Complex scientific and engineering projects and full innovation cycle programs, ruled to be selected and formed by science and technology priorities’ councils, are to become key tools for Strategy in scientific and technological development implementation. In this paper, we present an approach to such programs and projects, developed by the “Territorial connectivity” S&T priority council, formation. We give the “territorial connectivity” term, separate it by categories and subcategories, characterized by specific social, economic, and administrative-and-managerial problems. We propose the set of steps, that is a goal-oriented movement from determination of main program implementation directions to specification of essential complex social and economic objectives within each direction, and then discuss the development of stated problems-solving research plans, scientific and engineering projects, and national policy action frameworks. We use a stage-gate approach in program formation, which allows us to make necessary corrections at every stage of its implementation, as well as organize efficient communication with potential customers and participants.

This study aims to determine the strategy of developing human resources through education and training at the Makassar City Manpower Office. Using a qualitative descriptive approach. The main instrument in this study is the researcher himself using a cellphone, and using a field note that is by recording data related to research found in the field. Data collection was carried out by using observation, interview, and documentation techniques. Analysis of the data used is data reduction, data presentation and conclusions. The results showed that the strategy of developing human resources through education and training at the Makassar City Manpower Office was in a fairly good category, seeing the focus in this study, namely: 1) determining needs has been determined quite well, 2) determining targets that are in in the good enough category, 3) the determination of the program content is in the good enough category, 4) the principles of learning get pretty good results, 5) the implementation of the program gets pretty good results, 6) identification of the benefits of getting pretty good results, and 7 ) the evaluation of program implementation got quite good results

Kebbi state and Nigerian educational system as indicated in the national policy on education are oriented towards scientific and technological development of the state and nation in general, among other values. Since the acquisition of sound knowledge, particularly science and technology, is crucial for individual and societal development. The paper seeks to philosophically examine the effectiveness of Kebbi state’s school system in providing sound scientific and technological knowledge to their products, with particular reference to Science and Technical schools. The method of philosophical analysis was adopted in undertaking the study. Although some traces of pragmatist's and empiricist’s educational ideas could be found enshrined in Kebbi State’s guiding policy on education, science and technology, a number of implementation problems render the practice ineffective. Thus, the paper highlighted the need to ensure that practice is in consistence with the policy to ensure the acquisition of sound scientific knowledge.

Ergonomic assessment systems were created for possibility of prediction and risk detection at workplace. Ergonomic assessment system EAWS (European Assembly Work-Sheet) includes assessment of body postures, action forces, weight of carrying loads and frequently recurring upper limb loads assessment. Assessment of action forces (forces generated by upper limb defined by EAWS) is problematic and there is a lack of means for effective assessment. This paper deals with design of electronic device for assessment of action forces generated by upper limb defined by EAWS with using of thin film FSR (force sensing resistor). The paper deals with identification of upper limb areas, where the generated forces are important for assessment by EAWS, deployment of sensors in identified areas, calibration of FSR sensor with regard to simply program implementation in microcontroller, determination of action forces in every by EAWS defined action force application and construction of sensing and evaluating part of electronic device.

Education plays a big role in the economic development of the country. No country can achieve sustainable economic development without educated human capital. Education helps people to understand themselves and world. It improves the quality of their lives and leads to broad social benefits to individuals and society. Education is a very important in raising productivity of people and promotes technological development. The main purpose of this paper is to identify the role of education in the economic development by comparing South Korea and Kyrgyzstan which are represents developed and developing countries of the world. South Korea, for example, is a highly industrialized and developed country which educational system is in the list of the best 10 systems in the world. In opposite, Kyrgyzstan is an agricultural country which economy is dominated by minerals extraction, agriculture, and reliance on remittances from citizens working abroad. As a result of the research it can be concluded that education is a compulsory and one of the major tools for development of one country. A developing country with a small economy such as Kyrgyzstan should take an example from South Korea and allocate much money from the national budget for the education. So, it is important for Kyrgyzstan to implement educational policy of developed countries within the framework of national policy.

Leaning on the analysis of legal sources of Russia, a number of European and Asian countries, South and North America, this article explores the institution of anti-corruption declaring in public service. The goal consists in substantiation of methodological approaches, which would allow, with a certain degree of accuracy in the context of ethical paradigm, comparing the integral Institution of legal regulation of anti-corruption declaring in different countries, as well as utilizing these approaches in comparative legal research based on Russian and foreign materials for determination of substantial differences that require scientific comprehension and practical response. As a result of the conducted research, the author acquired data on several indicators of trust as an service-ethical purpose for disclosure of personal information by public officials, namely by volume of the disclosed personal information, nature of the source of the declared records, openness of declarations and their verifiability. Foreign declaring traces two main approaches: service-ethical and instrumental. In Russia, the Institution of declaring is of clear instrumental nature, which raises a question of the prospects for implementation of service-ethical approach, first and foremost, with regards to release of declarations of the officials. This question should depend on the actual goals of national policy.

This article deals with the determination of the stages of development of Ukrainian industries with regard to the factors driving innovation. Based on an analysis of literary sources carried out, the most common indicators of the stages of development of industries have been identified, and it is proposed to classify them into structural, volumetric, dynamic, and innovation ones, given the specificity of the relevant statistical data regarding Ukraine. Calculations have shown that most industries are in a declining phase in terms of the majority of volumetric and innovation criteria. In some industries there are positive trends to intensify the innovation activity of businesses, while the chemical and engineering industries, which have the highest level of technological development, are in a decline phase.

The article is devoted to the process and results of territorial self-determination of national minorities in the Terek district in 1924-1930 within the framework of the Soviet national construction. This problem has not yet found special coverage in the scientifi c literature. The study determined the nature and degree of infl uence of the geographical location of the Terek district and its ethno-social structure on the processes of administrative and territorial arrangement of national minorities. The features of settlement, social and religious structure of the largest ethnic groups are determined. The main priorities in the implementation of the policy of territorial separation of ethnic groups living in the region are indicated. The main criteria for creating national territorial entities, including Soviets of villages of the hill people and Soviets of villages of the Russian Cossacks, are highlighted. Projects on allocation of national districts and areas are analysed. Objective and subjective factors that hindered the implementation of these projects were identifi ed. It was proved that the national policy in the Terek district was subject to signifi cant adjustments due to local ethnic, social, cultural, economic and political specifi cs. It is noted that the ethnosocial structure of national minorities in the region was extremely heterogeneous. It was revealed that the Cossack factor continued to play an important role in the process of territorial self-determination of national minorities in the Terek district.

This research aims to know the strategy of the Government in the implementation of the programme of PTSL and to find out how big a success rate of Program execution PTSL in Bandung. The results showed that the Government strategy of Bandung Bandung in BPN through program implementation through the preparation of PTSL ripe includes socialization, the determination of the location, planning effort, and the establishment of the Committee ajudikasi acceleration, training and outreach. The success rate of execution of PTSL in Bandung from the target amount of the targeted land certificate 93,000 just 7,234 certificates or reached only 7.78% of the data that researchers get. This is caused by a number of working groups, the situation is not comparable with the volume so that the targets set in the achievement of the targets still not be met.

This research aims (i) to find the implementation and form of CSR program which is conducted by PT. Khotai Makmur Insan Abadi and  (ii) to find the impact of implementation CSR towards the image of PT Khotai Makmur Insan Abadi (PT KMIA).This research is a descriptive qualitative research. The determination of this research uses purposive sampling technique. The data collection uses observation, interview, and documentation. The data analysis of this research is using Miles & Huberman’s analysis method. The result of this research shows that CSR PT KMIA indicated by 8 programs Development & Society Empowerment. CSR implementation conducted effectively appropriate with purpose and significance of the CSR program. It is supported by the result of research measured using key performance indicator used by the researcher. Program implementation CSR PT KMIA certainly can creates  the view of society. For the conclusion, implementation CSR PT KMIA has been done optimally, that is to creates a good relation with the society. The suggestion for PT KMIA are to increase their focus on CSR program environmental sector and UKM, in other hand PT KMIA needs to apply financial transparency, and to defend the image of PT KMIA.
