Human resources in ​​Lake Toba should be built along with the attention and development of natural tourism potential of Lake Toba, that has been given by the government. One of the steps is through education about clean and healthy behavior. This education can be done through the promotion of clean and healthy life behavior for the people of Lake Toba, both in physical and non-physical form. This program is aimed at promoting clean and healthy living behavior (PHBS) through PHBS promotional media created by involving local potency in Lake Toba by use a community figure, institution / institution like Alusi Tao Toba. The method of implementation of this program is to create a media promotion of PHBS by involving local potential and discussion lecture method for training activities of public figures and institutions about PHBS by using media campaign that has been made. The result of the implementation of this activity is the existence of simple and interesting PHBS manual and given to Alusi Tao Toba. In addition, PHBS promotional videos and PHBS banners for PHBS promotional media have been established in Lake Toba area through a partnership.

Liang Ndara village is one of the village in Mbeliling sub-district, West Manggarai regency, Flores of East Nusa Tenggara Province. Liang Ndara village has many tourism potentials specifically regarding to the ecotourism. Free entrance fee in to those tourism places caused by unserious and less attention of the government are becoming problem, as well as Lack of human resources of people is another problem causing the potentials are not well organized yet and even it is not in a good tourism packaging. The research aim to find out the tourism potential that can be made ecotourism packages and packaging them to become an ecotourism in Liang Ndara village. The data collection of this research is by an observation, documentation, interviewing and as well as literature. The data analysis technic used is by analysis technic of qualitative descriptive. The results of this research showed that Liang Ndara village has three kinds of tourism potential which is in a packaging of ecotourism. Those potentials are the natural tourism potentials consist of Mbeliling Mountain, Cunca rami waterfall, Cunca Wae Kantor waterfall and Liang Niki Cave. The cultural tourism potentials are Caci dance, Compang Kafir Stone, Compang Serani statue, Batu Tiga, Hand Weaving of Songke, Farming Activities such as sopi/arak filtration, cultivating of rice field. Man made tourism potentials are information center in the village, guest house, and souvenir shops. The potentials above are packaged in to two kind of ecotourism packages they are Liang Ndara Village Tour and Mbeliling Green Forest Tour. The suggestions are the government is supposed to put their eyes on to develop those potential exist and need to be hand in hand with the tourism actors as well as the society. The travel agencies are expected to make an interesting tourism package like ecotourism and also supposed to be together with the society to take care and survive the tourism potentials existed.

This study aims to determine the potential of historical attractions in Sinjai Regency, the development of historical tourism in Sinjai Regency 2008-2016, and the impact of historical tourism on the communities around the site, the government and tourists. The method used in the research and writing of this thesis is a historical research method, which includes: heuristics, source criticism, interpretation and historiography. The techniques used in data collection are observation, interview and literature study techniques. The results of this study indicate that Sinjai as a Level II Region in South Sulawesi has tourism potential that is not inferior to other regions. The Batupake Gojeng Archaeological Park, the Karampuang Indigenous Area, and the Balangnipa Fort are one of the historical tourist destinations offered by Sinjai Regency. Although the Tourism and Culture Office of Sinjai Regency was only established in 2017, activities in the tourism sector will continue to be carried out in previous years. The three historical attractions have their respective developments both in terms of facilities and infrastructure to the number of visitors. The contribution of each element in the development of the historical tourism sector in Sinjai Regency is something that needs to be improved. Based on the results of this study it can be concluded that the historical attractions in Sinjai Regency have an impact on the socio-cultural, educational and economic sectors for the local government and the people who live around the site.

Course institutions are one kind of well-known non-formal education unit in Indonesia. Its role and contribution in the development of national system and the development of human resources can not be neglected. The amount of course institutions fluctuates overtime; however, it can be assured that the amount stays significantly fulfilling the learning need of the people. In 2002, the recorded amount of course institution is 22,510, but it decreased up to 11,745 in 2005. Those institutions provide 167 types of courses and trainings, which can be categorized into several subjects of study. According to the Government Regulation of Number 19 in 2005 on the National Standard of Education, course institutions need to have standardization. Different from the formal education (school) standard which is more systematical and homogeneous, the standardization for course institutions faces obstacles related to the minimum criteria of several components because of the wide variability and heterogeneity on its types, scopes, and levels.

In Sidomulyo Village there is a weaving craft industry that has the potential to be international. This weaving industry is AJZ's weaving industry, owned by Mrs. Asih Tri Tanti, a full-time female worker. According to the results of an interview with Ms. Asih Tri Tanti on April 13, 2017, it is known that her weaving skills are currently acquired while working as a migrant worker in Brunei Darussalam. Then in 2013, this craftsman returned to Sidomulyo Village to develop the potential of weaving craft in his village. However, there were many obstacles. Finally, from 2013 to 2017, Bu Asih worked with businessmen from the Sultanate of Brunei Darussalam and had been contracted for 10 years by this country. Each sheet, this woven fabric is sold at Rp. 5,000,000. The potential of Asih bu is very likely to be developed. The development of these handicrafts can open employment opportunities from local residents and certainly improve the welfare of the community, especially vulnerable women and women with disability. This service aims to (1) increase the availability of human resources from diffable groups and vulnerable women, (2) shape the mindset of the people who have the character of independence, (3) establish coordination between the government and the community regarding the development of weaving potential, and (4) provide a place for people with disabilities who are members of PPDI to develop their skills. The method of implementation is carried out through seminars and weaving training for vulnerable women and women with disabilities. The results show that UB's community service activities in this weaving training are able to (1) improve Human Resources (HR) (disabled and vulnerable women) in Sidomulyo Village, Blitar Regency, (2) improve the mindset of the people who have the character of independence, and (3) able to change the mindset of the local community to not be ashamed to work in weaving in their own neighbors.

Rural areas experience an imbalance between rural development and cities due to a centralistic development approach. Noting this reality, the government shifted its approach to development strategies that led to decentralization policies. The development of tourism in the village of Pasirmulya is directed at the concept of sustainable development, where local communities are given the authority to manage the tourism potential that exists. The problem is that there are no accommodation facilities for visitors in the village of Pasirmulya, according to the character of rural areas. Eco-homestay is the concept of accommodation facilities in the local ecotourism destination area which is natural, clean, healthy, safe, orderly and environmentally friendly. Applied the concept of marketing, understanding the values ​​of tourism, and improving the quality of human resources, is expected to contribute economically to local communities in the village of Pasirmulya. The results of mentoring that have been carried out are the ability of the community in tourism awareness, can carry out independent cleaning of the homestay and increase income in homestay management.

Pemerintah Kota Surabaya bersama Dinas Koperasi dan Usaha Mikro (Dinkopum) berupaya mengelola permasalahan PKL dengan membuat sentra PKL sebagai solusi atas permasalahan terganggunya keindahan kota, terhambatnya aktivitas pejalan kaki di trotoar, dan lalu lintas yang menjadi tidak lancar. Sejak pertama didirikannya hingga awal tahun 2020, program Sentra Wisata Kuliner (SWK) Urip Sumoharjo beberapa kali mendapati keadaan “mati suri”, yaitu menurunnya minat pembeli yang menyebabkan sepinya sentra. Tujuan dari penelitian ini untuk menggambarkan manajemen strategi program SWK Urip Sumoharjo oleh Dinas Koperasi dan Usaha Mikro Kota Surabaya. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif. Teknik dalam pengumpulan data melalui observasi dengan mewawancarai pihak Dinas dan PKL disertai dengan dokumentasi. Teknik analisis data dengan reduksi data, penyajian data, dan penarikan kesimpulan atau verifikasi. Hasil penelitian menunjukkan bahwa SWK Urip Sumoharjo sebagai sentra wisata kuliner di Kota Surabaya yang dilakukan oleh Dinkopum, yaitu Menetapkan Misi dan Tujuan, Dinkopum meningkatkan kemampuan usaha mikro dalam mengembangkan sumber daya produktif melalui SWK Urip Sumoharjo; Ancaman dan Peluang, berpeluang menjadi sentra maju dengan promosi serta menemukan ancaman berupa tempat makan modern dan kepekaan pelanggan terhadap produk; Kekuatan dan Kelemahan, pemberian pendampingan & pelatihan serta sarana prasarana sebagai kekuatan yang dimilki Dinkopum dan kelemahannya yakni kualitas kuantitas SDM dan lokasi sentra; Mempertimbangkan Alternatif Strategi, dengan rencana peningkatan SDM; Memilih Strategi, dengan peningkatan kualitas SDM; Implementasi Strategi, dengan pendampingan dan pelatihan PKL; Evaluasi Strategi, Dinkopum belum mampu mengubah pola pikir PKL. Salah satu saran yang dapat diajukan adalah meningkatkan sosialisasi dan promosi SWK kepada masyarakat Surabaya. Kata kunci: Manajemen Strategi, Sentra Wisata Kuliner, PKL.   The Government of Surabaya with the Cooperative and Micro Business Office of Surabaya are trying to manage problems related to street vendors (PKL) by making 44 street vendors centra as a solution to problems with disruption of the beauty of the city, obstruction of pedestrian activity on sidewalks, and unstable traffic. Since it was first established until early 2020, the Culinary Tourism Center (SWK) program on Jalan Urip Sumoharjo has several times encountered a "suspended animation", which is a decline in buyer interest which has led to lonely centers. The purpose of this study is to describe the strategic management of the SWK Urip Sumoharjo program by the Surabaya City Department of Cooperatives and Micro Businesses. This study uses a qualitative approach with descriptive methods. Techniques in collecting data through observation by interviewing the department and street vendors accompanied by documentation. Data analysis techniques by, data reduction, data presentation, and drawing conclusions or verification. The results showed that SWK Urip Sumoharjo as a center for culinary tourism in the city of Surabaya carried out by Dinkopum, namely Setting Mision and Goals, Dinkopum increasing the ability of micro-businesses in developing productive resources through SWK Urip Sumoharjo; Researching Threats and Opportunities, having the opportunity to become a center forward with promotions and discovering threats in the form of modern eating places and customer sensitivity to products; Researching Strengths and Weaknesses, providing assistance & training as well as infrastructure as the strengths of Dinkopum and weaknesses, namely the quality of the quantity of human resources and the location of the center; Considering alternative strategies, with plans to increase human resources; Choosing a strategy, by improving the quality of human resources; Strategy Implementation, with PKL assistance and training; Strategy Evaluation, Dinkopum has not been able to change the mindset of street vendors. One of the suggestions that can be put forward is to increase the socialization and promotion of SWK to the people of Surabaya. Research entitled the influence of the expansion Area of the cultural values of society of West Sulawesi province aims to study the formation mechanism of the new autonomous region, as well as more healt not neglecting the terms that have been determined. and that is not less important is the readiness of the region concerned, both in aspects of the financing, human Resources and the credibility of the bureaucracy in the management of good governance and better. the other thing is to do the capacity of the public to control the performance of the Executive and the legislature which is especially representative of the people who tend to exploit the people. so that the spirit of the sea area bottom line is improving public services and rich people and does not pose a conflict of cultures really manifested in a more benevolent and wise. The method used is the guidance to the Government and society in General about the real purpose of the expansion area as well as coaching the community who are in conflict due to the expansion region.

Lorong Sehat (Longset) is one of the innovation programs to realize the improvement of the lives of healthy citizens of Makassar City. This program is specifically aimed at increasing public awareness to protect the environment and clean and healthy living behavior, from providing socialization to program evaluation to community members, one of which is to teach healthy life, wash hands before eating, get used to checking babies/toddlers to posyandu if there is , dispose of garbage in its place, and so on so that basic health can be fulfilled. This program is also contained in the Makassar City Medium-Term Development Plan (RPJMD) document for the 2014-2019 period. This service is a response to the existence of several problems that focus on the problems mostly in the periphery (slum area) which in this case is dominated by people living in 7000 aisles/alleys of Makassar City who have difficulty reaching basic health data. This planning process involves the community together with the government conducted at a Planning and Development Deliberation (Musrembang) meeting and monitored directly by leaders in the Health Office, such as section heads, field heads, official secretaries and even agency heads who directly monitor through the head of the puskesmas and figures community about health problems. The immediate impact of community empowerment was that the residents in the hallway were immediately handled by the people who had been given training and direct coordination by the puskesmas. Based on the results of the analysis on the healthy Aisle training there was an increase in participants knowledge regarding healthy aisles, Clean and Healthy Life Behavior (PHBS), Non-Smoking Areas (KTR), personal hygiene and Maternal and Child Health (MCH). With the existence of this healthy Hallway training, it is expected that the trainees can apply the knowledge they have acquired and can spread their knowledge to the people in their environment so that they can help the development process of the healthy Hallway.

The purpose of this article is to measure the efficiency of Public Administration in the process of strategic alignment of people management with strategic organizational guidelines. The strategic alignment of Human Resources consists on adapting the people management strategy to the organization's strategy. An efficient institutional strategic alignment with the people management area is an essential condition for the success of the business. The first point for people management to be aligned with the organizational strategy regards to the fact that the human resources management strategy must derive from the corporate strategic plan. Recent studies demonstrate that there is an important change in the strategic focus related to people management, with the transition from a strategy focused on control to a strategy linked to commitment standing out as the most significant change. This article was developed through a bibliographic study on the strategic management of people in public administration and, also, by conducting a field research that covered 20 (twenty) units of the administrative structure from the government of the state of Rondônia - Brazil. The method used was the case study supported by a mathematical model developed by the authors, aiming to evaluate the event qualitatively and quantitatively in a more profound manner. The results demonstrated that the actions of the Public Administration, regarding the strategic alignment of the Human Resources area with the organizational strategy, are at an inadequate level of efficiency.

As a maritime country with vast territorial waters and abundant marine resources, Indonesia, a country with diverse ethnics and peculiarities, has a chance to become a great nation. Its natural and human resources are the basis capital to build the nation abreast with other nations in the world. Indonesia was once also known as a victorious maritime country with strong influence to the neighboring countries. Hence, it is an ironic that the maritime ethnic as the “guardian of the sea” has to live in backwardness, deterioration, social and economic adversity, and even social and cultural decline. Support and aid both from the government and the people with commitment toward the advancement of this maritime ethnic are greatly needed. Forcing the maritime ethnic like Suku Bajo or “the Sea People” to stay away from the sea is a futile act. In fact, it will only lead to prolonged conflict. Conversely, involving them in such a program of preserving the sea and its biota is not something that is impossible, even though it is also not easy. Along with recent changes and demands, the “Sea People” or Suku Bajo eventually has to live more open and have the ability to interact with modern life.
