Purpose of the study: The village people of Pamarican Ciamis West Java Indonesia have great potency to be entrepreneurs. This study aims to implement the strategy to develop rural entrepreneurship potency in Pamarican.  Methodology: This is an action research. We are working with several business groups.  Triangulation done by conducting sources triangulation, triangulation amongst researchers and theory triangulation. Main Findings: The results shows that a business group can become a forum for the community in developing their business potential, their knowledge and skills increases by the reading material, training and guidance, the increasing knowledge and skills can make them running their business better, the small business activities have been able to increase their income. Applications of this study: This research is expected to contribute to the government in floating the entrepreneurship of rural communities. Novelty/Originality of this study: In this research, we emphasize in improving knowledge and skills to develop the rural communities become entrepreneurs. From 2015-2017, we have provided 300 books of entrepreneurship and other resources to fill their spare time. We hold regular meetings to guide the community to understand the reading material especially in Sukamukti Pamarican. To improve their skills, we also provide entrepreneurship training, mentoring and equipment that necessary to implement reading materials, such as equipment for making salted eggs, cookies and other equipment to several business groups under our guidance.

AbstractWith the integration into the European Union (EU) in 2007, growth opportunities have arisen for Romania. In terms of rural area and agriculture, National Rural Development Programs (NRDPs) are implemented, through which funds are granted from the European Union and the Government of Romania, for the economic and social development of the rural area. In this context, entrepreneurial initiatives for rural development have been encouraged, and many SMEs were given the opportunity to be eligible for European funding. The NRDP 2014-2020 continues the efforts for rural development, through strategic objectives, allowing entrepreneurs to implement their business ideas and sustain the development of the rural communities. The paper aims to analyze how the European funding influences the development of rural entrepreneurship in Romania. The study will comprise an analysis of the existing results of the NRDP 2014-2020, referring to annual evaluation indicators of the project implementation (number of jobs created in supported projects, percentage of rural population targeted by local development strategies, etc.). The methodology focuses on interpretation of the latest statistical data from trusted sources, as well as analysis of the official documents and reports (e.g. NRDP 2014-2020 annual report). This paper will contribute with accurate results and discussions concerning the role of EU funds for the rural communities. Also, the study will describe some of the challenges that Romanian rural entrepreneurship still faces after implementation of European funding programs and unresolved issues.

Empowerment of catfish advertising cultivation for the community can increase the income source of rural communities and also as an effort to expand employment opportunities for rural communities through the provision of existing land and water in the village of Mojorangagung Wondayu Sidoarjo, East Java, Indonesia. Fish farming business groups in running their business require a business license as a form of legality. Assistance and roles and cooperation with various related agencies are needed in the progress of fish farming business groups, for example,Cooperation with the Department of Agriculture and Food, Cooperation with Universities, one of which is with the National Development University "Veteran" East Java so that assistance can be carried out in managing its legality and can be carried out assistance in cultivation and marketing as well as various other collaborations with related agencies are also needed. The management of legal entities for fish farming groups is very important, apart from being an obligation some rights can be obtained by fish farming groups that have legal entities including being able to receive assistance from the government in the hope that fish farming business actors in the future can be independent and carry out sustainable fisheries business.

Abstract   The government has carried out overcoming the problem of unemployment by launching the entrepreneurial movement. However, strengthening the movement by incorporating it into the learning curriculum is less effective because the educational target is only focused on the cognitive domain in the form of elaborating the theory of entrepreneurship without being followed by concrete steps. The translation of theory into the real world needs to be done quite well. Entrepreneurship training will be able to describe knowledge in the theoretical realm more focused on the practical realm. Many potential creative ideas to run a business have not been explored optimally. Among the people of Kaling Village, guidance activities are directed towards positive religious activities. This type of coaching directs participants to fill their spare time between work and school to learn religious concepts and theories in several aspects. The growth of an entrepreneurial spirit is also able to provide benefits to the community. These benefits can be in the form of financial and non-financial benefits. The financial benefits of entrepreneurship can be in the form of economic independence obtained in running a business. While the non-financial benefits are in the form of mental growth that is tough and never gives up in dealing with life's problems. Entrepreneurship training for the community, especially the younger generation, to foster an entrepreneurial spirit and explore existing potential. By holding entrepreneurship training, it is hoped that it will be able to create new businesses and have a positive effect on the mental development of the younger generation's independence. Development of village fund management is very much needed by the community so that it can be enjoyed by all levels of society in the villages. The seriousness of the government in developing villages is evidenced by the start of allocation of the Village Fund budget for 2015. The allocation of the Village Fund is mandated by Law (Law) Number 6 of 2014 concerning Villages and Government Regulation (PP) Number 6 of 2014 concerning Village Funds Sourced from STATE BUDGET. The regulation explained that the administration of the village government adheres to the principle of decentralization and the task of assistance. The principle of decentralization raises village internal funding (Desa APBD), while the principle of co-administration provides an opportunity for Villages to obtain funding sources from the government above it (APBN, Provincial APBD, Regency / City APBD). This study aims to observe what the development of village funds looks like, how they are implemented and the impact of the use of village funds in supporting development activities and community empowerment. The research method used is a qualitative research method that relies on observing places, actors and activities in Konawe Selatan Regency, Southeast Sulawesi Province, which was chosen as a case study. Initial observations show that the Village Fund does not have significant results in improving the welfare of the community. These indications are evident in the welfare of the community which has not improved with the existence of the village fund. Therefore it is necessary to develop a good management of village funds to improve the welfare of rural communities, especially in Konawe Selatan District. The output to be achieved is the scientific publication with ISSN Online and the level of technological Readiness that will be achieved 1-3.

India is a country which is in forefront of being called a developed nation. To be a developed nation, India has to first look at its rural development, because 70 percent of the population live in rural areas, which means more than 700 million people are spread across 6,27,000 villages. Rural development is more than ever before linked to entrepreneurship. Establishments and agencies promoting rural development now look at entrepreneurship as a strategic development medium that could speed up the rural development process. Development institutions believe that rural entrepreneurship offers a huge potential for employment. In this paper a case study of a young entrepreneur who has taken up horticulture (vegetable plants nursery) as his full time profession, with a mission to help the neighbouring farmers is studied, the purpose of this paper is to understand the government role (policies and schemes), the difficulties faced by the entrepreneur during the startup time and knowledge transfer from the horticulture department, nursery management. The methodology followed is in-depth interaction with the entrepreneur. The outcome of paper will be to understand how rural entrepreneurship is helping improve the quality of life for families, communities and individuals leading to sustainable economy and environment.

This paper compares the corporate network strategies between multinational corporations of two different origins (United States and Spain), business groups, and state-owned enterprises in the public utility sector of a developing country going through economic and political transitions. The transitions we consider are from an import substitution industrialization model to an open market economy and from a democratic regime to a dictatorial one and back to democracy. We analyze the Chilean telecommunications sector between 1958 and 2005 and find that during a democratic regime all firms sought to build more networks with each other, while incentives decrease under an authoritarian regime. In the protectionist era, US investors built links with Chile’s corporate elite, while in times of an open economy, Spanish investors built these links with the government. State-owned corporations did not attempt to build links with other actors at any time, and business groups sought to build most networks among members of the group. Our findings challenge two commonly held assumptions: first, that open economies decrease incentives for domestic actors to build links with each other and, second, that close political regimes increase incentives to build networks among economic actors.

The Reconstruction and Development Programme adopted by the Government of National Unity is more than a list of the services required to improve the quality of life of the majority of South Africans. It is not just a call for South Africans to unite to build a country free of poverty and misery; it is a programme designed to achieve this objective in an integrated and principled manner. Based on the strategic objectives, as highlighted in the White Paper on Water Supply and Sanitation Policy, with regard to alleviating the chronic potable water shortages in South Africa, this thesis investigates a design methodology to supply potable water through the use of wind energy. The design focuses on small rural off-grid developments where grid electricity either has not or will not reach, and where renewable energy is the only viable option. This thesis provides an overview of wind energy and presents the fundamentals of wind power calculations. It also formulates an overview of the historic and present situation with regards to potable water supply, and reflects on the need for urgent intervention. The feasibility of using wind energy to supply potable water to rural communities in South Africa is explored in a case study. The various problem areas are identified and examined and a wide range of possible solutions are recommended. A final flow chart for the system design is proposed, thus ensuring comprehensive design methodology from which future design of similar systems can be based.

This study aims to get a clearer picture of distance learning (DL) in kindergarten and its assessment, to provide recommendations for policy options related to DL in kindergarten to optimizing students' development and abilities in the emergency. This study was randomly sampling subjects, which are principals, teachers, and parents who had kindergarten-age children. The data collection was through interviews, documentation, and questionnaires deployed by Google form. The results of this study showed that the best format of DL in kindergarten is blended. The assessment for this blended learning that can be done both by teacher and parents are by using communication forum and checklist sheets. Policy options for DL in kindergarten are the use of package modules/books, home visits, activity sheets, television and radio, and the coordination of the government at central and regional administration, and education stakeholders. These policy options become necessary because of the quality of DL based on the knowledge and skills of the teacher/parents that corresponds to the child's developmental stage. DL in kindergarten is the fulfillment of education rights to children in any circumstances. This effort optimizing the children's development of abilities and potential as expected

Penglipuran Tourism Village feels the negative impact of the Covid-19 pandemic on its tourism activities. Before the pandemic, the rapid tourism activity in Penglipuran Tourism Village made many rural communities dependent on the tourism sector. However, due to the prolonged pandemic, many people have to change professions to be able to survive and the economy can not run properly. Therefore, this study aims to analyze the economic resilience of the local community of Penglipuran Tourism Village in the midst of the Covid-19 pandemic. This study uses quantitative and qualitative methods (Mix Method). The study showed that the economic condition of the Penglipuran Tourism Village Community experienced a decline in the midst of the Covid-19 Pandemic, this was influenced by several things, namely the decline in tourism activities in the village due to restrictions on activities and government policies, livelihood sources that changed for the worse and a decrease in income and public spending. The Economic Resilience of the Penglipuran Tourism Village Community is carried out in tourism activities by implementing the CHSE health protocol, village promotion, and village planning through improvements and additions to facilities and infrastructure support livelihood resilience efforts are carried out by digitizing products with online promotions, as well as the existence of delivery services that benefit buyers, the role of the government in resilience is to provide direct cash assistance to the community.

For historians, the media is an important historical source. Con Dao is a special province of Vietnam. The paper presents an approach to Con Dao through historical sources of the Saigon press before 1975 to have a more comprehensive view. Through the content as the name implies, through natural, economic, social and cultural conditions, and potential development evaluation, the original intentions of the government of The Republic of Saigon on prison issues and on the terror cannot be changed. Through a number of important events such as the return of prisoners of war from Con Dao in 1973, etc. the author aims to add a view and wish to confirm the value of historical sources of media while approaching and presenting a problem of history, and so on.
