This study aims to examine the impact of village budget allocations on poverty levels in Indonesia. By using case studies as the basis for research, literature studies as the basis for collecting data, and using the main references from previous studies related to the impact of village funds and poverty. The data used in this study is secondary data from 2015-2019 which includes APBN data (balancing funds), Village Fund Allocation (DD), and poverty data. The data analysis used is descriptive qualitative, which aims to explain the facts by using comparison and trend analysis (tables and graphs), used to analyze the relationship between village allocation funds and poverty. The results showed that the Village Fund Allocation (ADD) disbursed by the central government was 259.2 trillion in a period of 5 years (2015-2019) only reducing the poverty rate by 1.72%. In addition, the village funds disbursed did not have a significant impact. The allocation of such a large Village Fund (ADD) should be able to significantly reduce the poverty rate, which is not seen in the research that has been done.

Human Development Index is used to measure how much impact arises from efforts to increase the ability of basic human capital. Human Development is a component of development through empowerment of the population that focuses on increasing the human base, judging from the population of Batang Hari Regency which is fluctuating and has the potential for human resources ready to be empowered. The implementation of regional autonomy gives flexibility to the Regional Government of Batang Hari Regency to carry out regional development more independently. Besides that what needs to be considered is the growth of the poor population, in Batanghari District the development of the poor population has also fluctuated, where in 2019 there was a decrease of 26.53% from the previous year. To measure poverty, BPS uses the concept of ability to meet basic needs approach. This is done in Batang Hari Regency, using data from 2011 - 2019. The type of data used in this study is Time Series data, which is the type of data consisting of variables collected according to the order of time within a certain timeframe, while the analytical methods used in This research is a quantitative method. Quantitative analysis is used to determine the Effect of Poverty Rate and Population Number on the human development index (HDI) in Batang Hari District 2011-2019. To analyze the influence of data analysis, this is done by using multiple linear regression models using Eviews program version 9.0. poverty level and Population simultaneously or together have a very significant effect on the Human Development Index in Batang Hari District 2011-2019. In this study the R2 value is 0.975311 which means a set of dependent variables (Poverty Rate and Population Number) in the model can explain the Independent variable by 97.53%. While the rest is explained by other variables outside the model that are not examined. Human Development Index (HDI) of Batang Hari 2011-2019 is 32.58 assuming other variables (Poverty Rate and Population Growth Rate are fixed or 0) From the equation it is known that poverty variable shows a coefficient of 0.03 meaning that if there is an increase in poverty level of 1 unit it will increase the HDI by 0.03% with the assumption that the Population Variable is 0. Whereas for the Total Population from the data processing, the result is 0.00013, meaning that every 1 person increase will increase the Human Development Index (HDI) by 0.00013%.

Vietnam is a country that is suffered from frequent natural disasters. The most common types of natural disasters experienced are typhoon and flood. From 1951 to 2010, there were 166 typhoons come to Vietnam, of which 67 % hit the central region, 25 % to the north and 8 % to the south of the country. Typhoons bring heavy rains and high tides which accelerate floods, particularly in the coastal and lagoon areas of Central Vietnam. Identification of vulnerability to flooding and coping behavior of local people is required in the efforts to strengthen local capacity related to livelihood security in the study area. This study aims at characterizing the vulnerability of housing condition to flooding and the coping behaviors of local people after experienced big floods in Tam Giang lagoon area, Central Vietnam. Measurement of house’s foundation, observation of types of housing, interview to collect information about the water level during the events of big floods, year of construction and change of people’s behavior after the 1999’s flood were conducted with 427 households in Van Quat Dong village where four big flooding occurred in 1983, 1999, 2007 and 2009 during the last 30 years. The study shows that the 1999’s flood was the biggest flood with water height reached to 148.7 ± 23.9 cmfrom house floor and 222.6 ± 15.4 cmfrom ground level. The households located in the eastern part of the village are recognized more vulnerable to flood due to the lower altitude. The temporary and semi-permanent houses, which share 77.0 % to the entire houses, are considered to be relatively vulnerable to flooding due to weak housing materials and low height of foundation. The houses which categorized to permanent and semi-permanent types constructed after the 1999’s flood have higher foundation than the other houses constructed before the 1999’s flood. The raising of foundation height of permanent and semi-permanent houses, as well as an increase in numbers of two-storey houses, are recognized to be a behavior of local people to cope with flooding. The study also shows the relationship between the poverty level and the coping behaviors of households. Some of poor households in the village are still not in good preparedness to flooding. It suggests that poverty level of household concerns to the vulnerability to flooding and, therefore, rural development assistance to improve household economy for poverty alleviation is required in the efforts to strengthen local capacity related to livelihood security.
