Penelitian ini bertujuan untuk mengetahui dan menganalisis: 1) Kualitas penyelenggaraan Ranperda pada DPRD Kabupaten Pangkep. 2) implementasi penyelenggaraan Ranperda pada DPRD Kabupaten Pangkep. Metode penelitian ini menggunakan metode kualitatif dengan tipe deskriptif. Penelitian dilakukan pada DPRD Kabupaten Pangkep. Hasil penelitian menunjukan bahwa: 1) Kualitas penyelenggaraan Ranperda pada DPRD Kabupaten Pangkep bahwa dengan adanya tujuan sebagai dasar hukum bagi APBD (Anggaran Pendapatan dan Belanja Daerah), melaksanakan perintah peraturan perundang-undangan yang lebih tinggi, menambah pendapatan pemerintah daerah, dan meningkatkan kesejahteraan masyarakat khususnya masyarakat di Kabupaten Pangkep. Kejelasan strategi yang ditunjukkan dengan langkah-langkah penyelenggaraan Ranperda dalam pengusulan Ranperda, pembuatan naskah akademik melibatkan pihak ketiga yang di dalamnya terdapat orang-orang ahli, uji publik dalam rangka melihat respons masyarakat, pengajuan Ranperda untuk dibahas di DPRD, pengesahan Ranperda menjadi Perda, dan Sosialisasi Perda (Sosper). Penyusunan program dalam penyelenggaraan Ranperda dengan adanya pembahasan Ranperda melalui Bapemperda (Badan Pembentukan Peraturan Daerah), Panitia Khusus (Pansus), dan gabungan dari beberapa komisi di DPRD Kabupaten Pangkep. Ketersediaan sarana dan prasarana penyelenggaraan Ranperda dalam hal dana anggaran masih kurang maksimal sehingga menjadi faktor yang menghambat dalam penyelenggaraan Ranperda. 2) Implementasi penyelenggaraan Ranperda pada DPRD Kabupaten Pangkep dideskripsikan bahwa komunikasi ditinjau dalam tiga aspek yaitu: (1) transmisi dilakukan dalam bentuk uji publik dan sosialisasi Perda yang bertujuan menginformasikan kepada masyarakat terkait adanya Ranperda yang akan dibahas dan ditetapkan menjadi Perda, (2) pemberian kejelasan juga dilakukan dalam bentuk uji publik dimana melalui uji publik, masyarakat memperoleh informasi yang jelas terkait adanya Ranperda, dan (3) konsistensi ditunjukkan dengan adanya pelaksanaan penyelenggaraan Ranperda berdasarkan perintah UU No. 12 tahun 2011 tentang pengembangan undang-undang dan pedoman. This research method uses a qualitative method with a descriptive type. The research was conducted at the Pangkep Regency DPRD. The results of the study show that: 1) The quality of the implementation of the Ranperda at the Pangkep Regency DPRD is that with the aim of being the legal basis for the Regional Budget (Regional Revenue and Expenditure Budget), carrying out higher laws and regulations, increasing local government revenue, and improving people's welfare. especially people in Pangkep Regency. The clarity of the strategy shown by the steps for implementing the Ranperda in proposing the Ranperda, making an academic manuscript involving third parties in which there are experts, public testing in order to see the community's response, submitting the Ranperda to be discussed in the DPRD, ratification of the Ranperda into a Perda, and Socialization of Regional Regulations (Sosper). Preparation of the program in the implementation of the Ranperda with the discussion of the Ranperda through the Bapemperda (Regional Regulation Formation Agency), the Special Committee (Pansus), and a combination of several commissions in the Pangkep Regency DPRD. The availability of facilities and infrastructure for the implementation of the Ranperda in terms of budget funds is still less than optimal so that it becomes a factor that hinders the implementation of the Ranperda. 2) Implementation of the implementation of the Ranperda at the Pangkep Regency DPRD describes that communication is reviewed in three aspects, namely: (1) the transmission is carried out in the form of a public test and dissemination of the Perda which aims to inform the public regarding the existence of a Ranperda that will be discussed and stipulated as a Regional Regulation, (2) granting Clarity is also carried out in the form of a public test where through a public test, the public obtains clear information regarding the existence of a Ranperda, and (3) consistency is shown by the implementation of the implementation of a Ranperda based on the order of Law no. 12 of 2011 concerning the development of laws and guidelines.

The purpose of the study was to determine and analyze the quality of service for issuing micro business license recommendations and their constraints at the Lae Parira sub-district office, Dairi Regency. The research method used in this research is descriptive qualitative method, which is a method that only describes situations and events that aims to systematically describe the characteristics of a population or certain fields in a factual and accurate manner without looking for or explaining a relationship. The results of the study found that the quality of service for issuing recommendations for micro business licenses at the Lae Parira District Office of Dairi Regency was still not good. This can be seen from the complaints of the public or micro business actors who require licensing recommendations so that the general public has a negative view or picture of the agency. The constraint factors faced in improving the quality of services for issuing recommendations for micro business licenses are: the presence of officers who seek to obtain personal benefits from the licensing recommendation service process, employees do not try to avoid a negative public image of the institution so that many people are reluctant to deal with business administration, and lack of employee commitment to improving service quality so that employees tend to prioritize personal matters over service work to the community

This study aims to determine the impact of business planning for the development of MSMEs. The research method uses is a qualitative method with a descriptive and explorative descriptive approach. From the results of the research conducted, the results show that proper business planning and the application of a good marketing strategy have a positive impact on the sustainability of MSME activities. In addition, the quality of production that has a competitive advantage is also one of the driving factors. For the development of MSMEs, there are several obstacles faced, especially related to capital and guidance from the local government. With the development of MSMEs, it is expected to improve people's welfare, including helping the government in reducing unemployment.

Public perception of immigration content at the TPI East Jakarta Class I Immigration Office is very important in determining the quality of information and understanding of immigration provided to the public by focusing on social media Instagram. With some literacy regarding public perceptions it can produce a public view of immigration content that has been disseminated through social media Instagram TPI Class I Immigration Office, East Jakarta. This can be used as study and learning material in seeing some of the shortcomings that must be addressed by the TPI East Jakarta Class I Immigration Office regarding public perceptions of immigration content. With the descriptive qualitative research method, it explains that there are still gaps or shortcomings of immigration content disseminated through social media Instagram TPI Class I Immigration Office, East Jakarta. So it is very necessary to make several further research studies related to public perceptions of immigration content so as to harmonize understanding between the information provider and the recipient of the information.

Pharmaceutical care is an activity that aims to identify, prevent and solve drug related problems. The demands of patients and the public on the improvement of the quality of pharmaceutical care, require that the extension of the old paradigma wich oriented to the product (drug oriented) into a patient oriented (patient oriented) with the philosophy of pharmaceutical care. The purpose of this study is to find out the pharmaceutical care in puskesmas tosiba kolaka district. This type of research is done by descriptive method. Research method used is descriptive with retrospektive data retriveal. The sample in this study consisted of the head of tosiba puskesmas, pharmacist and assistent pharmacist. Data are analyzed descriptively and elaborated in narrative form. The results showed that the management of drugs and prescription assessment at puskesmas tosiba kolaka accordance with the standard of pharmaceutical care but facilities and infrastructure that has not been sufficient and also exposed to several other factors.

E-literacy and education are important components in improving the quality of human resources needed in an organization. The purpose of this study is to reveal the importance of e-literacy and public policy education. The State Civil Apparatus (ASN) requires e-literacy and education to improve performance results so that public services can be maximized. This becomes interesting research in the development of science-based on the real events that occur in Indonesia. Where so far, e-literacy and education is only intended for the public, especially millennial generation. The research method used is the study of literature where data is obtained through various secondary sources that are relevant to theoretically strengthen research results. The findings explain that e-literacy and education are effective and efficient strategies in overcoming budget constraints and low levels of ASN competence. With e-literacy and public policy education, it is hoped that the professionalism of the ASN bureaucracy will increase and the quality of public services will be better.

Purpose The purpose of this paper is to study the changing relationship between auditing and evaluation. Over the past several years, supreme auditing institutions (SAIs) in a number of advanced democracies have evolved from conventional auditing institutions to becoming increasingly concerned with assisting policy change and administrative reform in the public sector; tasks that are traditionally associated with evaluation. The paper discusses the potential consequences of this development for the SAIs themselves as well as for the audited and reforming institutions and for policy-making. Design/methodology/approach The paper uses qualitative method and draws on the extensive literature on auditing and evaluation. The analysis has also benefitted from the authors’ recent comparative research on SAIs. Findings The findings, summarized in six points, are that the growth of auditing in areas previously assigned to evaluators, has led to a shortened time perspective; stronger emphasis on the administration of policies; increased focus on efficiency of the audited entity; greater independence from the evaluated organizations; a shift in receiver of information toward the legislature and/or the public; and improved communication. Practical implications Evaluation as a professional and scholarly field has developed theories and advanced methods to assess the effectiveness of public programs. The growth of auditing may thus change the focus and quality of policy evaluation. Originality/value The paper speaks to both scholars and practitioners. To the best of the knowledge a similar analysis has not been done before.

Abstract This study aims to describe the implementation of learning supervision by the headmaster in Madrasah Aliyah Ghoyatul Jihad Karawang Regency viewed from aspects: 1. Planning learning supervision, 2. Implementation of learning supervision, 3. The relationship between planning and implementing learning supervision. Supervision of Madrasah Principal Learning is basically a servant activity for teachers conducted by madrasah principals for coaching teachers especially to improve the quality of learning. As an impact of increasing the quality of learning can certainly also increase student learning achievement and that means increasing the quality of madrasah graduates themselves. So that supervision of learning of teachers is expected to be carried out on an ongoing basis so that the teacher's pedagogical competence can increase. The research method used by researchers in conducting this research is descriptive qualitative method, in which the researcher describes and analyzes the data obtained in the field. Data collection techniques are done through observation, interviews and documentation. The purpose of this study is to find out and analyze the implementation of learning supervision conducted by the headmaster in Madrasah Aliyah Ghoyatul Jihad. From the results of the study it can be concluded that the implementation of learning supervision has been effective because the headmaster of madrasas when supervising learning refers to the planning program that has been created to improve teacher pedagogical competence. Perencanaan supervisi pembelajaran, 2. Pelaksanaan supervisi pembelajaran, 3. Hubungan antara perencanaan dan pelaksanaan supervisi pembelajaran. Supervisi Pembelajaran Kepala Madrasah pada dasarnya suatu kegiatan pelayan untuk guru yang dilakukan kepala madrasah untuk pembinaan kepada guru khususnya agar kualitas pembelajarannya meningkat. Sebagai dampak meningkatnya kualitas pembelajaran tentu dapat meningkat pula prestasi belajar siswa dan itu berarti meningkatlah kualitas lulusan madrasah itu sendiri. Sehingga supervisi pembelajaran terhadap guru diharapkan dapat terlaksana secara berkelanjutan agar kompetensi pedagogik guru dapat meningkat. Metode penelitian yang peneliti gunakan dalam melakukan penelitian ini yaitu metode kualitatif deskriptif, dimana peneliti mendeskripsikan dan menganalisis data-data yang diperoleh di lapangan. Teknik pengumpulan data dilakukan melalui observasi, wawancara dan dokumentasi. Tujuan dari penelitian ini adalah untuk mengetahui dan menganalisa implementasi supervisi pembelajaran yang dilakukan oleh kepala madrasah di Madrasah Aliyah Ghoyatul Jihad. Dari hasil penelitian dapat disimpulkan bahwa pelaksanaan supervisi pembelajaran sudah efektif karena kepala madrasah ketika melakukan supervisi pembelajaran mengacu pada program perencanaan yang sudah di buat untuk meningkatkan kompetensi pedagogik guru. The study consists of two parts. In the first one, the author outlines a methodological concept of researching the quality of compositional and artistic spatial systems that are created, for example, in the urban environment with the participation of, inter alia, architectural objects and works of art. The subject of this type of research was called a ‘compositional situation’. In the second part, the author uses the proposed research method to analyze specific cases. These are two situations existing in the public spaces of Mexico City, in which sculptures of famous Mexican sculptor Sebastian were located.

Sector Tourism sevice is one of the effort that can improve tourism interprice in those area. This research is to know and always the tourism condition, strategy to improve the sector tourism service done by public young service, sport, culture and tourism of Mojokerto district. But tourism sector still has some obstacle so is is need some strategies to improve the quality of service by the district goverment at tourism in Mojokerto. To know the strategy to improve the quality of tourism sector service, so in this research , the researcher used qualitative method with description approach. Based on the research, the researcher found that there were there strategies which were used by the public young service, sport, culture and tourismof Mojokerto district to improve the quality of the tourism sektor service. Those were improve the tourism, tourism promotion, and contruction tourism interprise. But in those strategies still have some obstacles whether internal or external obstacle.Key words : Strategy, Tourism Service, Quality of Service.

The purpose of this study was to determine the implementation of the communication strategy carried out by the Head of the Tasikmalaya City Covid-19 Cluster Team in the implementation of Large-Scale Social Restrictions (PSBB). The research method used is a qualitative method with data collection techniques interview, observation and documentation. The results showed that the implementation of the communication strategy carried out by the Task Force Team of the City of Tasikmalaya was in accordance with the indicators of the communication strategy ranging from the communicator determination strategy, message determination strategy, media determination strategy and audience determination strategy. The communication strategy implemented resulted in the fact that the spread of Covid-19 in Tasikmalaya City had decreased due to the implementation of discipline carried out by the apparatus as the Tasikmalaya City Covid-19 Task Force Team and communication that was conveyed to the public with the right strategy. The implementation of the communication strategy that has been carried out by the Task Force Team, the implementation of the report on the results of the Tasikmalaya City discipline presentation is reported directly to the Governor who is charged to Kominfo with the local Government.
