The purpose of the article is to systematize the regional material on the cultural approach of communities to the development of civil society. The research methodology was based on the use of general scientific and special methods. The method of theoretical generalization was used to develop the concept of the stated topic and develop recommendations for improving the development of territorial communities, which are presented in the conclusions. The culturological method allowed to analyze the resource and cultural potential of civil society development in the regional dimension. Methods of systematization and comparison made it possible to identify features of socio-cultural development of different territorial communities of the Rivne region. The scientific novelty of the work is to identify the cultural potential of territorial communities to build civil society in Ukraine. Conclusions. Problems of territorial communities are typical for Ukraine: insufficiency and inefficiency of financing; inconsistency and imperfection of the existing infrastructure; lack of quality roads; inconsistency of work or lack of CNAPs; obsolescence of premises in need of repair or reconstruction; staff shortage, etc. Activation of communities affects the development of civil society, which in turn is a stimulating factor for their development. Ways to improve the development of territorial communities are inter-municipal cooperation in all spheres of community life; providing quality services to citizens; job creation not only for young people but for all citizens; cluster approach (a partnership between public, private, civic structures) to the implementation of cultural activities for the formation of the regional cultural space; the cultural heritage of territorial communities as a basic basis of regional development; introduction of innovations, including digitalization, in community development; the synergy of modern information technologies at the community level as a way to timely public awareness of local cultural and artistic projects and activation of citizens to participate in them. The purpose of the article is to analyze the factual and practical experience of creative unions of Ukraine in the context of cultural creation of civil society. Methodology. General scientific methods of analysis, synthesis, generalization, induction, deduction allow to present the material in their cultural and historical integrity, to outline the features of the functioning of creative unions and to trace their impact on the development of civil society. The study of cultural mode is based on the use of the phenomenological method. Scientific novelty is to highlight the cultural aspect of the activities of creative unions for the development of civil society. The research can be used by creative unions in planning, implementation of cultural and artistic projects, development of thematic scientific and methodological materials, as well as in reading cultural disciplines in higher education. Conclusions. Factual and practical material on the activities of creative unions in Ukraine exists in a separate, non-systematic manner. Creative unions are basically charged with a cultural approach to the search for and implementation of modern projects, which are mostly clustered in nature. The cultural mode of creative projects, combining content and form with their aesthetic and artistic reproduction of reality, value-semantic dominants, innovative discoveries, identity, are decisive in the development of civil society.

In the information society the status of information is changing: this main value of global civilization becomes an important resource of socio- economic, technological and cultural development. The rapid development of virtual technologies and the growing number of Internet users in Ukraine and in the world causes the new challenges to communication of each organization. The book publishers are also obliged to respond to these processes. However, the works devoted directly to publishers’ communication in the modern media space are still lacking in Ukraine. The objective of the article is to clarify peculiarities and conditions of the activities of Ukrainian book publishers in today’s media space which is an important issue today. It is analyzed the literature and sources on this issue and it is ascertained the theoretical and practical possibilities to take into account the trends in the world of modern media in the PR-activity of book publishers. Also the prospects for further scientific study and practical use of PR-communications in the activity of publishers are determined. The analysis of current changes in the modern information space allows us to trace the general tendencies: the new subject and object areas are formed; the number of subjects is expanded; the new formats of interaction within the system of communications of the organization and in society as a whole are created. That means that publishing house’s PR-communications are complicated by the emergence of new elements, such as active audience, social networks as communication channels, promotions on the Internet and others. PR communication in the Internet space is the most effective and inexpensive tool for interaction of publishers with active audiences. Thus, the activation of PR communication in the modern media space is associated with the emergence of the latest information technologies, online media as well as development of Internet. The use of online channels of Internet for communication with the target audience of publishing organizations has certain advantages over traditional media. At the same time, it is necessary to take into account the information saturation of media space, which complicates the way of PR-messages of book publishers to the reader.

Corruption control is an important input into the production of public goods at the national and at the global level, including sound economic management, well-functioning markets, and reliable human security. Eventually corruption control is itself a public good, because its benefits are largely nonrival and nonexcludable. As the case study of Transparency International shows, civil society has emerged as an effective partner of government and private actors in generating information about the deleterious effects of corruption, raising public awareness, and placing the issue of corruption firmly on domestic and international agendas.

Aim. The presented study aims to analyze the impact of the pandemic on Russian education at different levels.Tasks. The authors consider the specific features of distance learning at different levels of education: general, vocational, and extended; identify the positive and negative effects of modern information technologies on the organization and results of education.Methods. This article uses general scientific methods of cognition, including analysis, synthesis, comparison, analogy.Results. The major problems that arose during the mass introduction of innovative technologies at educational institutions during the pandemic and the positive results of their application are identified. Despite the ambiguous attitude to distance learning, this format has certain positive aspects due to the modernization of the educational process.Conclusions. Digital technologies open up additional opportunities for personal development and self-improvement, giving access to information, digital tools, materials, and services. They make it possible to transfer the interaction between students and the academic staff to a new level, expand opportunities for self-check, improve motivation, and increase interest in gaining knowledge.

The article is devoted to the study of the life and literary heritage of one of the significant creative figures in the Kabardian literature of the 60s – 80s. Of the twentieth century, which determined the features of the formation and development trends of national prose of the specified period. The relevance of the stated topic is due to the fact that until now in the Adygeyan literary criticism there are no generalizing works on the study of milestones in the biography and a comprehensive analysis of the literary work of A. Naloev. The scientific novelty of the research lies in the fact that for the first time a comprehensive substantive and structural-compositional analysis of the writer's works is carried out, starting from the first sketches in the form of miniatures and satirical and humorous stories, ending with larger genres – a story and a novel. The aim of the study is to recreate a complete biographical and creative picture of the life of a talented writer, philologist, educator, educator who raised a whole generation of artists and workers of culture and education. To achieve the goal, a number of tasks are solved, among the main ones – the study of the milestones of the biography of A. Naloev, the analysis of works, the consideration of the ideological and thematic orientation and the genre-style paradigm of the writer's work, determination of the role and place of his creative heritage in national literature and in general in cultural development Adyghe ethnos. The study used general scientific methods with an emphasis on the method of analysis, description and generalization. The results obtained have theoretical significance for further study of national literatures. They can become a significant practical help in writing various kinds of research papers, as well as in the preparation of special courses in universities and colleges.

Information technologies for analysis and processing heterogeneous data often face the necessity to unify representation of such data. To solve this problem, it seems reasonable to search for a universal structure that would allow for reducing different formats of data and knowledge to a single mathematical model with unitized manipulation methods. The concept of relation looks very prospective in this sense. So, with a view to developing a general theory of relations, the authors propose n-tuple algebra (NTA) developed as a theoretical generalization of structures and methods applicable in intelligence systems. NTA allows for formalizing a wide set of logical problems (deductive, abductive and modified reasoning, modeling uncertainties, and so on).

Abstract The People's Republic of China is facing very severe environmental problems. The first part of this study is explaining this situation and the most important reasons for this. Beginning in 1989/90 the Chinese Government has recognized the danger of ecological devastation. The development and the limitations of environmental politics in Chinaare characterized in the second part. In this phase the China Council for International Cooperation on Environment and Development made a important contribution defining the principles of Chinas environmental politics. Very fruitful has been the concrete Chinese-German Cooperation on Environment. Public awareness is a decisive precondition for solving the environmental problems. Forthis reason the final part of the study is discussing the change of the Chinese society, the development of the civil society and the situation of human rights in China

The concept of civil disobedience was introduced by David Henry Thoreau in 1849 by what he experienced in the fight against slavery system in USA. The aims of this paper is to discuss the concept of civil disobedience and analyse its practice in Malaysia. This paper base on content analysis and interview. The analysis shows that first, there have several features to justify the acts of civil disobedience that happened in society. Second, in Malaysia, the concept of civil disobedience is something new. This is because in general, opposition is the term used to indicate resistance. The opposition only involves the struggle for political purposes, while the concept of civil disobedience include broader aspects involving the opposition parties, non-governmental organizations, civil society and activists to create public awareness for the fight against injustice in government. However, in practice, civil disobedience has been present in Malaysia since before independence. Therefore, this article takes a broader approach in analysing civil disobedience in Malaysia, with discussion focusing on historical aspects and current practice.

The methodological basis of the research is general scientific (historical, systemic, functional) and special (formal-legal, historical-legal, comparative-legal) methods of legal research. A theoretical legacy, V. N. Leshkov, which contemporaries did not understand, and the descendants of the forgotten, to comprehend the researchers in the twenty-first century.

Introduction. Public control is an attribute of a developed civil society in the state. In Russia, the Federal law regulating the procedure for public control was adopted in 2014. This law has established a limited range of subjects of public control in Russia, however, current legislation indicates the actual inclusion of other subjects not stipulated in the law in this mechanism. A citizen of the Russian Federation is not directly listed by the Federal law as a subject of public control, however, the law provides for forms of participation of citizens in the process under consideration. Theoretical analysis. Russia today stands on the path of democratic transformation of all state institutions. The implementation of fundamental constitutional provisions regarding the recognition of human and civil rights and freedoms as the highest value is impossible without the functioning of instruments of public control over the activities of public authorities. Developed democracy presupposes the exercise of public control by the entire multi-level system of civil society institutions, with the citizen at the center. Empirical analysis. The analysis of the content of the Federal law “On fundamentals of public control in the Russian Federation” from the point of view of consolidation of constituent entities of social control and forms of its implementation, allows to conclude that, in fact, the law duplicated the forms of social control and subject composition fixed earlier by the Federal law “On Public chamber of the Russian Federation. The current legislation indicates that the central link in the number of subjects of public control are public chambers and public councils operating in Russia and that there are no legal guarantees of citizen participation in the implementation of public control. Results. The current development of the procedure for implementing public control in Russia implies the need for legislative consolidation of direct forms of participation of citizens of the Russian Federation in this mechanism. Direct forms of such participation can be: appeals to state authorities and local self-government bodies in the form of proposals with wide public awareness via Internet resources; participation of citizens in the electoral process as public observers; participation as a member of the public chamber of any territorial level of the organization; participation as members of public associations and other non-governmental non-profit associations; participation as public inspectors and experts on the initiative of Russian citizens.
