This technological development has become a medium used by a state administrator to improve the welfare or services of its citizens. An innovation to capture this phenomenon is needed. Local government innovation is very important in implementing good and reliable governance (Good Governance). The implementation of regional development always begins with research and development activities, as well as assessments. Development planning is not only done on the table, without seeing the reality on the ground. The core of the planning problem is making the plan itself which includes a series of procedures and involves many parties. The long process and the many parties involved often make planning ineffective. Based on this, this study aimed to compare the differences in planning innovations carried out in two different regions in South Sulawesi and West Sumatra to compare the innovations of the two regions. This study used a qualitative descriptive approach. As a result, South Sulawesi and West Sumatra had different development innovations. South Sulawesi emphasized improving a website-based information system that would be a reference for development planning. Meanwhile, West Sumatra emphasized assessing construction services that would carry out development planning in the West Sumatra region. Suggestions for the future, each agency allocated a budget to increase the capacity of the SIPPD admin management and provide cost consequences as motivation.

Based on this, this study aims to analyze the differences in planning innovations carried out in two different regions, namely South Sulawesi and West Sumatra, to compare the innovations of the two regions. This study uses a qualitative descriptive approach. As a result, South Sulawesi and West Sumatra have different development innovations, in which South Sulawesi places more emphasis on improving website-based information systems which will become a reference for development planning, while West Sumatra emphasizes the assessment of construction services that will carry out development planning in the West Sumatra region. Suggestions in the future, each agency allocates a budget to increase the admin capacity of the SIPPD manager and provide cost consequences as motivation.

Good Corporate Governance is corporate governance that explains the relationships between various participants in the company that determine the direction of the company's performance. Good corporate governance is corporate governance that explains the relationship of the parties participating in the management and performance of the company. Implementation of good governance principles is considered to have a positive impact on the company. Seeing the many achievements achieved by PT. Unilever Indonesia is primarily an award for GCG so researchers are interested in examining how it is applied and the constraints experienced. From the results of this study it can be seen that the application of GCG principles in the internal environment of PT. Unilever Indonesia has been going well, although sometimes it collides with changes that occur in the internal environment so that there are adjustments that must be made by all employees. The research method used is descriptive qualitative. Qualitative descriptive writing is writing that seeks to explain the current problem solving based on data, present data, analyze and interorete.

Village officials have a great obligation and responsibility to help the Village Head carry out his duties, obligations and provide the best service to the community. The selection of the right village officials will support the implementation of these tasks and obligations. Considering the position of the village apparatus that is so important, the recruitment process, procedures and requirements that are appropriate for the candidate village apparatus are needed.The purpose of this study was to determine the implementation and constraints of the principle of transparency in the appointment of the sontang cubadak Nagari village in Pasaman, West Sumatra. Data collection in this study used interview techniques (key informants). While the types and sources of data used in this study are primary and secondary data. From there the data is then analyzed in a qualitative descriptive way. The results of this study provide evidence that transparency does not occur in the process of appointing Sontang Cubadak Nagari. This happens because of the lack of transparency in the selection, recruitment of candidates for the device. This is evidenced from the many people of Sontang Cubadak village who do not know the process and only know the results of the appointment. In addition, the supervision of the sub-district and the lack of good communication between the Nagari government and the community also caused the failure of the appointment of the Sontang Cubadak village government apparatus. Keyword: Regional Autonomy, Transparency Principle, Nagari’s Officer

Generasi Z atau yang dikenal generasi-net, generasi remaja yang akan meneruskan generasi milenial saat ini diharapkan dapat membuat era baru dalam perkembangan teknologi. Dengan pengaruh yang kuat dari teknologi internet ditakutkan tidak hanya mengubah pola pikir generasi z tetapi dapat pula menjadikan sesuatu yang tabu menjadi tradisi yang ilegal dikalangan masyarakat. Seperti berkembangnya kelompok lesbian, gay, biseksual, dan transgender atau yang dikenal dengan sebutan LGBT. Badan Perencana Pembangunan Daerah Sumatera Barat melakukan survey di akhir 2017, Provinsi Sumatera Barat (Sumbar) menjadi daerah terbanyak di Indonesia yang dihuni oleh kelompok LGBT. Diperkirakan angka sementara mencapai puluhan ribu LGBT di Sumbar. Daerah Padang Pariaman memiliki kasus LGBT terbanyak setelah kota Padang. Kegiatan edukasi terkait kesehatan reproduksi yang dikemas dengan baik dan menarik diharapkan mampu memberikan pengetahuan yang cukup untuk remaja agar tidak sampai melakukan hal-hal yang akan mengganggu kesehatan reproduksinya kelak. Kegiatan tersebut telah dilaksanakan oleh Tim Pengabdian Masyarakat Bagian Histologi dan Radiologi Fakultas Kedokteran Universitas Andalas yang berjudul “Edukasi Kesehatan Reproduksi Remaja generasi z dengan metode edugame  pada Siswa SMA 1 Batang Anai, Padang Pariaman. Pada pengabdian masyarakat ini didapatkan hasil bahwa siswa memiliki persamaan persepsi mengenai bahaya LGBT dan free sex. Metode edugame dan penyuluhan yang disertai dengan video animasi ini menjadi salah satu kegiatan persuasif dengan metode efektif yang dapat mengajak siswa agar menyadari bahaya LGBT dan free sex. Kata kunci : Edukasi kesehatan reproduksi, Generasi Z, Metode edugame ABSTRACT Generation Z, or which is well known as net-generation, the generation of adolescent that will continue the current millennial generation is expected to create a new era in technological development. Due to the strong influence of technology, the internet is feared not only can change the mindset of generations, but also can turn something taboo into an illegal tradition among citizen, such as the development of lesbians, gays, bisexuals, and transgender people, also known as LGBT. The West Sumatra Regional Development Planning Agency conducted a survey at the end of 2017. It is obtained that West Sumatra is the largest province in Indonesia inhabited by LGBT groups. It is estimated temporary numbers reach tens of thousands of LGBT in West Sumatra. Padang Pariaman district has the most LGBT cases after Padang city. Educational, well-packaged and interesting health activities are needed to provide enough knowledge for adolescents to avoid doing things that will interfere their reproductive health later. This activity has been implemented by community service team held by the Histology and Radiology Department of Faculty of Medicine Andalas University entitled "Education of Adolescent Reproductive Health for Generation Z with Edugame method for students of Senior High School 1 Batang Anai, Pariaman”. In this community service activity is obtained students have the same perception about the dangers of LGBT and free sex. Edugame method and counseling with animated videos is one of the effective methods to attract students sto aware the dangers of LGBT and free sex. Budget implementation in government agencies has not been effective even though legislation has mandated that performance-based budgeting should be implemented gradually starting in 2005. Some researches on budgeting found a disregard for the prerequisites for the successful implementation of performance-based budgeting, which includes participation, competence, and the clear documents and budgeting procedures. In Indonesia, the reform of budgeting begins with the issuance of Act No. 17 of 2003 on State Finance and Act No. 25 of 2004 on National Development Planning System, which is a product of legislation that became a milestone of reform in national planning and budgeting. In universities in Indonesia budget management system changes begins to be applied especially after the implementation of autonomy in the management of higher education institutions, namely since the issuance of Government Regulation on Higher Education as State-Owned Legal Entity (BHMN), Public Service Agency (BLU), even the latter leads to the State University-Owned Legal Entity(PTN-BH). The change of financial management is not without reason, but is intended to more financial management of performance-oriented, transparent and accountable, the estuary of the increasing good governance. Pelaksanaan anggaran di instansi pemerintah selama ini belum efektif, padahal undang-undang telah mengamanatkan bahwa pelaksanaan penganggaran berbasis kinerja hendaknya dapat dilaksanakan secara bertahap mulai tahun 2005. Beberapa hasil penelitian tentang penganggaran menunjukan adanya pengabaian terhadap prasayarat keberhasilan pelaksanaan penganggaran berbasis kinerja, yang antara lain ditentukan oleh faktor-faktor pendukung seperti partisipasi, kompetensi, dan adanya kelengkapan dokumen dan prosedur penganggaran secara jelas. Di Indonesia, reformasi bidang penganggaran diawali dengan terbitnya Undang-undang Nomor 17 Tahun 2003 tentang Keuangan Negara Undangundang Nomor 25 Tahun 2004 tentang Sistem Perencanaan Pembangunan Nasional merupakan produk undang-undang yang menjadi tonggak sejarah reformasi di bidang perencanaan dan penganggaran nasional. Di lingkungan perguruan tinggi Indonesia perubahan sistem manajemen anggaran mulai diterapkan terutama setelah dilaksanakannya otonomi dalam pengelolaan lembaga pendidikan tinggi, yaitu sejak diterbitkannya Peraturan Pemerintah tentang Perguruan Tinggi sebagai BHMN, BLU, bahkan yang terakhir ini mengarah pada PTN-BH. Perubahan arah pengelolaan keuangan tersebut tidak tanpa alasan, namun dimaksudkan agar pengeloaan keuangan lebih berorientasi pada kinerja, transparan dan akuntabel, yang muaranya tentu pada meningkatnya good governance.

AbstractLocation choice is a crucial planning task with major influence on a company’s future orientation and competitiveness. It is quite complex, since multiple location factors are usually of decision-relevance, incomparable, and sometimes conflictual. Further, ongoing urbanization is associated with locational dynamics posing major challenges for the regional location management of companies and municipalities. For example, respecting urban space as location factor, a scarcity growing over time leads to different assessment and requirements on a company’s behalf. For both companies and municipalities, there is a need for location development which implies an active change of location factor characteristics. Accordingly, considering locational dynamics is vital, as they may be decisive in the location decision-making. Although certain dynamics are considered within conventional Facility Location Problem (FLP) approaches, a systematic consideration of active location development is missing so far. Consequently, they may propagate long-term unfavorable location decisions, as major potentials associated with company-driven and municipal development measures are neglected. Therefore, this paper introduces a comprehensive decision support framework for the Regional Facility Location and Development planning Problem (RFLDP). It provides an operationalization of development measures, and thus anticipates dynamic adaptations to the environment. An established multi-criteria approach is extended to this new application. A complementary guideline ensures its meaningful applicability by practitioners. Based on a real-life case study, the decision support framework’s strength for practical application is demonstrated. Here, major advantages over conventional FLP approaches are highlighted. It is shown that the proposed methodology results in alternative location decisions which are structurally superior.

The COVID-19 pandemic, an ongoing and fast-spreading virus outbreak caused the most recently discovered coronavirus, has changed the way the world community works, especially Indonesia. This new way of work is called remote online work or working from home. This diseases has changed people's culture by switching to digital culture using information technology. Information technology has several advantages because it can make people complete their work quickly, exibly and qualitatively. This study uses a qualitative descriptive method that aims to provide effective information about the impact of information technology on the performance of government employees during the Covid-19 pandemic. Research information was obtained through library research, observations and interviews with employees of the Environmental Service of Padang City, West Sumatra. The results of the study show that there is good impact of information technology on employee performance. Information Technology can improve employee performance because it enables the employees to work faster. This condition provides space for work collaboration, and works can be carried out far more effectively. During the Covid-19 pandemic where information technology is a vital necessity at work, all works can be done online or work from home so that employee performance can still be mantained. Since Information technology has no space and time limits, work during the COVID-19 pandemic can be accomplished anytime and anywhere.

The Iraqi reality misses the foundations of good governance in Iraq, as well as the comprehensive development programs that produce economic and financial reforms, especially in the federal budget, which is characterized as a fragile, weak and vocal budget. Therefore, it came as a modest attempt to shed light on the justifications for achieving good and good governance and efficient planning for the federal budget in its expenditures and revenues. The public, which contributes to building the state and achieving sustainable development that helps solve the main community problems, reduce poverty indicators, reduce unemployment, provide housing and basic services for all components of Iraqi society, and one of the doors to good and rational governance is the efficient management of the federal budget in Iraq, which is represented by efficient planning for managing public money. And protecting it from corruption is in addition to the many problems that fiscal policy suffers from, including weak non-oil financial revenues and dependence on oil revenues, and the growing deficit in budget planning and reliance in particular on foreign debt in the face of the deficit, and solutions are not impossible but need a national administration to achieve them.

Application of transparency, participation, and accountability in the procurement process of goods and services is in need to achieve good governance. Local governments Sidenreng Rappang has committed to implement through regulation principles so important to study. Therefore, this study aims to determine the principles of transparency, participation, and accountability and bureaucratic behavior that influence the process of procuring goods and services.This type of research is descriptive qualitative data collection techniques through documents, questionnaires, and informants. The data were then analyzed using qualitative descriptive analysis.Behavioral results showed that bureaucracy tends political types in the application of the principles of transparency, participation, and accountability services for goods and services. This supported the existence of a Representative Observer of Society (ROS) that help implement it. The factors that influence still more in human resources and the enforcement of sanctions against irregularities rules or procedures.

Globalization has resulted in a shift in human morals, marked by the many cases of moral deviations that are rife in various parts of Indonesia so that the application of spiritual attitudes has not been maximized. The attitude of dishonesty is shown by the number of students who cheat on the test, and the attitude of indiscipline is shown by the number of students who are late so that the application of social attitudes does not seem to be visible. The role of PAI teachers is considered quite important for the development of these two attitudes. At SMPN 1 Darussalam, PAI teachers have played a role in fostering spiritual and social attitudes. Big. This research was conducted with a field study using a qualitative descriptive method. Data collection techniques were carried out through interviews and documentation. The results showed the role of PAI teachers in fostering spiritual attitudes by praying before and after lessons, praying in congregation, doing charity activities every Friday, and religious activities. The role of PAI teachers in fostering social attitudes is carried out through social service activities, visiting the Disabled Foundation and nursing homes, getting used to the 3S (smile, greeting, greeting), reporting to the teacher what items are found, punishing students who are late. Factors supporting the role of Islamic Education teachers in fostering spiritual and social attitudes are seen from adequate school facilities in the form of female/male prayer rooms, learning media such as LCD, the use of active methods. While the inhibiting factors include the lack of adequate facilities, especially LCDs, the lack of interest in teachers and knowledge, and the lack of interest in students to improve themselves.
