This article designed to examine patronage practice in the 2014 general election in Ogan Ilir district, South Sumatera Province, Indonesia, before and after election in one electoral area (Ogan Ilir 1). We apply Nine Step to Victory (Alamsyah, 2015) framework to achieve this goal. Our key informants are some legislative candidates and their brokerage or winning team at various level. Primary data gathered through depth interview and secondary data collected from the government institution. This data will be analyzed using interactive model (Miles, Huberman, and Saldana, 1994). Drawing on the qualitative approach, we find that, before election day, all candidates in this area practicing vote buying and patronage to get political support from the voters. A form of patronage dominated by club goods, and cash transfer (transport allowance, communication and consumption cost, and vote buying). We do not find incumbency candidate who is practicing fork barrel. After election day, especially when the winner candidates, has been working as a legislator, he has an obligation to continuing patronage through informal and cultural networking (personal or community event). In this various event, he must deliver goods, services, or money to the people (as an individual or group). Our results are strengthening the previous finding that all candidates have begun implementing patronage strategy when they are recruiting the winning team, campaign, and realize vote buying. Family, especially extended family, and friendship is the primary foundation for all candidates to build brokerage (the winning team) structure. All candidates also using “by name by address” strategy to guide vote-buying practice. We discuss this finding, showing limitation and agenda for the research on this topic.

In 2017, the death toll from floods sweeping in northern areas of Bangladesh has climbed above 150. In Dinajpur, Rangpur, Lalmonirhat, Kurigram and Thakurgaon more than 57.18 lakh people have been affected by flood and 6.11 lakh hectares of land damaged by floods in 32 districts Flood is an important natural disaster that deeply destroys the infrastructure and socio-economic conditions of the area. After the flood, the flood victims are feeling very unlucky. Their crops are totally destroyed. They are uncertain about their future. They do not know what would be happened in tomorrow. This study is conducted to find out the real situations of the flood victims of the said areas. The primary objective of this study is to provide a review of the socio-economic conditions of flood-affected people of northern districts in Bangladesh. To develop the paper, primary as well as secondary data is used. The quantitative, as well as qualitative analysis, is conducted for the study. Primary data is collected through a set of well-structured questionnaires. To collect the primary data, a personal survey method is used. Computerized modern technology is applied in the coding, tabulating, and processing of data. The victims are asked for their perceptions of life. It reveals that no victim is extremely pleased with their life before and after the flood, and 35% of victims were pleased before the flood, but after the flood, that rate is reduced to 8%. On the other hand, 5% of victims were extremely displeased, but after the flood that is increased to 17%. Floods have huge consequences on people, economics, and the environment. Flooding of regions used for socioeconomic activities produces a variety of negative effects. The government has various programs for food, housing, medical, and education but that is not enough. It is very little than the affected people. Providing adequate support for flood-affected people and preventing floodwaters can save the people of the river basin. It is also revealed that, by solving some problems locally, some nationally, and some internationally, it is possible to fill the lives of flood-affected people with laughter and joy.

Besakih Temple is the bigest temple in Bali located on the slopes of Mount Agung exactly in Besakih village, Rendang district, Karangasem regency. In addition to being a center of religious ceremonies at Besakih Temple there are also tourism activities. Mount Agung is the highest mountain in Bali and has several times the last eruption occurred in 2017. The researchs try to find the condition of tourism before and after the eruption of Mount Agung in the area of Besakih Temple. The research method used is qulalitative research with comparative data analysis techniques to analyze the condition of tourism before the eruption of Mount Agung and the implications of eruption Mount Agung for tourism activities in the area of Besakih Temple. The data sources, from primary data and secondary data. The concept used are concept of eruption, concept of cultural attraction, concept of the Besakih Temple as spiritual phenomenon, concept of operational, concept of the informal sector in tourism. The result of the research shows that the influence of Mount Agung eruption on tourism activity in area of Besakih Temple is viewed based on the level of tourist visit, the condition of tourist attraction, the comfort of the area, the cleanliness of the area, the operational and income of the local tour guide, the motorcycle drivers, artshop, kiosks, activity of informal tourism sector in the area of Besakih Temple. The area of Besakih Temple managers should synergize with the government and community to conduct recovery of tourism activities in the area of Besakih Temple. This paper discusses the content of Q.S. al-Baqarah ([2]: 67-73). The data used in the preparation of this paper is the data that is primary and secondary. The primary source is data obtained from the core source. In conducting a study of a verse, it is clear that the primary data source is derived from the Qur'an,precisely on Q.S. al-Baqarah ([2]: 67-73). Secondary data is dataobtained from other sources that are still related to the problemand provide interpretation of the primary source. The method usedin analyzing this paper is the tahlili method. This method describesthe meaning contained by the Qur'an, verse by verse, and letterafter letter according to the order in the Mushaf. The descriptionincludes the various aspects which the interpreted verses contain,such as the meaning of the vocabulary, the connotation of thesentence, the background of the verse down, its relation to otherverses, both before and after. And do not miss the opinion that hasbeen given regarding the interpretation of these verses, whetherdelivered by the Prophet, companions, the tabi'in, as well as othercommentators. This study shows that in Q.S. (2): 67-73) there arevalues of moral education which include: 1) morals in asking, (2)morals to parents, (3) patience of educators, (4) educator honesty,and (5) obedience of learners.

Meskipun Indonesia telah mengenakan tindakan anti-dumping terhadap beberapa jenis produk baja, namun impor produk tersebut masih meningkat. Salah satu kemungkinan penyebabnya adalah importasi melalui produk yang dimodifikasi secara tidak substansial atau melalui negara ketiga yang tidak dikenakan tindakan anti-dumping, yang dalam perdagangan internasional umum disebut sebagai praktik circumvention. Studi ini ditujukan untuk membuktikan bahwa circumvention mengakibatkan tindakan anti-dumping atas impor produk baja Indonesia tidak efektif dan untuk memberikan masukan berdasarkan praktik di negara lain supaya kebijakan anti-dumping Indonesia lebih efektif. Circumvention dianalisis dengan membandingkan pola perdagangan antara sebelum dan setelah pengenaan bea masuk anti-dumping (BMAD) menggunakan data sekunder dari Badan Pusat Statistik (BPS) maupun Global Trade Information Services (GTIS). Hasil analisis menunjukkan adanya indikasi kuat bahwa circumvention mengkibatkan pengenaan tindakan anti-dumping impor produk baja di Indonesia menjadi tidak efektif. Oleh karena itu, sangat penting bagi Pemerintah Indonesia untuk segera melakukan penyempurnaan terhadap Peraturan Pemerintah No. 34/2011 tentang Tindakan Antidumping, Tindakan Imbalan, dan Tindakan Pengamanan Perdagangan dengan memasukkan klausul tindakan anti-circumvention yang setidaknya mencakup bentuk-bentuk dan prosedur tindakan, sebagaimana yang telah dilakukan beberapa negara seperti: AS, EU, Australia, dan India. Although Indonesia has imposed anti-dumping measures on several types of steel products, the import of steel products is still increasing. One possible cause is that imports are made by non-substantial modification of product or through a third country which is not subject to anti-dumping measures, which is generally referred as circumvention practice. This study is aimed to prove that circumvention made Indonesian anti-dumping actions on the steel products ineffective. This also study provides recommendation for a best practice for other countries so that Indonesia's anti-dumping policy can be more effective. Circumvention was analyzed by comparing trade patterns between before and after the imposition of anti-dumping duty using secondary data from the Central Bureau of Statistics (BPS) and the Global Trade Information Services (GTIS). The results of the analysis indicate that circumvention became the reason why Indonesian anti-dumping measures on imported steel products are ineffective. Therefore, it is very important for the Government of Indonesia to immediately make amendments to the Government Regulation No. 34/2011 on Antidumping, Countervailing, and Safeguard Measures by adopting clauses of anti-circumvention. This can be done bycovering the forms/types and procedures of action, as has been implemented by several countries such as the US, EU, Australia, and India.

Penelitian ini bertujuan untuk mengkaji daya saing komoditi kakao di Sulawesi Tengah dan melihat peran pemerintah dalam meningkatkan daya saing komoditi kakao. Data primer berasal dari observasi, wawancara dan kuesioner, sementara data sekunder berasal dari instansi terkait. Metode analisis menggunakan Policy Analysis Matrix (PAM) dan analisis sensitivitas. Penelitian ini menemukan bahwa nilai PCR Kabupaten Parigi Moutong 0,589 dan Kabupaten Sigi 0,396. Sedangkan nilai DRC Kabupaten Parigi Moutong 0,387 dan Kabupaten Sigi 0,319. Hal tersebut mengindikasikan bahwa usahatani komoditi kakao di Sulawesi Tengah memiliki daya saing, namun tidak menguntungkan secara ekonomi karena Sulawesi Tengah menghasilkan biji kakao yang tidak difermentasi akibatnya petani menerima harga rendah. Berdasarkan hasil analisis, pemerintah belum memberikan proteksi terhadap harga biji kakao dalam negeri melalui harga referensi biji kakao sehingga harga biji kakao didaerah penelitian masih tergolong rendah jika dibandingkan dengan harga di pasar internasional. Sementara terhadap input, pemerintah telah memberikan kebijakan subsidi kepada petani, namun implementasinya masih perlu perbaikan terutama terkait penyaluran dan pengelolaan bantuan agar merata. Kajian ini merekomendasikan masih diperlukan kebijakan pemerintah baik terhadap input maupun output untuk meningkatkan produktivitas, menurunkan biaya produksi dan menaikkan harga jual biji kakao, sehingga dapat meningkatkan daya saing biji kakao. The purpose of this study is to assess the competitiveness of cocoa in Central Sulawesi and to investigate the role of government in improving the competitiveness of cocoa. The primary data were generated through observation, interviews and some questionnaires. The secondary data were obtained from the agency or the institution related to the research. This study uses the Policy Analysis Matrix (PAM) and sensitivity analysis. The study found that the PCR value for Parigi Moutong district was 0.589 and Sigi district was 0.396. While, the DRC value for Parigi Moutong district was 0.387 and Sigi district was 0.319. This indicates that cocoa beans farming in Central Sulawesi has competitiveness, but not economically beneficial because Central Sulawesi produces unfermented cocoa beans consequently farmers receive low prices. Based on the results of the government's impact on output analysis, the government did not provide protection for domestic cocoa seed prices through the reference price of cocoa beans, consequently the price of domestic cocoa beans, particularly in the research area, was relatively low compared to the price of cocoa beans at the international market. Seen from the government policy on inputs, the government have provided subsidies to farmers but they need to improve the distribution and management of aid to be evenly distributed. It is necessary to set up good government policy on inputs and outputs in order to increase cocoa seed productivity, decrease production cost and increase the price which simultaneously can improve its competitiveness in the research location.

Nepal has been a home to diversified settlement in terms of ethnicity, religion, dialect and culture since its outset in civilization. It also lies between two great military and economic giants of Asia – India and China – that are hostile to each other. While these bring abundant opportunities for Nepal, it possesses several internal and external security threats. Nepal suffers from cyber-attack, environmental degradation, pandemic, ethnic, racial or religious conflicts, inequality and poverty, extremism, human trafficking, corruption, migration and trans-boundary crime. In addition, Nepal also faces several security threats, traditional and non–traditional, including terrorism and insurgency. These threats possess serious implications on peace and security of Nepal and the South Asian region. There is a need of serious study about the major internal and external security challenges that Nepal faces in recent decades. This study aims at examining some of the major security challenges, explore the factors behind it, and attempt to suggest few policy recommendations to the government of Nepal to deal with them. The study is conducted by reviewing the primary and secondary sources of data. The primary data includes documents of the government agencies, press release, joint statement and organizational reports. It also includes the interviews with security experts, bureaucrats, policy makers and academicians. Similarly, secondary data includes books, news reports, academic journals, seminars report and reports of research institutes and think tanks. The study highlights that Nepal should prepare itself to meet with the emerging internal and external security challenges what have emerged in recent times. With the rise of India and China, two adversarial powers in the region, Nepal possess extreme challenges in days to come. Similarly, hardly any countries of the world had prepared itself to deal with recent pandemic like COVID-19 that has shattered even the most powerful countries of the world. Taking lessons from these, it is time for Nepal to learn and prepare to mitigate the challenges.

This research aims to analyze the Implementation of Village Financial System (SISKEUDES)  towards the government organization in Suwaan Village Kalawat Subdistrict North Minahasa Regency. This research using qualitative research approach as using primary data, which were in the form of interview and secondary data. The informants are the village head, the village secretaries, and the head of village government affairs. The result showed that : (1) The implementation of Village Financial System in Suwaan Village has running well (2) The procedure of SISKEUDES utilization done by 4 stages which are : Planning, Implementing, Administrating, and Reporting (3) Village Financial System has been giving the positive influence towards the performance of each employee. Therefore, Village Financial System holds an important role upon village government that impact directly by the employee of village. Government Regulation No. 53 of 2010 regarding the discipline of the Civil Servant loading obligations, prohibitions, and disciplinary action which could be taken to the Civil Servant who has been convicted of the offense, is intended to foster a Civil Servant who has committed an offense, the form of disciplinary punishment is mild, moderate, and weight. Disciplinary punishment for the Civil Servant under Government Regulation No. 53 of 2010 Concerning the Discipline of Civil Servants. The formulation of this journal issue contains about how the process of disciplinary punishment, and constraints and efforts to overcome the impact of the Civil Servant disciplinary punishment in Government of Demak regency. The approach used in this study is a sociological juridical approach or juridical empirical, that is an approach that examines secondary data first and then proceed to conduct research in the field of primary data normative. The process of giving disciplinary sanctions for State Civil Apparatus in Government of Demak regency begins with the examination conducted by the immediate supervisor referred to in the legislation governing the authority of appointment, transfer and dismissal of civil servants. The results showed that in general the process of sanctioning / disciplinary punishment of civil servants in the Government of Demak be said to be good and there have been compliance with the existing regulations / applied in Government Regulation No. 53 of 2010, although it encountered the competent authorities judge still apply tolerance against the employee, but also a positive impact among their deterrent good not to repeat the same offense or one level higher than before either the Civil Servant concerned or the other. Obstacles in carrying out disciplinary punishment in Government of Demak regency environment is still low awareness of employees to do and be disciplined in performing the tasks for instance delays incoming work, lack of regulatory discipline, lack of supervision system and any violations of employee discipline. There must be constraints to overcome need for cooperation with other stakeholders comprising Inspectorate, BKPP, and the immediate superior civil servants in this way can be mutually reinforcing mutual communication, consultation, coordination so that if later there is a problem in the future could be accounted for.Keywords: Delivery of Disciplinary Sanctions; Civil Servant; Government Regulation No. 53 of 2010.

As per rules, the Savings practice of Government salaried people is mandatory up to a stipulated amount of monthly salary. According to GPF, EPF and NPS Rules, a predetermined amount is deducted by the employer at source for the future wellbeing of the concerned employee and invest to GPF, EPF, NPS, etc. In addition to these mandatory savings, employees can save their money to other savings instruments according to their capability and other conditions. As most of the government employees in Unakoti district of Tripura are working with small designations and salaries, they are not able to save more in addition to mandatory savings. Fixed Pay Employee (FPE), Contract Base Worker (CBW), Per Time Worker (PTW), Monthly Pay Worker (MPW), Daily Rate Worker (DRW) are the working conditions where employees get less amount of salary in comparison to regular employees. Under these conditions, their savings rate is also low in comparison to other employees. Other Sources of income, spouse job, dependency ratio, age, literacy level, educational qualification and availability of savings instruments nearby employees are an important aspect for better understanding of savings improvement in the District. The present study entitled “Savings behavior of Government Salaried People in Unakoti District of Tripura” is an empirical study based on primary data and secondary data. The study reveals that the savings rate of salaried people in Unakoti District of Tripura is growing slowly. Financial literacy, reduction of dependency ratio by employment generation programs, Massive awareness program and availability of savings instruments in the rural areas may make a vigorous savings environment in Unakoti District of Tripura.
