Subject of research is public debt. The purpose of this article is to analyze the status of public debt of Ukraine, its dynamics and structure. Methods which were used in course of research: the method of systemic structural analysis and synthesis, method of comparative analysis, generalization, statistical, General, special methods of scientific knowledge and other research methods. Study results.The article described the views of scientists on the essence of economic category «public debt». Analyzed the periods of the formation of government debt, the dynamics of the budget deficit of Ukraine over the past 10 years, public and publicly guaranteed debt of Ukraine from 2012 to 2019 Indicated the negative effects of the impact of public debt on the economy and forward-looking indicators of public debt in the years 2020-2024. Application of results.Тhe results of the study can be used in the activities of the Ministry of Finance of Ukraine, the Verkhovna Rada of Ukraine, as well as in institutions of higher education in teaching economic disciplines. Conclusions.The state budget of Ukraine is performed by increasing the volume of its deficiency and the use of borrowing to Finance it. The result is an increase in government direct and guaranteed debt, and this is what causes the increased pressure on the public finances, on the development of our country, which negatively affects economic growth. During the years of independence, there were fluctuations in government and government-guaranteed debt, but never reached zero values. The main objective of the government is to stabilize the economy, and hence in the medium term, he needs to resolve the question of reducing public debt because it poses a threat to financial and economic security of the country.

The purpose of the article is to determine the way e-government can reduce corruption in the country and to analyze the dynamics of four indices of corruption in Ukraine. The subject of the research is the features of the civil law nature of electronic money. Methodology. Research methods are chosen based on the object, subject and purpose of the study. When researching, the general scientific and special methods of legal science have been used. Thus, the analysis and synthesis method as well as the logical method have been used to formulate a holistic view on the relationship between e-government and corruption, its features and legal nature. The logical-semantic method has been used to establish the meaning of the concepts “corruption” and “e-government”, “inflation”. The legal modeling method has been applied to formulate the relevant conclusions and propositions. Results. The potential of e-government impact on the level of corruption in the country is analysed, in particular, depersonification, deregulation and transparency. The main obstacles to the implementation of e-government initiatives (problems with the access to the Internet, limited list of electronic services, sabotage by the government officials) and factors affecting the level of corruption (economic freedom, inflation, welfare level, political stability) are highlighted. Practical implication. The comparison of international indicators on the level of development of e-government and the level of corruption in Ukraine does not confirm such dependence, although there is a positive correlation between liberalization of the economic sphere and reduction of the level of corruption. Value/originality. The study shows that e-government as the tool to combat corruption can be effective only in combination with other means. Accordingly, the list and scope of electronic public services should be expanded; this could give impetus to further deregulation, which is a key component of economic freedom.

Introduction. Significant social and economic changes, which are taking place in Ukraine, are caused by external and internal factors. Under certain conditions, they can have both positive and negative effects, and present a real threat. The provision of budgetary and national security of the state can become the effective counteraction to them. Purpose. The aim of the research is to clarify the essence of threats to budget security of the state; to allocate the internal and external threats; to study the existing ways of prevention and elimination the threats to state budget security. Method (methodology). To achieve this goal we have used the method of analysis and synthesis, method of induction and deduction, method of analogy and method of system analysis. Results. Interpretation of the category "threats to the budget security of the state" has been formulated. The notions of "threat", "challenges", "danger" and "risks" have been investigated. Internal and external threats have been defined. The structure of the functions of protection from threats has been characterized. The means of counteraction to financial security threats, generated by the imperfect budget policy of Ukraine have been estimated.


This research aims to investigate the impact of globalization on women’s empowerment in Bangladesh. Like many other countries, Bangladesh also integrated with the rest of the world through globalization. Empirical studies on the impact of globalization on women’s empowerment in Bangladesh circumstances are rare. Many studies to date have adjudicated to review the positive and negative effects of globalization on women. The study highlights the impact of globalization on women’s empowerment in Bangladesh in three ways. Firstly, the study draws application to traverse the testimony of women's empowerment by examining the initiatives (National Women Development Policy) taken by the government to levitate the status of women in society through their participation in economic and social activities and discusses the limitations and pivotal suggestions for the policy. Secondly, the study explains the positive and negative effects of globalization on women’s lives in Bangladesh. And finally, for the quantitative analysis, the study shows different scatter plots to establish the relationship between globalization and women empowerment as the KOF Index and the GGG Index, and the SIGI Index using time series data for the period of (2007-2017).

Fines are sanctions or punishments that are applied in the form of the obligation to pay a sum of money imposed on the denial of a number of agreements previously agreed upon. There is debate over the status of fines in Islamic law. Some argue that fines may not be used, and some argue that they may be used. In the context of fines for delays in payment of taxes, in fiqh law it can be analogous to ta'zir bi al-tamlīk (punishment for ownership). This can be justified if the tax obligations have met the requirements. Whereas according to Islamic teachings, fines can be categorized as acts in order to obey government orders as taught in the hadith, and in order to contribute to the realization of mutual benefit in the life of the state. As for the amount of the fine, the government cannot arbitrarily determine fines that are too large to burden the people. Penalties are applied as a message of reprimand and as a means to cover the lack of the state budget.

One of the main criteria for economic development is the size of the public debt and its dynamics. The article considers the impact of public debt on the financial security of Ukraine. The views of scientists on the essence of public debt and financial security of the state are substantiated. An analysis of the dynamics and structure of public debt of Ukraine for 2014-2019. It is proved that one of the main criteria for economic development is the size of public debt and its dynamics. State budget deficit, attracting and using loans to cover it have led to the formation and significant growth of public debt in Ukraine. The volume of public debt indicates an increase in the debt security of the state, which is a component of financial security. Therefore, the issue of the impact of public debt on the financial security of Ukraine is becoming increasingly relevant. The constant growth and large amounts of debt make it necessary to study it, which will have a positive impact on economic processes that will ensure the stability of the financial system and enhance its security.

Development of village fund management is very much needed by the community so that it can be enjoyed by all levels of society in the villages. The seriousness of the government in developing villages is evidenced by the start of allocation of the Village Fund budget for 2015. The allocation of the Village Fund is mandated by Law (Law) Number 6 of 2014 concerning Villages and Government Regulation (PP) Number 6 of 2014 concerning Village Funds Sourced from STATE BUDGET. The regulation explained that the administration of the village government adheres to the principle of decentralization and the task of assistance. The principle of decentralization raises village internal funding (Desa APBD), while the principle of co-administration provides an opportunity for Villages to obtain funding sources from the government above it (APBN, Provincial APBD, Regency / City APBD). This study aims to observe what the development of village funds looks like, how they are implemented and the impact of the use of village funds in supporting development activities and community empowerment. The research method used is a qualitative research method that relies on observing places, actors and activities in Konawe Selatan Regency, Southeast Sulawesi Province, which was chosen as a case study. Initial observations show that the Village Fund does not have significant results in improving the welfare of the community. These indications are evident in the welfare of the community which has not improved with the existence of the village fund. Therefore it is necessary to develop a good management of village funds to improve the welfare of rural communities, especially in Konawe Selatan District. The output to be achieved is the scientific publication with ISSN Online and the level of technological Readiness that will be achieved 1-3.

The connection between poverty and women's lack of power over resources and decision-making has now caught the attention of policymakers in government and mainstream development all over the world. Women empowerment issues perceived nationally or locally are being addressed by both state and non-state agencies. Beside the government intervention, NGOs are implementing various types of Women Empowerment Programmes including IG Programmes. Women Empowerment Programmes in India include livelihood support Programme, rehabilitation and job placement for rescued women, safe motherhood Programme and so forth. In spite of involvement of various NGOs in women empowerment through Income Generation and Skill Development Programmes, the status of women is still not satisfactory in India as various official as well as unofficial reports claim and the outcomes against the stated objectives of the NGOs' Women Empowerment Programmes are often questioned. Therefore, the present study is focused in assessing the impact of IG Programmes run by non-government organizations in empowering women. The researcher hypothesizes that IG Programme with its components viz., skill training, resource inputs of loan and equipment help to increase income to the women through independent business or work in the related field; the increased income lessens their dependence on family heads and enables to spend for personal expenses; gives them certain freedoms as individuals; enables them to contribute to family affairs financially, which creates an environment in the family in favor or the women to accept her views and participation in family matters like education, marriage, purchase etc.

The aim of this study is to examine the relationship between the shadow economy and public debt in Turkey. We elaborate on the questions regarding the negative effects of shadow economy on the sustainability of public debt observing the estimates about the size of shadow economy in Turkey. In the light of some scholars? estimates, we re-evaluate the macroeconomic situation of Turkey. At the core of the study, we discuss how the government borrowing policies would differ if the shadow economy was included into the legal system. In order to examine the effects of shadow economy on sustainability, we use various sustainability indicators. There is a significant difference observed between the calculations which take into account the volume of shadow economy as a share of economic system and those that exclude shadow economy as an exogenous variable. .

The study deals with three factors of general nature and their impact on the economic security of the region's periphery. The essence of regional periphery economic security is described. Processes such as digitalization, urbanization and COVID-19 are considered and their impact on the economic security of the region's periphery is described. These factors are considered separately, and the characteristics of positive and negative effects coming from them are presented. The relationship between all three factors is revealed, and the influence of these processes in the aggregate is described. It was found that, cumulatively, the effect of digitalization, urbanization and COVID-19 on the economic security of the region's periphery is changing and may acquire a completely different nature than the impact of factors individually.

Subject of research is the sources of funding for the social development of united territorial communities (UTC). The purpose of the article is to determine the prospects and measures to attract financial resources for the development of local communities in a decentralized environment. Methods which were used in course of research: method of system-structural analysis and synthesis, method of comparative analysis, generalization, statistical, general scientific, special methods of scientific knowledge and other research methods. Study results.The article identifies the main obstacles to effective financial support for the development of territorial communities, considers some experience in finding and raising funds for the development of territories, describes the sources of such funds. Measures that will contribute to the investment attractiveness of the territory are analyzed and substantiated. Application of results. The results of the study can be used by the united territorial communities for the formation of financial resources, as well as in higher education institutions in the teaching of economic disciplines. Conclusions. After conducting the research, it should be noted that the process of uniting territorial communities in Ukraine and, consequently, attracting financial resources to their budgets is a rather complex process and therefore requires consolidation of efforts at all levels of government and support from European partners.  Due to the reform of decentralization of management in Ukraine, capable territorial communities should be created that are able to ensure the development of the territory, quality provision of social services and promote the well-being of their residents and Ukraine in general.  It is determined that the main sources of funds for socio-economic development of UTC are: international technical assistance, additional subventions from the state budget to local budgets for the formation of community infrastructure, local taxes from businesses.
