The article presents the scientific analysis results of human-centred principles of socio-humanitarian development of tourism from the standpoint of tourism science and practice, which takes place in today’s global challenges. It is proved that the social and humanitarian resource of tourism creates a favourable environment for a person to realize their aspirations, desires, opportunities. It is determined that the sphere of education is an environment that has a positive effect on the formation of human-oriented values of the individual and the entire educational process. According to the ideas of anthropocentrism, education as a public good should serve everyone, and its destiny, personal success and happiness are the primary value of the welfare of the state. That is why the state must provide people with open and equal access to education and innovative, socio-economic and national-cultural development of society. An innovative approach to the training of human resources in the field of tourism, implemented on the principles and components of anthropocentrism, adult learning, focus on competencies, “education of leaders”, capacity development, self-realization, choice of creative freedom, positive thinking, partnership and dialogue, innovation. Emphasis is placed on a new paradigm of training a competitive specialist in the field of tourism – a travel broker that provides intermediary services between the client and the field of tourism based on individual activity. It is proved that socio-humanitarian principles of tourism development on the basis of tourism anthropocentrism should become the basis for the formation and implementation of state policy in tourism as a basis that harmonizes the subject-object interaction of tourism and manifests itself through a conscious patriotic attitude to history, traditions, the culture of the Ukrainian people and gaining experience in organizing and using a nationally oriented humanistic, ecological, tolerant, socially responsible, a safe culture of travel to Ukraine in the conditions of the economy of impressions. It is recommended to consider tourist anthropocentrism as a basic component of socio-humanitarian principles of tourism development in Ukraine at the present stage as a sign of forming a new worldview of a person travelling, and in such a way stimulates tourism to introduce innovative approaches to meet a wide range of needs.

The existing legislation determines the education as "an integral and focused process of teaching and upbringing, which represents a socially important value and shall be implemented so as to meet the interests of the individual, the family, the society and the state". However, even in this part, the meaning of the notion ‘socially significant benefit is not specified and allows for a wide range of interpretation [2]. Yet the more inconcrete is the answer to the question – "who and how should determine the interests of the individual, the family and even the state?" The national doctrine of education in the Russian Federation, which determined the goals of teaching and upbringing, the ways to attain them by means of the state policy regulating the field of education, the target achievements of the development of the educational system for the period up to 2025, approved by the Decree of the Government of the Russian Federation of October 4, 2000 #751, was abrogated by the Decree of the Government of the Russian Federation of March 29, 2014 #245 [7]. The new doctrine has not been developed so far. The RAE Academician A.B. Khutorsky believes that the absence of the national doctrine of education presents a threat to national security and a violation of the right of citizens to quality education. Accordingly, the teacher has to solve the problem of achieving the harmony of interests of the individual, the family, the society and the government on their own, which, however, judging by the officially published results, is the task that exceeds the abilities of the participants of the educational process.  The particular concern about the results of the patriotic upbringing served as a basis for the legislative initiative of the RF President V. V. Putin, who introduced the project of an amendment to the Law of RF "About Education of the Russian Federation" to the State Duma in 2020, regarding the quality of patriotic upbringing [3]. Patriotism, considered by the President of RF V. V. Putin as the only possible idea to unite the nation is "THE FEELING OF LOVE OF THE MOTHERLAND" and the readiness for every sacrifice and heroic deed for the sake of the interests of your Motherland. However, the practicing educators experience shortfalls in efficient methodologies of patriotic upbringing, which should let them bring up citizens, loving their Motherland more than themselves. The article is dedicated to solution to this problem based on the Value-sense paradigm of upbringing educational dynasty of the Kurbatovs [15].

The article deals with the problems of students’ healthcare of higher educational establishments. The Law of Ukraine «On Education», «The National Doctrine of the Development of Education in Ukraine», «The Concepts of Children and Youth Education in the National System of Education» emphasize the need to create organizational, psychological and pedagogical conditions for the personal and physical development and self-development of students, their self-realization in accordance with abilities, social and personal interests, preparation for independent life. The aim of the research is to find out the state of the students’ health culture formation and the ways to increase the level of health culture in the educational process of higher education. Pedagogical conditions for the health culture formation include the educational environment, that is the teacher of physical education, and the students’ involvement in sports and mass recreational work outside the classroom. It is necessary to offer students the opportunity to be engaged in motor activity at a time convenient for them, that is, to combine the directions of physical culture – physical education with mass sports, aimed at providing motor activity of students during their leisure time. The forms of conducting physical education classes (on a student’s choice) can be fitness classes, cheerleading, table tennis, badminton, power fitness, volleyball, football, aerobics, sports dances, etc. It is understandable that such forms of conducting classes require financial support to the higher educational establishments, which financially will not be able to provide themselves with such a wide range of health-motor programs. At the state level, this should be included into the legislative documents and be financially supported. An analysis of the questionnaire among students is given on the basis of which students choose modern, rather than classical, physical education, including strength fitness, dance fitness, cross-fitness, table tennis, badminton, football, volleyball, basketball; and a new form of conducting classes is a section work in stead of classical physical education classes.

In the article the author investigates the problem of formation of value orientations of students-vocalists during their studies in a higher educational pedagogical institution. The author believes that the peculiarities of the training of future students-vocalists in the university are the specifics of the age of students associated with early professional orientation and self-determination in the profession; in the organization of the educational process itself, due to the fact that individual classes in music disciplines are held, in the priority development by future music teachers not of fundamental scientific knowledge, but of practically necessary professional skills and abilities. In modern conditions of socio-cultural development, the problem of formation of value orientations of students-musicians becomes especially actual. It is generally accepted that music plays a special role in the life of an individual due to its ability to have a profound impact on the spiritual world of man. This action becomes much greater if the music affects not only externally (passive or active perception), but is also directly reproduced by the performer. In the process of performing, a deeper comprehension of a musical work continues, depending on its cognitive complexity, there is a positive or negative impact on the currently formed hierarchy of personal values. The value orientations of students in the process of musical performance are a prerequisite for the disclosure of aesthetic potentials, adjust not only the musical and aesthetic interests, but also the needs, tastes, ideals, views of young people and more. Acquiring these qualities, the individual joins the accumulated by mankind true values of life, culture and professional activity. The modern stage of music education is the foundation in the spiritual and moral development of the student, when the problem of value orientations of the student is considered as the most important element of the internal structure of personality, which allows to orient in the material and spiritual culture of society.

Introduction. The need for reforming the Ukrainian education system, improving it and raising the level of the quality of training specialists is a major socio-cultural problem that is largely conditioned by the processes of globalization and the needs for the formation of positive conditions for individual development, socialization and self-realization in this world.The process of modernization of higher education in Ukraine in the context of the Bologna Process most certainly affects higher education and higher education institutions. Taking into account the place and role of tourism in the life of society, the state, according to the Law of Ukraine "On Amendments to the Law of Ukraine "On Tourism", proclaims tourism as one of the priority directions of economic and cultural development and creates conditions for tourist activities.Hypothesis of scientific research. The directions of training future tourism managers are considered on the basis of the model of a competent graduate. The criteria for the activity of teachers in higher education institutions and the possibilities for their selection are formulated. It is noted that the teacher should possess modern technologies of general and professional education, a set of effective methods and techniques, sufficient amount of professional knowledge to provide education for future tourism professionals (teaching, planning, management of didactic and educational systems).The aim of this study is to highlight conceptual approaches to the preparation of future tourism managers.Research methods:– theoretical analysis - to determine the state of disclosure of the research problem in the psychological and pedagogical scientific literature, the study of normative and legal documents in the field of education;– comparison, classification, generalization - for definition of joint characteristics of objects on the basis of processing and interpretation of theoretical sources on the problem of tourism education in universities;– diagnostics (questioning, conversation, testing, observation, expert evaluation);– mathematical statistics - for processing the obtained experimental data and calculating statistical indicators in order to test the effectiveness of the introduction of pedagogical conditions, models and methods of forming the readiness of future teachers for the organization of school tourism in the educational process of higher education institutions;Results: an approach is proposed to build a holistic process for the formation of a student's personality, which should be based on the characteristics of his upbringing in the system of tourism: education through nature, culture (the principle of visualization), the formation of tolerance; humanization of relations, education in a group (team), ecology of the individual.Conclusions: Work on developing the concept of professional training for future tourism managers led to the conclusion that a conscious and thoughtful program of actions for the organization of the educational process and vocational training precedes the training of students.

Scientific approaches to the concept of "national security" are systematized in the article. The author substantiates that there are four main approaches to the concept of "national security". The first group - works devoted to the terminological characterization of national security. Another group - the authors define national security because of the state of protection of vital interests, the individual, society and the state against all kinds of threats. The third group is studies that analyze the types of national security, in particular: economic, environmental, financial, personnel, financial, social, etc. These characteristics reflect their socio-political nature, trace the unity of personal, public and state security, developing political and other processes. The fourth group of studies are those that pay attention to problems related to the correct use of the concept of "national security" and the possibility of its replacement. Fifth group - analyzes the interaction and correlation of threats and security.There is no single, well-defined definition of national security today. No matter what approach the authors use, there are different approaches, and in some cases, complications or simplifications of this category.In our opinion, national security should be understood as a state of protection of the individual, society and state against a wide range of internal and external threats, which ensure the realization of citizens' constitutional rights and freedoms, decent quality and standard of living, sovereignty, independence, state and territorial integrity. , sustainable socio-economic development of the state.

One of the main reasons for the priority of science education is the change of priorities in relation to person with his environment, the transition from anthropocentric to ecocentric environmental consciousness. Construction of the content of ecological education, formation of ecological culture is determined on the basis of a set of principles: philosophical and methodological, methodical and didactic and organizational and pedagogical. The new paradigm of higher education is organizationally embodied in multilevel and diversification. The semantic and technological components of the restoration of education have not yet been fully worked out, and therefore require in-depth study and psychological and pedagogical justification, without which new initiatives risk remaining more or less successful empirical inclusions in the traditional education system. The basic principles of innovative education can and should be the basis for the analysis of new functions and new content of science education. Within the new paradigm, science education can and should become a socially and personally significant factor, thanks to the huge content, cognitive, ideological and methodological potential of its foundations. The new paradigm of science education, based on its conceptually new principles, should, at the same time, contributes to reaching a qualitatively new level of the most important characteristic of modern education – its integrity. Preservation of the integrity and diversity of natural ecosystems is a condition for maintaining the spiritual and physical health of man, its biological existence. Therefore, there is a need to create a stable balance between human economic interests, on the one hand, and the preservation of its environment – on the other. A person must change himself to eliminate the existing priorities of the economy over the environment. To do this, it is necessary to fill the education system with new content, to form a knowledge base through which the individual and society as a whole could come to balance. The supra-subject and integrative nature of ecology and economy in many aspects determines their system-forming role in the educational process.

Aim: The purpose of the article: To analyze the current state of the transport network development, the index of transport communication, the dynamics of the number of users of mobile communication services, on the example of Kyivstar Company in Ivano-Frankivsk region. Determine the role of transport and mobile networks in promoting and enhancing the development of tourism on the basis of multifunctionality, mutual permeability and complementarity of various elements of socio-economic systems. Methods – the study of communicative and its role in the development of tourism on the example of the Ivano-Frankivsk region is based on the combination of methods of sectoral and territorial analysis. In particular, a systematic approach is used for the study using comparative methods, statistical analysis, analytical analysis, etc. This methodology includes an analysis of the conditions and factors of tourism development within the administrative unit of Ukraine based on statistical data of indicators (types of vehicles and connections, number of arrivals / departures of passengers, directions of tourist flows from / to Ivano-Frankivsk region, etc.). Results – the article analyzes the impact of transport and mobile networks on the development of the tourism industry, for example, Ivano-Frankivsk region. The emphasis is placed on the index of transport communicativeness of the Ivano-Frankivsk region. The analysis of migration monitoring with the help of Kyivstar telecommunication operator was carried out, namely: citizens' migration in Ivano-Frankivsk, duration of their stay, geography of their arrivals. In comparison with the statistical indicators of the state of tourism development, external (country) and internal (oblast) donors of tourists are determined. The influence of communicativeness on the current state of the tourism industry is substantiated. Scientific novelty – for the first time, on the basis of sectoral-territorial analysis the state of development of the tourism industry through the prism of transport and mobile networks has been analyzed. The results of the research may form the basis for writing course papers, theses, preparation of lecture-practical material, monitoring of the national tourism market. Practical significance – materials of the publication, conclusions can be used during the educational process, preparing training for the national tourism industry, the practical activities of tour companies, to popularize the western region of Ukraine, on the example of Ivano-Frankivsk region on the external and internal tourist markets.

The emphasis has been placed on the fact that the state has the main responsibility for the formation of state policy in the field of education and the development of effective mechanism for its implementation. The author has emphasized that without the development of effective mechanism for the implementation of the educational function of the state it will be impossible to ensure the proper functioning of all spheres of public life: political, economic, cultural, environmental, informational, law enforcement, etc. In this regard, it has been focused on the importance of clarifying the content of the educational function of the state, developing effective mechanisms for its implementation. The education has been offered to be understood as a complex process regulated by the norms of national legislation, to ensure its quality we create relevant entities, entitled to provide educational services, which allows recipients of such services to realize personal potential based on their abilities, interests, needs, motivation, capabilities and experience. It has been established that the understanding of education as the result or process is the feature of the expediency of legal interpretation of this term, since procedural issues related to the organization of the educational process, education, establishment and operation of educational institutions, education management, etc. are regulated by law, primarily by administrative law. As a result of revealing the essence of the categories “function of the state” and “education” the author has formulated own definition of the concept of “educational function of the state” as the direction conditioned by the social purpose of the state, during which the state (in the form of state and non-state subjects of educational activity) creates proper conditions to meet the needs of citizens for their intellectual, spiritual, physical and cultural development, to provide them with equal access to educational services, which, as a consequence, may lead to the achievement of the planned learning outcomes. The conclusion about the two-component purpose of the educational function of the state has been made. It has been substantiated that the implementation of the educational function of the state is mainly carried out with the help of administrative and legal tools. The characteristic features inherent in the educational function of the state as an object of administrative and legal regulation have been outlined. The author has distinguished the main prerequisites for ensuring the proper implementation of the educational function of the state: a) the existence of a coherent system of regulatory acts, the provisions of which determine the priority areas of the state educational policy and take into account European educational standards, while developing an effective mechanism for implementing regulations; b) clearly defined range of subjects of management in the field of education with the consolidation of their administrative and legal status at the legislative level; c) the system of financial and logistical support of procedures for the provision and consumption of educational services must be scientifically sound and take into account modern innovative tendencies in the education sphere; d) development of an effective mechanism for motivating the employees in the field of education to use innovative technologies.

The Birth of Law No. 23/2011 marks a new era of transformation of the national charity which has given rise to a new paradigm of charity management in our country. Some rules are the result of constitutive ijtihadin the ?eld of charity gets a reaction from some quarters, especially related to the management of charity by the state authority. Regardless of the debate which led to the material and formal lawsuit, there are several key issues to be further analyzed in relation to the reconstruction of ?qh paradigm evaluated from the perspective of contemporary Islamic law. First, the authorities and the involvement of the state as charities through the agency or institution that is of?cially established or recognized by the state, so that the management of charity can be done effectively, guaranteed. And have legal certainty. Secondly, the absence of sanctions for muzaki who shirk the obligation of charity in Law No.23 / 2011 shows that the payment of charity is voluntary, therefore charity regulations in Indonesia are still considered weak in the legal framework that can bind to the individual or business entity that is exposed to the taxpayer , Third, the reform paradigm of subject, object and charity tas{arruf ?eld have already accommodated in Law No.23 / 2011 in accordance with the principle of mas}lah}atand justice. Fourth, the relationship of charity and tax reaf?rmed in the amendment of new Law charity as?scal incentives for charity payers to make charity as a reduction of PKP (tax deduction), although this provision has not been able to realize the position of charitywhich is more signi?cant as a tax deduction(tax credit).

The article presents one of the most current problems of modern music and theoretical education concerning the use of multimedia music and theoretical training of future music teachers. The author actualizes an issue of updating music and pedagogic education through the introduction of a system of advanced computer technology, including the use of modern multimedia facilities in the educational process along with the traditional technologies. In the author’s opinion, it will not only increase motivation, enhance cognitive and creative activities, realize the maximum potential future professionals, but will provide an opportunity to integrate a large amount of knowledge into almost single system. The author supposes an objective demand for the active introduction of multimedia technology in the educational process of art education for the transition to a new level of music and theoretical training of the future music teachers. The article presents the term “multimedia” and defines the concept of “multimedia technology”, which is the amount of technologies that allow the computer to enter, process, store, transmit and display data such as text, graphics, animation, images, video, sound, speech, etc. The article states that the use of multimedia technologies in this field has its limits, according to the nature of music education. However, the use of multimedia technologies during the music and theoretical cycle caused by a wide range of the following tasks: increasing information saturation of the lesson, visibility, savings organizational efforts of the teacher, optimization control skills of the student, taking into account the individual characteristics of students, improvement of learning and memorizing, etc. The author emphasizes that the multimedia product as one of the most modern ways of presenting information in music and theoretical subjects, which can be represented as presentations, video-anthologies, encyclopedic textbooks, reference books, electronic books and manuals, the simulator for practicing various skills tests, quizzes and highlights the most common applications used in modern practice of teaching music and theoretical subjects
