ABSTRAK Penelitian ini bertujuan untuk mengetahui pengelolaan zakat yang ada di lembaga Pusat Zakat Umat melalui beberapa tahapan proses dalam melakukan kajian terlebih dahulu diantaranya dengan menyambungkan teori yang dikemukan oleh George R Terry yaitu perencanaa, pengorganisasian, aktualisasi dan pengawasan terhadap sumber daya manusia yang ada dilembaga Pusat Zakat Umat sehingga dapat berjalan dengan efektif dan efesien terhadap pengelolaan zakat. Metode yang digunakan penelitian yaitu dengan menggunakan metode deskriptif dengan melakukan pendekatan secara kualitatif, Sehingga hasil dalam penelitian ini didapatkan di Lembaga Pusat Zakat Umat diperoleh dari data pengelolaan zakat yang mencakup beberapa susunan program yang ada dilembaga Pusat Zakat Umat. Ada beberapa tahapan yang dilakukan dalam melakukan dalam mengimplementasikan Sumber Daya Manusia dalam pengelolaan zakat yaitu yang pertama dengan perencanaan program yang akan di capai pada tahun berikutnya. Yang kedua yaitu pengorganisasian dengan melibatkan seluruh amil dalam kepengurusan organisasi sehingga dapat dengan mudah dalam pembagian tugas dalam pengelolaan zakat. Ketiga yaitu pelaksanaan dengan menerapkan beberapa bmbingan kepada para amil dengan tujuan agar meningkatkan semangat kerja diantaranya motivasi-motivasi yang bisa menggugah semangat para amil. Keempat yaitu pengawasan yang dilakukan dengan baik door to door maupun secara tidak langsung kepada para amil untuk melihat hasil dari kerja yang dilakukan selama beberapa bulan kebalakang. Kata Kunci : Pengelolaan Zakat; lembaga; Sumber Daya Manusia. The people so that it can run effectively and efficiently towards the management of zakat. The method used in this research is to use a descriptive method with a qualitative approach, so that the results in this study are obtained at the Central Zakat Institution obtained from zakat management data which includes a number of existing program structures at the Zakat Center Institution. There are several stages carried out in implementing Human Resources in the management of zakat, the first of which is program planning that will be achieved the following year. The second is organizing by involving all amil in the management of the organization so that it can easily be divided into tasks in managing zakat. Third is the implementation by applying some ideas to amil with the aim to increase morale including motivations that can inspire the spirit of amil. The fourth is supervision conducted by both door to door and indirectly to the amil to see the results of the work done over the past few months. keywords. Indonesia needs human resources in sufficient quantity and quality as a major supporter of development. To fulfill these human resources, education has a very important role is character development. One effort that can be done by the people of Kediri as an effort to build Indonesia is to use the values of local wisdom as a force. This values can be explored from Harinjing and Ceker Inscription which is located in Kediri, East Java. This research uses qualitative approach with descriptive method. The research purpose is to explore the potentials of local wisdom of Kediri people through (1) the history of Harinjing Inscription and (2) the history of Ceker Inscription. The results of this research that (1) The construction of embankments and holy buildings on the Serinjing River and the making of irrigation systems in Siman, Kepung, Kediri by Bhagawanta Bari proves that since the time of the kingdom, the people of Kediri have a caring to environmental and social, mutual cooperation, and religious character; (2) The people of Kediri also has the character of love of the homeland and faithful. This is evidenced through the inscriptions in Ceker found in the Sukoanyar, Mojo, Kediri.

This study aims to describe the cultural values ​​contained in the Hikayat Banta Amat Volume I and II by T. A. Sakti. Cultural value is very important to be studied in order to preserve the cultural heritage of the people of Aceh so that it can be known by the younger generation and re-cultivated in life in the present. The formulation of the problem raised in this study is how the cultural values ​​contained in the Hikayat Banta Amat Volume I and II by T. A. Sakti. The data source in this research is Hikayat Banta Amat Volume I and II by T. A. Sakti. The selected data is each quotation that has a relation to cultural values ​​in the saga. The approach and method used in this research is a qualitative approach and a descriptive method by describing the facts which are then followed by analysis. The cultural values ​​analyzed in Banta Amat sects are grouped according to five categories, namely (1) cultural values ​​in human relations with God, (2) cultural values ​​in human relations with nature, (3) cultural values ​​in human relations with other humans, (4) cultural values ​​in human relations with society, and (5) cultural values ​​in human relations with oneself. The results showed there were 37 quotations related to cultural values ​​that exist in the Banta Amat saga, namely: (1) Cultural values ​​in the human relationship with God there are 6 values ​​in 24 quotes; a) Give thanks to God 3 quotes, b) Give to Allah the Prophet 1 quote, c) Pray and ask God 9 quotes, d) surrender to God 8 quotes, e) Fear God 1 quote, and f) Obey to worship God 2 quotes, (2) Cultural values ​​in human relations with nature are found in 2 quotations about utilizing the forest, (3) Cultural values ​​in human relations with other humans there are 3 values ​​in 4 quotations; a) respect for others 2 quotes, b) say greetings 1 quote, and c) answer greetings 1 quote, (4) Cultural values ​​in human relations with the community there are 3 quotes namely about mutual care, and (5) Cultural values ​​in relationships humans with themselves there are 3 values ​​in 4 quotes; a) Never give up 2 quotes, b) responsibility 1 quote, and c) hard work 1 quote. Based on the results of the study it can be seen that the cultural values ​​in the human relationship with God are more numerous than the other values. This illustrates that the people of Aceh are religious and devout people who worship God. Suggestions from researchers that the people of Aceh continue to preserve cultural values ​​such as the Banta Amat saga in daily life. Abstrak Penelitian ini bertujuan untuk mendeskripsikan nilai budaya yang terkandung dalam Hikayat Banta Amat Jilid I dan II Karya T. A. Sakti. Nilai budaya sangat penting untuk dikaji guna melestarikan warisan budaya masyarakat Aceh agar dapat diketahui oleh generasi muda dan kembali dibudidayakan dalam kehidupan pada masa sekarang. Rumusan masalah yang diangkat dalam penelitian ini adalah bagaimana nilai budaya yang terkandung dalam Hikayat Banta Amat Jilid I dan II Karya T. A. Sakti. Sumber data dalam penelitian ini adalah Hikayat Banta Amat Jilid I dan II karya T. A. Sakti. Data yang dipilih adalah setiap kutipan yang ada kaitannya dengan nilai budaya dalam hikayat. Pendekatan dan metode yang digunakan dalam penelitian ini adalah pendekatan kualitatif dan metode deskritif dengan mendeskripsikan fakta-fakta yang kemudian disusul dengan analisis. Nilai budaya yang dianalisis dalam hikayat Banta Amat dikelompokkan berdasarkan lima kategori, yaitu (1) nilai budaya dalam hubungan manusia dengan Tuhan, (2) nilai budaya dalam hubungan manusia dengan alam, (3) nilai budaya dalam hubungan manusia dengan manusia lain, (4) nilai budaya dalam hubungan manusia dengan masyarakat, dan (5) nilai budaya dalam hubungan manusia dengan diri sendiri. Hasil penelitian menunjukkan terdapat 37 kutipan yang terkait dengan nilai budaya yang ada dalam hikayat Banta Amat, yaitu: (1) Nilai budaya dalam hubungan manusia dengan Tuhan terdapat 6 nilai pada 24 kutipan; a) Bersyukur kepada Allah 3 kutipan, b) Berselawat kepada Nabi Allah 1 kutipan, c) Berdoa dan memohon kepada Allah 9 kutipan, d) menyerahkan diri kepada Allah 8 kutipan, e) Takut kepada Allah 1 kutipan, dan f) Taat beribadah kepada Allah 2 kutipan, (2) Nilai budaya dalam hubungan manusia dengan alam terdapat pada 2 kutipan tentang memanfaatkan hutan, (3) Nilai budaya dalam hubungan manusia dengan manusia lain terdapat 3 nilai pada 4 kutipan; a) menghormati orang lain 2 kutipan, b) mengucapkan salam 1 kutipan, dan c) menjawab salam 1 kutipan, (4) Nilai budaya dalam hubungan manusia dengan masyarakat terdapat 3 kutipan yaitu tentang rasa saling peduli, dan (5) Nilai budaya dalam hubungan manusia dengan diri sendiri terdapat 3 nilai pada 4 kutipan; a) Pantang menyerah 2 kutipan, b) tanggung jawab 1 kutipan, dan c) kerja keras 1 kutipan. Berdasarkan hasil penelitian dapat dilihat bahwa nilai budaya dalam hubungan manusia dengan Tuhan lebih banyak dari nilai yang lainnya. Hal ini menggambarkan bahwa masyarakat Aceh adalah masyarakat yang religius dan taat beribadah kepada Allah. Saran dari peneliti agar masyarakat Aceh terus melestarikan nilai budaya seperti pada hikayat Banta Amat dalam kehidupan sehari-hari. Kata Kunci: Hikayat, Nilai Budaya

Indramayu community still believe with the customs of his ancestors. In some areas, we can found the traditional arts, beliefs, ceremonies, games and story. On this occasion, the writers wanted to examine folklore mythology Saedah Saenih. The existences of Saenih Saedah story is very attached to some people in Indramayu, as if the story is real.  The story is famous, and it appeared in the drama, lyrics, and even once made into a movie. The problems outlined in the form of questions, the myth of what is contained in the story Saedah Saenih? How far the myth Saedah Saenih for the community? what moral values that is contain in the story Saedah Saenih? This study aims are to get a complete and clear picture of the mythology in Saedah Saenih folklore. This study used a qualitative approach with descriptive method. The study begins literature, data collection, classification, analysis and reporting. In conclusion, the mythical story Saenih Saedah very attached to the people of Indramayu. The contents are considered real story is characterized by the belief that the existence Saenih still in the river Sewo in white crocodile manifestation. Compliance form of throw money, as it passes through the bridge Sewo to avoid disaster. They also believe Sarkawi transformed into a floating bale, Maemunah be pring ori, and Saedah into a tree on the river bank Sewo.

Financial and asset management area must be transparent and accountable in accordance with the principle of good governance. However, in Lamongan financial and asset management area is not running optimally. This research was conducted to describe and analyze the financial and asset management area processes as well as problems in the area of financial and asset management in Lamongan. This research used a descriptive method qualitative approach and using an interactive model of data analysis from Miles Huberman. Research results showed the financial and assets management area in Lamongan is not optimal. There are still obstacles in management, there are constraints on the discussion of budget planning areas that are not timely in the legislature and the lack of human resources accounting background. In the asset management area there are problems in the areas of asset inventory data processing is still less well and local government land that has not been certified.

Abstract: The inventory of Land Tenure, Ownership, Use, and Utilization (IP4T) which is conducted by the City/Regency Land Office, often constrained by limited human resources and State Budget (APBN). For the solution to solve the limited human resources and APBN, in the IP4T implementation, then it needs to conduct an activity based on the participation of society. An activity based on the participation of society is called the Participatory IP4T, in the context of IP4T. This research aims to find out the stages of the Participatory IP4T activity which involves parties, as well as to find out the benefits of the Participatory IP4T results for the Complete Systematic Land Registration (PTSL) activity in Madiun Regency. This research used the descriptive method with the qualitative approach. The research results showed that the stages of Participatory IP4T consist of four stages namely: (1) Planning Stage, (2) Preparation, (3) Implementation, and (4) Supervision, Monitoring and Evaluation. The results of the Participatory IP4T activity was (1) Work Map which can be useful as the work map for the PTSL activity, (2) the textual and juridical data, can be utilized for the initial data of the PTSL data. The PTSL in Madiun Regency was supported by the existence of the Participatory IP4T activity.Keywords: participatory IP4T, APBN, PTSL. Intisari: Inventarisasi Penguasaan, Pemilikan, Penggunaan, dan Pemanfaatan Tanah (IP4T) yang dilaksanakan oleh Kantor Pertanahan Kabupaten/Kota sering terkendala oleh sumberdaya manusia dan Anggaran Pendapatan dan Belanja Negara (APBN) yang terbatas. Solusi untuk mengatasi keterbatasan sumberdaya manusia dan APBN yang terbatas dalam pelaksanaan IP4T, maka perlu dilakukannya kegiatan berbasis partisipasi masyarakat. Kegiatan berbasis partisipasi masyarakat, yang dalam konteks IP4T disebut IP4T Partisipatif. Tujuan dari penelitian ini adalah untuk mengetahui tahapan kegiatan IP4T Partisipatif yang melibatkan para pihak serta mengetahui manfaat dari hasil IP4T Partisipatif untuk kegiatan Pendaftaran Tanah Sistematis Lengkap (PTSL) di Kabupaten Madiun. Metode penelitian yang digunakan dalam penelitian ini adalah metode deskriptif dengan pendekatan kualitatif. Hasil penelitian menunjukkan bahwa tahapan IP4T Partisipatif terdiri 4 tahapan yaitu: (1) Tahapan Perencanaan, (2) Persiapan, (3) Pelaksanaan, dan (4) Supervisi, Monitoring dan Evaluasi. Hasil kegiatan IP4T Partisipatif berupa: (1) Peta Kerja yang dapat berguna sebagai peta kerja kegiatan PTSL, (2) Data yuridis dan tekstual yang dapat dimanfaatkan untuk data awal data PTSL. PTSL di Kabupaten Madiun didukung oleh adanya kegiatan IP4T Partisipatif.Kata Kunci: IP4T partisipatif, APBN, PTSL.

The purpose of this study was to analize the implementation of policies for handling and controlling covid-19 on the tourism sector in Tomohon City. The method used in this research is descriptive method using a qualitative approach. The research was conducted in Tomohon City using empirical data obtained through observations and interviews to 15 informants. The results showed that the implementation of policies for handling and controlling covid-19 on the tourism sector was carried out based on standards and policy targets through programs, namely physical distancing and work form home and the Tomohon City government program through the announcement of the mayor of Tomohon and Tomohon Mayor Regulation Number 28 of 2020 which is implemented based on the principles of implementing policies for handling and controlling covid-19 on the tourism sector in Tomohon City. In implementing this policy, communication factors between policy implementers, resources, disposition and bureaucratic structures are very influential in implementation. However, in implementing the policy, there are several weaknesses of these factors, namely the lack of communication between institutions, especially in the tourism sector, for example from the tourism office to the Indonesian Tourism Guides Association in Tomohon City, budget constraints, and lack of human resources as executors either as professionals or as professionals, tourism observers, especially on the tourism sector in the city of Tomohon.

This study aims to analyze and describe the implementation activities of revitalization policy of Traditional Market Sarijadi by PD. Pasar Bermartabat of Bandung City which includes organization, interpretation and application. This research uses qualitative approach with descriptive method of analysis. Data collection techniques were conducted with in-depth interviews, observations and literature studies. The results of the study indicate that the organization has not been supported by human resources and facilities in accordance with needs, while the funds are sufficient. Establishing  a thematic organic vegetable market for Sarijadi Market and direct socialization to higher education and comparative study followed by traders and employees and Directors of PD. Pasar Bermartabat of Bandung city  is an organizing method. Interpretation of activities related to work programs and revitalization activities has not been supported by future guidelines and targets because no Strategic Plan has been determined yet. While the application activity of the Implementation of Sarijadi Traditional Market Revitalization Policy by PD. Pasar Bermartabat of Bandung City associated with the service has been using information technology for levy and maintenance services of Business Registration Letters and promotions for rental offerings. Research report on the Implementation of Sarijadi Traditional Market Revitalization Policy by PD. Pasar Bermartabat Bandung City has not yet run. Research suggestions need to be established immediately in the Strategic Plan, training and training facilities are needed, the addition of infrastructure.

AbstrakPeribahasa merupakan ungkapan tradisional yang menjadi bagian dari sastra lisan. Di Masyarakat Rejang, peribahasa tersebut dimunculkan secara lisan di acara adat seperti pernikahan dan dimunculkan dalam peraturan adat Rejang. Penelitian ini bertujuan untuk mendeskripsikan peribahasa dari Msayarakat Rejang khususnya masyarakat Kabupaten Rejang Lebong. Peribahasa tersebut dideskripsikan dari aturan adat yang sudah direkam dalam bentuk tulis yaitu Kelpeak Ukum Adat (Hukum Adat Rejang). Penelitian ini juga untuk mengetahui fungsi dari peribahasa tersebut. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif yang bersumber dari hukum adat Rejang yaitu Kelpeak Ukum Adat Ngen Riyan Ca’o Kutei Jang yang memuat tentang tata cara bermasyarakat, hak dan kewajiban masyarakat, adat pernikahan, warisan, tarian, kepemimpinan, busana, bahasa, dan tulisan. Penelitian ini menitikberatkan pada analisis dokumen. Hasil yang didapatkan, bahwa 29 peribahasa yang ditemukan dalam hukum adat tersebut membahas tentang tatanan hidup masyarakat Rejang. Peribahasa tersebut berfungsi sebagai nasihat, larangan, teguran, pengajaran, gambaran tatanan sosial bermasyarakat. Kata Kunci: Peribahasa, Suku Rejang, Hukum Adat  AbstractProverbs are traditional expressions that are part of oral literature. In Rejang Community, the proverb was raised orally in traditional events such as weddings and raised in the Rejang customary law. This study aims to describe the proverbs of Msayarakat Rejang, especially the people of Rejang Lebong Regency. The proverb is described from customary rules that have been recorded in written form of Kelpeak Ukum Adat (Custom Rejang Law). This research is also to know the function of the proverb. This research used qualitative approach with descriptive method that comed from customary law of Rejang namely Kelpeak Ukum Adat Ngen Riyan Ca’o Kutei Jang which contains about social, community and rights, customs, and writing. This study focused on content analysis. The results obtained, that the 29 proverbs found in the customary law is about the life order of the Rejang community. These proverbs serve as advice, prohibitions, admonitions, teachings, images of the social fabric of society. Keywords: Proverb, Rejang Community, Customary Law

Kesenian Genyé (KG) merupakan kesenian kréasi baru yang diciptakan oleh para seniman Purwakarta karena itu penelitian ini bertujuan untuk mendeskripsikan struktur, unsur sémiotik, dan nilai-nilai etnopedagogik dalam KG di Kabupaten Purwakarta. Metode yang digunakan dalam penelitian ini yaitu deskriptif pendekatan kualitatif. Dari hasil penelitian ditemukan: (1) struktur dalam KG terdapat sejarah KG, tahapan kegiatan KG, latar tempat KG, pelaku, waktu gelarnya, tarian, musik, dan peralatan dan kostum. (2) unsur sémiotik dalam KG berupa ikon, indéks, dan simbol yang terdapat pada kostum, musik, fisik peralatan dan kostum, serta pada tarian.(3) nilai-nilai étnopédagogik yang terdapat pada KG ada enam moral manusa (moral manusia ke Tuhan, moral manusia ke dirinya, moral manusia ke manusia, moral manusia ke alam, moral manusa ke waktu, dan moral manusa dalam mencapai katenangan lahir batin), catur diri insani (tinggi ilmunya, ta‟at agamanya, berbudaya, dan terampil); serta gapura panca waluya (sehat, baik, benar, pinter, dan aktif).  Setelah dianalisis, KG merupakan kesenian yang mempunyai struktur yang lengkap karena dibentuk oleh beberapa jenis kesenian. Selain itu, kesenian ini penuh dengan  nilai-nilai pendidikan yang berkaitan dengan pola hidup masyarakat yang  bersih baik lahir maupun batin.   AbstractThe Art of Genyé (KG –Kesenian Genyé) is a new art created by Purwakartan artists. This study aimed to describe the structure, semiotic elements, and ethnopedagogical values of KG in Purwakarta. This research employed descriptive method with qualitative approach. This research resulted several findings. First, the structure of KG contains the history of KG, its stage activity, backgrounds, actors, performance time, dance, music, equipment, and costumes. Secondly, the semiotic elements of KG cover the form of icons, indexes, and symbols that are found on costumes, music, equipment, costumes, and dances. Thirdly, based on the ethnopedagogical values, there are six human moral (toward God, toward self, toward fellow-human, toward nature, toward time, and in achieving inner and outer); catur diri insani (high knowledge, religious obedient, culture, and skilled); and the gapura panca waluya (healthy, good, true, intelligent, and active). Based on the analysis, KG is an art that has a complete structure because it is formed by some kinds of arts. In addition, this art is full of educational values related to the lifestyle of the people who are physically and mentally clean.

This study aims to find out and describe the process of implementing the UPZ implementation policy evaluation at Padjadjaran University: Factors that have constrained the evaluation of UPZ policies at Padjadjaran University: and the implications of the constraints on the existence of UPZ Padjadjaran University. This study uses a policy evaluation theory from William. N. Dunn who said that policy evaluation is influenced by six dimensions. The research method used is a qualitative approach with a type of descriptive method. Techniques for collecting data through interviews, observation, and literature. Based on the results of the study, it was found that the policy evaluation of the Central Baznas Regulation Number 2 of 2016 had not yet run optimally. This is because there are still among Muzaki who have potentially not participated in the UPZ Unpad and mustahik who have not all felt satisfied with the service and provision of infaq and charity zakat funds.
