The progressive development of societies and economies is marked increasingly by the growing role of digital knowledge and information technologies. With the creation of a global information space, the digitization of society and the wider use of internet technologies through traditional and electronic media, the development of e-Government is becoming increasingly popular and functional. Nowadays, the organization of public administration on the basis of electronic means of processing, transmitting and disseminating information, providing services to public authorities, businesses and citizens electronically, the information interaction of public authorities and society using information telecommunications technologies, and ensuring free access for citizens to the relevant state information, are the main components of a comprehensive transformation of governance into the e-government format.

The article highlights the necessity for restructuring sanatorium complex, indicates a need for the development and implementation of the state program of restructuring the network of companies of the sanatorium complex as an instrument of state influence, and reveals the specificity of services provided by enterprises belonging to the sanatorium-resort complex. The authors examine the elements of the sanatorium complex. Its main components are the enterprises, the activities of which are directly determined by the specifics of sanatorium services and have less to do with the treatment, but with the preservation of health. Sanatorium services are not essential services, so the demand for them is determined by social and psycho-physiological factors. No less a significant element of the sanatorium complex controls are different levels. Resort business in Russia has historically been considered an object of state social policy, which is why the activities of management in view of the prevailing conditions in fact aimed at ensuring its development. In this regard, management of the sanatorium complex on the part of public authorities is using such methods and forms, as program-oriented planning; achieving stability of the tax system; establishment of a regime of tax allowances for companies in this sector; government contracts; coordination of the activities of companies in the health resort; management of state property; prioritization of structural policy; antitrust regulation; provision of information services based on the introduction of new information technologies; licensing; certification; state supervision. The article analyzes the differences in concepts such as "restructuring" and "reform"; and also addresses issues of reforming the enterprises of a service that involves a restructuring, and the factors that determine the need for restructuring the sanatorium complex, as well as for identifying deficiencies in operational planning and management in terms of restructuring. The authors note the need for the development and implementation of the conceptual foundations of respect for the health at the state level.

The article is devoted to topical issues of development of state-civil interaction in modern Russia. The scientific approaches to the essence of relationships between public authorities, citizens and public associations are analyzed. The authors describe the main forms of interaction between state and civil society institutions, and basic approaches to understanding of their content. The typology of forms and methods of partnership between the civil society and public authorities in modern Russia is presented. In the article the authors show to the role of information, determine the value of Internet technologies and online communications to improve the cooperation of public associations with public authorities. The content of the problems arising in the process of interaction between public associations and state government is revealed. Some recommendations to improve state support of civil society institutions in the Russian Federation are made.

In the article, the author comments on the concept of communication. Opinions are expressed about the place of information technologies in the formation of public consciousness today. It raises questions about the global development of the Internet, its impact on the integrity of not only one state, but also the world, the benefits and harms. Currently, in the era of progressive development of scientific technologies, the concept of communication has become not just an obsessive, but a subconscious concept. The translation of this term from the Latin communicatio comes in the sense that communicatio is universal. In a broad sense, it can be interpreted as ways and channels of communication with the ability to perceive and distribute various information. We should know that communication is not only an object of several social disciplines, but also an object of exact sciences.

The article discusses the use of Internet technologies in the implementation of autonomous foreign language teaching for students of non-linguistic universities. The analysis of various pedagogical approaches to the definition of the category of "autonomous learning" as a special type of educational activity. The possibilities of using ICT in the process of offline learning a foreign language for students of non-linguistic universities are described. The advantages of using the Internet when teaching a foreign language are given, the means of instruction, the types of independent work when using information technologies, information technologies are identified. A model of the educational process organization on the basis of students' educational autonomy using Internet technologies is presented, examples of the corresponding exercise system using Internet technologies are substantiated and given.

Radical transformations of the modern educational space, which arose as a result of the active introduction of innovative information technologies in the educational process, have radically changed the nature of the relationship between teacher and student. educational tools, Internet technologies have increased the importance of the distance component of blended learning. Данная статья посвящена роли информационных технологий в научноисследовательской деятельности вуза, изучению проблем внедрения, развития и использования современных информационных технологий в науке и образовании. This article focuses on the role of information technology (IT), the study of the problems of implementation, development and use of modern information technology in science and education. Modern IT is defined as the continuous processing, storage, transmission and display of information aimed at the effective use of information resources, computer equipment and data transmission in the management of systems of various classes and purposes. Information technologies affect all aspects of human life, significantly increasing the degree of automation of all information processes, which is a prerequisite for accelerating the pace of scientific and technological progress. Information technology plays an important role in ensuring information interaction between people. The use of computer technology in education can improve the quality of education, create new means of educational impact in learning. The article proposes a study of strategies for forming the image of politicians through Internet technologies. The main existing methodological approaches to studying the issues of forming a political image using modern information technologies are considered. A typology of strategies for the formation of a politician's image on the Internet is proposed, based on the priority of using the Internet. The strategies of preferential and auxiliary use of the Internet and new information technologies for the formation of the image of a politician are characterized. The strategy of the predominant use of Internet technologies for the formation of the image turns out to be the most promising for opposition politicians. Incumbents and representatives of the ruling party are interested in more diversified approaches to the formation of a political image and are using a strategy of auxiliary use of Internet resources. The degree of importance of new information technologies in solving problems of forming and promoting a political image depends, inter alia, on the political guidelines of the audience. The question of the applicability of a common typology of strategies for the formation of a political image to the process of forming a political image on the Internet is considered. The issue of measuring the effectiveness of individual strategies for the formation of a political image on the Internet remains insufficiently studied in modern science.

The article presents the results of theoretical analysis of the phenomena of informatisation of education, information society and two-level higher education. The specifics of training at the bachelor’s and master’s degrees are indicated, and the interdependence of the bachelor’s and master’s degrees is reflected. The authors conducted a comparative analysis of educational standards for bachelor’s and master’s degrees in pedagogic and psychological-pedagogic areas of training, both the current and previous versions. The results of the analysis indicate a tendency to increase the continuity of bachelor’s and master’s degrees, which is expressed in reducing the gap between the content of standards of the first and second stages of higher education. Also, the comparative analysis showed that in comparison with previous versions, the current standards of pedagogic and psychological-pedagogic directions are more similar to each other in terms of educational results. A crosscutting issue in the article is the use of Internet technologies in the context of two-level higher education and the development of informatisation of society. In the context of the increasing role of Internet technologies in educational activities, in the opinion of the authors, the systemic in nature of informatisation of higher education is significant, in particular, providing the system work of actors in education with the information-educational environment of a higher education institution.

This contribution emphasizes that in order to achieve a real and sustainable human development in Latin America, and for this region to be part of the information society is extremely important to create conditions for a free access to information, education for everyone and  permanently, and a development in science and technology destined to serve society. Access to information and information technology are major promises in this era, but at the same time, become new forms of exclusion. In Latin America the two realities coexist. Is crucial in the solution, to rethink the ethics of information and values that underlie it, respect for human rights, the commitment of societies and our leaders. Highlights the role of libraries as mediators in the production process, organization and retrieval of information access, in safeguarding the freedom of information and the right to free expression through technology, with ethics and values into a real development in Latin America.

In modern conditions, the paternalistic type of relations between the state and the person, between the state and society, is being replaced by a new type of relationship between these subjects. The growth of legal culture, legal consciousness of citizens is changing the previously established paradigm of relations: the number of people who recognize themselves as full-fledged subjects of the political process is growing. Sustainable socio-economic development of the state is directly dependent on the extent to which rule-making and law enforcement effectively affect social processes, to what extent the expectations of citizens from the activities of state authorities are justified.The development of information technologies significantly changes the role of citizens, public organizations in making government decisions, and has a significant impact on this process. State administration is carried out through the adoption of legislative acts and law enforcement. Information openness (transparency) of actions in these areas is an important factor in the legitimacy of public authorities.
