<p>Total war is not always associated with power seizure using physical means, however, the real meaning is how a country could implement the whole of resources to fight for their national interest. This study is aimed to provide an understanding that total war could be implemented in all areas of activities. The study is conducted with a qualitative descriptive method through a case study approach, library study, interview, and observation in the field. It has been implemented in defense diplomacy accordingly without our awareness. For instance, in the case of the delay in the Indonesia-Singapore Defence Cooperation Agreement (DCA) renegotiation which unites all personnel from different agencies and institutions, as well as all professional fields to come up with the same directions for Indonesia national interest. This study concludes that a total war strategy could be implemented in defense diplomacy to get a maximum result to fight for Indonesia’s national interest.</p>

This study sought to evaluate the impact of the Indigenisation Policy on the socio-economic emancipation of rural communities in Zimbabwe. A case study approach was taken focusing on the Marange and Zimunya communities in Manicaland Province of Zimbabwe, where diamonds are being mined. Both qualitative and quantitative research methodologies were applied to get a balanced view from these two communities on their socio-economic improvement because of the mining of diamonds, which are a valuable natural resource found in these two communities. Purposive sampling was applied to come up with the sample of senior politicians and traditional leaders. Two Focus groups were formed in the two communities. The study established that the five diamond mining companies doing business in the two communities had failed to honour their pledges of contributing USD10 million each towards the development of the two communities. Only USD400 000 was contributed by two mining companies at the time of the study. Ninety five percent (95%) of the respondents reported that there were no projects that were being implemented to benefit the local communities. It was therefore, concluded that there was limited socio-economic empowerment of the Marange-Zimunya communities by the diamond mining companies. The study recommended the intervention by the Government in order for these mining companies to honour their pledges by coming up with empowerment projects and also by allowing the two communities to have shares in these companies so that they could be economically empowered.

Penelitian ini bertujuan menggambarkan pemenuhan hak-hak pekerja migran asal Sulawesi Selatan di Malaysia berdasarkan UU No. 39 Tahun 2004 pada masa pra-penempatan dam masa penempatan. Penelitian ini dilaksanakan di Provinsi Sulawesi Selatan, Indonesia dan Tawau, Sabah, Malaysia. Metode yang digunakan adalah kualitatif dengan pendekatan studi kasus. Data diperoleh melalui wawancara dan studi pustaka. Data dianalisis menggunakan teknik reduksi data, penyajian data dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa pemenuhan hak-hak pekerja migran asal Sulawesi Selatan di Malaysia pada masa pra-penempatan dan masa penempatan yang dilaksanakan dengan benar akan signifikan bagi peningkatan ekonomi tenaga kerja Indonesia/pekerja migran Indonesia (TKI/PMI), negara penempatan (Malaysia) dan negara asal (Indonesia). Semakin tinggi tingkat pemahaman seseorang terkait prosedur yang legal, semakin berkurang TKI/PMI yang menempuh jalur ilegal/non-proseduralThe right to work has to be fulfilled by the government as the responsibility for the human rights guarantees for citizens according The 1945 Constitution of the Republic of Indonesia (UUD NRI 1945) article 27 section (2). The aims of this research were to describe and analyze rights fulfillment of migrant workers from South Sulawesi in Malaysia based on Regulations No. 39 Year 2004 on pre-placement phase and on placement phase. The research was carried out in South Sulawesi Province of Indonesia and Tawau, Sabah, Malaysia. The research employed a qualitative method and a case study approach. Data were gathered through interviews and library research. Data were analyzed using data reduction, data presentation, and conclusion drawing. The results showed that the right fulfillment of migrant workers from South Sulawesi in Malaysia both during pre-placement and after placement contributed significantly to economic improvement benefited both Indonesia as supplying country and Malaysia as placement country. The better the awareness regarding legal procedure the smaller chance for the migrants/workers to make use of illegal procedure.

Public Relations of the Bandung Regency Government realizes that its area has a lot of potential for various local wisdom and has a heterogeneous society. This study aims to explore and analyze the values of local knowledge in developing public relations strategies in the government of Bandung Regency, West Java province. This study uses a constructivist interpretive (subjective) paradigm through a case study approach. The results showed that the Bandung Regency Government runs its government based on local wisdom. Bandung Regency Public Relations utilizes local insight and the region's potential to develop a public relations strategy to build and maintain a positive image of Bandung Regency. The impact of this research is expected to become a source of new scientific references in the development of public relations strategies in every region of Indonesia, which is very rich with various philosophies.Humas Pemerintah Kabupaten Bandung menyadari wilayahnya memiliki banyak potensi kearifan lokal yang beragam, serta memiliki masyarakatnya yang heterogen. Penelitian ini bertujuan menggali dan menganalisis nilai-nilai kearifan lokal dalam pengembangan strategi kehumasan di pemerintahan Kabupaten Bandung provinsi Jawa Barat.  Penelitian ini menggunakan paradigma interpretif (subjektif) konstruktivis melalui pendekatan studi kasus. Hasil penelitian menunjukkan bahwa Pemerintah Kabupaten (Pemkab) Bandung menjalankan pemerintahannya berlandaskan pada kearifal lokal. Humas Pemkab Bandung memanfaatkan kearifan lokal dan potensi wilayahnya untuk mengembangkan strategi humas dalam membangun dan mempertahankan citra positif Kabupaten Bandung.Dampak penelitian ini diharapkan menjadi sumber rujukan ilmiah baru dalam pengembangan strategi kehumasan di setiap daerah Indonesia yang sangat kaya dengan beragam filosofi.

Kulon Progo Regency is one of the districts that has many innovations, one of which is community empowerment in collaboration with a modern shop abbreviated as the shop name owned by the people (tomira). This research was motivated by the achievements of the Kulon Progo district government in carrying out development and innovation in the development of the Kulon Progo region by fully involving the Kulon Progo district community through community empowerment. This initiative was taken by the government of Kulon Progo Regency to improve community empowerment and protect the people of Kulon Progo Regency from various economic threats. Considering that in the past few years many modern shops have mushroomed in each district/city, so this is what makes Kulon Progo Regency move quickly to empower the community by collaborating between MSMEs or cooperative with modern shops. This study uses a qualitative method which case study approach. With the empowerment that has been done, the original products of Kulon Progo Regency or local products can be traded in modern stores so that local products in Kulon Progo Regency can compete with national products in these modern stores. The existence of such cooperation will indirectly improve the image of Kulon Progo Regency and lift the original products of Kulon Progo Regency. The lifting of the original products of Kulon Progo Regency will have a positive impact on the community, where indirectly the economy of the community will increase so that there will be prosperity for the community. Kabupaten Kulon Progo adalah salah satu kabupaten yang memiliki banyak inovasi, salah satunya adalah pemberdayaan masyarakat bekerja sama dengan toko modern disingkat nama toko yang dimiliki oleh masyarakat (tomira). Penelitian ini dilatarbelakangi oleh pencapaian pemerintah kabupaten Kulon Progo dalam melakukan pengembangan dan inovasi dalam pengembangan wilayah Kulon Progo dengan melibatkan sepenuhnya masyarakat kabupaten Kulon Progo melalui pemberdayaan masyarakat. Inisiatif ini diambil oleh pemerintah Kabupaten Kulon Progo untuk meningkatkan pemberdayaan masyarakat dan melindungi masyarakat Kabupaten Kulon Progo dari berbagai ancaman ekonomi. Menimbang bahwa dalam beberapa tahun terakhir banyak toko-toko modern telah menjamur di setiap kabupaten/kota, jadi inilah yang membuat Kabupaten Kulon Progo bergerak cepat untuk memberdayakan masyarakat dengan berkolaborasi antara UMKM atau bekerjasama dengan toko-toko modern. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan studi kasus, dengan metode yang digunakan adalah dokumentasi. Dengan pemberdayaan yang telah dilakukan, produk asli Kabupaten Kulon Progo atau produk lokal dapat diperdagangkan di toko modern sehingga produk lokal di Kabupaten Kulon Progo dapat bersaing dengan produk nasional di toko modern ini. Adanya kerjasama tersebut secara tidak langsung akan meningkatkan citra Kabupaten Kulon Progo dan mengangkat produk asli Kabupaten Kulon Progo. Pencabutan produk asli Kabupaten Kulon Progo akan berdampak positif bagi masyarakat, di mana secara tidak langsung perekonomian masyarakat akan meningkat sehingga akan ada kesejahteraan bagi masyarakat.

Legislation is one of the legal products issued by the state government component. In this case, the laws and regulations include the Constitution of the Republic of Indonesia year 1945, the Decree of the People's Consultative Assembly, The Law / Regulation of the Government In lieu of Laws, Government Regulations, Presidential Regulations, and Local Regulations. As for its application, the rules have levels in the arrangement, where there are sections that explain macro and its derivatives that are narrowing down to the implementing regulations. The levels of the rules must be complete because each of them has its own function.  Meanwhile, in this journal, there will be a discussion on the phenomenon of legal vacancies in the case study of Government Regulation of the Republic of Indonesia Number 51 of 2020 related to the Period of Extending Passports to 10 Years, where in the issuance of government regulations have not been included implementing regulations that will regulate how the implementation of government regulations in the field.

Abstract The United Nations Convention on the Law of the Sea (UNCLOS 1982) affirms that the government has sovereign rights, jurisdiction, and obligations in Indonesia’s EEZ. Indonesia has an interest in protecting sovereign rights and increasing state revenues in the waters of the Exclusive Economic Zone (EEZ). That sovereign right is to use fishery resources responsibly for the benefit of the nation and society as a whole. The sole purpose of this qualitative research is to optimize fisheries utilization in the Rote Ndao Regency whose waters include the Fisheries Management Area of 573 (FMA-573) in the EEZ. The analysis had been carried out with a case study approach and then descriptively elaborated. The results showed that: 1) the use of fisheries in FMA-573 was carried out by traditional fishermen (using vessels ≤10 Gross Tonnage/GT) and fishermen using vessels >29 GT; 2) supervision is still needed for the improvement of ships and human resources; 3) there are still violations of territorial waters by traditional Indonesian fishermen. The policy recommendations that must be carried out by the government are: 1) encouraging local fishermen to catch fish in the FMA-573 area by providing stimulus for ships and fishing gear; 2) allocate budget to purchase a new fleet of ships and add supervisors; 3) increase the number of fishery instructors to foster and socialize the boundaries of Indonesia’s EEZ with Australia.

Food security in households can be measured by maintaining stability and security in the availability of staple food. Covid-19 has an impact on the agricultural sector and farmers so that it affects their income, and automatically changes the availability of food in their households. The purpose of this study was to find out how Covid-19 had an impact on the food availability of rice farmers' households, and what strategies were used to survive in conditions of uncertainty. This research uses a case study approach in Aceh Province. The results of this study show contradictory responses based on the status of the farmer (agriculture as the main or secondary livelihood), and the availability of access to other sources of income affects how or not Covid-19 affects their lives. This study shows that the cultural factors of farmers who live simply and farmers of food commodities are those who are more resilient than farmers of other commodities and the lower middle class in general. The strategy in question is to sell produce with a larger proportion due to declining selling prices, take food from the harvest and rice barns also receive assistance from the government.

Abstract This paper examines the deviations of law enforcement in land conflicts in East Java based on the decision of the Supreme Court of the Republic of Indonesia No.38/Pra.Pe /2015.PN.Sby (case of Notary Nora Maria Lidwina, SH). This empirical or socio legal research uses a case study approach. The results show that irregularities in law enforcement in land conflicts by public service providers and law enforcement officials are generally based on corrupt behavior and violations of ethical codes, such as abuse of power, maladministration, case brokers, accepting bribes from certain parties, violence, intervening in cases, and other human rights violations. Mitigation efforts are improving the law enforcement officers isntitutions; improving the judicial administration and justice management systems; imposing strict sanctions; conducting supervision; conducting a transparent service and treatment; socializing anti-corruption movement; and creating an anti-corruption culture and excellent public services.

Utilising a qualitative case study approach, this research study set out to understand discrimination experienced by immigrant students in their interactions with South African students and the prejudice immigrant students expressed against Black South African students. Findings reveal that the discrimination experienced by immigrant students could be clustered into four broad themes, namely categorisations and prototypes; practised stereotypes; academic and social exclusion; and work ethic. Furthermore, statements immigrant students make about South African students seem to fall into two broad categories, namely lack of value for moral integrity and lack of value for education. Educating students to value human dignity and to view each other as cosmopolitan citizens of the world could be a way to ensure social cohesion and harmony of future generations to come.
