Kata Kunci : preferensi, perumahan, fasade AbstractThe southern suburbs of Surakarta City are favorites to settle based on their proximity to the center of Surakarta. With the increasingly densely populated southern suburbs of Surakarta City, developers began to glance at the neighboring areas of Sukoharjo Regency. In 2000 many built housing in Grogol and Baki Sub-district, Sukoharjo Regency and being the appeal of people who choose residential alternatives in the southern suburbs of Surakarta City.During this time the pattern of community demand for housing is only guess by the developers and the city government. Each has its own perception without a clear preference. Developers are more profit-oriented / profitable, create their own patterns, which less meet the desires of the community. Society as a consumer almost never be directly involved, even though they are prospective residents of such housing. In general, community preferences for housing can be obtained if internal and external factors underlying election considerations are known. These factors are an indicator of people's preference for housing.Through the survey that has been done, obtained the result that the majority of ordinary people will prefer the fasade with minimalist style in its preference. This is influenced by the current housing trend that always choose the minimalist style in the design of the house, also from home marketing through advertisements in mass media featuring minimalist style with the consideration of more sold. Few of the people who understand the design will prefer to match the character. Keywords: preference, housing, facade

One of the applications of e-government in Indonesia is the Assessment Information system implemented in the city of Bandung since 2014 where. This e-government innovation is technology-based which makes assessment instruments for leaders and the people of Bandung to assess the performance of the sub-district and village heads. It's just that the lack of community participation makes this application not work according to its function, with qualitative research methods and using the theory of the author's vision to see the readiness of the apparatus and society in implementing this program. This research shows that the performance of the SIP application has not provided the maximum expected output. The not optimal SIP application is due to several factors. There is a need for comprehensive evaluation and improvement, building intensive communication and collaboration between operators and verifiers at the city government and sub-district levels.

Keywords: Decision-making, E-Government, Policy Innovation, Readiness, Performance Information System

After the earthquake, tsunami, and liquefaction on 28 September 2018, the condition of the five-story building was damaged, but it is still inhabited by dozens of families. This paper seeks to explore the attitude of the Palu City Government-Regional People's Representative Council (DPRD), residents, and parties outside the government and outside the residents regarding the use of these flats after the earthquake. The research was conducted qualitatively. Primary data were collected from direct observation and interviews and sources of mass media coverage also complement the secondary data needs. Borrowing Robert K Merton's structural functionalism theory, this research finds a condition if after a disaster, residents strengthen their institutions by building consensus or mutual agreement. Meanwhile, the City Government of Palu, although stated that they prohibited them from returning to the apartment, they have not been able to provide a more feasible housing solution after the earthquake. Ironically, members of the DPRD, as partners of the mayor in the government in Palu City, do not yet know about this condition.

Political participation in eighteenth-century Scotland was the preserve of the few. A country of more than one and a half million people had less than 3,000 parliamentary electors in 1788. Scottish politics was orchestrated from Westminster by one or two powerful patrons and their northern clients—a fact summarized in book titles like The People Above and The Management of Scottish Society. The way Edinburgh danced to a London tune is well illustrated in the aftermath of the famous Porteous riots of 1736. After a government official was lynched the Westminster government leaned heavily on the city and its council. And the nation as a whole was kept under tight rein after the Jacobite rising of 1745-46.This does not mean that ordinary people could not participate in political life, broadly defined. Burgesses could influence their day-to-day lives through membership of their incorporations (guilds) and through serving as constables and in other town or “burgh” (borough) offices. Ecclesiastical posts in the presbyterian church administration—elders and deacons of kirk sessions—had also to be filled. Gordon Desbrisay estimates that approximately one in twelve eligible men would be required annually to serve on the town council and kirk session of Aberdeen in the second half of the seventeenth century. With a 60% turnover of personnel each year, distribution of office holding must have been extensive among the middling section of burgh society from which officials were drawn. For burgesses and non-burgesses alike, other avenues of expression were open. In periods when political consensus broke down or when sectional interests sought to prevail townspeople could resort to riot.

The concept of public policy is present and develops as an instrument for the state that aims to prosper the people. In Kediri, there was a public policy called Prodamas. Prodamas is a grant program that is actually presented by the Kediri City government to increase community participation in infrastructure and human development in the City of Kediri. But with a distributive political perspective, Prodamas is seen as a political tool for incumbents, Abdullah Abu Bakar. The indicator, the incumbent campaign program for the Kediri City elections in 2018 is to increase the number of Prodamas funds up to twice (Prodamas Plus), although in practice Prodamas still has many implementation problems. Secondly, the Socialization of Prodamas Plus has been socialized long before the momentum of the Kediri 2018 regional election. Third, Prodamas social assistance which is only given to a number of Kelurahan without clear indicators. Fourth, Prodamas have similarities with other participatory development mechanisms, namely 'Planning and Development Consultation' (Musrenbang). From these indicators, the authors conclude that Prodamas is not only a public policy that is only present for the welfare of the community, but incumbents political tool for political interests in the Kediri City elections 2018.
