The research objective was to analyze the implementation of the supervisory function of the Inspectorate of the regional funds of the Pasar Lapan village, Air Putih District, Batubara Regency. Obstacles in the implementation of the supervisory function of the Inspectorate of the village funds, Pasar Lapan, Air Putih District, Batubara Regency. The research method used is descriptive with qualitative analysis. Data collection is obtained from interviews, documentation and observation. The result of the research is that supervision or regular inspection of almost all findings in village government has the same problem, the lack of human resources of village government officials. The Pasar Lapan Village Government has carried out in accordance with the procedures set by the government. So that the participation and supervision carried out by the Inspectorate of Batubara Regency has been carried out well. In each Irban regarding special supervision or examination, it is said that in the sale of each Irban consisting of Irban I-Irban IV, special inspection or supervision is subject to a Village Government Administration Report (LPPD) and Village Government Financial Report (LKPD).

Village government is the lowest level of government in the Government of the Republic of Indonesia. Its existence is very strategic for the implementation of programs of the central government, local government, and the wishes of the village community, so that the village government can help create a balance between the goals desired by the state and those desired by the people, namely the welfare of the people. For this reason, the role of village government officials is important to achieve the success of implementing village government tasks. In fact, there are still many village government officials who have not been able to carry out their duties and authorities properly and correctly. How are efforts to strengthen the role of village government officials so that they are able to carry out their duties and authority properly and correctly? One effort that can be done is to provide technical guidance to village government officials regarding village governance, the duties and authorities of village government officials, as well as the preparation of village regulations. Through this activity, it is hoped that the role of the village government apparatus in carrying out their duties and authorities will be strong, so that their duties and authorities can be carried out properly and correctlyABSTRAK;Pemerintahan desa adalah tingkat pemerintahan terendah di dalam Pemerintahan Negara Republik Indonesia. Keberadaannya sangat strategis bagi penerapan program pemerintah pusat, pemerintah daerah, dan keinginan masyarakat desa, sehingga pemerintah desa dapat membantu terciptanya keseimbangan tujuan yang diinginkan oleh negara dan yang diinginkan oleh rakyat yaitu kesejahteraan rakyat. Untuk itu peran aparatur pemerintahan desa menjadi penting untuk mencapai keberhasilan pelaksanaan tugas pemerintahan desa. Pada kenyataannya masih banyak aparatur pemerintahan desa yang belum dapat melaksanakan tugas dan wewenangnya dengan baik dan benar. Bagaimana upaya menguatkan peran aparatur pemerintahan desa, agar mampu menjalankan tugas dan wewenangnya secara baik dan benar? Salah satu upaya yang dapat dilakukan adalah memberikan bimbingan teknis kepada aparatur pemerintahan desa mengenai pemerintahan desa, tugas dan wewenang aparatur pemerintah desa, maupun penyusunan peraturan desa. Melalui kegiatan ini diharapkan peran aparatur pemerintahan desa dalam melaksanakan tugas dan wewenangnya menjadi kuat, sehingga tugas dan wewenangnya dapat dilaksanakan dengan baik dan benar.

Before the emergence of Covid-19 which developed throughout the world, the Indonesian Central Government had issued Law Number 6 of 2014 concerning Villages, which is a policy that regulates the level of Village administration. However, in this law there is no allocation of development funds and village empowerment which is the basis of the community at the level of village government administration (Gampong). Funds sourced from APBN, APBD Province or Regency, hope to support the progress of the village to become an independent village capable of organizing and managing. The allocation of village funds in the form of a Village Revenue and Expenditure Budget (APBG) is directed to finance government activities, development and community empowerment. For this reason, the Government has issued a special policy to handle Covid-19 by allocating Village Funds to address problems arising from the Covid-19 pandemic. Especially for the economic sector through the formation of Village-Owned Enterprises (BUMG) which is a business driver to improve the quality of life and realize the welfare of rural communities. With a descriptive qualitative approach using three methods, namely observation, interviews and documentation analysis. This study aims to determine business potential with local wisdom through a SWOT analysis with a focus on Village-Owned Enterprises. Based on the SWOT analysis, in the end, Village-Owned Enterprises will facilitate activities in realizing plans in accordance with local wisdom for the welfare of the community, especially in the era of the Covid-19 pandemic.

Abstract - 2020 is the most severe and concerning year for countries in the world, including Indonesia. At least there are more than 200 countries that are battling the corona virus outbreak with the death toll reaching hundreds of thousands of people. In humans, coronaviruses cause generally mild respiratory infections, such as colds, although some forms of disease such as SARS, MERS, and Covid-19 are more lethal. The author uses a qualitative or descriptive research method approach. Research is intended to find the truth or justify the truth. The results and discussion of this research are that sociologically the approach taken by the Lurah Village Government in an effort to fight Covid-19 is by socializing about the dangers of the Covid-19 outbreak, giving an appeal to always maintain a healthy and clean lifestyle, to spraying disinfectants into homes the citizens. Changes in community behavior in the village of Lurah before and when the Covid-19 virus became very apparent. For example, the habit of residents to wash their hands. If previously residents were indifferent to personal hygiene and the environment, now they look more concerned. In conclusion, the Government of the Village of the Lumbar District of Plumbon, Cirebon Regency is considered quite successful in educating, inviting, and changing people's behavior, especially in implementing a healthy and clean lifestyle. Abstrak – Tahun 2020 merupakan tahun paling berat dan memprihatinkan bagi negara-negara di dunia, tak terkecuali di Indonesia. Setidaknya ada lebih dari 200 negara yang tengah berjuang melawan wabah virus corona dengan jumlah korban meninggal dunia mencapai ratusan ribu orang. Pada manusia, koronavirus menyebabkan infeksi saluran pernapasan yang umumnya ringan, seperti pilek, meskipun beberapa bentuk penyakit seperti SARS, MERS, dan Covid-19 sifatnya lebih mematikan. Penulis menggunakan pendekatan metode penelitian kualitatif atau deskriptif. Penelitian dimaksudkan untuk menemukan kebenaran atau lebih membenarkan kebenaran. Hasil dan pembahasan penelitian ini yaitu bahwa secara sosiologis pendekatan yang dilakukan Pemerintah Desa Lurah dalam upaya melawan Covid-19 adalah dengan sosialisasi tentang bahaya wabah Covid-19, memberikan imbauan agar selalu menjaga pola hidup sehat dan bersih, hingga melakukan penyemprotan disinfektan ke rumah-rumah warga. Perubahan perilaku masyarakat di Desa Lurah sebelum dan pada saat virus Covid-19 mewabah sangat kentara. Misalnya saja kebiasaan warga untuk mencuci tangan. Jika sebelumnya warga acuh tak acuh terhadap kebersihan diri dan lingkungannya, sekarang mereka terlihat lebih peduli. Kesimpulannya, Pemerintah Desa Lurah Kecamatan Plumbon Kabupaten Cirebon dinilai cukup berhasil dalam mengedukasi, mengajak, dan mengubah perilaku warga terutama dalam menerapkan pola hidup sehat dan bersih.

The problem of poverty almost occurs in almost all areas including Traji Village. To alleviate poverty requires proper methods with careful calculations by the village government. The aim is to find out how the efforts of poverty alleviation by the village government in the Traji cultural village, Parakan District, Temanggung. The method used in this research is descriptive qualitative which is a research that conducted based on a qualitative paradigm, strategy, and model implementation. The final result of this research is that in the effort to alleviate poverty in the cultural village of Traji, Parakan Subdistrict, Temanggung Regency, there are several problems, such as less than optimal services due to the limited facilities and infrastructure owned by the village, lack of training for village apparatus, and program achievements that are too minimal. thus making poverty alleviation difficult to achieve. However, the village government continues to carry out its duties by seeking various ways to alleviate poverty, such as holding Peken Lepen which can generate 6 million per performance and has a good impact on the village economy. Peken Lepen is a commitment from the village government to the economy of the local community. In addition, the government also involves all communities and government institutions such as the Activity Management Team Village Consultative Body and stakeholders by holding hamlet meetings, which is proof that the government is not the sole authority.

The village funds allocation given by the government of Banyuwangi Regency to the villages in the Pesanggaran sub-district is an effort to motivate the village in financing the activities of the Village Government.The purpose of this study is to describe, explain and analyze the accountability system in the management of Village Fund Allocation in the District Pesanggaran Banyuwangi. This research uses field research method which gives description about Accountability of Village Fund Allocation Funding in Pesanggaran District of Banyuwangi Regency. Data collection techniques using observation, interview and documentation techniques, by selecting informants who play a vital role and are involved technically and functionally in Accountability Management of Village Fund Allocation. The data that has been obtained then analyzed using qualitative research method. The results of this study are: (1). Village Fund Allocation Planning in Pesanggaran Sub-District, first discussed in the village development plan, involves the community in decision-making and to determine the development to be implemented in the village located in Pesanggaran sub-district. (2). Implementation of the Village Fund Allocation, implemented transparently, local villagers were given access to know the use of the village funding allocation fund. For example, from the activities carried out in installing information boards of ongoing projects / activities such as writing what activities are ongoing, how much funding is used, how long the implementation of the duties, and who the executor. (3). Accountability in the implementation of the allocation of village funds should be done as a form of village government accountability in managing funds obtained from the government. The existence of customary institutions in the village is important because it has a duty to assist the Village Government and as partners in empowering, preserving and developing customs. The Village Customary Institution can occupy its rank with official recognition from the Government through a Village Regulation. Ngadisari Village was chosen as the object of this research because it has its own uniqueness, this village has indigenous people who are still strong in maintaining the traditions of their ancestors' heritage. Meanwhile, Ngadisari village also has a customary institution that carries out customary functions and is part of the original village structure that grows and develops on the initiative of the village community. The research method used is a type of empirical research and using sociological approach. The order of village regulations regarding customary institutions in order to make Adat Institutions as an alternative to dispute resolution, maintain local culture and play a role in village development. In addition, this formalization effort is also needed to maintain the existence of customary villages, provide legal protection and help cooperation between traditional village institutions of Ngadisari and other village customary institutions. This is in accordance with the duties of the customary institutions in Permendagri Number 18 of 2018 concerning Village Community Institutions and Village Traditional Institutions.

This study aims to determine and obtain data regarding the implementation of the main tasks and functions of the Village Consultative Body in the administration of government, and obtain data on the factors that influence the implementation of the main tasks and functions of the Village Consultative Body in the administration of government in Mattirowalie Village, Majauleng District, Wajo Regency. The research method uses data collection techniques through, observation, interviews, and documentation. The data obtained from the research results are processed using qualitative analysis to find out and obtain data regarding the implementation of the main tasks and functions of the Village Consultative Body in the administration of government and obtain data on what factors influence the implementation of the main tasks and functions of the Village Consultative Body in the administration of government. The results of this study indicate that the implementation of the main tasks of the BPD in the administration of government has not been fully carried out optimally because only three main tasks are carried out namely accommodating and channelling the aspirations of the community, forming a village head election committee and the process of discussion and stipulation of village regulations together with the village head, out of six the main tasks that have been determined by the Government Regulation on Villages. The factors that influence the implementation of the main tasks and supervisory functions are influenced by two factors, namely the driving factor which includes community support or participation, and a good cooperative relationship between the Village Consultative Body and the Village Government. Whereas the second factor is the inhibiting factor which includes the lack of benefits provided to the members involved, facilities and infrastructure, lack of Human Resources to fill membership and the existence of a society that is either pro or contra to each decision made. Abstract: Penelitian ini bertujuan untuk mengetahui dan memperoleh data mengenai pelakanaan tugas pokok dan fungsi Badan Permusyawaratan Desa dalam penyelenggaraan pemerintahan, dan memperoleh data mengenai faktor-faktor yang mempengaruhi pelaksanaan tugas pokok dan fungsi Badan Permusyawaratan Desa dalam penyelenggaraan pemerintahan di Desa Mattirowalie Kecamatan Majauleng  Kabupaten Wajo. Metode penelitian menggunakan teknik pengumpulan data melalui, observasi, wawancara, dan dokumentasi. Data yang telah diperoleh dari hasil penelitian diolah dengan menggunakan analisis kualitatif untuk mengetahui dan memperoleh data mengenai pelakanaan tugas pokok dan fungsi Badan Permusyawaratan Desa dalam penyelenggaraan pemerintahan dan memperoleh data mengenai faktor-faktor apa yang mempengaruhi pelaksanaan tugas pokok dan fungsi Badan Permusyawaratan Desa dalam penyelenggaraan pemerintahan. Hasil penelitian ini menunjukkan bahwa pelaksanaan tugas pokok BPD dalam penyelenggaraan pemerintahan belum sepenuhnya dilakukan secara optimal karena hanya tiga tugas pokok yang dilaksanakan yaitu menampung dan menyalurkan aspirasi masyarakat, membentuk panitia pemilihan kepala Desa dan proses pembahasan dan penetapan peraturan desa bersama dengan kepala desa, dari enam tugas pokok yang telah ditetapkan Peraturan Pemerintah tentang Desa. faktor-faktor yang mempengaruhi pelaksanaan tugas pokok dan fungsi pengawasan dipengaruhi oleh dua faktor yaitu faktor pendorong yang meliputi dukungan atau partisipasi masyarakat, dan hubungan kerjasama yang baik antara Badan Permusyawaratan Desa dengan Pemerintah Desa. Sedangkan faktor yang kedua yaitu faktor penghambat yang meliputi kurangnya tunjangan yang diberikan kepada para anggota yang terlibat, sarana dan prasarana, kurangnya Sumber Daya Manusia yang mengisi keanggotaan serta adanya masyarakat yang pro maupun kontra terhadap setiap keputusan yang ditetapkan.

This research method uses a quantitative approach by using a questionnaire as a means of collecting data. The research results obtained that the effecti veness of employee work and service is quite good, employee performance evaluation has been well realized. Given that evaluation is one form of effort that must be made to maximize its task. In other words, if the evaluation program is not carried out, it is a sign that the employees at the Ilir Timur II Palembang sub-district office are trying to correct errors related to public services according to their duties and functions as agents of public service. There are still various obstacles in the form, supervision, work environment, facilities and infrastructure that make the public service process less effective. Various obstacles that come from individual employees themselves suddenly make the public service process sluggish. Realizing the duty of the Government apparatus service in the Ilir Timur II Palembang sub-district office is an important thing to support success in Government Administration and build public trust in the services performed by government officials in the Ilir Timur II Palembang district.

Pemerintahan Desa merupakan garda terdepan dalam penyelenggaran pemerintahan dan pelayanan publik di Indonesia. Hal itu bisa berjalan dengan baik kalau di dukung dengan SDM perangkat desa dan pemuda karang taruna yang mampu melaksanakan perannya dengan baik. Perangkat desa dan pemuda merupakan SDM di pemerintahan paling bawah yang memiliki andil besar terhadap pembangunan di negeri ini. Peran  mereka dibutuhkan terutama di desa sebagai penggerak pemerintahan desa. Kemampuan manajemen administrasi pemerintahan desa harus dikuasai oleh perangkat desa dan pemuda di suatu desa untuk memberikan pelayanan publik yang maksimal baik dari aspek tata kelola maupun dokumentasi. Tujuan kegiatan ini untuk memberikan pemahaman dan pelatihan terhadap manajemen pengelolaan administrasi Desa Wotsogo Kecamatan Jatirogo Kabupaten Tuban. Metode yang dipakai dalam pelatihan adalah metode Demonstrasi berbasis audio visual. Melalui metode Demonstrasi diharapkan dapat melatih dan memahami manajemen administrasi pemerintahan. Sasaran pelatihan ini adalah perangkat desa dan  unsur  pemerintahan Desa Wotsogo Kecamatan Jatirogo. Village apparatus is the front guard in the administration of government and public services in Indonesia. It needs to be supported by the human resources of the village, especially youth organization. Village apparatus and youth as the human resources are at the bottom position of the government have many contributions in the development of the country. Their role is needed as the driving force in the village governance. The village apparatus and youth organization must capable in administration manajement to give good services to the public both in terms of administration and documentation. The purpose of this activity is to provide understanding and training on the administrative manajement of Wotsogo Village, Jatirogo District, Tuban Regency. The method used in the training is the audio-visual based demonstration method. Through the Demonstration method, it is hoped that it can train and understand the government administration manajement. The targets of this training are village apparatus and also the element of the Wotsogo Village government in Jatirogo District.

Based on Presidential Instruction Number 7 of 2015, the Indonesian Prosecutor's Office deems it necessary to provide assistance to relevant government officials in terms of development acceleration and strategic national development programs. In addition, the Indonesian Attorney General's Office as a law enforcement agency has a role in supporting the success of national government and regional governance and development through escort and security, both in planning, implementing and utilizing development outcomes, including efforts to prevent state irregularities and losses. The establishment of TP4D in Semarang Regency, as an effort to be able to prevent the occurrence of Corruption Crime (Tipikor), mainly related to Village Fund Financial Management (APB Desa). In the effort to prevent Tipikor in managing APBDesa often faced with internal problems of the Village Government, among others: low levels of devotion, low ethics and integrity, egoistic behavior, low professionalism. While those related to external problems, among others: the first factor of the government administration system, in the form of: regulations that are still overlapping, sectoral and institutional selfishness, limited internal supervision, development of HR management is still limited. The second is related to cultural factors, among others: the existence of a culture of "tired money / facilitation money" as an additional income for the apparatus, an attitude of reluctance, and a shift in social and economic values. The strategy that has been carried out by the Semarang District Government and the Village Government in suppressing the occurrence of corruption in APBDesa management, namely, among others: strengthening the Government Internal Supervisory Apparatus (APIP) institutions, monitoring planning, implementation and accountability, conducting APBDesa information disclosure, and increasing HR Village Apparatus
