The government of Indonesia has faced several challenges to its goal of achieving salt self-sufficiency, necessitating the formulation and implementation of strategic steps to increase salt production. Among its islands, Java has a great deal of potential for salt production, as does the Special Region of Yogyakarta, where the government has initiated salt farming development as part of its coastal community empowerment program. This study aimed to (1) evaluate the land suitability of existing salt farms and (2) identify potential sites and make a productivity estimation of salt farms in the Special Region of Yogyakarta, with the broad objective of demonstrating a rapid land assessment for salt farming development using the combination GIS and field survey. The approach was carried out in three phases; i.e., the analyses of land availability, land characteristics, and land recommendations. On-screen digitizing using GIS was applied to identify land availability through several data sources (satellite imagery and a land-use map from the Indonesian topographic map). This process led to the discovery of 19 sites. Land characteristics and land recommendations analysis were carried out in those sites, resulting in multiple land suitability classes, mostly in the S2 class (moderately suitable). Several impediment factors, such as wind, material texture, and temperature, were also identified, along with other obstacles including high tide and tsunami exposure. In terms of supporting the Indonesian salt self-sufficiency program, these results are significant, with salt productivity estimations of the potential sites meeting the target set by the Ministry of Marine Affairs and Fisheries of Indonesia.

An ironic thing that Indonesia as maritime country have insufficiency salt problem. Salt is strategic commodities that can be easily produced by evaporation of sea water and policy salts have been issued since the Dutch colonial era. In 2011 the Government of Indonesia make toward self sufficiency salt policy. This research was aimed to analyze the implementation efectivity of Salt Business Empowerment Program (Pemberdayaan Usaha Garam Rakyat or PUGAR). The research design used purposive and snowball sampling to select 70 respondents in Losarang Village at Indramayu. The data were analyzed by using Quantitative Analysis, Qualitative Analysis, SWOT and MAHP. The result showed PUGAR in Losarang, Indramayu implemented with effectiveness. This is indicated by salt production target achieved and increasing the salt farmer welfare. Implementation PUGAR make salt productivity in Losarang 90,43 ton/ha, increasing salt farmer income, empower 17 the People's Business Group Salt (Kelompok Usaha Garam Rakyat or KUGAR) with the amount of 170 salt farmers, give technological innovation and quality salt production and give job for 778 peoples as salt farmers, farm workers and transport workers. Obtained result IFE of salt bussiness is 2,608 and EFE is 2,673. Moreover the research calculate salt business feasibility that known from B/C ratio > 1, business profit margin, appropriate salt area owned by farmers, business gap analysis of salt and break even analysis. Break even analysis to determine the selling price of the large volume of salt and salt production business people to reach the point of no profit and no loss (break even). <p>One of the next development agendas is quality human capital improvement. However, the progress is affected by proportion of food insecure households not insignificantly improving. It is similar to prevalence of stunted under-five-year-old children as high as 27.9%. This paper is a critical review aiming to analyze magnitude, determinant, impact and policy alternative related with food and nutrition insecurity alleviation. Food and nutrition insecurity could be seen from perspectives of areas (island/district/city), households and individuals. Currently, there are five indicators used by the government to calculate food insecurity including three global indicators and 2 country indicators resulting in different proportion of households with food and nutrition security. There are various interlinked determinants consisting of purchasing power, sociocultural aspects, infrastructure, and natural resources. Therefore, efforts to reduce these problems should be comprehensive, sustainable and consistent in planning and implementation. Policy on self-sufficiency should be developed on the specific regions based on local resources and culture. The policy should be implemented through community empowerment especially among the poor for improving income and basic infrastructure in insecure areas. To achieve the goals, there should be collaboration between governments and representatives at central and local levels, as well as individuals.</p>

Planning a community empowerment should be placed as a reference of how to implement development programs and empowerment in order to comply with the direction and expectations of society. Planning community development is often called social mapping. Social mapping is mean to see and know the state of society, and then do a need assessment. The purpose of research is to identify problems of socio-economic, socio-economic potential and other opportunities that can be developed, the characteristics of the targeted empowerment. And to identify the type and level of need empowerment programs that enhance self-sufficiency. This research approach uses a qualitative approach case study. Results show focuses on the socio-economic problems of the most visible problems and are at locations surrounding environment companies ranging from the causes and impact. The various socio-economic potentials focuses on the dimensions of the current potential, institutional cooperation and continued development. The characteristics of the targeted community empowerment have noticed about those directly affected, to develop local potential, capacity building, sustainable programs, provide added value and synergy with the government. That the identification program carried out within a specified period in accordance with the strategic plan and business plan and based on performance and public expectations

<p>The aims of this study are (1) Describe the type of business and empowerment strategies are carried out on a group of craftsmen in the District of Camplong; (2) Describe efforts to achieve self-sufficiency in the economy in a group of craftsmen in the District of Camplong; and (3) Describe the obstacles faced in the community empowerment program to achieve economic independence in the group of craftsmen in the District of Camplong. This study used a  qualitative approach various case studies. The collection of data are observation, interviews, and documentation. Data were analyzed by classified and reduction data, withdrawal the conclution. Results of this research show, First: Strategies undertaken MDW in community development programs in the District of Camplong includes 7 steps. The type of business of the group of which are: 1) Pastries An-Nur village Dharma in Camplong; 2). Mukenah Gallery 99 in  Tambaan villages; 3). Crackers Taddan in Taddan village; 4). Pastry Taddan in Taddan village; 5). Haji cap Ala Arabia in Taddan village; 6). Batik Mandangin in village Mandangin Island; and 7). Shoes in sejati village; Second: The efforts made by MDW to achieve economic independence in the group of craftsmen in the District of Camplong are: 1). Assistance to craftsmen / auxiliaries; 2). Changing the mindset of the community of workers / laborers to be a creator of employment / self-employment; 3). Facilitate group of craftsmen with the help of venture capital in the form of raw materials in accordance with their respective efforts; 4). Providing training for members of groups of craftsmen organized by the government or universities; 5). Building a partnership with a modern market in Sampang; Third: Obstacles encountered in community development programs in the district Camplong are: 1). Mindset and attitude of traditional society; 2). Weak human resources and low work ethic;  3).  Limited funding / capital; 4). Community empowerment with regard to maternal and child health services at the community level carried out by cadre.Cadre is health volunteers, selected by the community.404 number of active cadres in primary health care of South Purwokerto entirely female, although it may be a cadre of men. Active cadre toddler actively providing services every month for child before 5 years age. Interest to know the various reasons committed cadres in performing their duties. The method used is qualitative study,to describe a variety of reasons commitment to perform cadre duties in child health care. Retrieving data using interview techniques through the focus group discussion. Data from 30 cadres.Results of interviews taken until the data saturation, as a reason believed by cadres in the commitment to carry out tasks of serving the Muslim community. Characteristic respondent are mean of age 38 years (the youngest age of 25 years and the oldest 55 years old), a 100% Islamic religion, level of education majority of senior high school(at least primary school). Educational level health cadres in Banyumas has met the minimum requirements by the WHO.Results of the analysis showed thatcommitment includes a cadre of dedicated, caring community, a desire to learn, social esteem, individual satisfaction, togetherness, organization, and spirituality. The spirit of cadre to the community need the attention of the government for development and prosperity in accordance with their duties.Spiritual reasons become one of the motivations in providing health services to the community, albeit to a spirit of dedication and a great desire to learn. Cadres continue to provide services, even to families with different spiritual.

Kulon Progo Regency is one of the districts that has many innovations, one of which is community empowerment in collaboration with a modern shop abbreviated as the shop name owned by the people (tomira). This research was motivated by the achievements of the Kulon Progo district government in carrying out development and innovation in the development of the Kulon Progo region by fully involving the Kulon Progo district community through community empowerment. This initiative was taken by the government of Kulon Progo Regency to improve community empowerment and protect the people of Kulon Progo Regency from various economic threats. Considering that in the past few years many modern shops have mushroomed in each district/city, so this is what makes Kulon Progo Regency move quickly to empower the community by collaborating between MSMEs or cooperative with modern shops. This study uses a qualitative method which case study approach. With the empowerment that has been done, the original products of Kulon Progo Regency or local products can be traded in modern stores so that local products in Kulon Progo Regency can compete with national products in these modern stores. The existence of such cooperation will indirectly improve the image of Kulon Progo Regency and lift the original products of Kulon Progo Regency. The lifting of the original products of Kulon Progo Regency will have a positive impact on the community, where indirectly the economy of the community will increase so that there will be prosperity for the community. Kabupaten Kulon Progo adalah salah satu kabupaten yang memiliki banyak inovasi, salah satunya adalah pemberdayaan masyarakat bekerja sama dengan toko modern disingkat nama toko yang dimiliki oleh masyarakat (tomira). Penelitian ini dilatarbelakangi oleh pencapaian pemerintah kabupaten Kulon Progo dalam melakukan pengembangan dan inovasi dalam pengembangan wilayah Kulon Progo dengan melibatkan sepenuhnya masyarakat kabupaten Kulon Progo melalui pemberdayaan masyarakat. Inisiatif ini diambil oleh pemerintah Kabupaten Kulon Progo untuk meningkatkan pemberdayaan masyarakat dan melindungi masyarakat Kabupaten Kulon Progo dari berbagai ancaman ekonomi. Menimbang bahwa dalam beberapa tahun terakhir banyak toko-toko modern telah menjamur di setiap kabupaten/kota, jadi inilah yang membuat Kabupaten Kulon Progo bergerak cepat untuk memberdayakan masyarakat dengan berkolaborasi antara UMKM atau bekerjasama dengan toko-toko modern. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan studi kasus, dengan metode yang digunakan adalah dokumentasi. Dengan pemberdayaan yang telah dilakukan, produk asli Kabupaten Kulon Progo atau produk lokal dapat diperdagangkan di toko modern sehingga produk lokal di Kabupaten Kulon Progo dapat bersaing dengan produk nasional di toko modern ini. Adanya kerjasama tersebut secara tidak langsung akan meningkatkan citra Kabupaten Kulon Progo dan mengangkat produk asli Kabupaten Kulon Progo. Pencabutan produk asli Kabupaten Kulon Progo akan berdampak positif bagi masyarakat, di mana secara tidak langsung perekonomian masyarakat akan meningkat sehingga akan ada kesejahteraan bagi masyarakat.

Development of village fund management is very much needed by the community so that it can be enjoyed by all levels of society in the villages. The seriousness of the government in developing villages is evidenced by the start of allocation of the Village Fund budget for 2015. The allocation of the Village Fund is mandated by Law (Law) Number 6 of 2014 concerning Villages and Government Regulation (PP) Number 6 of 2014 concerning Village Funds Sourced from STATE BUDGET. The regulation explained that the administration of the village government adheres to the principle of decentralization and the task of assistance. The principle of decentralization raises village internal funding (Desa APBD), while the principle of co-administration provides an opportunity for Villages to obtain funding sources from the government above it (APBN, Provincial APBD, Regency / City APBD). This study aims to observe what the development of village funds looks like, how they are implemented and the impact of the use of village funds in supporting development activities and community empowerment. The research method used is a qualitative research method that relies on observing places, actors and activities in Konawe Selatan Regency, Southeast Sulawesi Province, which was chosen as a case study. Initial observations show that the Village Fund does not have significant results in improving the welfare of the community. These indications are evident in the welfare of the community which has not improved with the existence of the village fund. Therefore it is necessary to develop a good management of village funds to improve the welfare of rural communities, especially in Konawe Selatan District. The output to be achieved is the scientific publication with ISSN Online and the level of technological Readiness that will be achieved 1-3.

Sektor pariwisata yang saat ini sedang banyak diminati masyarakat adalah konsep pariwisata pedesaan, seperti desa wisata. Di Gresik sendiri terdapat banyak sekali wisata yang dikembangkan oleh Pemerintah melalui Badan Usaha Milik Desa atau BUMDes seperti Desa Wisata Lontar Sewu di Desa Hendrosari. Berawal dari potensi desa yang apabila dikembangkan secara optimal dapat meningkatkan pendapatan masyarakat sekitar sehingga mampu meningkatkan perekonomian masyakat Desa Hendrosari. Sebab itu perlu untuk dilakukan penelitian lebih jauh mengenai pentingnya pemberdayaan masyarakat. Sehingga penting untuk dilakukan pemberdayaan masyarakat dimana di Desa Hendrosari terdapat sumber daya alam yang mumpuni untuk dikelola sehingga jika dikelola lebih baik bisa untuk menambah pendapatan desa. Penelitian ini menggunakan pendekatan deskriptif kualitatif dengan fokus penelitian menggunakan teori Pemberdayaan Masyarakat oleh Tim Delivery (Totok Mardikanto, 2013: 125-127). Karena pada awalnya dahulu desa hendrosari terkenal dengan desa penghasil minuman fermentasi sehingga konotasi dari Desa Hendrosari lebih ke arah negatif. Sehingga dengan adanya program kerja tersebut mampu mengubah image masyarakat tentang desa tersebut menjadi desa wisata. Masyarakat Desa Hendrosari mempunyai peran penting untuk melestarikan dan mengembangkan potensi yang ada seperti sumber daya alam dan sumber daya manusia. Sehingga mereka memiliki peran penting dalam tindakan pengambilan keputusan, mempengaruhi serta memberi manfaat bagi kondisi lingkungan yang ada disekitar. Pengelolaan yang baik menghasilkan tempat wisata yang dikenal dengan nama lontar sewu. Dengan adanya tempat wisata baru tersebut menghasilkan banyak pemberdayaan masyarakat melalui pengembangan desa wisata lontar sewu. Kata kunci :Lontar Sewu, Desa Hendrosari, Desa Wisata, Pemberdayaan Masyarakat,   The tourism sector which is currently in great demand by the public is the concept of rural tourism, such as a tourist village. In Gresik itself, there are lots of tours developed by the Government through Village-Owned Enterprises or BUMDes such as Lontar Sewu Tourism Village in Hendrosari Village. Starting from the potential of the village which, if developed optimally, can increase the income of the surrounding community so as to improve the economy of the Hendrosari Village community. Therefore it is necessary to conduct further research on the importance of community empowerment. So it is important to do community empowerment where in Hendrosari Village there are natural resources that are qualified to be managed so that if they are managed better they can increase village income. This study used a qualitative descriptive approach with a research focus using the theory of community empowerment by the delivery team (Totok Mardikanto, 2013: 125-127). Because in the beginning, Hendrosari Village was known as a village that produced fermented drinks, so the connotation of Hendrosari Village was more negative. So that the existence of this work program is able to change the image of the community about the village into a tourist village. The Hendrosari Village community has an important role to play in preserving and developing existing potentials such as natural and human resources. So that they have an important role in decision-making actions, influence and benefit the surrounding environmental conditions. Good management produces a tourist spot known as lontar sewu. With this new tourist spot, it has resulted in a lot of community empowerment through the development of the Lontar Sewu tourism village. The study assessed the accuracies of globally available Digital Elevation Models (DEM’s) i.e., SRTM v3, ASTER GDEM v2 and ALOS PALSAR DEM with respect to Topo-DEM derived from topographic map of 5m contour interval. 100 ground control points of the elevation data were collected with the help of kinematic hand held GNSS (Global Navigation Satellite System), randomly distributed over the study area. The widely used RMSE statistic, NCC correlation and sub-pixel-based approach were applied to evaluate the erroneous, correlation, horizontal and vertical displacement in terms of pixels for the individual Digital Elevation Model. Following these evaluations, SRTM DEM was found to be highly accurate in terms of RMSE and displacement compared to other DEMs. This study is intended to provide the researchers, GIS specialists and the government agencies dealing with remote sensing and GIS, a basic clue on accuracy of the DEMs so that the best model can be selected for application on various purposes of the similar region.

The Government of Indonesia executed the Indonesia Sanitation Sector Development Program (ISSDP, April 2006 - January 2010), with financial support from the Governments of the Netherlands and Sweden, as well as management support from the World Bank's Water and Sanitation Program (WSP). The program assisted a dozen cities to improve sanitation in a wider sense. It covered safe disposal of human excreta and waste water, local drainage, solid waste management and promotion of hygienic practices. The program was demand-based: the cities brought in their own human and financial resources, but got technical assistance for sanitation situation assessments and mapping, sanitation strategy and program development, and finding additional resources for increased implementation. The program had three major thrusts: (1) develop an enabling sanitation environment, (2) raise sanitation awareness and promote good hygiene, and (3) build city sanitation planning capacities and develop city sanitation strategies. The promotion component included development of poor-inclusive sanitation intervention, assisting men, women and children in the poorest neighborhoods to strengthen good and improve bad sanitation and hygiene conditions and practices. Community empowerment is important in urban sanitation development, but at the same time, requires that the social and technical institutions in charge of empowerment and sanitation adopt new skills and techniques for working with communities. Without the right skills to assist the communities, build their skills, and provide some minimal monitoring of performance afterwards, there is a risk of over-expecting what a community can manage. Community empowerment with gender- and poor-inclusive approaches must be integrated into all stages of urban sanitation development, i.e. (1) the organizational development, (2) review of related existing projects and services, (3) formulation of an overall city sanitation strategy and program, and (4) local project planning. Equitably attention for gender and poor is part of the overall organization, strategy formulation, local action planning, program and projects development and implementation, and monitoring and evaluation of outputs, outcomes and impacts.
