Abstract: Plantation Limited Company (PTPN)-II has been underway since 2002 and has been 18 years unfinished until now.  The problems faced in its settlement are not only issues of land administration but are related to various aspects. This research uses empirical methods with the description approach. The type of data used is primary and secondary data. Data collection is done by interview and a literature study with primary, secondary, and tertiary legal materials. The results of this study are to explain and give an overview of the very long process of land settlement in the ex-PTPN-II cultivation rights in North Sumatra Province. In conclusion, it is necessary to revise Decree of the Head of the National Land Agency Number 42/HGU/BPN/2002 concerning the granting of an extension of the term of the land use rights located in the Deli Serdang Regency, North Sumatra Province, Decree of the Head of the National Land Agency Number 43/HGU/BPN/2002 concerning the granting of an extension of the term of the land use rights located in the Langkat Regency, North Sumatra Province, and Decree of the Head of the National Land Agency  Number 44/HGU/BPN/2002 concerning the rejection of the application for the extension of the period of the land use rights located in the city of Binjai, North Sumatra Province, respectively dated November 29, 2002. It needs to be formulated legal consensus to accelerate the completion of ex-PTPN-II cultivation rights, and the President makes a Presidential Decree, which can be the legal basis for its resolution.Intisari: Penyelesaian masalah Hak Guna Usaha (HGU) Ex. PTPN-II telah berlangsung sejak tahun 2002 dan telah 18 tahun belum selesai hingga sekarang. Masalah yang dihadapi bukan hanya masalah administrasi pertanahan tetapi terkait dengan berbagai aspek. Penelitian ini menggunakan metode empiris dengan pendekatan deskriptif. Jenis data yang digunakan adalah data primer dan sekunder. Pengumpulan data dilakukan dengan wawancara dan studi literatur dengan materi hukum primer, sekunder, dan tersier. Hasil penelitian ini adalah menjelaskan dan memberikan gambaran umum dari proses penyelesaian lahan yang sangat lama terhadap HGU ex PTPN-II di Provinsi Sumatera Utara. Kesimpulannya adalah perlu untuk merevisi Keputusan Kepala Badan Pertanahan Nasional Nomor 42 / HGU / BPN / 2002, Keputusan Kepala Badan Pertanahan Nasional Nomor 43 / HGU / BPN / 2002, dan Keputusan Kepala Tanah Nasional Badan Nomor 44 / HGU / BPN / 2002. Perlu dirumuskan secara legal konsensus untuk mempercepat penyelesaian HGU ex-PTPN-II, dan diperlukan Keputusan Presiden, yang dapat menjadi dasar hukum untuk penyelesaiannya

The purpose of this study is to identify and describe the impact and behavior of the community on post-disaster economic conditions in the city of Palu and to know the local government's public policies in handling these cases. Using qualitative methods with a case study approach, literature study, and secondary data processing from various social elements. In addition, data collection was carried out by interviewing informants who felt the direct impact of the earthquake, tsunami and liquefaction in Palu, Sigi and Donggala. The results showed that the post-disaster impact felt by the people of Palu City was generally in the "severe" classification. The socio-economic conditions of the people of Palu include several aspects, ranging from the geographical conditions that are in disaster-prone zones, to the extremely poor health conditions after the disaster. The conclusion of this research shows that the escalation of natural disasters in the city of Palu is considered quite large because it consists of three types of disasters, namely the Earthquake, Tsunami and Liquifation in the same time period. Palu City is the capital of the Province as well as the economic and administrative center of Central Sulawesi Province. Damage to warehousing infrastructure coupled with massive looting from unscrupulous people in logistics supply warehouses resulted in goods that were supposed to be distributed both to the city and the district finally unable to be implemented.Tujuan penelitian ini yaitu mengidentifikasi dan mendeskripsikan evaluasi dampak dan perilaku masyarakat terhadap kondisi perekonomian pasca bencana di kota Palu dan mengetahui kebijakan publik pemerintah setempat dalam menangani kasus tersebut. Menggunakan metode kualitatif dengan pendekatan  studi kasus, studi literature, dan pengolahan data sekunder dari berbagai elemen sosial. Selain itu pengambilan data dilakukan dengan cara wawacara kepada narasumber yang merasakan dampak langsung dari bencana gempa,tsunami dan likuifaksi di Palu,Sigi dan Donggala. Hasil penelitian memperlihatkan bahwa dampak pasca bencana yang dirasakan oleh masyarakat Kota Palu secara umum berada pada klasifikasi “berat”. Kondisi sosial ekonomi masyarakat kota Palu meliputi beberapa aspek, mulai dari kondisi geografis yang berada pada zona rawan bencana, kondisi kesehatan sangat memprihatinkan pasca bencana. Kesimpulan penelitain ini menujukkan bahwa eskalasi bencana alam kota Palu dinilai cukup besar karena terdiri dari tiga macam bencana yaitu Gempa Bumi, Tsunami dan Liquifasi dalam kurun waktu sama. Kota Palu merupakan ibukota Provinsi sekaligus sebagai pusat ekonomi dan pemerintahan Provinsi Sulawesi Tengah. Rusaknya infrakstruktur pergudangan ditambah dengan adanya penjarahan yang massiv dari oknum masyarakat pada gudang-gudang suplai logistik mengakibatkan barang yang semestinya didistribusikan baik ke kota ataupun ke kabupaten akhirnya tidak dapat dilaksanakan.

Abstract PPAT is needed by the community to provide services in the field of land, especially in making a written evidence of authentic deed PPAT. An area that is not enough to have PPAT positions can be appointed a Head of Sub-district as PPAT Temporary according to Article 5 paragraph (3) letter a GR Number 37 of 1998. Central Maluku District still lack PPAT position and has not been appointed Camat as PPAT-Temporary. Problems in this research are: 1) how the implementation of GR Number 37 of 1998, especially about Camat as PPAT-Temporary in Central Maluku District?, 2) factors influencing the implementation of the rule?, so the purpose of this research is to know the implementation of Article 5 paragraph (3) letter a GR Number 37 of 1998 in Central Maluku District and to determine the factors that affect its implementation. The research method used is empirical juridical method with primary data source and secondary data. Primary data obtained from direct research with interview technique to resource person. Secondary data sources were obtained from literature study using primary and secondary legal materials. The data obtained were analyzed qualitatively. The result of the research shows that the implementation of Article 5 paragraph (3) letter a GR Number 37 of 1998 in Central Maluku Regency has not run well, seen from there are only 3 (three) PPAT and 1 (one) Camat as PPAT-Temporary by 18 subdistrict, this is influenced by several factors , among others are: 1) Interest of Head of Sub-district to become PPAT-Temporary because every there socialization activity from District Office of Camat usually assign its staff to follow the socialization; 3) The geographical condition of Central Maluku District is vulnerable to the control so that the Camat does not have time to submit a request for appointment as PPAT-Temporary. Suggestions that can be submitted is to achieve the purpose of land registration and public service tasks to the community then it is better the appointment of the Camat as well as PPAT-Temporary by building and improving the facilities and means of transportation so that people can reach the Office PPAT easily. Keywords: PPAT-Temporary, Public Service of Land Administration Abstrak PPAT sangat dibutuhkan oleh masyarakat untuk memberikan pelayanan di bidang pertanahan khususnya dalam pembuatan suatu alat bukti tertulis yaitu akta otentik PPAT. Suatu daerah yang belum cukup terdapat jabatan PPAT maka dapat diangkat seorang Camat sebagai PPAT Sementara sesuai Pasal 5 ayat (3) huruf a PP Nomor 37 Tahun 1998. Kabupaten Maluku Tengah masih kekurangan jabatan PPAT dan belum diangkat Camat sebagai PPAT-Sementara.  Permasalahan dalam penelitian ini yaitu : 1) bagaimana implementasi PP Nomor 37 Tahun 1998 khususnya mengenai Camat sebagai PPAT Sementara di Kabupaten Maluku Tengah, 2) faktor yang mempengaruhi implementasi aturan tersebut?, sehingga tujuan dari penelitian ini yaitu untuk mengetahui implementasi Pasal 5 ayat (3) huruf a PP 37 Tahun 1998 di Kabupaten Maluku Tengah dan untuk mengetahui faktor yang mempengaruhi implementasinya. Metode penelitian yang digunakan adalah metode yuridis empiris dengan sumber data primer dan data sekunder. Data primer diperoleh dari penelitian secara langsung dengan teknik wawancara kepada narasumber. Sumber data sekunder diperoleh dari studi kepustakaan dengan menggunakan bahan hukum primer dan sekunder. Data yang diperoleh dianalisa secara kualitatif. Hasil penelitian menunjukan bahwa implementasi Pasal 5 ayat (3) huruf a di Kabupaten Maluku Tengah belum berjalan dengan baik, terlihat dari hanya terdapat terdapat 3 (tiga) orang PPAT dan 1 (satu) orang Camat sebagai PPAT Sementara dari 18 Kecamatan, hal ini dipengaruhi oleh beberapa faktor, diantaranya adalah : 1) Minat Camat untuk menjadi PPAT Sementara karena setiap ada kegiatan sosialisasi dari Kantor Pertanahan Camat biasanya menugaskan stafnya untuk mengikuti sosialisasi tersebut; 2) Kondisi geografis Kabupaten Maluku Tengah yang rentan kendali sehingga Camat tidak sempat untuk menyerahkan permohonan pengangkatan sebagai PPAT-Sementara. Saran yang dapat disampaikan adalah untuk mencapai tujuan pendaftaran tanah dan tugas pelayanan publik kepada masyarakat maka sebaiknya pengangkatan Camat sekaligus sebagai PPAT-Sementara dengan membangun dan memperbaik fasilitas dan sarana transportasi agar masyarakat dapat menjangkau Kantor PPAT dengan mudah. Kata Kunci: PPAT-Sementara, Pelayanan Publik bidang pertanahan.

This study aims to determine the income of fulltime Grab drivers above or below the UMK applicable in Medan City. Based on the attachment to the Decree of the North Sumatra Governor in Decree Number 188.44 / 674 / KPTS / 2019 to determine the Provincial Minimum Wage and become a reference for determining the City Minimum Wage, the 2020 Medan City Minimum Wage is determined based on the Provincial Minimum Wage reference of IDR 3,222,556.This type of research is a case study conducted in the city of Medan. This study uses primary data in the form of interviews and questionnaires. Secondary data in the form of regulations on the official Grab website. The questionnaire was given to 60 Grab drivers who were at the grab station. The data analysis method used is descriptive comparative method. The results showed that the net income received by fulltime Grab drivers was above the UMK prevailing in Medan City.

This study aims to determine the effect of customer satisfaction on buyer loyalty at Green Mart in Namrolesupermarkets. This research is quantitative. This research took place in the city of Namrole with the object of research at the Green Mart Supermarket. Sources of data in this study are primary data and secondary data. The data collection techniques in this research were survey and literature study. Sampling was done by non-probability sampling with a purposive sampling technique. The data analysis in this study used regression analysis. This analysis is used to examine the effect of customer satisfaction on loyalty. The results showed that customer satisfaction has a positive effect on loyalty. This implies that, if customer satisfaction increases, loyalty also tends to increase, if a customer is satisfied with the value provided by the products sold and the services received from Supermarkets, Green Mart is very likely to become loyal customers to Supermarkets. Green Mart for a long time. However, if customer satisfaction decreases, loyalty tends to decrease. Increased customer satisfaction is influenced by several factors, including the product and quality of products sold by various stores and according to the market tastes of shop consumers, friendliness, speed of service, and ease of transactions.

Abstract Mozambique’s land law is notable for its intent to balance the recognition and protection of smallholder land use rights with attracting foreign and domestic investment to rural areas. However, the state’s legitimacy may be undermined through the process of recognition, as state actors and local elites circumvent the law for private gain. Walker focuses on two areas where the law has failed to protect smallholder rights: issues of women’s land rights, and the expansion of protected areas. These issues speak to the problem of recognition, revealing ways the state produces authority, but not necessarily legitimacy, in rural settings.

Medan is the third largest city in Indonesia and making Medan one of the destinations for visiting business and tourism activists. To support these activities, the role of the hotel is usually needed for tourists visiting an area. Based on the North Sumatra Central Bureau of Statistics the percentage of room occupancy rates in the city of Medan, the highest average is a four-star hotel. Some four-star hotels in Medan (Adimulia, Four Points, Emerald Garden and Santika Hotels) utilize digital marketing to promote and increase occupancy rates in managed hotels. This research uses qualitative methods, by collecting various data sources through observation and literature study. The results of this study indicate that by utilizing digital marketing, hotels can increase the number of visits through reviews provided by visitors to increase the hotel profile.

The purpose of this study is to determine the financial independence of regencies and cities on the island of Sumatra from 2012 to 2016. This type of research is classified as qualitative descriptive with data collection techniques used is the method of secondary data documentation of financial reports, budget realization reports in 120 regencies and 34 cities. The results showed that the financial independence of regencies and municipalities in the island of Sumatra is still in very low category with an average value of 8.63% with the pattern of central and local financial relationship is instructive. The regencies with the highest regional financial independence ratios in 2012 to 2016 are Karimun regency in Riau Islands Province while the city area is Medan City of North Sumatra Province from 2012 to 2013 and Batam City of Riau Islands Province from 2014 to 2016Keywords: city, regency, regional finance, independence ratio

The purpose of this study is to examine the potential of Syawalan tourism in the Tomb of Sunan Gunung Jati tourist attraction in the city of Cirebon. This type of research is qualitative research, data collection methods are observation, interviews, library research, and documentation. Source of data in this study are primary data that is obtained through interviews and observations in the field, and secondary data obtained by literature study. Data analysis in this research is descriptive qualitative data analysis. The results found that the tradition of Syawalan in the Tomb of Sunan Gunung Jati has the potential to become one of the leading tourism destinations in Cirebon. The tomb of Sunan Gunung Jati is the main attraction for pilgrims. The tomb of Sunan Gunung Jati becomes the center of Iwalan tradition activities, namely pilgrimage activities. The existence of supporting facilities has also become an advantage, such as inter-city-inter-provincial bus terminals, good road conditions. Parking facilities and restrooms are also almost available in several places so that it supports the comfort of visitors. Based on these results, the local government and the private sector can work together in developing the tradition of syawalan to be the leading tourism city of Cirebon. In addition to the management of tourist attractions can provide education to visitors to always maintain the cleanliness of the places visited.

A Região Metropolitana de Fortaleza (RMF) é composta por quinze municípios, destacando-se entre eles Aquiraz. O município possui uma excelente estância balneária e grande importância devido a seus aspectos socioculturais e históricos. Foi uma das primeiras vilas e primeira capital do Ceará, sendo fundada em 1699 e sede administrativa da capitania do Siará-Grande até o ano de 1726. O crescimento urbano local, que vem ocorrendo de forma desordenada nas últimas décadas, em função, da inserção da indústria do turismo ao longo do litoral cearense, é incompatível com a baixa capacidade de suporte do meio natural, configurando-se insustentável e degradante do meio ambiente. O objetivo deste trabalho foi o planejamento adequado do uso e ocupação do solo, de Aquiraz, e isso inferiu no zoneamento ambiental da área, baseado na gerência dos interesses e das necessidades sociais e econômicas em consonância com a preservação do meio ambiente e as características naturais do município. A pesquisa utilizou-se para atingir o objetivo pretendido, a utilização de imagem de satélites LANDSAT e SPOT (2002) e fotografias aéreas de escala de 1:8000, além de dados secundários, obtidos em órgãos públicos, bibliografia e dados primários, obtidos junto à população local e visita de campo.Palavras-chaves: Zoneamento Ambiental, Uso e Ocupação do Solo, Unidades Ambientais, Município de Aquiraz, Estado do Ceará.  Environmental Zoning of Support as a Tool for Planning and Land Use and Occupation of the City of Aquiraz/Ce  ABSTRACTThe Metropolitan Region from Fortaleza is composed by fifteen municipalities; among others we can emphasize Aquiraz. It has an excellent watering place and it’s very important due to sociocultural aspects and historics. It was one of the first villages and the first capital of Ceará, being founded in 1699 and the administrative seat of the captaincy of Siará-Grande until 1726. The local urban growth which is occurring in a disorderly few decades later because tourism industry starts to developing throughout cearense coast, its incompatible high with the low capacity from environment, becoming unsustainable and degrading. The objectives of this work was adequate planning for use and occupy Aquiraz soil, and inferred that the environmental zoning area, based on interests economics and social needs therefore to preserve the environment and natural details from this municipality. The survey was used to achieve the desired goal, was used the satellite images from LANDSAT and SPOT (2002) and Aerial photographs of scale 1:8000, beside secondary data obtained from public agencies, bibliographic and primary data obtained with the local population and field visits. Fansur is an ancient Islamic city in Nusantara (the Indonesian archipelago) which was very popular in the past. However, the specific location of the city is still being debated today. Generally, contemporary writers state that Fansur is located in Barus, one of the areas in Central Tapanuli, North Sumatra. This opinion has been challenged from several authoritative sources. To solve the above problems, this research was conducted through an archaeological approach and literature study. Based on archaeological evidence and written sources, Fansur City is located in Lhok Pancu or Lhok Lambaroneujid, one of the coastal areas to the west of the city of Banda Aceh, Aceh. This location fits perfectly with the character of the Fansur location mentioned in ancient records from the Middle East, China and Europe. Due to geological changes that have occurred frequently in the past in the Aceh region, most of the area has been lost and cannot be seen again. The remains of ancient ceramics, tombstones and ancient tomb complex (diway) are archaeological evidence to strengthen the argument that Fansur is an ancient Islamic port city located in the Aceh Besar region, not in Barus, Central Tapanuli.
