Zur Reformdiskussion der Arbeitsmarktinstrumente für Jugendliche – Modifikation der Assistierten Ausbildung

Zusammenfassung Die Assistierte Ausbildung (AsA) gem. § 130 SGB III wurde im Mai 2015 bis maximal 2021 befristet eingeführt. Im Kontext der Neuordnung der Jugend­licheninstrumente der Bundesagentur für Arbeit (BA) steht darüber hinaus die Weiterführung bzw. Entfristung der AsA auf dem Prüfstand. In einer wissenschaftlichen Begleitstudie der Hochschule der Bundesagentur für Arbeit ­(HdBA) wurde untersucht, inwieweit Anpassungen im Zuge der Neuordnung erforderlich sind. Die Ergebnisse zeigen, dass sich der individuelle Ansatz der AsA bewährt hat, aber Modifikationen zur besseren Zielerreichung notwendig sind. Unter Berücksichtigung der Erfahrungen zahlreicher Akteure werden maßnahmenbezogene Handlungsempfehlungen dargestellt und mit dem allgemeinen Diskussionsstand zusammengeführt. Abstract: On the Reform Discussion of Labour Market Instruments for Young People – Modification of Assisted Training Assisted training (Assistierte Ausbildung, AsA) according to § 130 Social Code III was introduced in May 2015 until 2021 at the latest. In the context of the reorganisation of the youth instruments of the Federal Employment Agency (Bundesagentur für Arbeit, BA), the continuation or removal of the deadline for the AsA is also being put to the test. An accompanying scientific study by the University of Applied Labour Studies (Hochschule der Bundesagentur für Arbeit, HdBA) examined the extent to which adjustments were necessary in the course of the reorganization. The results show that the individual approach of the AsA has proven its worth, but that modifications are necessary to achieve better results. Taking into account the experiences of numerous actors, action-related recommendations for action are presented and brought together with the general state of discussion.

Abstract The changes that occur in the labour market due to the recent evolution registered in the field of accounting, led us to initiate a study in which we have as a purpose to analyse the perception that employers and students enrolled in the faculties for accounting from the Western part of our country have regarding the importance of the professional and transversal competencies when they get hired. The research tools used within this research are on the one side grounded on the quiz for data collection, and on the other side the ANOVA method for the analysis of the perception differences found in these two groups discussed upon. The results found in this work represent in the opinion of the authors an important reference mark for the university instruction of the young people who are about to enter the accounting profession, but also for the future employers who are about to interact with them.

The problem of student survival in extreme situations is very relevant. The future professional activities of students are connected with actions in various potential extreme situations. It is necessary in the process of training at the university in students to form sufficient readiness for adequate actions in diverse extreme scenarios. On the basis of theoretical analysis of various concepts of extreme situations, it is defined as “a complex of environmental conditions requiring certain actions for a certain period of time”. The main factors of the situation are danger and difficulty, and their integral functions are risk and effort, respectively. Situations are external and internal. Physical preparedness is made up of general and special physical qualities determining certain actions in accordance with the demands of extreme situations. The aim of the study is to form physical readiness in students for survival in extreme situations by applying a specialized impact methodology. The formation of physical readiness in students takes place in the process of regular classes in physical education and sport. Certain exercises are included in the individual classes, which have a positive influence on the formation of physical readiness for actions in extreme situations. In summarizing the variational and comparative analysis of the results of the study, it was found that the applied methods of influence in the process of conducting regular classes of students of physical education and sports has positively affected the physical readiness of young people in the experimental group.

The current situation in the youth segment of the labour market is characterized by high unemployment and instability. The mechanisms regulating relations between the labour market and the educational services market do not ensure that the educational process of young people meets the needs and requirements of employers. In this regard, a necessary condition today is to improve the mechanisms with greater adaptive capacity, which would effectively solve the problem of youth employment. Thus, the purpose of this article is to study the practical mechanisms used in the UrFU to improve the adaptive capacity of young professionals and to assess the views of graduates on their application in the University. To this end, the empirical material obtained in the study of the opinion of students aged 20 to 21 years, on the basis of UrFU in Yekaterinburg, was analyzed using the questionnaire method. The relevance of the study is due to the existence of the problem of adaptation of young people in the labor market, which requires improvement, and is enhanced by the fact that it has a practical orientation. The materials of the work can be used in subsequent research of the youth segment of the labor market, as well as in the preparation of textbooks and reading training courses in universities on the basics of employment technologies and the effective behavior of young people in the labor market. The results of the study showed: 1. UrFU pays special attention to the promotion of employment and adaptation in the labor market of graduates, using mechanisms that have a more General (universal) character, but do not contain targeted (individual) assistance to graduates. 2. To solve the identified problems, the authors develop a special training course «technology of effective employment», aimed at improving the adaptive capacity of graduates of UrFU.

In the aftermath of the global financial crisis of 2008, youth unemployment has risen worldwide. In cross-national perspective, research on youth employment has thus far paid attention to the transition from school to work, but underemphasized the importance of the social psychology of labour market entrance. In this article, European young adults’ perceptions of the first-job opportunities in their country are analysed. The result of a multilevel regression analysis on the 2008 wave of the European Social Survey (ESS) shows that differences across countries can mainly be explained by the public’s perceptions of levels of unemployment, and public spending on education. At the individual level, youth in a precarious socioeconomic situation have a rather pessimistic view on these opportunities. Moreover, women perceive the opportunities as less positive than men while young people of foreign origin have, contrary to the expectations, a more positive outlook on the chances for young people.

In this paper, I argue that current arrangements for school-to-work transitions support in England, now school-based, are designed to contribute towards ensuring the consent of the population for what I refer to as the ‘state of insecurity’ (Lorey, 2015): the neoliberal relationship between the individual and the state in which insecurity is promoted as freedom. Based on an analysis of policy, the paper argues that the government careers strategy for young people aims to contribute to shaping the precarious subjects which inhabit the state of insecurity, by encouraging them to internalise neoliberal values around freedom and individualism which accompany governmental precarisation. Drawing also on the work of Judith Butler (2011), I suggest that throughout the careers strategy, neoliberalism functions as performative or hegemonic norm which is cited to constitute notions of ‘good’ or ‘normal’ labour market arrangements, aspirations and selves. I suggest that this strategy is an example of Berlant's (2011) ‘cruel optimism’, which constitutes a fantasy of a ‘good life’ which is in fact likely to be unattainable to many young people, especially the more disadvantaged.

This chapter discusses in what respects the different profiles of the university experience can be considered forms of inequalities. It shows that the inequality of the experience is shaped by the interplay between socio-economic backgrounds and ‘structures of welfare’ that are available to young people. The chapter describes for each profile illustrated in the previous chapter, the function of class and welfare mixes in reinforcing inequality. The chapter shows how negative experiences of young people during university arise, in particular, as a consequence of a ‘mismatch’ between the resources required during university, and what is available from the state, the family and the labour-market.

Nowadays, there is a growing awareness that higher education is called to help young people to develop their personal and professional future. The university mission is not only to increase opportunities for employability and for better matching of labour market requests and graduates’ skills, but also to prepare people to positively live in local and global communities as well as to actively contribute to personal and community well-being. Therefore, a more holistic approach to education is required, which overcomes the traditional idea of promoting logical, cognitive and linguistic intelligence and which promotes multiple intelligences, including emotional, interpersonal, creative skills. Scholarship of teaching and learning in higher education and educational research have shown that there is a variety of strategies and methods that can foster not only the development of knowledge, but also soft skills. This Issue offers some perspectives and innovative experiences in different subject areas within this framework and moves towards more general visions of educational issues.Published online: 31 May 2018

The principal purpose of the study is to identify the individual risk factors of young people becoming the NEET generation on the Polish labour market. The first part of the paper comprises a literature-based overview of definitions of the NEET category based and a presentation of the risk factors of young people becoming NEET. The second part presents the results of empirical analyses conducted employing a questionnaire on a group of 120 individuals, aged 15 through 30, who met all criteria of the NEET definition set forth by the Employment Committee of the EU. The research demonstrates that among the major determinants of young people becoming NEET are financial hardship of their households, low motivation to continue formal education or change professional qualifications, and low level of job-seeking activity.

Os processos relacionados à inserção do indivíduo na web e nas redes sociais têm contribuído para a construção de modos de relacionamento das pessoas e da sociedade. Muitos são os aspectos relevantes a serem estudados, entre eles a memória. Este estudo procura entender como a memória se configura entre os jovens no universo da web. No desenvolvimento, foi usada metodologia qualitativa, sendo entrevistados universitários em Joinville (SC). Como resultado da investigação, percebeu-se que o jovem vê no ambiente da web possibilidades de memória, sejam elas destinadas aos arquivos pessoais, sejam para trabalhos e atividades do seu cotidiano, na própria universidade ou no ambiente de trabalho.Memory in frame: the remembrance in times of webAbstractThe related processes to the insertion of the individual on the web and social networks has contributed to build ways of relationship of people and society. There are many relevant aspects to be studied, among them the memory. The main goal of this study is to try to understand how memory is configured among young people in the web universe. In the development, the qualitative methodology was used, being university students in Joinville (SC, Brazil) interviewed. In the conversations, it was noticed that the young person sees in the web environment memory possibilities, whether they are intended for personal files or for work and activities of their daily life, in the university or in the workplace.Keywords: Memory; communication; young people; social networks.

This chapter presents the different ‘profiles’ identified, showing the statements on which the different profiles (groups of students coming from the three countries) have agreed and disagreed. This part shows how the disagreement reflects the presence of different university experiences. The chapter explores in depth the main topics that have emerged from the study, showing the substantial differences in the university experiences of young people from the five profiles and comparing their positions in several areas: socio-economic background, welfare mixes (role of the family, state support, participation in the labour market during university) and the university experience (financial position, housing and accommodation, well-being, and education).
