Features of innovative processes in the agro-industrial complex

Nowadays Ukraine faces the difficult times under the influence of economic and political crises. Therefore, the only perspective way of products’ competitiveness is innovations, in the first place in the areas where there are many resources and opportunities. Agriculture is one of such most important strategic directions of Ukrainian economy. At the same time agriculture is the supporting foundation for the development of many other types of activity and it can substantially influence the development of Ukrainian economy on an international scale. The paper dwells on the nature, features and problems of implementation of innovations in the agriculture of Ukraine. The features of AIS innovation processes in current conditions are defined. Main problems and obstacles to agriculture innovative development in Ukraine are outlined. The authors emphasize the following factors of low innovation activity of agricultural entities: direct attitude of contemporary entrepreneur to innovation processes and understanding of their role in achieving success; lack of state assistance; insufficiency of legislative basis of its provision in Ukraine. Currently Ukrainian agricultural enterprises have a huge capacity for operation at competitive markets as equal partners of global agricultural leaders. Available resources and natural-climate conditions are among their factors of success. However, fast development of technologies dictates new activity conditions to strengthen and improve their positions through innovations. Despite the range of advantages, Ukrainian agro-industrial producers lag significantly behind the advanced innovations and developments in the world. However, there are some examples of successful innovative agri-food companies. Major deterrent factors that cause the low innovativeness of agricultural entities are direct attitude of contemporary entrepreneur to innovation processes and understanding of their role in achieving success, lack of state assistance and insufficiency of legislative basis of its provision in Ukraine.

The article is devoted to the model of modernization of agricultural enterprises on the basis of innovation providing. The level of innovative development of domestic agro-industrial enterprises is analyzed and the main problems that put backthe introduction of innovations in the agro-industrial sector of Ukraine under the current conditions are determined; the introduction of such a model of innovation development, which provided a balance between the modernization of production and the introduction of the results of scientific research, new products and production technologies is proposed; the vector of innovative development in the agricultural sector of Ukraine is investigated and the main trends in the development and implementation of innovations in the activities of enterprises engaged in agricultural production is identified; the model of modernization of domestic agroindustrial enterprises on the basis of innovation provision is developed, which is a set of intellectual (agrarian science), industrial (business environment of agroindustrial complex) and consumer (innovative products, innovative technology, innovation process) areas of innovation activity. The transition between these areas of the model of innovation provisioning is carried out with the help of progressive innovation (it helps ensure the interaction of the business environment of the agro-industrial complex with the scientific environment), innovation consulting (guarantees information and advice on innovative products and facilitates communication with business structures) and innovation-venture business (the main task is to promote the development of developed innovative products), a set of measures that must precede the implementation of the proposed model under the current conditions is defined. The role of the state in the process of innovation in agro-industrial enterprises at all three stages of the implementation of the innovation process, from the origin of the idea to the commercialization of innovation is defined. In particular, the functions assigned to the state are allocated for ensuring efficient financing of innovative activity of the agro-industrial complex.

The main component of innovation processes for processing enterprises of the agro-industrial complex is considered – complete engineering. The main tasks of innovation and marketing tools in the general system of activity of processing enterprises of the agro-industrial complex are highlighted. The characteristics of innovative marketing tools and their use in establishing relations of interaction between the subjects of innovation are given. Specific tools for the development and commercialization of innovative projects: crowdsourcing and crowdfunding, which are striking examples of new interactions between innovation actors. Due to the increasing role of high technologies in the economy of Ukraine, it was found that increasing the efficiency of processing enterprises of the agro-industrial complex is not possible without marketing support and the use of innovative marketing tools. It is investigated that the development of digital technologies plays a key role in providing the system of innovative tools of the marketing complex at the processing enterprises of the agro-industrial complex. Therefore, attention was paid to modern innovative tools of Internet marketing, namely, model PESO, which classifies Internet tools as: Paid – Incentives, Internet advertising; Shared – Messengers and social resources, Posting, Content; Owned – Digital property; Earned – Audience Generated, Partnership, Engagement. Based on this model, modern innovation and marketing tools for promoting products on the Internet were identified. With the help of innovative marketing tools identify promising areas to bring the potential of modern processing enterprises of the agro-industrial complex in accordance with environmental conditions.

The purpose of the article is to develop a new methodological approach to the analysis of innovative activity of enterprises of the agro-industrial complex in order to ensure their sustainable economic development, taking into account the factors of economic growth. Research methods. The scientific provisions on planning innovation activities and analysis of innovative processes (the essence and content of innovation activity of enterprises are justified), modeling and organization of innovation activity, forecasting its results in economic systems (modern trends in the development of methods for analyzing and assessing innovation activity of enterprises in the system activity), as well as general scientific methods of cognition: systemic (formulated the problems of assessing the innovative activity of enterprises from the standpoint of ensuring their sustainable development and determining potential ways to solve them), complex (analysis of the parameters of the innovative activity of domestic enterprises), abstract-logical (the influence of environmental factors on the innovative activity of the enterprise is analyzed), functional and structural-level research methods (the relationship of internal factors of the enterprise's innovative activity is considered), methods of analysis and synthesis (the relationship of the internal factors of the enterprise's innovative activity is analyzed), evolutionary and historical approaches (the relationship of the factors of the enterprise's innovative activity with the parameters of its sustainable development is considered). Research results. The methodological foundations of the innovative activity of agro-industrial complex enterprises have been theoretically substantiated as the degree of intensity of their actions on the creation and development (practical implementation) of innovations in the context of rapidly changing external conditions and tough market competition. Despite the high cost of mistakes in the innovative development of agricultural enterprises, the analysis of the innovative activity of an enterprise is an important tool for ensuring their sustainable economic development. Scientific novelty. The elements of scientific novelty lie in the theoretical substantiation and experimental confirmation of a new methodological approach to the analysis of the innovative activity of agricultural enterprises in order to ensure their sustainable economic development. This makes it possible to determine the tools for intensifying the activities of enterprises through building up and productive use of intellectual potential. The concept of “innovative activity of enterprises” is clarified and it is shown that this is one of the main characteristics of their innovative activity. The composition of the parameters of innovative activity of enterprises has been improved and a set of factors stimulating and restraining the innovative activity of agricultural enterprises has been determined. On the basis of the conducted analytical studies, the interrelation and power of the mutual influence of factors of innovative activity of enterprises, as well as the relationship of these factors with the parameters of sustainable economic development, were revealed. Practical significance of the article lies in the possibility of using its provisions and conclusions when analysing the relationship of internal factors of innovative activity of an enterprise, as well as when analysing the relationship between factors of innovative activity of agricultural enterprises with an assessment of the sustainability of their market development. The proposed set of methodological recommendations makes it possible to assess the innovative activity of an enterprise in the interests of its sustainable economic development. Tabl.: 2. The article is devoted to the introduction of innovative technologies in the agro-industrial complex, which is considered one of the most promising economic directions of the country's development. Digital technologies for Russian agribusiness are new and not widespread enough. However, you should pay attention to the fact that innovation processes in this industry have their own specifics. Because of this, the study of the development of the agro-industrial sector of the economy based on the innovative activity of agricultural organizations, that is, the study of the level of intensity of the implementation of innovative processes (innovation activity), is of great importance. The coronavirus factor, in turn, gave an additional impetus to the development of innovative technologies in agriculture. Agrarians from all over the world have begun to use instant messengers, specialized platforms and other digital solutions more actively.

This report aims to analyze the impact of state grants upon the effectiveness efficiency of the enterprises in the Agricultural sector. The presence/absence of the correlation between the “received state grants - financial results from the activity of the agricultural enterprises” was studied. The efficiency of agricultural enterprises is expressed through the indicators of profitability and productivity. The empirical data for a period of 10 years 2008 – 2017 were shown in the study. The main activities of the surveyed enterprises are crop, livestock and combined - crop-livestock. Based on the results obtained, it is expected that the receipt of grants will have a positive influence on the performance of enterprises in the agricultural sector, measured by indicators of effectiveness and productivity. The following research hypotheses have been proved: the positive effect of the grant is more obvious in larger agricultural enterprises, which have higher productivity and profitability compared to small and medium-sized farms; agricultural enterprises which receive grants and are characterized by higher investment activity and are also characterized by higher innovation activity; based on the predominant number of crop enterprises, it is assumed that this type of activity leads to the achievement of higher financial results as a result of the activity of the agricultural enterprises; the age of the enterprises, expressed through the years of their activity, contributes significantly to higher profitability and productivity of the carried out activity.

Purpose. The aim of the article is substantiation of theoretical and methodological principles and development of practical recommendations for the formation and implementation of innovative technologies in the production of agricultural enterprises. Methodology of research. General-scientific and special research methods are used in the process of research, in particular methods: dialectics and scientific abstraction – in determining the essence of the innovative model of development of the agricultural sector of the economy; economic and statistical – when analysing the current state of implementation of innovative technologies in the agricultural sector of Ukraine; monographic – used in presenting the results of the study. Findings. Theoretical bases of formation of innovative mechanisms and their introduction in agrarian sector are covered. Theoretical and methodological approaches to the management of innovative technologies in the production of agricultural enterprises have been formed. Organizational and economic measures for the introduction of innovative technologies in the production of agricultural enterprises are substantiated. Originality. The mechanism of introduction of innovative technologies in agricultural production in the conditions of unfavourable investment environment in Ukraine is improved, which in contrast to the existing mechanisms provides integration of state instruments of support and regulation of the industry and implementation of state and regional programs at the expense of state and local budgets. In the paper it is offered to allocate production-technological, organizational-administrative, selection genetic, economic and social-ecological mechanisms of integration of innovation in various subsystems of agricultural sector. The production and technological mechanism is a priority in providing state support for the development of animal husbandry and processing of agricultural products. Practical value. Scientific developments will allow to form in Ukraine an effectively functioning agro-industrial complex with optimal financing based on the introduction of innovative technologies in the production of agricultural enterprises. The subject of the study is to substantiate classifications of the factors of innovation development of the industry: according to the priority, traditional, barrier, according to the hierarchical level of innovation, the nature of supply demand for innovation, the peculiarity of the influence of factors on the market environment, the influence of factors on innovation localization, importance of innovations, the effect of innovation, nature of the impact, the power of influence, the type of competition, and other classifications of factors of innovation development of the industry. The need to intensify the development of Ukrainian industry in an innovative way requires the identification of the impact on these processes of various factors. To group these influences, the assessment of these factors should be done in the context of separate classes. For this purpose, it is necessary to develop a classification of innovative factors of industrial development. The purpose of the paper is to investigate and systematize the defining conditions for the activation of innovative development in the industrial sphere. The following methods were used in the work: dialectical method of scientific knowledge, analysis and synthesis, comparative, as well as the method of data generalization. It is proved that the complex non-use of these classifications for the substantiation of innovative development of the industry will improve the quality of planning and forecasting documentation and provisions of industrial policy. The applied meaning arising from the criteria for the classification of factors is based on their specific spatiotemporal and situational application, in particular, in conditions of imperfect competition. The classification of innovative factors of industrial development according to their priority is given. In this classification, the priority is determined by the importance and relevance of innovative industry development tasks on the basis of conclusions made as a result of the literature review. Summarizing the factors of innovation development in the barrier classification allows us to distinguish three aggregated groups of factors: socio-political and managerial, socio-economic, and financial. Our socio-economic analysis of innovative development factors of industry also allowed us to identify the following their classification attributes: the hierarchical level of innovation implementation, the character of demand for innovation, the nature of the impact on the market environment, the type of impact, the time horizon of action, impact on the area of innovation localization, the economic essence of innovation, the nature of the significance of innovation, innovation effect, the nature of effective impact, the power of influence, the type of competition.


The current trends of development, ensuring the welfare of the state, are in continuous communication with innovation activity. Under the influence of complex and sustainable innovation processes, the concept of the national innovation system is embodied at the macroeconomic level in its totality. Numerous elements are seen in the conjugation of the national innovation system scale, among which higher education institutions, and their scientific and innovative potential take their place. However, the reverse side is inequality in the levels of university integration, which introduces a discrepancy between the degree of their effectiveness as the elements of the national innovation system. So it becomes urgent to have a specific set of steps to improve the level of university integration. The process of integration level increase must be governed necessarily by the principles of suitable integration condition management, where it is possible to justify waiting by creation of a management algorithm for university integration in the national innovation system. The result of such an algorithm application is the obtaining of a visual set of steps by a user to ensure the process of managerial decision making and implementation to improve the level of university integration in the national innovation system. The increase of university integration will directly enhance its interaction with other elements of NIS, and therefore will increase its contribution to the national economy development, and other priority areas of the state.
