The Contracting State: Austerity and Public Services

This chapter focuses on the ‘contracting state’ under Cameron, and reviews developments in three major public services since 2010: health, education and welfare, paying attention to the way in which these reforms affect the agency of the people who rely on these services. The Conservative-led coalition that was elected in 2010 made deep cuts to public spending in an effort to bring down the deficit, which they argued would restore economic growth. In practice, sluggish growth over the next few years meant that the cuts to public spending and services were less harsh than planned. However, the distributional effect of the cuts was uneven, with lower income, working-age households suffering disproportionally. In England and Wales, in organisational terms, austerity meant an extension of quasi-market reforms – particularly in health and education – that had been a feature of UK public administration since the 1980s. Pressure to cut public spending was also passed down to local government, ‘hollowing out’ a significant area of public provision and constraining their agency.

ABSTRACTThe essence of this study describes the theoretical study of the phenomenon transfortation services online. Advances in technology have changed the habits of the people to use online transfortation In fact despite legal protection in the service based services transfortation technological sophistication has not been formed and it became warm conversation among jurists. This study uses normative juridical research. This study found that the first, the Government must accommodate transfotation online phenomenon in the form of rules that provide legal certainty; second, transfortation online as part of the demands of the times based on technology; third, transfortation online as part of the creative economy for economic growth .

The Local Government Ordinance (LGO), formulated by the National Reconstruction Bureau (NRB) in 2000 and promulgated by provincial governments in August 2001, assigns powers, responsibilities, and service delivery functions to three levels of local governments: district, tehsil, and union. Responsibilities for the delivery of social and human development services, such as primary and basic health, education and social welfare, are delegated to the district level, whereas municipal services, such as water, sanitation and urban services are assigned to the tehsil level. The LGO does not only deal with the delivery of public services in its plan but also stresses the need for fiscal decentralisation, claiming that “Fiscal decentralisation is the heart of any devolution exercise. Without fiscal decentralisation no authority is devolved.”

Pelayanan publik menjadi suatu tolok ukur kinerja pemerintah yang paling kasat mata. Seiring dengan perkembangan teknologi dan banyaknya tantangan yang harus dihadapi maka pelayanan publik harus diselaraskan dengan terobosan atau inovasi. Salah satu pelayanan publik yang perlu dioptimalkan adalah Sistem Administrasi Manunggal Satu Atap (SAMSAT). Oleh karena itu, Kantor Bersama Samsat Gresik membuat aplikasi yang diresmikan pada tanggal 14 Juli 2020 adalah SAMSAT RAME (Samsat Ramah Merakyat) yaitu sebuah aplikasi pelayanan pajak serta informasi terkait pengurusan perpanjangan masa berlaku surat tanda nomor kendaraan (STNK) bermotor. Tujuan penelitian ini yaitu untuk mengetahui bagaimana optimalisasi pelayanan Kantor Bersama Samsat Gresik melalui Inovasi Aplikasi Samsat Rame (Samsat Ramah Merakyat) sehingga mampu menjawab beberapa permasalahan pelayanan publik Teknik analisis data dengan pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan/verifikasi. Teknik pengumpulan data melalui wawancara, observasi, dokumentasi dan studi literatur.  Hasil dari penelitian ini menunjukkan bahwa aplikasi Samsat Ramah Merakyat (Samsat Rame) belum efisien karena input pelayanan masih memberatkan para pengguna jasa. Belum efektif karena tidak berhasil mencapai tujuan yang dikehendaki oleh penyelenggara. Serta kualitas hasil yang buruk dikarenakan faktor pendukung terkesan membuat aplikasi Samsat Rame di lakukan karena mendesak tanpa memikirkan jangka panjang. Sedangkan faktor penghambat lebih berpengaruh pada keberhentian inovasi Samsat Rame. Salah satu saran yang dapat diajukan yaitu meningkatkan sosialisasi dan promosi kepada masyarakat Kabupaten Gresik. Kata Kunci : Pelayanan Publik, Inovasi Pelayanan Pajak, Samsat Rame (Samsat Ramah Merakyat)   Public service becomes the most visible measure of government performance. Along with technological developments and the many challenges that must be faced, public services must be aligned with breakthroughs or innovations. One of the public services that need to be optimized is the One-Stop One-Stop Administration System (SAMSAT). Therefore, the Samsat Gresik Joint Office made an application that was inaugurated on July 14, 2020, namely SAMSAT RAME (Samsat Ramah Merakyat), which is a tax service application as well as information related to the extension of the validity period for motorized vehicle registration certificates (STNK). The purpose of this study is to find out how to optimize the services of the Samsat Gresik Joint Office through the Samsat Rame Application Innovation (Samsat Ramah Merakyat) so that it is able to answer several public service problems. Data analysis techniques are data collection, data reduction, data presentation, and conclusion / verification. Data collection techniques through interviews, observation, documentation and literature study. The results of this study indicate that the Peoples Friendly Samsat application (Samsat Rame) is not efficient because service inputs are still burdensome for service users. Not yet effective because it failed to achieve the goals desired by the organizers. As well as the poor quality of results due to supporting factors that seem to make the Samsat Rame application done because it is urgent without thinking about the long term. While the inhibiting factor has more influence on the discontinuation of the Samsat Rame innovation. One of the suggestions that can be put forward is to increase socialization and promotion to the people of Gresik Regency. This study examines the role of education in improving technology adoption as reflected in technology inclusion, poverty alleviation and efforts to increase community income which is reflected in economic growth. This study uses secondary data from world banks and processed regression using the moving average autoregression method. We found that education investment and technology inclusion were positively related to economic growth. And,negatively related to probability. This indicates that education plays a role in encouraging technological inclusion which reflects technological adaptation and encourages economic growth which is an indicator of the prosperity of the people in Indonesia which is strengthened by a negative relationship with poverty which indicates that education plays an important role in poverty alleviation

IntroductionThe communist state of Vietnam with its currently 64 provinces (tinh) and 5 municipalities (thu do), experienced little economic growth over the last two decades. This was a result of the more conservative leadership policies in the country. However, since 2001 Vietnamese authorities have committed to economic liberalization, whereby structural reforms were enacted, as well as the economy was modernized and the country produced more competitive, export-driven industries.With a population of approximately 82,689,518, over 70 % of the people are involved in agricultural production, such as paddy rice, corn, potatoes, rubber, soybeans, coffee, tea, bananas, sugar; pigs, and fish. Other active development of the country, besides agriculture, is considered to be industry with its imports and exports. The growth rate of the national economy is estimated of 7.2 % on average, and investments for science, technology and environmental protection can be seen as the major reasons of economic growth.

This research discussed grand investment tourism sector efforts to increase the number of villas and hotels to expand employment opportunities in the   Sub-district of Ubud Bali." affect the economic growth of a region. The main problem is how is the tourism sector's grand investment effort to increase the number of villas and hotels to expand employment opportunities in the Sub-district of Ubud Bali? High levels of unemployment can increase the amount of crime and increase social unrest. If examined further, from an economic standpoint, if many foreign and local investments are realized then job opportunities are wide open for the people in the area and other regions so that people's income rises by itself. The government is trying to create vocational education that aims to produce a quality and superior workforce in all sectors. Investment activities are the use of a sum of money in the hope of obtaining benefits and can plan their financing and implementation as a unit of activity within a certain period of time. Expenditure on investment costs is done once and only produces benefits a few years later.

As a result of the global financial and economic crisis, social problems have sharpened significantly. They affect the interest of the most population of the country. The efficiency of anti-recessionary measures and their productivity in the social field are analyzed in the article. According to the adjusted estimates of the RF Government, decrease in actual income of the people will continue and only by the end of 2012 a growth by only 3% to 2008 level is projected. The degree of elaboration and scientific justification of the state turnaround policy are getting special significance.

Abstract– Most of the people in the district of Sungai Kunyit are engaged in the business of seafood including udang ebi. Udang ebi's monthly production in this district reached 5000 kg. Although the potential of udang ebi processing in Sungai Kunyit dsitrict is quite large, it's benefits still not improve the lives and welfare of the local fishermen. The low of education level may directly affect welfare of society that in general are still categorized as underprivileged families. Partners in this community service activities are the drying group of udang ebi in the territory of Sungai Kunyit district. The partners were Usaha Bahari Terpadu and Karya Bersama. These drying groups of udang ebi are generally running their business still use the traditional way by relying on the natural sunlight for drying udang ebi catches. So that during the rainy season, where the sun shines not too good and often cloudy, their income declined up to 40%. The above problem encouraged the team Community Services in the Sungai Kunyit district to conduct socialization and pilot project in construction drying oven for udang-ebi. Through this science and technology for Society (Ibm) program funded by Directorate of Research and Community Service (DP2M), it is expected to give significant effect on improvement in live and welfare of the local fishermen, especially drying group of udang-ebi, and finally increases the health, education and economic levels of society in general.
