The planning and argumentation of two intercity railway (IR) projects (Lanzhou-Zhongchuan, Xi’an North Passenger Station-airport) in Northwest China have attracted more and more attention by Chinese Central Government, local governments in Northwest China and some research organizations recently. In order to explore and find out the right way of IR development in Northwest China, we must combine with characteristics and uniqueness of Northwest Provinces, research the question more comprehensively. This paper aims at estimating the strategic impacts of IR construction on regional economy, society and environment in the future systematically, especially on the development of economy. So we choose Lanzhou-Zhongchuan IR as an instance, research this problem based on previous project experiences on it and actual dates provided from No.1 Survey & Design Institute of the Ministry of Railway (MOR). By introducing Scenario analysis method, this paper systematically enumerates and concretely analyzes the opponent viewpoints combining with the decision-making tendency of saving cost, protecting environment, promoting social and economic harmony in transportation planning. And then we make certain what are the critical conflicts in value judgment, select and determine the right construction scheme of the IR from three interactive perspective scenarios. The key technical difficulties and breakthroughs of our research are expressed, such as determination of necessity factors’ weight, forecasting traffic demand of the IR, regional economic impact of the IR and so on. It is expected that scenario analysis method would be helpful for decision-making of IR constructions in the future. And we hope to report further on this in subsequent papers.

This article explores the nature of urban citizenship among fishers in Kerala, one of the state’s most marginalised communities, by analysing their participation in a centrally sponsored slum rehabilitation programme—Rajiv Awas Yojana (RAY)—in Vizhinjam, Thiruvananthapuram. The ‘right to participate’ is considered an integral part of the ‘right to the city’, and the inability of the fishing community to participate in the decision-making processes of urban development programmes that directly affect their lives reveals the exclusionary nature of their citizenship. In a state that is renowned for its achievements in human development and governance, the fishing community continues to be marginalised and lack collective power to influence policies. Participatory meetings in such contexts become tokenistic, and their transformative capacity is undermined. The inefficiency of participatory meetings organised under RAY also stems from the powerlessness of local governments to alter urban programmes designed by national governments.

The presented study discusses the phenomenon of acceptance of returning higher vertebrate species to the Czech countryside, both from the perspective of grammar school students, who can further study the environmental protection and facilitate the return of some vertebrates, and students of secondary forestry schools, expected to engage in hunting care in the future. The attitude of students and young people, in general, is very important for the acceptance of the discussed species, as not only the politicians and publicists have the right to influence the general public, but rather the specialists educated in the field should participate in the decision-making process affecting the future of these animals. Overall, the work develops a hypothesis that people may have misconceptions about the return of some vertebrates as, rather than focusing on general facts, they are influenced by frequently hyped points, such as the fear and concern of aggrieved farmers, the overpopulating of some species and the infectious diseases that some animals may transmit. A questionnaire was designed and circulated to obtain the required data. For general simplification, only three options were presented in the questionnaire, either positive, negative, or neutral attitude as further structuring could compromise the clarity of the results.

Local community development and tourism through tourist village nowadays is currently promoted and developed by the local government, it has been committed in accordance with regional autonomy program and it was launched a few years ago, so that the development and improvement of regional income seriously needed the responsibility of local governments entirely. The existence of the tourist village of Tembi, further more who became one of the prospects for tourism in the district of Bantul. Potentially tourist village of Tembi which has a unique cultural heritage of indigenous Java, as well as custom program learning of center Javanese culture by the meaning of the noble values of a custom still believe until now. In addition, the tourist village of Tembi also adapt to the developments in field of science and technology. The prospects of potential tourist village of Tembi, it still has not been able to be developed and properly noticed by the actors of society in particular tourism of tourist village Tembi with their own environment, in case this is precisely the right moment to lift the tourism program in the world heritage aspect. To the authors are very interested to do research so as to provide answers about why the potential of the tourist village of Tembi yet to be developed and how the future development of solutions. And so as to provide concrete strategic measures and appropriate environment for the community to realize the tourist village of Tembi and motivate communities to take advantage of business interests family in particular, and in general for the future tourism development and Bantul city become an icon of Yogyakarta tourism. With the development of the economy and society, more and more enterprises outsource the procuring of services or products from an outside supplier or manufacturer in order to cut costs. To realize outsourcing, the outsourcing needer must choose the supplier carefully, so the method that how to choose the right supplier to realize the outsourcing is particularly important. Lots of factors should be taken into account, but the common factors are cost, quality, additional resources, prior works and contract terms. With the qualitative analysis and quantitative analysis method of analytic hierarchy process, put forward the model of the outsourcing. The model includes three aspects: objective layer, criterion layer and alternative layer. The objective layer is the aim of select supplier; the criterion layer is the factors which affect the choice and the alternative layer is the different selectable enterprise. After calculating the synthetic level value to order in single level and whole system and though the consistency check, eventually got the different weights of different alternations, it can provides direct basis for the decision-making, that is, the enterprise which has the biggest weight of the choice should be placed ahead of the others.

In this paper, through a medical product company cost analysis, the main characteristics and the existing problems are obtained in the development of the company, the analysis results show that: the importance and validity of the cost analysis method. At the same time, the results of the analysis can predict the future of enterprise and provide the beneficial reference for the enterprise investors and other information users. Also, it is helpful to make the right decisions and evaluate of enterprise status.

On 1 January 1995 Austria became a member of the European Union. Austria’s accession to the EU constituted the most important transfer of jurisdiction in the history of the Federal Constitution. On this occasion the Austrian legislature passed an amendment to the Federal Constitution which provides for the participation of Austrian organs in the decision-making process of the European Union. The legal basis of Austria’s membership in the EU is the treaty on accession to the European Union and the special constitutional bill authorizing the competent authorities to ratify the treaty on accession. First of all, provisions on the election of Austrian members to the European Parliament were introduced by the amendment into the Constitution. Secondly, the amendment contains a procedure for participation of the Austrian lands and local governments in the decisions of the European Union. Thirdly, the legislative bodies on the central government level (National Council and Federal Council) are also accorded the right to participate in decision-making of the EU. Finally, a special provision confirming Austria’s participation in the Common Foreign and Security Policy of the Union was introduced.

The performance report of government agencies performance is a form of accountability in presenting, reporting and disclosing the mission of the agency in the form of activities and activities that are the responsibility of the stakeholders who have the right and authority to request such accountability. Performance Reports presented in accordance with applicable regulations can be utilized to make a decision and steps to be taken in the future in improving agency performance. This study aims to determine the performance report of BAPPEDA has been presented in accordance with the regulations and assess the work achievements of BAPPEDA. The analytical method used is descriptive qualitative. The results of this study indicate that the BAPPEDA performance report is in accordance with the guidelines of the State administration agency (LAN) and the BAPPEDA performance achievements are in good class so that the BAPPEDA performance report can be used for decision making.

Each company established course aims to derive a profit or benefit that can be used for the welfare of the company owners or shareholders. In every company liquidity is an important part of measuring the extent to which companies are able to pay maturing obligations to its creditors. Liquidity is a measure of investor decision-making, in which investors learn the level of liquidity and profitability in order to take the right decision for the future. Through this research are expected to know how the liquidity of the company if it is in accordance with the standard value of liquidity compared with the same company with a view of the profit, if not then impact whether and how the best solution which can be given to the company. Regression coefficient PT. Medco Energi International Tbk shows that Return On Assets (ROA) has a positive effect on the current ratio. The result of F test for the company showed no significant effect between Return On Assets (ROA) of the current ratio, this is because there are other factors that affect the current ratio. PT. Medco Energi International has a significant effect between Return On Assets (ROA) on the current ratio.   Keywords : Return, Liquidity, Profit.

Abstract Treatment Eternal.Lab is a business engaged in the services of washing shoes, bags, hats and helmets. There are several things that must be improved by eternal.lab treatment in order to survive and compete in the future. Decision making in determining the right location will have an impact on the development of the business in the future, then, there needs to be a strategy in determining the location of the business.  Taking into account the segments and costs in determining the location will be able to deny profits to thebusiness. Analytical hierarchy process becomes the preferred method to see the location of the business where itis prioritized based on the criteria that influence in determining the location of the business on the treatment services Eternal.Lab. The author uses the expert choice tool to find out the value of each criterion and sub-criteria against alternative locations that have previously been selected. Obtained 4 (four) criteria that become determinants in determining the location of the business, namely facilities, rental costs, market environment, and physical condition of the location. Based on the results of the tests conducted, obtained alternative locations that are prioritized is the Queen's labuhan with an assessment weight (0.406). Pengambilan keputusan dalam menentukan lokasi yang tepat akan berdampak pada perkembangan usaha tersebut kedepannya maka, perlu adanya strategi dalam menentukan lokasi usaha. Dengan mempertimbangkan segmen dan biaya dalam menentukan lokasi akan dapat meningkarkan keuntungan pada usaha. Analytical hierarchy process menjadi metode yang dipilih untuk melihat lokasi usaha dimana yang lebih di prioritaskan berdasarkan kriteria yang berpengaruh dalam menentukan lokasi usaha pada jasa treatment Eternal.Lab. Penulis menggunakan alat expert choice untuk mengetahui nilai setiap kriteria dan sub-kriteria terhadap alternatif lokasi yang sebelumnya sudah dipilih. Diperoleh 4 (empat) kriteria yang menjadi penentu dalam menentukan lokasi usaha yaitu fasilitas, biaya sewa, lingkungan pasar, dan kondisi fisik lokasi. Berdasarkan hasil dari pengujian yang dilakukan maka diperoleh alternatif lokasi yang lebih di prioritaskan adalah labuhan Ratu dengan bobot penilaian (0,406). With a focus on the right of indigenous peoples to self-determination, and an eye on Arctic practices, this article analyses the right of indigenous peoples to self-determination and its exercise at the intergovernmental level. While the exercise of self-determination necessarily implies the right of indigenous peoples to autonomy in their internal and local matters and their involvement in decision-making at the state level, this article argues that self-determination additionally includes the right of indigenous peoples to be represented and to participate in the international arena: the intergovernmental aspect of self-determination. Although this analysis determines that it is yet too early to indicate the existence of a fully-fledged right, this article also evidences that there is a new policy goal at the un level, accompanied by practices at the arctic regional level, which could support the emergence of such a right in the future.
