From Nothing to Something: Study on How Local Government Transformed Oil and Gas Area into Ecotourism Village in Indonesia through Branding Strategy

This study aims to analyse how Bojonegoro District Government in Indonesia applied branding strategy for oil and gas area in Wonocolo Village. This village has a unique atmosphere of traditional petroleum mining. Government, villagers and state oil company discussed on how to change and add value to this village through branding strategy. Branding strategy involves creating, developing, implementing and managing brands continuously until the brand becomes strong. Using qualitative research methods, this study describes how the steps undertaken in the village that formerly was full of old oil wells, into a new tourist area that has economic value. The result of the research shows that there were three stages done in branding Wonocolo as an ecotourism village. They include identification of village uniqueness, creation of brand identity and brand message. The biggest challenge in this branding strategy was to change the mindset of Wonocolo villagers that turning the old oil wells village into an ecotourism destination can provide economic benefit.

Subject. Illustrating the case of Rosneft Oil Company, we herein study how innovation spurs business operations, increases the competitiveness of firms and protects them from risks. Objectives. We model the innovative activity of Rosneft Oil Company and its competitiveness. Methods. We analyze proceedings by the Russian and foreign scholars, materials on program for the innovative and sustainable development of Rosneft Oil Company. Our assessments were based on statistical data of Rosneft’s annual report for 2004–2019. The regression analysis and econometric studies were conducted via Eviews10. Results. We set models to predict the innovative development of the company for the nearest future. We revealed that the linear model was the most appropriate and suitable for forecasting. Properties and estimates of the exponential model turned to be insignificant, on the contrary. Conclusions and Relevance. Currently, it is difficult to forecast the extent to which corporate development, its innovative activity will change in 2020 and in the nearest future. Despite the company’s achievements before 2020, continuous trade wars, geopolitical conflicts, pandemic, OPEC agreements and a consequential drastic drop in the demand for power resources considerably slowed down the pace of the economic growth not only in the company, but also in the country.

Banyuwangi Regency is one of the agricultural centers in East Java province and Indonesia. Mostly,Banyuwangi people work as farmers due to the fertil soil and wide amount of agricultural land in Banyuwangi . Thelarge number of people who work as farmers initiating the formation of farmer groups. One of the farmer groups in theSrono sub-district of Banyuwangi is the "Tan Selo 1" farmers group located in the village of Sukomaju and the "TanSelo 2" farmers group in Sukonatar village. The normal average price of one banana bunch in Banyuwangi is between50-60 thousand depending on the type and quality of bananas. Problems arise when the quantity of bananas in the marketarose, the price of 1 bunch of bananas decreases dramatically. The price of 1 bunch which is usually set at 50-60thousand drops drastically to only 20-30 thousand. This is certainly a problem for farmers in the Tan Selo group. The lackof knowledge of Tan Selo farmers about alternative variants of processed banana based products and the lack ofknowledge of the marketing strategies make it hard for the Tan Selo farmers to increase the economic value of bananaswhich have been used as an alternative income for farmers. Therefore, the solutions offered to overcome the problems offarmers include: equipping and improving farmers' knowledge about the variety of processed banana-based foods andtheir marketing strategies, conducting training to make variations on banana-based foods, conducting training oneffective marketing strategies. Overall, a series of community service programs were carried out perfectly as it expected.The percentage of participants' understanding in choosing high quality bananas is 85%, the percentage of participants’ability in processing banana-based foods is 86%, and percentage of participants who successfully sell processed foodproducts by utilizing online shopping sites is 70%

Cepu Block located between Centre Jawa and East Java. It is known as a rich block because it has a source of oil and gas. Block Cepu, where geographically located between three districts, Blora (Centre Java), Bojonegoro and Tuban (East Java) has given a contribution to national budget (APBN) and respected local government budget (APBD). About 33 per cent of the land of Cepu Block is owned by Blora, 67 per cent owned by Bojonegoro and the rest is owned by Tuban. Ironically, however, although 33 per cent of the Block belongs to Blora, the district does not receive any financial income from the oil exploration. There is no resources share fund from Cepu Block. Moreover, the district has to deal with the negative impacts of exploration activities at the Block Cepu such as damaging of infrastructure, environmental pollution, and social disturbance. Blora District has protested to Centre Government, but so far there is no outcome. Centre Government asked that this problem should be studied first. The central government argue that if it is approved, then there will be domino impact: other districts will do the same like Blora. Blora district is struggling to get equality in resources share fund (dana bagi hasil). Efforts have done, seminars and workshops, lobby to DPD (Upper House) to find a solution. Now the district government is proposing judicial review to constitution court. This research examines the history of Block Cepu. It reveals the history of the block from the colonial era up to the reformation era. Further, the research aims to know how the tension between local government (Blora Government) and central government regarding Blok Cepu oil exploration. The research suggests that there is injustice in the distribution of revenue from the exploration and it is understandable if Blora district government struggle to get proportional revenue sharing.

In 2008, the first Coal Bed Methane (CBM) PSC was signed in Indonesia. To date, 54 CBM PSCs have been awarded to explore and develop CBM Block in Indonesia. Twelve years later, only one PSC has submitted a Plan of Development but has not yet produced gas commercially. Most CBM PSCs have been struggling during the 10 years’ exploration period and some may receive extensions for 3 years under specific conditions. The lack of integrated authorities’ approval in the overlay of coal mining and natural gas production areas has become a great obstacle for CBM Development. Besides that, the government regulations in CBM activities have defects in PSC contract terms that may lead marginal economic value for contractors, especially due to high investment during the early development (C. Irawan, 2017). On the other hand, drilling regulations, Pipe Classing standards and Testing Standards following the Oil and Gas standards are too expensive for CBM Investment. According to our observations, CBM Regulations in Indonesia should be modified starting from the Exploration period, Production Sharing Contract Terms and Standard Operating Procedures to suit Indonesian CBM characteristics. Good coordination within government departments is a must for the success of CBM Exploration and Development.

The development of independent businesses is an absolute thing to be carried out considering that MSMEs are the backbone in improving people's welfare. This is a tangible form of empowering the community's economy. The purpose of this research is to improve understanding and awareness of the importance of creative and innovative entrepreneurship in order to obtain additional income, as well as improve soft skills, entrepreneurial skills, family living standards based on individual abilities, availability of resources and potential that is around, so that It is hoped that later it can be imitated and applied by the village community. Meanwhile, the West Bangdung Regency Community Empowerment Agency itself has made many efforts to provide assistance to economically disadvantaged communities. The economic business sector of the West Bandung district government has carried out many community empowerment programs and has a positive influence on the independence of the community's economic business, this is expected to be able to continuously improve the welfare of the community. The implementation of the training provided by the Community Service team in Lembang Village, Lembang District, West Bandung Regency has been able to provide additional knowledge about entrepreneurship, increase participant commitment in the field of entrepreneurship, be able to increase entrepreneurial interest, increase brand recognition and legality and be able to increase brand recognition as a marketing strategy in business activities.Pembinaan usaha mandiri merupakan suatu yang muttlak untuk dilaksanaka mengingat UMKM merupakan tulang punggung dalam meningkatkan kesejahteraan masyarakat. Hal ini merupakan bentuk nyata dalam hal memberdayakan ekonomi masyarakat. Adapun penelitian ini dilakukan adalah untuk memperbaiki pemahaman dan kesadaran pentingnya kewirausahaan yang kreatif dan inovatif agar dapat memperoleh tambahan pendapatan, serta meningkatkan soft skill, ketrampilan kewirausahaan, taraf hidup keluarga yang berlandaskan pada kemampuan individu, ketersediaan sumber daya dan potensi yang ada di sekitar, sehingga nantinya diharapkan dapat ditiru dan diterapkan oleh masyarakat desa. Sementara itu Badan Pemberdayaan Masyarakat Kabupaten Bangdung Barat sendiri banyak usaha yang telah dilakukan kepada masyarakat kurang mampu secara ekonomi dan hal memberi bantuan kepada masyarakat ekonomi lemah. Bidang usaha ekonomi pemerintah kabupaten Bandung Barat sudah banyak menjalankan program pemberdayaan masyarakat dan memberi pengaruh yang positif terhadap kemandirian usaha ekonomi masyarakat, hal ini secara berkelanjutan diharapkan mampu meningkatkan kesejahteraan masyarakat. Pelaksanaan pelatihan yang diberikan oleh tim Pengabdian Kepada Masyarakat di Desa Lembang Kecamatan Lembang, Kabupaten Bandung Barat telah mampu memberikan tambahan pengetahuan tentang kewirausahaan, meningkatkan komitmen peserta bidang kewirausahaan, mampu meningkatkan minat kewirausahaan, meningkatkan pengenalan merek dan legalitasnya serta mampu meningkatkan pengenalan merek sebagai strategi pemasaran dalam kegiatan bisnis.

Abstract Abandonment and decommissioning activities of oil and gas assets had been on the increasing trend. As an activity of minimal to no economic value return, the investment into Abandonment and Decommissioning (A&D) should be properly strategized to ensure all objectives are met safely within available time and resources. This paper will discuss Operator's strategy in planning and handling waste from A&D activities of fifteen (15) deepwater subsea wells in Mauritania, West Africa. The approach of this A&D project at a remote location was done in two separate campaign instead of a single campaign based on technical and commercial evaluations performed by Operator. Subsea structures, Christmas trees, tubulars and others are expected to be retrieved and disposed according to local and international standard. In general, Operator are expecting two (2) type of waste which are non-hazardous waste and hazardous waste due to hydrocarbon or naturally occurring radioactive material (NORM) contamination. Due to the limitation of capable hazardous waste handling and disposal in country, Operator decided to export waste to identified facilities outside of country at the end of the project via sea-freight. Operator appointed one contractor to provide a full-service related to the waste management and disposal that covers field services and onshore services that includes radiological monitoring to identify NORM waste, labelling, packaging at offshore, onshore storage, transportation and logistics that include Trans-Frontier Shipment (TFS). The strategy of appointing one contractor for full service of waste management and disposal has promoted a single – point accountability to the contractor and this has enabled the objective been delivered effectively. COVID-19 pandemic posed a great challenge on cross-border logistic planning due to additional measure been imposed by receiving country. Furthermore, the new development of United Kingdom exiting European Union (BREXIT) also posed some level of uncertainty to the contractor to obtain relevant approvals for waste export. To reduce the amount of waste to be export, Operator continuously looking for and successfully found a local recycling facility that able to handle the non-hazardous waste while meeting local regulation, Operator's and industrial standard. All outlined strategy was proven to be effective for waste management in remote location, uncertainty on cross-border waste export challenge, as well as capitalizing on the limited local resources available.

Kesejahteraan masyarakat merupakan hal penting yang perlu terus ditingkatkan, salah satunya dapat dilakukan dengan mengelola sumber daya alam atau potensi lokal. Kecamatan Poncokusumo merupakan bagian dari wilayah Taman Nasional Bromo Tengger Semeru (TNBTS) yang menyimpan berbagai potensi lokal, salah satunya yaitu tanaman berpotensi obat. Keberadaan tanaman berpotensi obat dapat dijadikan sebagai tonggak dalam meningkatkan kesejahteraan masyarakat di Kecamatan Poncokusumo, terutama di desa Argosuko. Berkaitan dengan permasalahan tersebut, dilakukan beberapa upaya pendampingan: 1) pembuatan simplisia, 2) penyusunan komposisi simplisia sebagai bahan obat, hingga 3) pengemasan dan pengurusan ijin PIRT/BPOM. Partisipan dalam penelitian dan pengabdian adalah ibu-ibu PKK desa Argosuko sebanyak 30 orang, berasal dari 3 dusun (Keden, Wangkal Kidul, dan Wangkal Lor). Hasil penelitian dan pengabdian masyarakat menunjukkan bahwa seluruh ibu-ibu PKK bisa mengikuti kegiatan pendampingan yang diadakan. Melalui program pendampingan, ibu-ibu PKK memperoleh pembekalan bagaimana memperkaya pengetahuan tentang pembuatan bermacam-macam simplisia yang memiliki nilai ekonomi tinggi, bagaimana menyusun komposisi simplisia sebagai bahan jamu herbal, bagaimana cara melakukan pengemasan yang menarik konsumen, dan bagaimana mendapatkan legalitas dari dinas terkait. Sehingga harapannya, di masa depan ibu-ibu PKK dapat mengatasi masalah perekonomian akibat ketidaktahuan dalam mengelola potensi lokal sebagai sumber ekonomi untuk meningkatkan kesejahteraan keluarga dan masyarakat.Kata kunci—pendampingan, branding, simplisia, kesejahteraan masyarakatAbstractCommunity welfare is an important thing that needs to be improved, one of which can be done by managing natural resources or local potential. Poncokusumo Subdistrict is part of the Bromo Tengger Semeru National Park (TNBTS) which stores a variety of local potential, one of which is a potentially medicinal plant. The existence of potential medicinal plants can be used as a milestone in improving the welfare of the community in the District of Poncokusumo, especially in the village of Argosuko. In acquintance with this problem, several assistance efforts have been made: 1) manufacturing of simplicia, 2) preparation of the composition of simplicia as a medicinal ingredient, up to 3) packaging and processing of PIRT/BPOM permits. Participants in the research and service were 30 PKK Argosuko village women, coming from three hamlets (Keden, Wangkal Kidul, and Wangkal Lor). The results of research and community service show that all PKK can participate in the mentoring activities that are held. Through the mentoring program, PKK got a briefing on how to enrich their knowledge about making various kinds of simplicia that have high economic value, how to arrange the composition of simplicia as herbal medicinal ingredients, how to do packaging that attracts consumers, and how to obtain legality from related agencies. Therefore, it is expected in the future, PKK can overcome economic problems due to ignorance in managing local potential as an economic source to improve the welfare of families and communities.Keywords—assistance, branding, simplicia, community welfare

Through the implementation of law No.28 of 2009 on local taxes and lavies, the tax collection authority of the land tax and rural and urban buildings (PBB-P2) is transferred to the local government. North Minahasa district government in this case Watutumou Village is one of the villages that have potentials in the local tax sector can maximize this policy as an effort to increase acceptance in realizing development in the region. This study aims to  determine the level of effectiveness of Land and Building Tax revenues before and after diverted into local taxes in Watutumou Village, the effort made by the village government to overcome the obstacles that arise in the process of acceptance of PBB-P2 and how the role of village government in optimizing the acceptance of PBB-P2. This study used descriptive quantitative method. The collection of data in this case is interview and documentation. The result of the research note that the effectiveness of PBB-P2 before and after deverted into the criteria effective. But in the year before and after diverted, the realization of PBB-P2 didn’t reach the target specified due to certain obstacles, so it requires the effort and role of government in increasing the acceptance of PBB-P2. For the village government can further improve the acceptance of PBB-P2 with attention to human resource training, socialization and up to date data available in the village.Keywords : PBB-P2, effectiveness, village government

The article analyzes the main causes of resistance to the principles of the sustainable development concept as the results of the research in the oil company "Bashneft". In addition, the article describes the main risks of the industry, which led to changes in strategy and, as a consequence, changes in project portfolio, including sustainable development projects. There is also a system of the implementation management of the changes related to the sustainable development concept developed and the main methods of combating and preventing resistance identified in the article.

This study was aimed to investigate  the ability of Jerusalem artichokes (Helianthus tuberous L.) to absorb heavy metals in an oil-contaminated ecosystem.  The research was carried out in a  territory of the oil and gas pipeline  at the village of  Bytkiv of Nadvirna district.  Jerusalem artichokes were used for this study and planted on an area of 25 m2.  The area of the experimental field in the village of  Maidan of Tysmenytsia district (control option № 1).  A total of eight treatments of the experiment with different rates of sewage sludge.  It is established that the concentration of heavy metals in oil-contaminated soil and Jerusalem artichoke plants increases with increasing the amount of fertilizers in the soil. The maximum content of metals in the tested soils, green mass and Jerusalem artichoke roots was observed  mainly in the variant of sewage sludge application at the rate of 40 t/ha and fertilizer N10P14K58.The green mass and roots of Jerusalem artichoke exhibited the highest content  of heavy metals absorption the transition coefficients of metals in the system "roots - green mass" increase in the following : Pb → Co → Ni → Cd.  The coefficients of biological absorption of metals by Jerusalem artichoke increase in a number of elements: Co  → Ni → Ld → Ca. Where as  The coefficients of biological accumulation of heavy metals with Jerusalem artichoke increase in a number of elements following series : L → Co → Ni → Ca. It is recommended to use Jerusalem artichoke as a phytoremediator of man-made areas.
