Socio-philosophical content of the term “social policy”, its difference from the definition of “political economics” and also some features of technologies in a social area are described and analyzed in the article. The author distinguishes between the concepts of “labor” and “social labor activity” (deiatel’nost’). Using the concept of philosophy of a name developed by A. F. Losev, the definition of the "ideal" (“ideal’noe”) considered by E. V. Il’enkov, and A. V. Dakhin’s definition of “socio-historical memory” the author gives the definition of social policy that is understood as social labor activity (deiatel’nost’) of a man. This definition is focused on the ideas of safety and the development of essential forces of a personality-and-society, which relates to a name of a personality, to a name of a social community, to a name of a man as the complete form of social being, that contains concrete knowledge, experience, attitudes etc. as forms of social existence. The author shows that some aspects of technologies analysis in the social area give reasons to conclude: as distinct from more popular deserted technologies of commodity industry, the social policy area is in need to use another type of algorithms of social labor activity, – these are people intensive (chelovekoеmkie) technologies, the main peculiarities of which are described in the article. Main fields of social labor activity (deiatel’nost’) where people intensive technologies are reasonable to be used include pedagogical, medical, organizational ones etc.

Historical memory in texts and practices manifests itself ambiguously. It is not always possible to believe even written sources. Epic tradition was lucky - there are many versions of epic texts that have passed the test of time, eliminated all that was considered implausible. But the epics also experienced the negative influence of time, which manifested itself in the addition, rethinking, loss of certain parts of the text. Therefore, their historical study is impossible without reconstruction, the definition of texts on the time of appearance and connection with the social practice of the corresponding period. There is a gap between the epics and Chronicles, reflecting the difference in the perception of events, but they are connected by a common social practice, historical entourage, able to show the belonging of the epics to a certain time and space. The era’s entourage is most connected with the image of the hero. The article considers the attempts and prospects of studying the epic era on the example of the image of Dobrynya Nikitich.

The paper features the personnel and the social company policies and their interdependence. It contains classical definitions, as well as basic directions of staff management and personnel policy. In addition, the paper introduces an authentic definition of personnel policy. Social policy is interpreted from the point of view of "narrow" and "broad" approaches. Formation and implementation of personnel and social policies are regarded as key conditions for the effective functioning of business under the influence of market relations, competition and social orientation of companies. The author's vision of the correlation and interrelation between the personnel and social policies is revealed through their general characteristics. Personnel and social policies are inextricably linked. Their aim is to increase productivity by narrowing the gap between the interests of the employees and the interests of the organization.

To financially support the functions of the state, it is necessary to legally allocate from the budget the  funds that form expenditure obligations of a particular public-law entity. Structuring of all expenditure obligations,  including obligations in the field of social policy, takes place due to the corresponding register. It is concluded  that the register of expense obligations of the regional budget includes certain information about the obligations associated with the social policy financing: a) information about the powers of the region in the field of social  policy; b) information on regulatory legal acts, agreements establishing the region’s expenditure obligations in  the field of social policy that are subject to execution at the expense of regional funds, etc. It is determined that  the registry of expence obligation for the constituent entity of the Russian Federation is formed according to the  same rules as the rules applied to form the registry of expence obligations at the federal level, but taking into  account the specifics of the constituent entity of the Russian Federation. The significance of the study is that it  allows, from a scientific point of view, to comprehend the problems of regulating the expenditure obligations of  a constituent entity of the Russian Federation in the social area.

The article is devoted to the substantiation of the existence of the social function of taxes. The relevance of the study is based on the fact that taxes levied on individuals should be simultaneously elements of the tax and social policy. The social function is identified, as a rule, only with the redistribution of income between rich and poor citizens. The study reveals other aspects of the social impact of taxes. The author not only gives a definition of the social function of the tax, but also reveals the mechanism of its implementation in foreign practice. In the course of the research, general methods of cognition and private scientific methods of cognition (tabular and graphical method) were used.

ABSTRACTThe concept of Sozialpolitik (social policy) has rarely been considered in the English-language literature thus far. The present article surveys the pertinent English, American and German literature which led to the initiation of the Verein für Sozialpolitik (Social Policy Association) in 1873. All these efforts culminated in Otto von Zwiedineck's classic book, Sozialpolitik (1911). A chapter of this book, now printed in Zwiedineck's collected essays, Mensch und Wirtschaft, is offered in English translation for the first time. The article presents and clarifies the concept of Sozialpolitik in terms of social action directed toward problems affecting society as a whole and the continued attainment of society's goals. However, the definition of these goals remains subject to change. A theoretical foundation for the integration of scientific and normative perspectives in the social sciences is thereby provided.

The subject of the work the conditions, characteristics and trends of creation of effective system of social protection of the population. The aim of this work is to study the main directions of state social policy in the context of integration processes. The methodology of work. The work is done on the basis of studies of modern scientific views on the definition of the nature and development of social protection and social policy in Ukraine under conditions of integration processes. The results of the work. The article is devoted to social protection issues in the context of social policy, because the main objective of this policy is improving the welfare and the promotion of comprehensive state protection of the intellectual potential of society, given the characteristics of integration processes. Assessed the status and trends of development of financial provision of social protection in Ukraine and assess its compliance with the European norms and standards. Formulated proposals for the development of system of financial provision of social protection in Ukraine in the context of processes of European integration. Conclusions. The analysis of current formations of the essence of the term "social protection" have shown that it is interpreted by scientists around the same, this implies a system of measures which compensate for the social inequality of citizens, to ensure equal access of every person to a certain minimum of social benefits, to protect every individual against social risks, which always have a place in human life. Ascertained the need and trends of gradual reform of the social protection system in Ukraine with the aim of as close as possible to her baseline conditions in the relevant international norms and standards embodied in ILO instruments and European Union, which are designed to guarantee a decent life to every person upon the occurrence of the relevant social risks regardless of gender, age, duration of stay in a particular country.

ResumoO movimento da responsabilidade social é um fenômeno recente e em ascensão nasociedade brasileira. As empresas que participam desse movimento ampliam suasmissões, intervindo na sociedade em três eixos básicos: econômico, ambiental esocial. A intervenção na área social vem causando polêmica entre os atores e pen-sadores sociais quanto à práxis das ações. Este estudo discute a ação de responsa-bilidade social empresarial na sua relação com a comunidade. O principal objetivoé suscitar reflexões sobre o relacionamento empresarial com a responsabilidadesocial, tendo como foco principal o conceito de relacionamento com a comuni-dade. This paper discusses the action of corpo-rate social responsibility in its relationship with the community. The article describes the definition of «social package» and the content, characteristics and social benefits to which the employee is entitled while working at the enterprise. The essence of the compensation package and its function at the enterprise are analyzed. Motivation has been highlighted material motivation, which effectively influences and motivates employees to a better result at work. Problems have been identified. The need to introduce a social package at the enterprise has been substantiated. The directions of improvement of documentation of a social package at the enterprises are covered. The practice of providing social packages to employees at Ukrainian enterprises has been presented. The neds of employees in the relevant social benefits had been identified. It has been proposed to form social packages taking into account employees' needs and interests. The works of Ukrainian teachers who dealt with the content of the social package at the enterprise have been analyzed. Issues of the content of the social package in Ukraine and abroad, in particular in the United States and Germany have been covered. In Ukraine, the content of the social package depends on which institution a person works in - public or private. It had been found that the US legislation prescribes the social benefits that the company must provide to its employers. It has been established that there is compulsory health and pension insurance, and contributions to state insurance funds depend on the amount of salary in Germany. Methods of filling the social package in Western countries have been highlighted. It was found that the social policy of enterprises influences the content of the social package.

This article covers several stages of the work of Pichon-Rivière. In the 1950s he introduced the hypothesis of "the link as a four way relationship" (of reciprocal love and hate) between the baby and the mother. Clinical work with psychosis and psychosomatic disorders prompted him to examine how mental illness arises; its areas of expression, the degree of symbolisation, and the different fields of clinical observation. From the 1960s onwards, his experience with groups and families led him to explore a second path leading to "the voices of the link"—the voice of the internal family sub-group, and the place of the social and cultural voice where the link develops. This brought him to the definition of the link as a "bi-corporal and tri-personal structure". The author brings together the different levels of the analysis of the link, using as a clinical example the process of a psychoanalytic couple therapy with second generation descendants of a genocide within the limits of the transferential and countertransferential field. Body language (the core of the transgenerational link) and the couple's absences and presence during sessions create a rhythm that gives rise to an illusion, ultimately transforming the intersubjective link between the partners in the couple and with the analyst.
