The research was carried out at the Musi Banyuasin district health office which is located at Jalan Kol. Wahid Udin No. 230 Kelurahan Kayuara, Sekayu District, Postal Code 30711, Sekayu, South Sumatra. The research used a descriptive approach, namely solving problems investigated by describing, describing the condition of the subject / object of the study (a person, institution, community, etc.) based on the facts and then described descriptively. The formulation of the problem examined in the study was How to Implement Regional Regulation number 11 of 2016 regarding smoking-free areas at the Musi Banyuasin District Health Office. Data collection techniques used are interviews, observation and documentation. The implementation model used is the implementation model according to George C. Edward III which includes four elements, namely communication measured through indicators of clarity and consistency, resource elements measured through staff indicators, information, authority, and facilities, disposition elements measured by appointment. employees and incentives, as well as elements of bureaucratic structure as measured by indicators of standard operating procedures (SOPs) and fragmentation. The results of the research that have been concluded are the implementation of Regional Regulation number 11 of 2016 concerning smoking-free areas at the Musi Banyuasin District Health Office which analyzed with the four elements above that have been communicated actively and clearly, including both vertical (superior to subordinate) and horizontal (among staff) directly or indirectly, have the resources to support it. The resources in question include competent and capable human resources (HR) as well as budgetary resources (SDA) originating from APBD funds, the disposition (attitude and willingness) of implementers who are involved in implementing the regional regulations without smoking are those who work. based on their capabilities and expertise, according to standard operating procedures (SOPs) and fragmentation (coordination of tasks) internally and externally.

Previously, Indonesia only issued Identity Cards for citizens who had reached the age of 17 years. However, after the presence of a new policy from the Interior Ministry of the Republic of Indonesia contained in the Republic of Indonesia Minister of Home Affairs Regulation Number 2 concerning Child Identity Cards, now Indonesian citizens who are less than 17 years old can have an identity card in the form of a Child Identity Card. The main problem in this research are the limitations of blanks and need additional personnel to improve services, especially in the context of issuing child Identity Cards. Besides, the realization of the issuance of child identity cards still far from the target and socialization to the public has not been conveyed in its entirety.. This study aims to examine how the implementation of Child Identity card in Bandung Regency. The research method used is qualitative with descriptive approach. This research is presented by using a narrative that discusses the implementation of child identity card policies in Bandung Regency. The focus of this research emphasizes the implementation model of Edward III covering communication, resources, disposition, and bureaucratic structure. Working in confined space has very high risks, therefore, one of the hierarchy control to manage identified risk is administrative by implementing Standard Operating Procedures (SOP). The implementation of SOP correlates with the worker behaviors. The purpose of this research is to find out correlation between knowledge, facilities, and supervision to implementation behaviors of sop in confined space. This study is an observational descriptive research using cross sectional approach. The subject is a total population of 19 cleaning workers in Ducting Dust Collector PT. X . The data provided in distribution of frequency tables and was analyzed using crosstabulation followed with Phi and Cramers V Coefficient to see the relation strength. The result of the study shows that most of the workers has a good behavior in implementing the working SOP in  confined space. According to Phi and CramersV Coefficient, Knowledge (0,57) and Facilities (0,57) has a strong relation with the implementation behavior of SOP in confined space. Supervision has no relationship at all with the implementation behavior of working SOP within the confined space. Keywords: confined space, behavior, SOP

In returning the outpatient medical record file to thesection of the Medical Record Unit, Assembling there was a delay. This is because the return of medical record files has not been carried out according to Standard Operating Procedures, as a result, causing delays in the reporting system. The method used is qualitative using a descriptive approach. Data collection techniques by observation, interviews and literature study. This study aims to determine the return of former medical records of outpatients at Dayeuhkolot Health Center. The results of the study prove that the delay in returning outpatient medical record files at the Dayeuhkolot Health Center with presentations during the 1 week study amounted to 63 or 22% of 285 medical record files. Efforts have been made to disseminate information to all officers related to the efforts made by the person in charge of COVID-19 patients in returning medical record files on time.

Gresik as one of the 38 districts and cities in East Java has the complexity of the problems of youth development, especially the number of unemployment. The subject for this community service program covers Karang Taruna Glanggang and karang Taruna Gadukan in the area of Gresik Regency. The youth has positive motivation in joining organization and became important point to create the youth to have ability to be an entrepreneur by local potention from the local village. Several programs were implemented in the form of enhancing youth entre¬preneur mindset, training of fish processing, marketing and financial administration also consultancy program. The outcome of this program;a. The emerging of start-up business b. PIRT licensing in Gresik District Health Office for processed fish products.

The purpose of this study is to explain the meaning of work rationality for Alfamart employees (Crew, ACOS, COS) while serving at PT. Sumber Alfaria Tri Jaya, TBK (Alfamart). The benefits of research are criticizing the workings of capitalism in the objective reality of Alfamart employees. Meaning was analyzed using the perspective of C. Wright Mills about Cheerful Robots. Rationality in Mills's perspective that ratio work must precede objective reality, because objective reality is the exploitation of the human ratio. The present social reality is not the work of ratio work, but the work of technology. Accordingly, Alfamart employees understand their work as technological work, not ratio work. Alfamart makes the reproduction of excited robots that are workers who are ready to run Standard Operating Procedures (SOP) from PT. Sumber Alfaria Tri Jaya, TBK.The method used is qualitative research with a qualitative descriptive approach.  The results of this study indicate: 1. Alfamart employees do not have the creative power to speak out about the discomfort they get, because all of that is covered with sweet promises from the company. Though the promise is not certain, and the income obtained by Alfamart employees is very far from the owner of PT. Sumber Alfaria Trijaya and structural position holders (Korwil, Inventory Collection / IC, Directors, President Commissioners, etc.). 2. Without realizing by this Alfamart employee that they become Cheerful Robots that are driven by PT. Sumber Alfaria Trijaya, Tbk. They consider this work to be fine, even though they know there is a loss they are getting, but it is considered fairness and responsibility. They lose their reason and autonomy of mind.

The purpose of this paper is to determine the legal arrangements for providing structural legal aid, what are the forms of litigation and non-litigation resolution, and how the obstacles are faced. The research is descriptive in nature, by describing the state of the subject and object, which can be people or institutions based on existing facts and uses a normative and empirical juridical approach, namely analyzing laws and regulations and conducting interviews with respondents. Data obtained through field research (field research). Based on the results of the research, the arrangements for providing structural legal aid by the Medan legal aid agency are Law No.16 of 2011 concerning legal aid and Government Regulation No. 42 of 2013 as the implementing regulation, and as for internal assistance, namely the standard operating procedures of the legal aid agency itself and other supporting laws. Field legal aid agencies resolve criminal cases in litigation and non-litigation terms. Litigation resolution is the handling of cases through court channels, namely acting as a companion, both in the police, prosecutors, and in court. Meanwhile, non-litigation settlement is the handling of cases outside the court route, namely by conducting legal counseling, legal consultation, mediation, and negotiations, which can be carried out by lawyers, paralegals, lecturers, and law faculty students who have met the requirements that have been set.

 The purpose of this study is to plan the communication of the GEMA (Joint Movement) campaign against Covid-19 carried out by the Karawang District Health Office. The study used a qualitative method with a descriptive approach while the data interview techniques were interviews, direct interviews and literature studies. The results in this study show several stages that were passed in making communication planning for the campaign against Covid-19, namely data base line and needs assessment, determining communication objectives, planning analysis and strategy development, audience segmentation, media selection, message development, management planning, training, implementation and evaluation. The Joint Movement Campaign which was conducted from March to December 2020 took the form of 3M socialization. This campaign is focused on ages 18 to 50 using live media, social media and outdoor media. Evaluation of activities is carried out by looking at the graph of the distribution of Covid-19 cases in Karawang Regency. The obstacles that occur in this campaign are weather, vehicles and there are some people who still do not use masks properly..

The regional government of the West Pasaman Regency has implemented the nagari arrangement using the expansion of nagari. However, there are problems regarding the policy of nagari expansion in the Nagari Preparation of Koto Gadang Jaya. Therefore, this study aims to determine the strategies and problems of expanding the preparatory nagari in Koto Gadang Jaya, West Pasaman Regency. This research is qualitative research using a descriptive approach. Data collection techniques used interviews and documentation. This study used Edward III theory with communication variables, resources, dispositions, and bureaucratic structures. The research findings showed several problems related to implementing the expansion policy of the Nagari Preparation Koto Gadang Jaya; first, on communication variables in the indicators of transmission, clarity, and consistency; second, on the resource variable in human resources, financial resources, and infrastructure facilities indicators; third, the bureaucratic structure variable in the standard operating procedure indicators and fragmentation. Meanwhile, the excellent variable is disposition. This research concluded that the implementation of the policy of expanding the Nagari Preparation Koto Gadang Jaya has not been going well; several problems must be resolved by the party responsible for the policy.

The research aims to determine the analiysis of informed consent to the health staff legal protection at bandung regional public hospital. Informed consent is an agreement of medical action through a process of communication between the doctor and the patient about the agreement of medical action that the medical staff would do to the patient. The research method used is a juridical normative qualitative research method with a descriptive approach. Data collection techniques used are by way of literature studies related to the subject, interviews and field observations. The results of the research showed that in general the informed consent at bandung regional public hospital had been optimally implemented and  in accordance with the SOP (Standard Operating Procedure) in the hospital and there was also a General Consent, it’s a general agreement of the patient. Informed consent that has been optimally implemented and in accordance with the regulations in this hospital could protect the health staff and medical staff in carrying out medical actions on patients. For the suggestion given by researchers about health staff and medical staff have to give the socialization about the procedures of informed consent and medical staff have to understand about statute of law that exist, especially to the health staff and the hospital regulations

In order to reduce the impact of the sustainability of MSMEs due to the Covid-19 pandemic, the government issued a BPUM (Assistance for Micro Business Players) policy. This policy is stated in the Regulation of the Minister of Cooperatives, Small and Medium Enterprises of the Republic of Indonesia number 6 of 2020 concerning BPUM and BPUM Implementation Guidelines number 98 of 2020. The purpose of this research is to determine the implementation of BPUM in the Gubeng District of Surabaya City. The theory used in this research is the implementation model theory by Edward III. The type of research used is descriptive qualitative. The results of this study indicate that: (1) Communication has been implemented even though the socialization has not been carried out massively; (2) Resources are well implemented; (3) The disposition has been implemented even though the employee response is not optimal; (4) The Bureaucratic Structure has been implemented in accordance with the Standard Operating Procedures (SOP) applicable to BPUM.
