Class I Immigration Makassar City is one of the institutions under the auspices of the Ministry of Law and Human Rights of the Republic of Indonesia which has made many innovations in terms of passport services. One of them is passport delivery innovation in collaboration with PT. Pos Makassar Branch in serving passport delivery to the applicant's address. The collaboration between Class I Immigration Makassar City and PT. Pos Makassar branch aims to provide convenience for the public in obtaining passports through the delivery service of PT. Pos Makassar Branch. This research uses a qualitative descriptive approach with data collection techniques carried out through interviews, observations and documentation of informants who are directly involved in passport delivery services. The data were analyzed through the stages of data reduction, data presentation, and drawing conclusions and verification. In the collaboration process, it is seen from the aspect of managing aims; compromise, communication, democracy and equity; power and trust and determination, commitment and stamina. This study shows that each actor has the same goal, the establishment of open communication that can foster trust between actors and a strong commitment in improving passport delivery services to the public.

Previously, Indonesia only issued Identity Cards for citizens who had reached the age of 17 years. However, after the presence of a new policy from the Interior Ministry of the Republic of Indonesia contained in the Republic of Indonesia Minister of Home Affairs Regulation Number 2 concerning Child Identity Cards, now Indonesian citizens who are less than 17 years old can have an identity card in the form of a Child Identity Card. The main problem in this research are the limitations of blanks and need additional personnel to improve services, especially in the context of issuing child Identity Cards. Besides, the realization of the issuance of child identity cards still far from the target and socialization to the public has not been conveyed in its entirety.. This study aims to examine how the implementation of Child Identity card in Bandung Regency. The research method used is qualitative with descriptive approach. This research is presented by using a narrative that discusses the implementation of child identity card policies in Bandung Regency. The focus of this research emphasizes the implementation model of Edward III covering communication, resources, disposition, and bureaucratic structure. Sektor pariwisata yang saat ini sedang banyak diminati masyarakat adalah konsep pariwisata pedesaan, seperti desa wisata. Di Gresik sendiri terdapat banyak sekali wisata yang dikembangkan oleh Pemerintah melalui Badan Usaha Milik Desa atau BUMDes seperti Desa Wisata Lontar Sewu di Desa Hendrosari. Berawal dari potensi desa yang apabila dikembangkan secara optimal dapat meningkatkan pendapatan masyarakat sekitar sehingga mampu meningkatkan perekonomian masyakat Desa Hendrosari. Sebab itu perlu untuk dilakukan penelitian lebih jauh mengenai pentingnya pemberdayaan masyarakat. Sehingga penting untuk dilakukan pemberdayaan masyarakat dimana di Desa Hendrosari terdapat sumber daya alam yang mumpuni untuk dikelola sehingga jika dikelola lebih baik bisa untuk menambah pendapatan desa. Penelitian ini menggunakan pendekatan deskriptif kualitatif dengan fokus penelitian menggunakan teori Pemberdayaan Masyarakat oleh Tim Delivery (Totok Mardikanto, 2013: 125-127). Karena pada awalnya dahulu desa hendrosari terkenal dengan desa penghasil minuman fermentasi sehingga konotasi dari Desa Hendrosari lebih ke arah negatif. Sehingga dengan adanya program kerja tersebut mampu mengubah image masyarakat tentang desa tersebut menjadi desa wisata. Masyarakat Desa Hendrosari mempunyai peran penting untuk melestarikan dan mengembangkan potensi yang ada seperti sumber daya alam dan sumber daya manusia. Sehingga mereka memiliki peran penting dalam tindakan pengambilan keputusan, mempengaruhi serta memberi manfaat bagi kondisi lingkungan yang ada disekitar. Pengelolaan yang baik menghasilkan tempat wisata yang dikenal dengan nama lontar sewu. Dengan adanya tempat wisata baru tersebut menghasilkan banyak pemberdayaan masyarakat melalui pengembangan desa wisata lontar sewu. Kata kunci :Lontar Sewu, Desa Hendrosari, Desa Wisata, Pemberdayaan Masyarakat,   The tourism sector which is currently in great demand by the public is the concept of rural tourism, such as a tourist village. In Gresik itself, there are lots of tours developed by the Government through Village-Owned Enterprises or BUMDes such as Lontar Sewu Tourism Village in Hendrosari Village. Starting from the potential of the village which, if developed optimally, can increase the income of the surrounding community so as to improve the economy of the Hendrosari Village community. Therefore it is necessary to conduct further research on the importance of community empowerment. So it is important to do community empowerment where in Hendrosari Village there are natural resources that are qualified to be managed so that if they are managed better they can increase village income. This study used a qualitative descriptive approach with a research focus using the theory of community empowerment by the delivery team (Totok Mardikanto, 2013: 125-127). Because in the beginning, Hendrosari Village was known as a village that produced fermented drinks, so the connotation of Hendrosari Village was more negative. So that the existence of this work program is able to change the image of the community about the village into a tourist village. The Hendrosari Village community has an important role to play in preserving and developing existing potentials such as natural and human resources. So that they have an important role in decision-making actions, influence and benefit the surrounding environmental conditions. Good management produces a tourist spot known as lontar sewu. With this new tourist spot, it has resulted in a lot of community empowerment through the development of the Lontar Sewu tourism village. This study aims to determine the public relations strategy of Makassar State University in increasing the positive image of Makassar State University in the community. To find out these objectives, the researchers used a type of qualitative descriptive research. The informants in this study were as many as five people using data collection techniques carried out through observation, interviews and documentation. Data obtained from research results are processed using data analysis techniques consisting of data reduction, data presentation and conclusion drawing. The results showed that Public Relations devised a strategy so that the function could run in accordance with the objectives of Makassar State University, among others, trying to create a conducive climate between institutions and the public in order to do persuasive and educative approaches to the public, trying to create two-way communication by disseminating information from institutions to public parties. educate and provide information, in order to create mutual understanding, respect, understanding and also strive to foster harmonious relations between organizations and various groups, both in and out relations to enhance cooperation. Public Relations seeks to socialize the Makassar State University mission to be accepted or received support from the public / public.

The e-retribution public service innovation by the Surakarta City Trade Office is a new concept regarding the online levy payment system. First launched in mid-2016, E-retribution as part of the implementation of smart government is included in the smart city indicator. This study uses the typology theory of public service innovation Muluk (2008). Research location in the city trade office Surakarta, with a qualitative descriptive method. The data collection technique was obtained by purposive sampling through informant interviews, observations and documents. The results show that the public service innovation with the e-retribution program can simplifying public services and saving more time, costs and human resources, ensuring accountable transactions. In addition, E-retribution has an impact on increasing Solo Local Revenue every year.

Abstract - It is undeniable that Instagram social media has entered in all aspects of communication. At first Instagram just sharing moments of photos and videos and then used for trading and spreading information. Instagram let anyone has the opportunity to attract other user attention by doing social construction from its  of the contents through his Instagram account. This research attempts to describe the social construction that occurs and its potential in the dissemination of rumors on social media Instagram. With a qualitative descriptive approach revealed that Instagram users in this case the students are aware of and do message construction in order to get the attention of other users. They also understand that Instagram social media has the potential to spread rumors to the public. Keywords: social media,instagram, social construction, rumors   AbstrakTidak dapat dipungkiri bahwa media sosial Instagram telah masuk di semua aspek berkomunikasi. Mulai dari sekadar berbagi momen foto dan video sampai digunakan untuk berniaga dan menyebar informasi. Melalui Instagram ini siapapun berkesempatan untuk menarik perhatian warganet dengan melakukan konstruksi sosial terhadap isi pesan yang akan dibagi melalui akun Instagramnya. Penelitian ini berupaya untuk mendeskripsikan  konstruksi sosial yang terjadi serta potensinya dalam penyebaran rumors di media sosial Instagram. Dengan pendekatan deskriptif kualitatif tersingkap bahwa pengguna Instagram menyadari dan melakukan  konstruksi pesan agar bisa memperoleh perhatian dari pengguna lainnya. Mereka juga memahami bahwa media sosial Instagram memiliki potensi dalam penyebaran rumor pada masyarakat. Kata Kunci : media sosial, instagram, konstruksi sosial, rumor

the smooth running of offices. This study aims to determine the Management of Archives at the East Pasimasunggu District Office Selayar Islands Regency. This study used a qualitative descriptive approach with 5 informants. Data collection uses observation, interview and documentation techniques. While the data analysis technique used consists of four ways, namely: data collection, data reduction, data presentation, and drawing conclusions. The results of this study indicate that archival management at the East Pasimasunggu District office of the Selayar Islands Regency is in a fairly good category. This is demonstrated through the focus of research, namely: the creation of the archive is in the good enough category, the use of the archive is in the good enough category, the storage of the archive is in the good enough category, the maintenance of the archive is in the not good category, the shrinkage and destruction is in the not good category.

Minimizing financing problems PT. Bank Syariah Mandiri Sub-Branch Office (KCP) Takengon needs to supervise murabahah financing, be it supervision before financing or supervision after financing. Because most of the assets of PT. Bank Syariah Mandiri KCP Takengon is in murabahah financing with a total of 1388 financing customers so that the quality of the financing must be maintained. This research method uses a qualitative descriptive approach. The data sources that the authors use are primary sources. Data collection techniques obtained from observation, interviews, and documentation. In addition, data analysis used is data reduction, data presentation and drawing conclusions. The result of this research is that the supervision mechanism of murabahah financing at PT. Bank Syariah Mandiri KCP Takengon uses character analysis, capital, capacity, collateral, and conditions of economy (5C). Meanwhile, the cause of problematic financing is due to internal factors and external factors. Furthermore, problematic financing can be minimized through the 5C analysis process unless it is caused by a natural disaster that is beyond the estimation of PT. Bank Syariah Mandiri KCP Takengon. The conclusion of the researcher is that the PT. Bank Syariah Mandiri KCP Takengon has implemented all murabahah financing supervision procedures that have been arranged systematically and structured.

The increase in the budget deficit BPJS in the first 3 years of implementation JKN require special attention. One of the problems in the implementation of JKN is high late payment of premiums by the participants of the Non PBI Mandiri. The purpose of this study was to determine the participants' perceptions of Non PBI Mandiri to the recommendations transition strategy JKN premium payer. This study is a policy with qualitative descriptive approach. The study design used policy aims to draw up a recommendation is the Case Study on the phenomenon of late payment of premiums. Depth interviews with 11 informants participants Independent Non PBI done with purposive sampling quota system. The result showed that the presence of positive consequences as the public response to the concept of a transitional strategy premium payer. Participants claimed to be greatly assisted if the program was held because it can ease the burden of their medical expenses when his advanced age and does not have income again, providing peace in the certainty of change of insurer premiums in non-productive age. Conclusion of the study were breakthrough made in a transitional strategy premium payer has received positive responses from the public policy goals.

This research was motivated by Situ Buleud is not so well known to the public then was built and developed into a Sri Baduga Fountain Park requires communication to the target audience to come to Purwakarta District. This research uses qualitative research methodology with qualitative descriptive approach. The purpose of this research is to describe and analyze the communication strategy of Sri Baduga Situ Buleud Fountain Park. The object of this research is communication strategy of DISPORAPARBUD and DISKOMINFO Purwakarta District. This session will discuss about five stage of communication plans are research, plan, execute, measure, and report. The result found that research which has been done by DISPORAPARBUD are observation and the evaluation result of the number of tourists and DISKOMINFO take the data from the monitoring media report. DISPORAPARBUD and DISKOMINFO Purwakata District has been planned to determine the source or communicator, message, media, target, and effects. The execute stage will be performed after getting approval from Purwakarta Regent by implementing the plan that has been designed. In this Measure stage, DISPORAPARBUD will count the total of tourist, while tourism media will be monitored by DISKOMINFO Purwakarta district. Report undertaken by DISPORAPARBUD Purwakarta District, conduct an evaluation by counting the number of tourists in each week and will be made a report at the end of each year. Therefor DISKOMINFO Reporting as a book report on the results of analysis from third parties
