<p><em>Th</em><em>is</em><em> study aimed to evaluate the achievement of </em><em>Minimum Service Standards</em><em> according to </em><em>Minister</em><em> </em><em>of </em><em>E</em><em>ducation and </em><em>C</em><em>ulture Act</em><em>,</em><em> </em><em>N</em><em>umber 23</em><em>/</em><em>2013 based on the principles of Good Governance in SD Negeri 4 Kaliaman Jepara through discrepancy evaluation model. This study was evaluation research consisted of the definition phase, the </em><em>instalation</em><em>, process, and product. This research subject was the principal, teachers and students of six grade. Data source was obtained from 12 teachers including Principal and 35 students through interviews, questionnaires, and study of documents. Data collection techniques used were interviews, questionnaires, and observations. Data processing techniques performed by data classification, data  presentation, and data verification. The data validity used triangulation of data. The results of this study indicated that the definition phase of the school had a vision in line with the objective of </em><em>Minimum Service Standards</em><em> program, supported by adequate human resources in terms of number of educators and educational qualifications as well as the infrastructure that supported understanding of the principles of Good Governance. In addition, the installation phase, had been carried out by looking at the expectations and activities that made the School Work Plan and saw the challenges facing schools with the implementation of the principles of Good Governance which was held on the activities of each type of service in the </em><em>Minimum Service Standards</em><em>. At the process phase, School Work Plan </em><em>was</em><em> already implemented based on the principles of Good Governance Implementation. At the product phase, it was seen from the </em><em>Minimum Service Standards</em><em> </em><em>data achievement and implementation of the principles of good governance were equally obtained good category. The </em><em>Minimum Service Standards</em><em> attainment of the six types of services was 87.4%, gained good criteria (B) and the implementation of the principle of good governance to the implementation was 87.5% with good criteria (B). The program is still feasible to proceed because the </em><em>Minimum Service Standards</em><em> </em><em>program that has been made reached and acquired good categories.</em></p>

This research was intended to see how the Kirkpatrick four level evaluation model is applied in the Library Material Processing training program organized by the Education and Training center of National Library of Indonesia. This evaluation research uses the Kirkpatrick evaluation model (Reaction, Learning, Behavior, Result). The subject of this research is training organizers, training instructors and training participants in the processing of library materials. Data collection techniques in this study used observation, documentation and interviews. Data validity test is done using triangulation of sources and methods. The  results  of  this  study show that the  implementation  of the  Library Material  Processing  Training  program  has  not  gone  well  based  on  the aspect  that  being  evaluated.  1)  In  the  Reaction  evaluation  aspect, the implementation  of training  at  this  stage goes  well.  It can  be seen  from the  results  of  the  evaluator's last evaluation  score  which  has  a  score  of 93.88 or very satisfied and the last evaluation score of the instructor who has  a  score  of  90.66  or  very  satisfied.  2)  In  the  aspect  of  learning evaluation,  the  training  process  goes  well  according  to  the  plan  that was made before. This can be seen from the final score of all participants who have a score above the least limit. 3) in the Behavior aspect, the training organizers have not carried out observations of the participants' behavior after the training. 4) Then in the Result aspect, the training organizers also have  not  carried  out  observations  on  the  participants'  contributions  or the use of participant's knowledge of the library performance.   Keywords: Program Evaluation, Library Material Processing Training, Kirkpatrick Evaluation Model

This research aims to reveal: the development of workshop and laboratory management implementation, also the suitability of facilities and infrastructure on Vocational High School in Banggai District, which refers to the indicator of good workshop and laboratory, according to the Directorate of Vocational Education. This research is evaluation research, which employs a goal free evaluation model and descriptive quantitative approach. The research sample involved in this study was 187 teachers and students. The data analysis technique used in this research was the average score and skewness. The result of this research shows that: (1) The workshop development is appropriate enough and good, yet it still needs further improvement with students to score at 81.19 and -0.229 also the teachers at 197.78 and -0.433. (2) The laboratory development is appropriate enough, and it still needs further improvement with students to score at 96.64 and 0.393, also the teachers at 209.03 and 0.36. (3) The suitability of the workshop’s facilities and infrastructure is appropriate enough, and it still needs further improvement with the score at 250.205 and 0.549, and also the laboratory is appropriate enough and good, yet it still needs further improvement with the score at 252.80 and -1.694.

This research was conducted with the aim of analyzing instructional communication between teachers and students in learning English and the obstacles faced by teachers and students in achieving learning communication objectives located at SMPN 25 Solok Selatan. This research uses qualitative research. Determination of informants by means of purposive sampling, research data obtained through in-depth interviews, observation, and documentation. Data processing techniques using the model of Miles and Huberman analysis and data validity with triangulation. The results showed that in the learning or instructional communication process: (1) communicators were still dominated by teachers while many students were still passive; (2) messages are arranged and designed by teachers based on the applicable curriculum taking into account the different backgrounds of students; (3) the method used is the lecture, demonstration, discussion, and question and answer method; and (4) feedback in the communication process is done directly by students both verbally and nonverbally. Barriers that occur in the learning communication process include the use of language by communicators that are less understood by students, the limited media used and the lack of motivation of students in learning English.

Penelitian ini bertujuan menghasilkan model evaluasi kinerja pendidikan inklusif (EKPI) di SD dengan menggunakan pen-dekatan kualitatif dan kuantitatif. Tahapan penelitian dimodifikasi dari model Borg & Gall dengan melibatkan Kepala Sekolah, guru, dan orang tua. Data diperoleh melalui teknik Focus Group Discussion, wawancara, observasi, dan studi dokumentasi. Hasil penelitian menunjukkan bahwa (1) model EKPI merupakan salah satu model evaluasi yang baik berdasarkan hasil penilaian pakar maupun praktisi penyelenggara pendidikan inklusif di SD; (2) model evaluasi kinerja SD penyelenggara pendidikan inklusif memiliki tujuh komponen, yakni kepemimpinan, rencana strategis, fokus terhadap peserta didik-orang tua, analisis kebutuhan, fokus ter-hadap guru-staf, pengelolaan kelas inklusif, dan hasil; (3) evaluasi model EKPI dalam proses implementasi di SD mampu meng-ungkap data secara: (a) komprehensif; (b) faktual; (c) fleksibel; dan (d)  berorientasi keragaman layanan. Kata kunci: pengembangan model evaluasi, pendidikan inklusif, SD. ______________________________________________________________DEVELOPING A MODEL OF PERFORMANCE EVALUATION OF ELEMENTARY SCHOOLS IMPLEMENTING INCLUSIVE EDUCATIONAbstract This study aims to produce a model of performance evaluation of elementary schools (ESs) implementing inclusive education by using qualitative and quantitative approaches. The research steps used the model by Borg & Gall, involving principals, teachers, and students’ parents. The data were collected through Focus Group Discussion (FGD), interviews, observations, document study, and discussions. Based on the results of the study, the following conclusions can be drawn. (1) The EKPI model is a good evaluation model. It is based on the result ofthe assessment by experts, usesrs and practitioners of inclusive education instruction; (2) The model of an evaluation of the performances of ESs implementing inclusive education has seven components, i.e. leadership, strategic plan, focus on students and parents, needs analysis, focus on teachers and staff, and inclusive class management, and product of the inclusive education implementation; (3) The EKPI model implemented  in the elementri schools can reveal data (a) comprehensively, (b) factualy, and (c) flexibly, (d) it was also oriented to a variety of services. The aims of this study is to evaluate the implementation and regulations and legal policies regarding the "Getting Zero To HALINAR" program in The Correctional Institutions (LAPAS) of Class 1 Cipinang Jakarta and the HRM approach are used as treatments to realize zero halinar as one of the conditions required for the implementation of Vision Vision and Correctional Mission The existence of the program has not yet had a positive impact in fostering inmates proven to still be the abuse of the use of mobile phones, extortion and narcotics so that it raises illegal costs (extortion) .This study uses a qualitative approach, a policy evaluation research method. interviews, observations, and literature studies Analysis carried out by following the path determined in the difference evaluation model - DEM The evaluation results of the implementation of the program are relatively effective although they have not yet reached their ideal goals as the Director Circular Correctional Number: PAS-54.PK.01.04.01 of 2013 concerning the program to get zero for halinar. Based on primary data, there were still some problems found in almost every aspect evaluated. Therefore, researchers offer a number of recommendations including increasing integrity by internalizing the contents of the Getting Zero to Halinar program to Officers / Employees / Officers and prisoners in each LAPAS in order to improve HR competencies through education and training, increasing mutual trust in institutions to reduce or eliminate negative excesses from the sectoral egos of each party, strengthening the Employee Internal Control System - SPIP in Cipinang Class IA Laps by ensuring that the working mechanism of the SPIP team at LAPAS runs as it should, and periodic (2 years) evaluation and follow-up evaluation plans .

The pandemic crisis has forced the development of teaching and evaluation activities exclusively online. In this context, the emergency remote teaching (ERT) process, which raised a multitude of problems for institutions, teachers, and students, led the authors to consider it important to design a model for evaluating teaching and evaluation processes. The study objective presented in this paper was to develop a model for the evaluation system called the learning analytics and evaluation model (LAEM). We also validated a software instrument we designed called the EvalMathI system, which is to be used in the evaluation system and was developed and tested during the pandemic. The optimization of the evaluation process was accomplished by including and integrating the dashboard model in a responsive panel. With the dashboard from EvalMathI, six online courses were monitored in the 2019/2020 and 2020/2021 academic years, and for each of the six monitored courses, the evaluation of the curricula was performed through the analyzed parameters by highlighting the percentage achieved by each course on various components, such as content, adaptability, skills, and involvement. In addition, after collecting the data through interview guides, the authors were able to determine the extent to which online education during the COVID 19 pandemic has influenced the educational process. Through the developed model, the authors also found software tools to solve some of the problems raised by teaching and evaluation in the ERT environment.

The focus of this research is mainly based on the elementary school level at SDN Jurumudi 5 Tangerang City hoping that this research topic will enable teachers to expand their knowledge about the impact of classroom climate on their students' learning processes. These factors contribute to a relevant classroom environment in classrooms with students of all ages and grade levels. For students to be able to learn in school, it is not only important for teachers to instruct students on what is in the textbooks, but it is also important that the classroom environment allows students to perform to their highest potential. The focus of this research is related to the classroom environment and its impact on student learning. This study will use an evaluation analysis model with a qualitative and quantitative method approach. Through a qualitative approach, the data collected will try to be processed and presented in a description based on expressions, language, ways of thinking, and the views of the research subject. While the method used in this research is evaluation research. In the analysis of this study using the APKG instrument analysis that has been made by the State University of Jakarta. The data that has been obtained were analyzed using the average of the evaluation results with the following criteria with a range of values ​​1 very not good, 2 enough, 3 good, and 4 very good. The results of the researchers showed results with good criteria, while the components in the assessment that was not optimal could be improved by the teacher. Especially in the use of science and technology, this is due to inadequate school facilities. While the components related to methods, the use of learning resources, and class management are very good. In this case, every ideal teacher class is unique and creative and can be an opportunity to build great classroom conditions and situations between teachers and students

<em>The objectives of this research are to: 1) improve the interest in Learning social sciences through the use of Joyful Learning strategy with Fun Social Puzzle media on 4th grade students 2) describe the use and the result of Joyful Learning strategy with Fun Social Puzzle media in improving the interest in Learning social science on 4<sup>th</sup> grade students. </em>The sources of data come from researcher, teachers, and students. The data collection techniques used are: interview, observation, and interest questionnaires. The data validity test techniques used are triangulation sources and methods. Data analysis techniques used are comparative descriptive analysis and interactive analysis models. The results of this research indicate that the interest in <em>Learning</em> social sciences on 4th grade students using <em>Joyful Learning</em> strategy with <em>Fun Social Puzzle</em> media improves. The improvement is seen by the number of students in high interest category and very high category increase. On pre-action, students who have a high interest and very high interest on the social sciences subjects are only 32%. In cycle I it increases to 63%. In the end of the cycle II it increases to 93% or 28.

Recently, green innovation efficiency, which considers innovation and environmental factors, is gradually becoming important for the sustainable development of Chinese heavy polluting industries because of the increasing strictness in China’s environmental regulations. Previous studies ignore the impact of external environmental factors on the efficiency of green industry innovation and fail to explain the complex relationship between environmental and technical efficiency fully. Therefore, a non-radial directional distance function-data envelopment analysis (DDF-DEA) three-stage green innovation efficiency evaluation model was constructed to measure the green innovation efficiency of China’s heavy polluting industries objectively and explore the impact mechanism of external factors. Then, the aforementioned model was used to conduct an empirical test on China’s heavy polluting industries. Results indicate that the green innovation efficiency of heavy polluting industries is generally low in China, and the entire industry is in the transitional stage of “effective innovation but not green.” The uncertainty of the effect of the environmental regulation policy, the over-reliance on external technologies, and the scale diseconomies of industries, which are the key factors in improving the green innovation efficiency of China’s heavy polluting industries, have a significant negative impact on green innovation efficiency. The conclusions of this study can provide a useful reference for China and other emerging markets to formulate reasonable environmental regulations and green transition of heavy polluting industries.

Resumo: O presente estudo se constitui de uma reflexão sobre o percurso desenvolvido por professores e alunos de cinco turmas do 6º ano do Ensino Fundamental de BH, no ano de 2017. A partir da discussão dos processos avaliativos e estratégias pedagógicas desenvolvidas pelos professores, buscou-se problematizar o trabalho escolar efetivamente realizado, tendo em vista a necessidade de identificar aspectos que incidem sobre a qualidade do processo educativo. Foi feita a análise dos parâmetros de aprovação e reprovação adotados pelos professores, bem como dos elementos que subsidiaram a decisão do Colegiado Escolar sobre o futuro escolar dos alunos selecionados, confrontando-os com as observações da equipe de coordenação pedagógica. Fundamentando-se nas contribuições de Bernard Charlot, Miguel Arroyo e Maria Helena Souza Patto sobre o fracasso escolar e nas discussões desenvolvidas por Cipriano Luckesi, Philippe Perrenoud e Edgar Morin acerca dos processos de avaliação escolar e da complexidade do processo educativo, espera-se despertar inquietações e explicitar os limites das diferenças ideológicas percebidas no trabalho educativo e contribuir para a construção de uma proposta de trabalho que explicite as diferenças e se comprometa profundamente com a reflexão crítica sobre a própria prática. Os resultados demonstram que a prática profissional ainda está calcada em vícios históricos e culturais que excluem os segmentos mais vulnerabilizados da sociedade e denunciam a irracionalidade de um sistema excludente, classificador, opressor e individualista, contrapondo-se ao discurso da universalização do ensino e do direito a uma educação pública de qualidade.Palavras-chave: Avaliação escolar. Prática profissional.Abstract: The present study consists of a reflection on the course developed by teachers and students of five groups of the 6th grade of BH Elementary School in the year 2017. From the discussion of the evaluation processes and pedagogical strategies developed by the teachers, to problematize the adequacy of the school work effectively carried out, considering the need to identify aspects that affect the quality of the educational process. The analysis of the approval and disapproval parameters adopted by the teachers, as well as the elements that subsidized the decision of the School Collegiate about the students' school future, were compared with the observations of the pedagogical coordination team. Based on the contributions of Bernard Charlot, Miguel Arroyo and Maria Helena Souza Patto on school failure and in the discussions developed by Cipriano Luckesi, Philippe Perrenoud and Edgar Morin on school evaluation processes and the complexity of the educational process, it is expected to arouse uneasiness and to explain the limits of the ideological differences perceived in the educational work and to contribute to the construction of a proposal of work that explains the differences and is deeply committed to the critical reflection on the practice itself. The results show that professional practice is still based on historical and cultural vices that exclude the most vulnerable segments of society and denounce the irrationality of an exclusionary, classifying, oppressive and individualistic system, in opposition to the discourse of universalization of education and law to a quality public educationKeywords: School evaluation.
