Penelitian ini bertujuan mengidentifikasi dan menganalisis bagaimana pengaruh kualitas sumberdaya manusia dan implementasi kebijakan Dinas PUPR Kabupaten Bantaeng secara bersama-sama terhadap pembentukan pola ruang di Kecamatan Bissappu Kabupatren Bantaeng. Metode analisis yang digunakan dalam penelitian ini yaitu pengujian data-data yang diperoleh berdasarkan data times series  atau waktu ke waktu berdasarkan data yang dikumpulkan selama interval waktu  lima (5) tahun. Pengujian dalam penelitian ini dilakukan dengan model korelasi. Korelasi yang digunakan antara lain metode korelasi liner sederhana kemudian untuk dilakukan pengujian korelasi berganda. Korelasi berganda yaitu metode statistika yang digunakan untuk mengetahui pola umum hubungan yang mempengaruhi antara variabel. yang diterima kemudian dianalisis  manual sesuai  prosedur analisis dalam penelitian. Keberhasilan penerapan implementasi kebijakan pelayanan IMB maka semakin kuat pengaruhnya terhadap pembentukan  pola ruang dimana rhitung = 0,9805 lebih besar dari r tabel= 0.878 pada taraf signifikansi 5 % dimana  H0 dtolak dan H1 diterima. Hasil pengujian dan perhitungan analisis korelasi terhadap Variabel peningkatan Kualitas sumberdaya manusia(pegawai)(X1) dan Implementasi Kebijakan(X2) secara bersama-sama memiliki keterhubungan sangat kuat terhadap Pembentukan Pola ruang  sebesar 0.9801.  Dimana jika Rhitung lebih besar dari Rtabel sebesar 0,878, pada taraf signifikansi alpha adalah 0.05, maka H0 di tolak dan H1 diterima. This study aims to identify and analyze how the influence of the quality of human resources and the implementation of the policies of the PUPR Office of Bantaeng Regency together on the formation of spatial patterns in Bissappu District, Bantaeng Regency. The analytical method used in this study is testing the data obtained based on times series data or time to time based on data collected over a five (5) year time interval. Tests in this study were conducted with the correlation model. The correlation used includes a simple linear correlation method and then multiple correlation tests are carried out. Multiple correlation is a statistical method used to determine the general pattern of relationships that affect between variables. received is then analyzed manually according to the analytical procedures in the study. Where in this study has more than one independent variable. Looking at the results of the above calculation, the influence of human resources (X1) on the formation of spatial patterns (Y) has a moderate correlation, namely 0.421 where rcount rtable = 0.878 at a significance level of alpha 0.05 then H0 is accepted and H1 is rejected. This proves that improving the quality of human resources (employees) does not have a significant relationship with the formation of spatial patterns. The results of the analysis of correlation calculations in chapter IV show that policy implementation (X2) has a very strong relationship with the formation of spatial patterns (Y). The successful implementation of the IMB service policy implementation, the stronger the influence on the formation of spatial patterns where rcount = 0.9805 is greater than rtable = 0.878 at a significance level of 5% where H0 is rejected and H1 is accepted. The results of testing and calculation of correlation analysis on the Variable of improving the quality of human resources (employees) (X1) and Policy Implementation (X2) together have a very strong relationship to the formation of spatial patterns of 0.9801. Where if Rcount is greater than Rtable of 0.878, at the alpha significance level is 0.05, then H0 is rejected and H1 is accepted

Village Fund Allocation is funds originating from the APBN allocated to villages, used to finance village administration, implementation of village development, community development, and empowerment of village communities, in order to alleviate poverty. The purpose of this study was to analyze the effect of village fund allocation for rural development, village community development, empowerment of rural communities and gross regional domestic product on the poverty level of districts / cities in Aceh Province. This research is quantitative using panel data consisting of cross-sectional data, namely 23 regencies / cities with 3-year time series data. Data analysis method is panel data regression using eviews tools. The results of the study showed that the allocation of village funds for village development and village community development had a negative effect on poverty levels. Whereas the allocation of village funds to empower rural communities and gross regional domestic products does not affect the level of poverty. This indicates that the use of village funds prioritizes village development. Furthermore, the overall results of the study indicate that all independent variables simultaneously have a simultaneous effect on the level of poverty. Village fund allocation should not only focus solely on village development. Because the development of the quality of human resources must also get the same portion as the allocation of village funds for development, so that with the advancement of development will be in line with improving the quality of good human resources. Keyword : Components, village funds, gross regional domestic products, poverty

Mexico’s implementation of mandatory teacher assessments in 2013 was part of a group of federal reforms aimed at enhancing the quality of state-run education. The reforms elicited strong opposition from key stakeholders. Building on the idea that policy capacities are the set of capabilities necessary to perform policy functions, we examine the effect of subnational government capacities on the pace of implementation of the mandatory teacher assessment in Mexico, a country with one of the most powerful teachers’ unions in the world. After conducting statistical analyses based on panel data encompassing information on subnational government capacities from 2015 to 2017, we find that while subnational governments’ human resources and fiscal capacities are associated with higher proportions of evaluated teachers, repressive capacities do not seem relevant for this purpose. Our research offers valuable lessons for policy makers in terms of recognizing adequate resource allocation and predicting the speed of policy implementation, even in contexts of significant opposition.

The implementation of community policing policies in creating security and public order in the city of Bandung was revealed according to the Von Meter and Von Horn public policy implementation models, there are six variables that shape the relationship between policy and performance. The implementation of the policy must be able to adjust the condition and situation of the object from the implementation of policies adjusted to the dynamics that occur in the field.  There is a finding on the factor that hinders the implementation of community policing policies, including the low quality of the human resources that play the role, inadequate funding resources, lack of community policing policy and the lack of local culture empowerment.  A new concept obtained so that the implementation of community policing policies in realizing security and order in the city of Bandung can be carried out effectively, so the author found the OK PRAPTO Model, which is a normative model that yields result according to ASOCA analysis to enable the implementation of the community policing policy in the city of Bandung.

Nutrition is one of determinant quality of human resources. Malnutrition will cause failure of physical growth and intellectual development, decrease productivity and immune system, which increases the morbidity and mortality. This Study was aimed to determine the correlation nutritional status with anemia event of students in class X SMK Muhammadiyah 2 Bejen Bantul Yogyakarta. The method used the analytic survey with cross sectional approach. The technique of data collection was using purposive sampling, sample used as many as 30 of students who have get anemic. The material and equipment which was used in this study including stationery, weight and height scales, electric appliance of Hb Measurement, alcohol cotton, handscon, and data analysis using non parametric statictical test with Kendall Tau. Based on non parametric statistic test using Kendall Tau test with significance level of 0.05 and p value (significance) of 0.000. In this study obtained p value (significance) was smaller than 0.05 (0.000 < 0.05) so that Ha is accepted. It can be concluded that there was a correlation of nutritional status with anemia event of students in class X SMK Muhammadiyah 2 Bejen Bantul Yogyakarta. It was hoped the students have to eat three times a day so that nutrition was fulfilled and not doing a wrong diet, so it has a good nutritional status and avoid anemia.

FAKTOR-FAKTOR YANG MEMPENGARUHI PENINGKATAN DERAJAT KESEHATAN KELUARGA MELALUI POSDAYA DI KOTA BEKASI Abstrak Studi ini untuk mengetahui seberapa jauh implementasi kebijakan, kepemimpinan, implementasi sumber daya manusia (SDM) dan partisipasi masyarakat dalam mempengaruhi kualitas pelayanan kesehatan yang dilaksanakan oleh pos pemberdayaan keluarga (posdaya). Metode yang digunakan adalah analisis statistik deskriptif dan analisis inferensial melalui kuesioner. Survei mencakup 240 responden dari 20 posdaya. Hasil survei menunjukkan bahwa terdapat pengaruh signifikan dari implementasi kebijakan, kepemimpinan, implementasi SDM dan partisipasi masyarakat terhadap kualitas pelayanan kesehatan, baik secara parsial maupun keseluruhan. Partisipasi masyarakat merupakan faktor pendukung utama yang mempengaruhi pelayanan kesehatan diikuti dengan implementasi SDM, implementasi kebijakan dan kepemimpinan sebagai faktor pendukung terakhir. Dalam rangka peningkatan kualitas pelayanan kesehatan secara lebih efektif, perlu peningkatan kapasitas posdaya dan kompetensi serta pengetahuan terutama untuk kader-kader kesehatan dalam program preventif dan promotif bidang kesehatan, antara lain melalui pelatihan dan bimbingan serta dilakukan pengawasan dan evaluasi secara berkala. Kata kunci: pemberdayaan keluarga, kualitas pelayanan kesehatan, partisipasi masyarakat Factors Affecting the Family Health Degree Improvement Through Posdaya in Bekasi Municipality Abstract The survey was conducted to search how far the policy implementation, the leadership, the human resources implementation and community participation influence the quality of health services done by family empowerment program (posdaya). The sample taken from with 240 respondents selected from 20 posdaya. The method used is descriptive statistical analysis and inferential analysis through questionnaires. The survey proved that there is significant influence of the policy implementation, leadership, the human resources implementation, and the community participation against the health service quality either partially or simultaneously. The community participation is a primary supporting factor that influence the quality of health service followed by the implementation of human resources, the policy implementation, and leadership is the last supporting factor. Thus, posdaya, in improving the health service quality to be more effective, should be up graded and raised the competence and knowledge primarily of the health cares in health preventive and promotive program through training, assistance, as well as monitoring, and periodic evaluation. <p><em>Supporting factors that are presented are the quality of human resources, work competence, and work commitments analyzed how they affect the performance of employees of </em><em>Badan Pusat Statistik (BPS) Kabupaten Labuhan Batu</em><em>, both partially and simultaneously. Data collection uses interviews, questionnaires and literature study. Work on data analysis methods using SPSS 22.0 for Windows software. This study used a sample of 30 employees taken using total sampling techniques.</em></p><p><em>             </em><em>The results of the study based on the F test showed that the quality of human resources, work competence and work commitment simultaneously had a positive and significant effect on the performance of </em><em>Badan Pusat Statistik (BPS) Kabupaten Labuhan Batu </em><em>employees, where the value of F<sub>count</sub> (17.583)&gt; F<sub>table</sub> (2.98) with a significance level of 0.000 &lt; 0.05. T-test results show that the quality of human resources (X<sub>1</sub>) has a positive and significant effect on the performance of </em><em>Badan Pusat Statistik (BPS) Kabupaten Labuhan Batu </em><em>employees, where the t<sub>count</sub> (2.382)&gt; t<sub>table</sub> (1.706) and the significance value of 0.025 &lt;0.05, work competence ( X<sub>2</sub>) positive and significant effect on the performance of </em><em>Badan Pusat Statistik (BPS) Kabupaten Labuhan Batu </em><em>employees, where the t<sub>count</sub> (4.704)&gt; t<sub>table</sub> (1.706) and the significance value of 0.000 &lt;0.05 and work commitment (X<sub>3</sub>) also have a positive and significant effect on the performance of the employees of </em><em>Badan Pusat Statistik (BPS) Kabupaten Labuhan Batu</em><em>, where the t<sub>count</sub> (3.860)&gt; t<sub>table</sub> (1.706) and the significance value of 0.001 &lt;0.05. Adjusted R Square value of 0.632 means that employee performance can be explained by the quality of human resources, work competence, and work commitments of 63.2%, while the remaining 36.8% is explained by other factors not examined in this study.</em><em></em></p>

The process of formation of innovation-oriented human resources in line with effective results like the world economic community and to the education system by improving the quality of training, internationalisation and cooperation of educational institutions, its focus on consumers of educational services possible in the creation of consortia of universities and national research universities taking into account positive foreign experience. In this article, the authors note the current state of the education system and, in general, personnel training in Kazakhstan, its insignificant isolation from the real needs of the socio-economic system, insufficient relationship with the scientific field of activity. However, on the basis of the differentiation presented examples of successful implementation of state programs of education development in the Republic of Kazakhstan aimed at improving the competitiveness of education and development of human capital through ensuring access to quality education for sustainable economic development, and also noted that the global changes in economic and political life of the country will lead to the emergence of new socially significant landmarks in the educational system. Based on the use of integration from the point of view of the effectiveness of the existing agreements on the Eurasian Economic Union, a number of problems that need to be solved in ensuring the quality of human capital are identified. According to the authors, this leads, in turn, to the importance of measuring potential risks, as well as to the connection with qualitative and quantitative factors of the development of the education system and the training system.

The existence of problems that often occur in public sector organizations in this church organizations (GMIM) required him to prepare an accountability report. The obligation to prepare an accountability report of the church also refers to Law No. 14 of 2008 which is an Act to regulate on Public Information Openness (KIP). This study aims to identify and analyze whether Commitment, Human Resources, tools and motivation influential supporters Paporan Accountability Implementation Fund Evangelical Christian Church in Minahasa (GMIM) in the city of Manado, either simultaneously or partially. The method used is multiple linear regression analysis using the equation Y = α + β1X1 + β2X2 + β3X3 + β4X4 + Ɛ, Descriptive Statistics, Test Reliability and Validity, Classical Assumption Test, among others Normality Test Data, Test autocorrelation, Test Heteroskidastity, Test multikolinearitas. Hypothesis testing using the coefficient of determination, F test, t test. Based on F test showed a significance level of 0.006 is smaller than the statistical significance level of 0.05. This shows that H0 and H1 accepted. It can be concluded that jointly commitment variable (X1), the quality of human resources (X2), supporting devices (X3) and motivation (X4) effect on the reporting of an accountability of Evangelical Christian in Minahasa Church. While based on t-test significance level of commitment variable (X1), the quality of human resources (X2), a support device (X3), motivation (X4), among others, 0.212, 0.435, 0.083, 0.163 greater than the statistical significance level of 0.05. This shows that partially all variables does not affect the preparation of an accountability report of GMIM. Keywords: Accountability of funds, Public Sector Organizations.

Penelitian ini bertujuan untuk mengetahui apakah ada pengaruh kompetensi sumber daya manusia untuk layanan kualitas dokumen impor di PT Sarana Logistik Umum Jakarta. Judul penelitian ini diangkat berdasarkan pengalaman yang menunjukkan penurunan jumlah pengguna layanan selama lima tahun terakhir. Penelitian ini merupakan penelitian kuantitatif dengan menggunakan uji statistik regresi linier sederhana. Berdasarkan hasil penelitian, data yang diperoleh persamaan regresi sebagai berikut: Y = 23,6 + 0,405X. Berdasarkan analisis data statistik, indikator penelitian ini adalah valid dan variabel yang dapat diandalkan. Hasil penelitian menunjukkan bahwa hipotesis "r hitung" adalah lebih besar dari r tabel (0,651> 0,266) dengan tingkat signifikansi 6,095, sehingga hipotesis ini diterima dan ada pengaruh positif dan signifikan antara kompetensi sumber daya manusia terhadap kualitas pelayanan impor dokumen di PT Sarana Umum Logistik. Kata Kunci :  Kompetensi, Sumber Daya Manusia, Kualitas Layanan.This study aims to determine whether there is an influence of human resource competence to quality services of import documents in PT Sarana Public Logistics Jakarta. The title of this research was appointed based on experiences that showed a decrease in the number of service users over the last five years. This research is a quantitative study using statistical testing of simple linear regression. Based on the results of the study, the data obtained the following regression equation: Y = 23.6 + 0,405X. Based on statistical data analysis, the indicators of this study are valid and variables are reliable. The results showed that the hypothesis “r hitung” was greater than r table (0.651> 0.266) with  a significance level of 6.095, so that this hypothesis was accepted and there is a positive and significant effect between human resource competence towards service quality of import documents in PT Sarana Public Logistics. This study aims to determine the effect of competence of human resource, quality of information technology and organizational commitment on the successful implementation of accrual-based accounting. The sample in this study was 56 respondents who were obtained using purposive sampling technique from employees of the administration and accounting department of the Regional Finance and Assets Agency of Kendari City. The analytical method used is descriptive analysis method and multiple linear regression. The results showed that the competence of human resources, the quality of information technology and organizational commitment have a positive and significant impact on the successful implementation of accrual-based accounting in local governments. This shows that the higher the level of competence of human resources, the quality of information technology and organizational commitment, the successful implementation of accrual-based accounting in local governments will be better.
