The need for rapidly changing work skills and demands for formal education qualifications are increasingly demanding for employees of the Government and Education agencies who have long worked with age over 30 years to upgrade themselves both in terms of skills and qualifications. This study aims to determine the source of motivation possessed by employees who have long worked with age over 30 years in improving education competency and qualification. This study uses a descriptive qualitative research method with the object of research in Sukamulya Village, Langkaplancar District, Pangandaran Regency, which carries out tertiary education at the Nahdlatul Ulama Tarbiyah College of Sciences, Al-Farabi Pangandaran. The results showed motivational sources from several sources in the most order as follows: 1) government policies towards fulfilling educational qualifications, 2) workplace intansi, 3) work systems 4) families 5) self-awareness to increase knowledge and skills in work

ABSTRACTThe radicalism movement is currently one of the centres of attention of the Indonesian government because several incidents have repeatedly occurred in Indonesia. The radicalism movement is a concept that wish changes in society using a narrow religious understanding base which usually leads to bomb terror acts. The Central Java region is one area that is often used as the basis of radicalism movements spreading across various regions. The government cooperates with several Islamic organizations, one of which is (Nahdlatul Ulama), to take part in preventing radicalism that can threaten the integrity of the nation and state. This article aims to reveal the role of Nahdlatul Ulama's national politics in repressing the radicalism movement in Indonesia, especially in the Pati Regency area. The research method applied is qualitative with a literature study approach and through interviews. The NU Branch Leader (PCNU) made several programs to repress radicalism in the Pati Regency area, among others, by solidifying students in the Nahdlatul Ulama Student Association (IPNU) by holding Basic Leadership Training (LDK) in collaboration with the National Military Forces (TNI) and academics. In addition, Ansor and Banser of Pati Regency were active in conducting discussions with the theme of counteracting radicalism. These activities by Nahdlatul Ulama are effective in repressing radicalism in the Pati Branch area.  Keywords: national politics; radicalism; PCNU Pati Kabupaten.ABSTRAKGerakan radikalisme pada saat ini menjadi salah satu pusat perhatian pemerintah Indonesia karena berulang kali aksi ini terjadi di Indonesia. Gerakan radikalisme merupakan paham yang menginginkan perubahan dalam masyarakat yang seringnya menggunakan dasar pemahaman agama yang sempit yang biasanya berujung pada aksi teror bom. Wilayah Jawa Tengah merupakan salah satu wilayah yang sering menjadi basis gerakan radikalisme yang tersebar di berbagai daerah. Pemerintah menggandeng beberapa ormas Islam salah satunya adalah Nahdlatul Ulama yang ikut andil dalam rangka pencegahan radikalisme yang dapat mengancam keutuhan bangsa dan negara.  Artikel ini bertujuan mengungkap peran politik kebangsaan Nahdlatul Ulama dalam membendung gerakan radikalisme di Indonesia khususnya di wilayah Kabupaten Pati. Metode penelitian yang digunakan adalah kualitatif dengan pendekatan studi literatur serta melalui wawancara. PCNU membuat beberapa program yang dilaksanakan dalam rangka membendung radikalisme di wilayah Kabupaten Pati antara lain dengan mensolidkan para pelajar dalam Ikatan Pelajar Nahdlatul Ulama (IPNU) dengan mengadakan Latihan Dasar Kepemimpinan (LDK) yang bekerjasama dengan TNI maupun akademisi.  Selain itu Ansor dan Banser Kabupaten Pati aktif untuk melakukan diskusi dengan tema menangkal radikalisme. Kegiatan-kegiatan tersebut efektif dalam rangka membendung radikalisme oleh Nahdlatul Ulama di wilayah Cabang Pati.Kata kunci: politik kebangsaan; radikalisme; PCNU Kabupaten Pati.

In the past 25 years, in Romania, the intensity of R & D activities has declined significantly in most industries. This trend was driven primarily by the lower attention of the government policies of governments after 1990, resulting in particularly low share of research spending in GDP. This had a double negative impact. On one side was affected material basis of research, while on the other side salary levels of researchers along with education and health, remained at very low levels. Based on these considerations the paper examines the evolution of percentage of researchers in total employment in correlation with factors as: the percentage of population with tertiary educational attainment level, the percentage of total intramural R&D expenditure in GDP, the percentage of R&D labour costs in GDP in Romania, compared to Bulgaria, Czech Republic, France, Hungary and Poland. Unfortunately, in what concerns us, the answer is negative.

In this paper the authors restrict the study of poverty and government policies in poverty reduction in West Sumatera. This research method is the study of literature. The findings from the data obtained can be seen that the level of poverty in Sumatera Barat from the years 2005-2010 continued to decline. In 2005 the number of poor people amounted to 482 800 with a percentage of 10.89%. In 2006 the number of poor people in West Sumatera experienced an increase of 550 251 inhabitants with a percentage of 12.51%. In this year poverty level are far greater than what is expected in the amount of 12.07%. Likewise, in 2007 the level of poverty in western Sumatera also incompatible with yag expected by the government in the amount of 11.26%. In this year the number of poor people in West Sumatera amounting to 529 200 with a percentage of 11.90%. In 2008 the number of poor people in West Sumatera has decreased and the level of poverty in West Sumatera is far below that have been targeted by the government at 10,85%. This year the amount of poverty in West Sumatera recorded 477 200 inhabitants with a percentage of 10.67%. So also in 2009 and 2010 the number of poor recorded is also less than the target set by the government.

Abstract Gender equality-based education is education that accommodate gender differences. This study aims to reveal the gender sensitivity insocial and educational as well as identify government policies in building gender equ ality and its applications in formal education. This study is qualitative with an inventory of government policies in building gender equality, and then analyze it with the reality of education in Indonesia. The approach used in this study is referring to the normative approach to the study of government policies in enforcing gender equality and its applications in formal education. The research data was collected using the techniques of literary study (library research). Materials that have been acquired and processed is described and analyzed by using descriptive interpretative paradigm and gender analysis. Although many efforts have been taken by the government for the realization of gender equality, but in the education sector still  show gender inequality. The indication can be seen from three aspects, they are not unequal participation in education for women, unequal educational material as well as the selection of majors unequal proportions of men and women. Pembatasan pemberlakuan kegiatan masyarakat is one of the government's programs in tackling and breaking the chain of covid-19 spread that continues to grow in Indonesia. Covid-19 is rapidly developing and becoming a global issue that impacts all lives in different countries. This makes the government both central and village level must think about various strategies in an effort to prevent its spread. In addition to strategic from the government, participation from the community is also indispensable in efforts to prevent its spread. In addition, we also found participation from the people of Kecamatan Banjarwangi, Kabupaten Garut who participated in the prevention of Covid-19 by implementing policies that have been set by the government. The purpose of this research is to know in detail the form of community participation in the handling of Covid-19 in Kecamatan Banjarwangi, Kabupaten Garut. The research method is descriptive and uses qualitative methods. Meanwhile, for data collection is used library studies derived from data sources derived from scientific journals, book literature, and official websites that are then described through analysis that describes the application of government policies, namely with Pembatasan pemberlakuan kegiatan masyarakat (PPKM) in the response to the Covid-19 pandemic outbreak in Kecamatan Banjarwangi, Kabupaten Garut. The results of this study explain that the application of government policies through PPKM in the district of Banjarwangi, Garut includes participation in planning, participation in the implementation, with the use of masks when traveling, restrictions on community activities without clear purpose, and restrictions on the operating hours of vehicle activities and business activities (shops). The implementation of PPKM activities in countering the Covid-19 pandemic in Kecamatan Banjarwangi, Kabupaten Garut seems to have been running effectively. With the involvement of the village community is very petrified this government program in tackling Covid-19, because the villagers are very understanding of the situation and conditions of the community in the environment. After the involvement of other agencies such as the TNI / POLRI is also very helpful smoothly this program with the creation of security and order during the activities. The purpose of restrictions on the implementation of community activities is to suppress and stop the positive number of Covid-19 in Kecamatan Banjarwangi, Kabupaten Garut. Curriculum development for general comprehensive and also vocational schools needs consideration of the context, in which availability of non-formal and informal education (extracurricular activities=EA) plays an important role forming a meaningful whole with formal education. This pilot study attempted to find out what motivates students (aged 13–15) for participation and teachers organizing/supervising these activities. The methods used for data collection were questionnaires for students (n=258), focus groups of students (n=4), and interviews with teachers (n=8) which provided preliminary data for comprehension of the meaning of EA. The data were processed statistically and by content analysis. The results highlighted several important issues which should be considered when selecting and organizing the content for designing subject syllabi for formal learning specified in national curricula (NC) under changed learning environments, especially considering those created by ICT. Students mentioned the following factors: development of students’ self-awareness about ones abilities, acquisition of new knowledge a and skills, but also new friends and wider social contacts, new experience and satisfaction with creative work. The teachers mentioned students’ additional knowledge and skills they can use in their formal studies at school and engagement in activities widening their cultural horizons. EA can also provide material for decision-making for students’ potential choices for future education.

This article aims to analyze and describe technology-based learning innovations during the pandemic Covid-19. Learning innovations are expected to provide solutions and prevention of Covid-19. The research method used is qualitative research with a literature review method. Data collection was carried out by tracing various sources in the form of government documents, mass media, and relevant research results previously analyzed using policy research and supported by the results of interviews with several elementary school students. Data analysis using Content Analysis. The results of this study indicate that government policies in tackling the spread of the corona virus (Covid-19) have an impact on the emergence of new concepts related to technology-based learning innovations that can be applied. These learning innovations include Learning from Home: Collaboration between schools and parents, learning as an opportunity as well as a challenge, and the innovation of the Blended Learning learning model. It is hoped that these innovations can provide optimal results and can increase collaboration between parents, teachers, and the government in order to realize quality education and be able to compete globally. Technology-based learning innovation is expected not only to take place during the pandemic Covid-19, but can be applied after Covid-19 ends for more advanced and quality education.

This paper uses seven individual-level surveys between 1995 and 2014 to analyse the hypothesis that formal education increases wage-employment and formal sector employment in Nepal. The results show that formal education has increased substantially. However, formal sector employment has remained relatively stable. Individuals with tertiary education are about twice as often employed in the formal sector than individuals without completed primary education. This relationship is less strong for secondary education (22%) and primary education (7%). The results further show that about half of the relationship arises from working in government-related sectors. The overall picture regarding the relationship between formal education and formal sector employment has remained similar over time. However, the strength of the relationship between completed primary and secondary education and formal sector employment has decreased over time. The relationship between tertiary education and formal sector employment has remained stable unless the government related sectors are excluded.

Penelitian ini merupakan penelitian dasar yang bertujuan untuk (1) mengidentifikasi karakteristik nelayan perikanan tangkap yang ada di Kota Lhokseumawe (Studi Kasus di Perkampungan Nelayan Pusong), serta (2) menganalisis  persepsi nelayan  perikanan tangkap terhadap peranan Lembaga Hukum Adat Laot  (LHAL) yang merupakan kearifan lokal yang ada di lingkungan domisili mareka. Metode Penelitian yang digunakan adalah metode survey dan analisis datanya dengan pendekatan  kualitatif dengan mengunakan data tabulasi quisioner hasil wawancara dengan rensponden. Hasil penelitian menunjukan karakteristik umur nelayan berada pada umur produktif dengan tingkat pendidikan formal dan nonformal yang masih rendah, pengalaman sebagai nelayan perikanan tangkap yang lama namun mayoritas tidak memiliki sarana kapal dan alat tangkap sendiri. Persepsi nelayan perikanan tangkap tentang peranan Lembaga Hukum Adat Laot (LHAL) secara berjenjang adalah (1) peran LHAL dalam menyelesaikan peselisihan dan persengketaan antar nelayan, (2) peranan LHAL dalam mengawasi ketentuan hukum adat laot, (3) Peranan LHAL sebagai penghubung antara pemerintah dengan nelayan dan (4) peranan LHAL sebagai pelaksana upacara adat laot.This study was basic study that aimed to (1) identify the characteristics of fishermen existing at Lhokseumawe City (Case Study at Pusong Village), and (2) analyze the perception of fishermen onto the role of Laot Customary Law Institution which was a local wisdom in  their domicily  environment. The research method used was survey method while the data analysis by using qualitative approach with tabulated quitionary data of renspondents. The results showed that the characteristics of fishermen age was in the productive age with the levels of formal and non-formal education were still low. The experience as a fisherman was already long experience, but the majority of them did not have their own boat and fishing equipments. Perception of fishermen onto the role of Laot Customary Law Institution were (1) the role of Laot Customary Law Institution in solving disputes and unpleasantness among fishermen, (2) the role of Laot Customary Law Institution in supervising the provision of laot customary law, (3) The role of Laot Customary Law Institution as a connector for both the government and fishermen (4) the role of Laot Customary Law Institution as executive agent of laot ceremonies.

In dealing with this virus outbreak, each country takes different strategies. The Indonesian State pursues a large-scale social restriction policy. This study aims to explain the Covid 19 policy polemic and the efforts to handle it. The research method uses a normative juridical approach because it examines government policies in handling Covid cases, namely Law No.6 of 2018 and Government Regulation No.21 of 2020. Efforts to handle them, the government needs action that is fast and effective in dealing with the rate of spread of the Corona virus.</strong><strong></strong></p><p><strong> </strong></p></td></tr></tbody></table>
