The purpose of this research is to measure the transparency of regional budget management (TPAD). This type of research is descriptive research, using documentation data collection techniques. The data analyzed is regional budget management data, which is obtained through observations on the official website of local governments in Indonesia. The results of the analysis show that the first rank of the TPAD index was achieved by the Provincial Government of West Sumatra, the second rank was occupied by the Provincial Government of Riau, and the third rank was occupied by the Provincial Government of South Kalimantan. In addition, it was also found that the average value of the TPAD index was 24.24 percent. This means that the overall level of TPAD is still classified as insufficient, in other words, the management of regional budgets in Indonesia is still very non-transparent. However, this study also shows that the TPAD index in Indonesia continues to improve from year to year.

The paper is devoted to the implementation of regional budget policy in Ukraine. The main vectors of budget policy development as a component of socio-economic policy at the local level are highlighted. Within the framework of the declared budget policy, the peculiarities of the formation and functioning of local (regional) budgets are considered. The interpretation of the definitions of "budget" and "policy" is presented, and the author's definition of the essence of the budget policy of the region is offered. The conceptual dominants of budget policy, the implementation of which takes place through the budget mechanism, are studied. It is proved that budget policy is an important lever of influence and a real reflection of the tactics and strategy of public authorities and local governments in the budget sphere. It is substantiated that the effectiveness of the implementation of regional budget policy directly depends on the sequence of steps aimed at increasing the level of competitiveness of the regions and overcoming the existing regional disparities. On the basis of generalization of thematic researches and practice the offers concerning application of levers of budgetary regulation which define a level of efficiency of budgetary policy of region are formulated. It is stated that the content of the budget policy of the region should be to determine the course, tasks and activities of the state and local governments in the field of formation and use of budget funds. Full implementation of the budget policy of the region stimulates the functioning of economic activity of administrative-territorial units, promotes rational budget planning, as well as the effective filling, distribution and use of local financial resources.

Abstrak Keterampilan membaca permulaan siswa masih rendah dikarenakan kurangnya keterampilan guru dalam mengolah pembelajaran menjadi menarik, hal ini menyebabkan siswa kurang antusias dalam membaca sehingga siswa lebih asyik bicara sendiri dengan teman sebangkunya. Penelitian ini memfokuskan pada: apakah ada peningkatan dalam membaca setelah menggunakan metode suku kata berbasis media kartugambar dan Apakahfaktor yang mempengaruhi dalam keterampilan membaca permulaan. Jenispenelitian ini adalah penelitian tindakan kelas sedangkan sabjeknya ialah seluruh siswa kelas 1 MI Nurus Shibyan Ambat dengan jumlah 18 siswa. Metode yang digunakan dalam pengumpulan data adalah wawancara, observasi, tes dan dokumentasi. Dalam membaca permulaan peneliti penggunaan metode suku kata berbasis media kartu gambar dari hasil tersebut terlihat adanya peningkatan keterampilan membaca permulaan pada siswa. Hal ini dibuktikan pada saat sebelum diberi tindakan nilai rata-rata dari seluruh siswa masih rendah yaitu 45,27, dan presentase ketuntasan klasikalsiswa 16,67%. Pada siklus I setelah diberi tidakanya itu dengan menggunakan metode suku kata berbasis media kartu gambar nilai rata-rata siswa meningkat menjadi 57,5 dan presentase ketuntasan klasikal sebesar 27,78%. pada siklus II nilai rata-rata siswa meningkat menjadi 67,5 sedangkan presentase ketuntasan siswa menjadi 55,56%. Dan pada pelaksanaan siklus III nilai rata-rata siswa meningkat menjadi 78,88 dan peningkatan presentase ketuntasan siswa mencapai 83,33%.  Kata Kunci: Membaca Permulaan, Suku Kata Berbasis Kartu Gambar Abstract Reading skills at the beginning of students are still low due to the lack of teacher skills in processing learning to be interesting, this causes students to be less enthusiastic in reading so that students are more engrossed in talking to themselves with their peers. This study focuses on: is there an increase in reading after using the syllabic media-based syllable method and what are the influencing factors in early reading skills. This type of research is classroom action research while the subject is all grade 1 students of MI NurusShibyanAmbat with a total of 18 students. The methods used in data collection are interviews, observation, tests and documentation. In reading the beginning of the researcher the use of the syllabus-based media method of the image card shows that there is an increase in students' beginning reading skills. This was evidenced at the time before being given an action the average value of all students was still low at 45.27, and the percentage of classical completeness of students was 16.67%. In the first cycle after being given the act of using syllables based on the media card the average value of students increased to 57.5 and the percentage of classical completeness was 27.78%. in cycle II the average value of students increased to 67.5 while the percentage of student completeness to 55.56%. And in the implementation of the third cycle the average value of students increased to 78.88 and the percentage ofstudentscompleteness reached 83.3%. Keywords: Reading Beginning, Syllables Based On Picture Cards

ABSTRACTThis study is aimed to determine: (1) the use of posters as a medium of learning at the workshop of Education Department of Civil Engineering and Planning FT UNY, (2) requirements in making posters as instructional media, and (3) Correspondence between poster as a learning media with the workshop at Department of Education of Civil Engineering and Planning FT UNY. This study Applies a descriptive approach (descriptive research). In this study, the researchers did not provide any treatment to what is observed however only describes in detail merely to what was found in the data collection. The findings of this study are (1) poster has been used as a medium of learning both in carpentry, plumbing workshop, and rock workshop. Poster is used to convey information such as personal protective equipment, work step, parts of an instrument, learning products, and K3 (2) the factors of the preconditions if poster at carpentry and rock workshop have been fulfilled. However the preconditions the form of size and color of poster at the plumbing workshop still need to be resized. In addition, the suitability factors such as ease of posters indicators in order to be easily seen in carpentry and plumbing workshop also need to be resized. Other indicators contained in preconditions factors such as expediency and suitability in the third workshop have been fulfilled. (3) The compliance of poster in carpentry, plumbing workshop, and rock workshop at the Education Department of Civil Engineering and Planning FT UNY is good. Posters are suitable to the function and purpose of each workshop. They only need resizing and repositioning. Penelitian ini menggunaan pendekatan deskriptif (descriptive reasearch). Dalam penelitian ini, peneliti tidak memberikan perlakuan terhadap apa yang diteliti tetapi hanya sebatas mendeskripsikan secara detail terhadap apa yang ditemukan dalam pengambilan data. Hasil penelitian ini adalah (1) Poster telah dimanfaatkan sebagai media pembelajaran baik di bengkel kayu, bengkel plambing, maupun bengkel batu. Poster digunakan untuk menyampaikan informasi alat pelindung diri, langkah kerja, bagian-bagian dari suatu alat, produk pembelajaran, maupun K3 (2) Faktor prasyarat poster di bengkel kayu dan bengkel batu sudah terpenuhi. Hanya saja untuk prasyarat berupa indikator ukuran dan warna poster di bengkel plambing masih perlu ditingkatkan. Selain itu, faktor kesesuaian berupa indikator kemudahan poster untuk terlihat di bengkel kayu dan plambing juga perlu ditingkatkan. Indikator lain yang terdapat pada faktor prasyarat, kemanfaatan, dan kesesuaian di ketiga bengkel tersebut sudah terpenuhi (3) Kesesuaian poster di bengkel kayu, bengkel plambing, dan bengkel batu di Jurusan Pendidikan Teknik Sipil dan Perencanaan FT UNY sudah baik. Poster sudah sesuai dengan fungsi dan maksud masing-masing bengkel. Hanya saja perlu adanya pembenahan dalam penempatan poster.Kata kunci: media pembelajaran, poster, bengkel

This research was conducted in Tanah Ombak Reading Park, Purus III Village, Padang City, West Sumatra. This study aims to illustrate that Tanah Ombak reading park has a considerable influence in changing the stigma and views of the community around Purus Beach which is very far from the reading material and has bad behavior. This is where the role played by the Tanah Ombak Reading Park to make the children of the Purus Beach community have good character and good literacy too. This research uses descriptive research method using a qualitative approach. The purpose of descriptive research is to provide a description based on accurate facts obtained in the field. The subjects in this study were children who lived around Tanah Ombak Reading Park, while the object of the study was Tanah Ombak Reading Park, Padang, West Sumatra. Data collection techniques carried out by observation, interviews and literature. The informants in this study amounted to one person, Mr. Yusrizal. The results of this study are (1) children's reading literacy and society will develop well if the elements that play a role in the scope understand their respective roles (2) many activities held by Tanah Ombak Reading Park to improve reading literacy(3) Tanah Ombak Reading Park has various awards from other renowned institutions and artists. (4) the obstacle felt by Tanah Ombak Reading Park is the lack volunteers so the activities are not well structured. So it can be concluded that Tanah Ombak reading Park has a positive impact in providing education and teaching to children such as learning to count, draw, tell stories, play, and most importantly teach norms in society. However, all activities are constrained due to the limited volunteers so that the activities are only carried out by children independently, such as reading books by themselves without being accompanied by volunteers. Suggestion for the future that Tanah Ombak Reading Park informs the public about the needs of volunteers so that the activities in Tanah Ombak Reading Park can take place in a structured manner.

AbstractWriting this paper aims to create a directory of locations for skateboarding in West Sumatra. The method used in this paper is descriptive research, which examines a group of people, an object, a condition, a thought, or a class of events in the present. Data collection is done by observation, interview, and literature study. Based on data analysis, it can be concluded as follows. First, the obstacles in making a skateboarding directory location in West Sumatra can be described as follows. (a) the writer has difficulty finding a clear place about the location of skateboarding. These constraints are due to the absence of a clear pointer or direction to a skateboarding location. (b) the distance from the downtown or downtown. These constraints are due to inadequate access to locations. The author must ask and explain to the surrounding community in detail in a location in order to get to the point where to skateboard. (c), the authors find it difficult to find the right sources for more detailed information on a skateboarding location. The existence of these obstacles is due to ignorance of the community and skateboarding community about the place. The author only gets some clear information when making observations. Second, the author's attempt to do so is as follows. (a) the author does his best to make clear road and road directions to a skateboarding location with the help of the surrounding community and the communities in the place. With the help of the community and community in making instructions at a predetermined point or better known by the community. (b) the author tries to minimize the distance to the location of skateboarding by asking the informant or the right informant at a skateboarding location. (c) the author tries his best to do interviews with several people to get clear and precise information about a skateboarding location. This aimed of the researceh is to descript: (1) The implementation of cooperative learning model STAD in IPS learning can improve learning increase of the students in grade  VII B SMP Negeri 1 Kedawung on the second semester of academic year 2014/2015, (2) The implementation of cooperative learning model STAD in  IPS  learning can improve learning Achievement of student in grade VII B SMP Negeri 1 Kedawung on the second semester of academic year 2014/2015. This research use classroom action research method. Subjects of this research are the  students of  grade VII B SMP Negeri 1 Kedawung Sragen. Data collection technique in this research are interviews, tests, observations, and questionnaires. Mechanical checks the validity of the data by the method  triangulation techniques. Technical analysis has done by means of data collection, data reduction, data presentation, and drawing conclusions. The process of research carried out three cycles, in each cycle includes four stages of action planning, action, observation and reflection.       The results showed that: (1) The implementation of cooperative learning model STAD in IPS learning can improve learning increase student of the students in grade  VII B SMP Negeri 1 Kedawung on the second semester of academic year 2014/2015, (2) The  implementation of cooperative learning model STAD in IPS learning can improve learning Achievement of the students in grade VII B SMP Negeri 1 Kedawung on the second semester of academic year 2014/2015. The increase students learning interest can be seen from the results of student interest questionnaire after implementation of the action, in the first cycle  reaches 50%, the second cycle increased to 68.75%, and the third cycle increased to 87.50 %. While student achievement on initial conditions shows that the average value of 68.28 with classsical completeness of  53.12%, after the action on the first cycle increased the average value becomes 74.53 with classical completeness of 65.62%, second cycle increased with an average value of 76.56 with classical completeness of 78%, and the third cycle has increased again, with an average value of 81.56 reached with classical completeness reached 87.5

This article deals with theoretical and practical aspects of formulation and implementation of fiscal policy, income and expenses in particular. It also provides a brief analysis uncompensated receipts, regional budget expenditures on national economy, profit tax rise in revenue to regional budgets during the period of undeclared crisis in 2015 and the following period of economic recovery in 2016-2017. The position of the Altai Territory in the research group has been determined. The impact of federal and regional budgets on the dynamics of territories’ revenue trends from profit tax has been studied. Efficiency gains of budget management have been noted. Such indicators as the amount of profit tax revenue counting on per ruble of costs on national economy from a regional budget, the amount of the following year profit tax counting on per ruble of national economy costs from the previous year regional budget (in 2016-2017 in kopecks) were defined as criteria for evaluating the effectiveness. It has been shown, that taking into account the time lag of one year, budget investments into national economy, excluding direct federal transfers are insufficient in 9 out of 10 cases and their efficiency will grow only with the increase of these expenditures. The assertion about the importance of budget investments for economic development of the country and its regions has been confirmed, that underlines the necessity of greater use of public-private partnership system.

The aim of this research is to analyze and study the practice of managing the Special Assistance fund in Diniyah Takmiliyah Communication Forum in West Bandung Regency. This research is a descriptive research with a qualitative approach. The data collection technique is done by interview, observation, and literature study. Literature study by seeking information from other literature. The data obtained were then analyzed by reducing, presenting, and concluding. The analysis results of the management the Special Assistance fund At Madrasah Diniyah Takmiliyah Awaliyah Al-Alim was found that: (1) The Special Assistance Fund for Madrasah Diniyah Takmiliyah Awaliyah Teachers was sourced from the allocation of grants distributed by the provincial government in collaboration with the “Majelis Kerja Kelompok Diniyah Takmiliyah” (MK2DT). Then the funds are managed by the “Forum Komunikasi Madrasah Diniyah Takmiliyah” (FKDT) at the district or city level which is then coordinated with the FKDT at the sub-district level before being received directly by each teacher in each MDTA educational institution; (2) The management of the BKG funds has shown the principles of efficiency and tolerance in the budget allocation for costs.   [Tujuan penelitin ini untuk menganalisis dan mengkaji praktik pengelolaan dana bantuan khusus guru (BKG) pada Forum Komunikasi Diniyah Takmiliyah di Kabupaten Bandung Barat. Penelitian ini merupakan jenis penelitian deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data dilakukan dengan wawancara, observasi, dan studi pustaka. Studi Pustaka dilakukan dengan mencari informasi dari literatur lainya. Data yang diperoleh kemudian dianalisis dengan cara direduksi, disajikan, dan disimpulkan. Hasil analisis pengelolaan Dana Bantuan Khusus Guru (BKG) di Madrasah Diniyah Takmiliyah Awaliyah Al-Alim diperoleh bahwa: (1) Dana Bantuan Khusus Guru Madrasah Diniyah Takmiliyah Awaliyah bersumber dari alokasi dana Hibah yang disalurkan oleh pemerintah Provinsi berkerjasama dengan Majelis Kerja Kelompok Diniyah Takmiliyah (MK2DT) Jawa Barat. Kemudian dana tersebut dikelola oleh Forum Komunikasi Madrasah Diniyah Takmiliyah (FKDT) tingkat kabupaten atau kota yang kemudian di koordinasikan dengan FKDT tingkat kecamatan sebelum diterima langsung oleh masing-masing guru disetiap lembaga pendidikan MDTA; (2) Pengelolaan anggaran biaya dana bantuan khusus guru sudah menunjukan prinsip efesiensi dan toleransi dalam alokasi anggaran biaya]

The purpose of this study to describe comprehensively the increase in the Ability to Write Text Fabel with Portfolio Based Learning to Students of Class  VIII SMP Negeri 1 Pondok Kelapa Bengkulu Tengah. The method used is classroom action research. Sources of data obtained through eighth grade students worksheet F. Data collection techniques in this study is the testing techniques and nontes (observation, journals, and interviews). This research was conducted in three cycles. First cycle consisted of 2 meetings, the second cycle consists of two sessions, and the third cycle comprises one meetings. The test results of this study indicate that an increased ability to write text fable in students. The average value of the class in the first cycle of 63.6 (enough) with a passing rate of 27%, increased in the second cycle with an average of 70 (good) with a passing rate of 56.7%. Then increased again in the third cycle, which amounted to 76 (excellent) with a passing rate reached 86.7%.

<div><p><strong><em>ABSTRACT</em></strong></p><p><strong><em> </em></strong></p><p><em>This study describes the dominant factors in the quality of waiter service that affect guest satisfaction at Pondok Bebek Restaurant. Data collection uses a questionnaire that measures the five dimensions of waiter service quality which consists of tangibles, reliability, responsiveness, assurance, and empathy dimensions to 86 duck cottage restaurant guests. Data obtained from the questionnaire results were processed by determining the average value. The results of this study indicate the five variables of guest satisfaction greatly influence the satisfaction of guests in the duck cottage restaurant. Whereas the most dominant factor affecting guest satisfaction in this restaurant is Responsiveness or responsiveness with a value of 992. The results of the first indicator which is providing information about food promos are at a score of 329, the second indicator is an explanation of the menu at a score of 336, the third indicator is employees able to answer questions about restaurants is at a score of 327.</em></p><p><strong><em>Keywords</em></strong><em>: Restaurant, Service quality, Guest satisfaction.</em></p><p> </p><p><strong>ABSTRAK</strong></p><p><strong> </strong></p><p>Penelitian ini menguraikan faktor dominan kualitas pelayanan pramusaji yang mempengaruhi kepuasan tamu pada Restoran Pondok Bebek. Pengumpulan data menggunakan angket yang mengukur dengan lima dimensi kualitas pelayanan pramusajiyang terdiri atas dimensi tangibles, reliability, responsiveness, assurance, dan empathy kepada 86 tamu restoran pondok bebek. Data yang didapatkan dari hasil angket diolah dengan menentukan nilai rata-rata.. Hasil dari penelitian ini menunjukkan kelima variabel kepuasan tamu sangat berpengaruh terhadap kepuasan tamu di restoran pondok bebek. Sedangkan faktor yang berpengaruh paling dominan terhadap kepuasan tamu di restoran ini adalah Responsiveness atau daya tanggap dengan nilai 992. Hasil indikator pertama yaitu memberikan informasi mengenai promo makanan berada pada skor 329, indikator kedua yaitu penjelasan mengenai menu berada pada skor 336, indikator ketiga yaitu karyawan mampu menjawab pertanyaan mengenai restoran berada pada skor 327.</p><p><strong>Kata kunci</strong>: Restoran, Kualitas pelayanan, Kepuasan tamu</p></div>
