyarakat. Dalam menjalankan fungsi legislasi tertutama dalam hal ini masih kurang efektif dilihat dari kurun waktu tahun 2010-2015 produk hukum yang dihasilkan oleh BPD sangat rendah, seyogianya banyak ketentuan yang harus dibuatkan payung hukum agar terciptanya kepastian hukum bagi masyarakat setempat. Hal tersebut terjadi karena masih minimnya sumber daya manusia dalam menyusun draf rancangan perdes, serta pemerintah desa belum memahami apa saja materi muatan dari� peraturan desa yang harus dibuat payung hukum dalam pembuatan perdes.

The village funds allocation given by the government of Banyuwangi Regency to the villages in the Pesanggaran sub-district is an effort to motivate the village in financing the activities of the Village Government.The purpose of this study is to describe, explain and analyze the accountability system in the management of Village Fund Allocation in the District Pesanggaran Banyuwangi. This research uses field research method which gives description about Accountability of Village Fund Allocation Funding in Pesanggaran District of Banyuwangi Regency. Data collection techniques using observation, interview and documentation techniques, by selecting informants who play a vital role and are involved technically and functionally in Accountability Management of Village Fund Allocation. The data that has been obtained then analyzed using qualitative research method. The results of this study are: (1). Village Fund Allocation Planning in Pesanggaran Sub-District, first discussed in the village development plan, involves the community in decision-making and to determine the development to be implemented in the village located in Pesanggaran sub-district. (2). Implementation of the Village Fund Allocation, implemented transparently, local villagers were given access to know the use of the village funding allocation fund. For example, from the activities carried out in installing information boards of ongoing projects / activities such as writing what activities are ongoing, how much funding is used, how long the implementation of the duties, and who the executor. (3). Accountability in the implementation of the allocation of village funds should be done as a form of village government accountability in managing funds obtained from the government. Village funds are a form of assistance from the government as a means of supporting and stimulating development and community empowerment in the village. The purpose of this study was to determine the supervision of village funds by the village consultative body in Batumatoru village, Lariang district, Pasangkayu Regency. The research method used is a qualitative research method by adopting escort theory. According to Sondang P Siagian there are two indicators of supervision namely direct supervision and indirect supervision. Data collection techniques are carried out through field research which includes observation, interviews and documentation. Analysis of the data used is data reduction, data presentation, and data verification. By using a purposive technique with a total of 7 informants. The results showed that the implementation of supervision of village funds in Batumatoru Village was still not optimal. Due to lack of supervision in the implementation of the use of village funds, both directly and indirectly. This was heard by complaints from the public regarding the government's performance in implementing the use of village funds.

This study aims to determine and obtain data regarding the implementation of the main tasks and functions of the Village Consultative Body in the administration of government, and obtain data on the factors that influence the implementation of the main tasks and functions of the Village Consultative Body in the administration of government in Mattirowalie Village, Majauleng District, Wajo Regency. The research method uses data collection techniques through, observation, interviews, and documentation. The data obtained from the research results are processed using qualitative analysis to find out and obtain data regarding the implementation of the main tasks and functions of the Village Consultative Body in the administration of government and obtain data on what factors influence the implementation of the main tasks and functions of the Village Consultative Body in the administration of government. The results of this study indicate that the implementation of the main tasks of the BPD in the administration of government has not been fully carried out optimally because only three main tasks are carried out namely accommodating and channelling the aspirations of the community, forming a village head election committee and the process of discussion and stipulation of village regulations together with the village head, out of six the main tasks that have been determined by the Government Regulation on Villages. The factors that influence the implementation of the main tasks and supervisory functions are influenced by two factors, namely the driving factor which includes community support or participation, and a good cooperative relationship between the Village Consultative Body and the Village Government. Whereas the second factor is the inhibiting factor which includes the lack of benefits provided to the members involved, facilities and infrastructure, lack of Human Resources to fill membership and the existence of a society that is either pro or contra to each decision made. Abstract: Penelitian ini bertujuan untuk mengetahui dan memperoleh data mengenai pelakanaan tugas pokok dan fungsi Badan Permusyawaratan Desa dalam penyelenggaraan pemerintahan, dan memperoleh data mengenai faktor-faktor yang mempengaruhi pelaksanaan tugas pokok dan fungsi Badan Permusyawaratan Desa dalam penyelenggaraan pemerintahan di Desa Mattirowalie Kecamatan Majauleng  Kabupaten Wajo. Hasil penelitian ini menunjukkan bahwa pelaksanaan tugas pokok BPD dalam penyelenggaraan pemerintahan belum sepenuhnya dilakukan secara optimal karena hanya tiga tugas pokok yang dilaksanakan yaitu menampung dan menyalurkan aspirasi masyarakat, membentuk panitia pemilihan kepala Desa dan proses pembahasan dan penetapan peraturan desa bersama dengan kepala desa, dari enam tugas pokok yang telah ditetapkan Peraturan Pemerintah tentang Desa. faktor-faktor yang mempengaruhi pelaksanaan tugas pokok dan fungsi pengawasan dipengaruhi oleh dua faktor yaitu faktor pendorong yang meliputi dukungan atau partisipasi masyarakat, dan hubungan kerjasama yang baik antara Badan Permusyawaratan Desa dengan Pemerintah Desa. Sedangkan faktor yang kedua yaitu faktor penghambat yang meliputi kurangnya tunjangan yang diberikan kepada para anggota yang terlibat, sarana dan prasarana, kurangnya Sumber Daya Manusia yang mengisi keanggotaan serta adanya masyarakat yang pro maupun kontra terhadap setiap keputusan yang ditetapkan.

The great agenda of reform is the government system of the State of Indonesia in the form of decentralization that is a government that gives authority to the regions to manage their own households. The emergence of regional autonomy is marked by the issuance of Law No. 22 Th 1999, then revised into Law No. 32 Th 2004, and refined into Law No. 23 Th 2014. Regional autonomy gives authority to the village to manage the potential of the village owned by this is reinforced by the issuance of Law No. 6 Th 2014 About Village. The purpose of this research is; 1). To know the implementation of the checks and balances principle of the Village Consultative Body with the village government in drafting the village regulations, 2). To know the implementation of the checks and balances principle of the Village Consultative Body with the village government in the discussion of village regulations draft, 3). To know the implementation of the principle of checks and balances of the Village Consultative Body with the village government in determining the village regulation draft. The type of this research is qualitative research object in Tegalombo Village, Tegalombo District Pacitan Regency, the type of research used is case study, the procedure used to collect data is observation, interview, and documentation. Data analysis techniques used data reduction, data presentation, and conclusions. The results of this study are: 1). In the preparation of village regulation draft has not happened checks and balances because the formulation of village regulations is dominated by the village government where the Village Consultative Council is powerless to propose the draft of village regulations there are three factors that menyebapkan the empowerment of the Village Deliberation Agency include: Anggae Angotanya, weakness of political education resulting perception errors In relation to its position and duties, and the Village Consultative Body does not have administrative and kaitanya communication with its duties and authorities, 2). In the discussion of the village regulation draft, there have been no checks and balances since the Village Consultative Board has no effort to control the village regulation draft proposed by the village government. This empowerment is not permitted because BPD does not have a set of rules for the preparation of village regulations because it lacks political education 3) . In the determination of village regulations there has not been any checks and balances due to the regulations set forth although the Village Deliberative Council agreed but the approved draft regulation does not contain the following principles: protection, justice, equality, orderliness, and balance. The core has not been able to prosper the community as a whole.

The existence of village autonomy makes villages free to manage their own household, including in the case of village financial management. The amount of funds obtained by the village demands the village government to be able to manage its finances well, because based on the Minister of Home Affairs regulation no 113 2014 village finances are managed on the basis of transparent, accountable, participatory principles and carried out in an orderly and disciplined budget. Thepurpose of this study is to determine the level of Transparency and Accountability and how the management of village finances in the district Bengkalis. This research was conducted in Bengkalis District with total 28 villages using Mixed research method. The population in this study were 28 villages and using the Saturated sampling technique. The results of this study indicate that the level of Transparency and Accountability for each Financial Management Stage from Planning, Implementation, Administration, Reporting and Accountability is at the lowest value of 86.64% to 100%, meaning that in managing the financial village of Bengkalis Sub-district has fulfilled the Principle of Transparency and Accountability. Meanwhile, qualitatively there are various obstacles in each stage,ranging from regulatory changes, natural constraints, quality of human resources, even until the delay. However, the local government continues to improve this condition by always providing assistance to the village government, one of which is in the form of training so that village officials as the spearhead of village finance managers have good capacity so that they can manage the village finances well andexpected to give a significant impact to the welfare of rural communities.

Local cultural values in cultural interaction cause people tend to ignore the values of local culture so that requires a policy in preserving local culture in the village Sendangmulyo, Minggir, Sleman. The purpose of this study is to know the potential of Sendangmulyo village and how the implementation of village culture policy in preserving local culture in Sendangmulyo village, Minggir, Sleman. This research method using descriptive qualitative research method. Based on research, Sendangmulyo village has cultural potential such as tabuh gamelan, dance art, Jathilan and Encling, Thek-Thek, Gejog Lesung, kethoprak, craft and culinary, and merti desa. Implementation of cultural village policy based on the assessment of the Culture Department of Yogyakarta, Sendangmulyo is in the category of advanced cultural village. The power factor of Sendangmulyo village is the cultural potential and the support of the community. Weakness of less skilled human resources, institutional lack of understanding of its function, as well as inadequate facilities become weaknesses, as well as understanding the culture and involvement of young people who are still less a threat factor. Opportunities that can be developed that Sendangmulyo village can be a cultural destination. In overcoming the weaknesses of human resources, institutions and facilities and infrastructure in Sendangmulyo village, the village government with the support of the Provincial Cultural Office of Yogyakarta Specialized by increasing the motivation, knowledge and participation of the community through trainings, improving village management institutions through increased management, village culture and provide funding to hold a cultural title

Badan Permusyawaratan Desa merupakan mitra pemerintah desa yang solid dalam membangun dan mensejahterakan rakyat. Pemerintah Desa dan Badan Permusyawaratan Desa diharapkan bisa membawa kemajuan dengan memberikan pengarahan dan masukan dalam membangun pemerintahan desa menjadi baik.. Fungsi BPD sebagai lembaga yang menetapkan Peraturan Desa bersama Kepala Desa, serta menampung dan menyalurkan aspirasi masyarakat. Tujuan penelitian untuk menejelaskan fungsi kinerja BPD dalam penyelenggaraan Pemerintahan Desa, hambatan-hambatan yang dihadapi BPD dalam mengoptimalkan kinerjanya dalam penyelenggaraan pemerintahan desa, dan upaya-upaya yang dilakukan BPD untuk mengatasi hambatan-hambatan yang timbul dalam rangka optimalisasi kinerja BPD dalam penyelenggaraan pemerintahan desa. Metode yang digunakan dalam penelitian ini adalah metode penelitian kualitatif dengan pendekatan diskriptif. Metode pengumpulan data dalam penelitian ini adalah metode observasi, wawancara, dan dokumentasi. Metode analisis data kualitatif dilakukan secara  interaktif dan berlansung secara terus-menerus sampai tuntas, sehingga datanya lebih menekankan pada aspek pemahaman secara mendalam terhadap suatu masalah. Hasil penelitian menunjukkan, bahwa BPD telah menjalankan kedua fungsinya dengan baik. Hambatan-hambatan yang dihadapi oleh BPD dalam melaksanakan fungsinya disebabkan oleh hambatan internal dan eksternal, telah disikapi secara positif oleh BPD. Namun secara umum BPD sudah berjalan dengan baik,komunikasi yang baik antara BPD dan Pemerintahan  Desa, dan masyarakat yang cukup puas dengan kinerja pemerintahan desa.The Village Consultative Body is a solid village government partner in building and prospering the people. The Village Government and the Village Consultative Body are expected to be able to bring progress by providing direction and input in developing a good village government. The function of the BPD is an institution that establishes Village Regulations with the Village Head, and accommodates and channeles community aspirations. The research objective is to explain the function of BPD performance in the implementation of Village Government, the obstacles faced by the BPD in optimizing its performance in the administration of village governance, and the efforts made by the BPD to overcome the obstacles that arise in order to optimize BPD performance in implementing village governance. The method used in this study is a qualitative research method with a descriptive approach. The method of data collection in this study is the method of observation, interviews, and documentation. The method of qualitative data analysis is carried out interactively and runs continuously until complete, so that the data emphasizes more on aspects of deep understanding of a problem. The results of the study show that the BPD has carried out both functions well. The obstacles faced by the BPD in carrying out its functions caused by internal and external barriers, have been responded positively by the BPD. But in general the BPD has been running well, good communication between the BPD and the Village Government, and the community is quite satisfied with the performance of the village administration.

Traditional culture underlying a wide range of behavior and deeds of a society and gave birth to a variety of oral literature as well as myth. The myth that developed and still surviving in public life of Java among other myths related to pregnant and nursing mothers. This research is under a descriptively qualitative method supported by field research method along with un-depth interviews in Dawuhan village of Banyumas which is the village where the ancestors of Banyumas was buried. Through field observation and research method of interview to the trusted resource in Dawuhan village was obtained by results of research regarding the myth of pregnant and nursing mothers. This research finds some kinds of myths in relation to recommending and prohibition to perform an action that may harm the fetus, while the myth of breastfeeding mothers mostly prohibition and advice about foods that are consumed by the mother breastfeeding can harm the health of the baby.

Public Service Analysis of Village Tlanak Support of Lamongan District. The purpose of this research is to know the quality of Public Service of Village Government of Tlanak Kedungpring District of Lamongan Regency, to know the supporting and inhibiting factors and solution of Public Service of Village Government of  Tlanak Kedungpring District of  Lamongan Regency and to know the implementation of Good Governance in Public Service of Village Government of Tlanak Kedungpring District of Lamongan Regency. The type of this research is non-doctrinal (sosiologis) legal research. Non-doctrinal method is a type of scientific study with the intention just to learn just and not to teach something doctrine. The research method used is research method with qualitative analysis. The results of this study concluded that the quality of Public Service Village Tlanak Kedungpring District Lamongan through Programs, policies, and attitudes is Services Open, easy and accessible by all parties who need and provided adequate and easy to understand, can be accounted for in accordance with the provisions of legislation - invitation, inhibiting the public service of Tlanak village administration of Kedungpring Sub-district of Lamongan Regency is seen in the condition of society which still have a lot of parochial political culture. The solution of inhibiting factor of public service in Tlanak Village, Kedungpring Sub-district, Lamongan Regency by strengthening service system, improving professionalism of each employee, conducting public awareness program to help dissemination and comprehension of information to society about matters related to service activity and giving sanction that is firm. The village government of Tlanak Kedungpring District of Lamongan Regency has not fully implemented the Good Governance principles in the implementation of the village government's tasks, functions, authorities, rights, and obligations in terms of planning, service, implementation of village development, especially those related to village governance.Keywords: Quality Analysis of Public Service, Good Governance.
