Unfortunately, the planned construction of an effective strategy for Ukraine's independence was not implemented. There were no constructive changes in the rules of economic life, the institutional structure of the state. Exit from crisis situations of various spheres of society, restoration of their vital activity were not provided with mechanisms of balance of economic efficiency and social justice. Thus, the problem of bringing the country out of the "trap of backwardness" has become extremely relevant. However, public authorities are left without a reliable program to address this problem. The backwardness is growing, so there is a need for a thorough review of the main ideas and technologies for diagnosing ways out of it. The purpose of the study is to determine the terminology and paradigm of theoretical and methodological support for bringing Ukraine out of the "trap of backwardness", to unite the efforts of all those interested in finding reserves to restore sustainable development of society. The methodological basis of the study were the methods of dialectics, methods and principles of interdisciplinary scientific knowledge of a complex subject, the rules of paradigm construction and its terminological support. The main idea of the study - theoretical and methodological justification for the withdrawal of Ukraine from the "trap of backwardness" must be built on the basis of an appropriate model of the paradigm and its terminology. Presenting main material. The main formulations of the research are formulated in the article, the stages of construction of the paradigm of bringing Ukraine out of the "trap of backwardness" are given, their content and rules of realization are determined. Particular attention is paid to the technology of reviewing the proposed options for defining terms in published works on the topic of the article. The originality and practical significance is confirmed by the proposed algorithm for building a paradigm model, terminological support for the study of a complex topic, which is at the phenomenological stage. Conclusions and prospects for further research. A constructive association of those wishing to determine the reserves for the restoration of sustainable development of society is possible provided that the model of the paradigm and its terminology is clarified. Further research on the topic should focus on clarifying the institutional basis that can really streamline the limitations of the system of traps in society.

The purpose of the article is to identify key differences between the circularity and sustainability of the system, to develop the systematization of the circular economy principles, innovative business models aimed to ensure it, as well as regulatory measures of public authorities to stimulate and support circular economy taking into account a progressive foreign experience. Research methods. In the course of the research the method of comparative analysis (assessment of measures of state regulatory policy in some countries of the world), abstract-logical method (problem statement, substantiation of conclusions), monographic method (analysis of evolution of national and foreign scientists works on circular economy), dialectical methods of cognition were used. Research results. The peculiarities of the circular economy are highlighted, it is emphasized that the circularity of the system and sustainability are interrelated concepts, but not identical. It is determined that the circular economy is a set of economic tools and methods used to ensure the sustainable development of the system. It is substantiated that the introduction of a circular economic model requires a change or adaptation of current business models according to new conditions and needs of housekeeping. The main measures of the state regulatory policy of some countries of the world to support and stimulate such business models are analyzed. Scientific novelty. The theoretical basics of the circular economy have been further developed, the purpose of which is to ensure sustainable development by optimizing the use of resource potential and innovative business models with systematic governmental support. Practical significance. It is proved that the development of a circular economic model is impossible without an active state regulatory policy. The aim of the study. The purpose of the article is to improve the management mechanism of sustainable development of the region in the context of decentralization. Methodology. The article uses systematic analysis, tabular and graphical - in the study of improving the mechanism of management of sustainable development of the region in the context of decentralization. Results. It is argued that the implementation of the proposed concept of sustainable development in the region in decentralization will increase social and economic opportunities in the region, ensure environmental security, help neutralize internal and external threats and risks and generally have a positive impact on sustainable development by balancing competitive advantages. The proposed approach allows to assess the change of economic, social and environmental, political parameters for sustainable development of the region under the influence of different levels of regional capacity: high, medium and low and to predict the level of regional development. ensure the balance of goals, results, interests of regional development management, balancing the system of indicators, which, in turn, is an effective management tool that achieves sustainable development of the region on the basis of planned strategic plans, using operational management and monitoring strategy implementation. based on key performance indicators, which is the final stage of the process of managing sustainable development of the region, and allows you to assess changes in economic, social, environmental and political parameters, their impact on the integrated indicator and conduct a comparative analysis of development of regions. The practical significance of the study is that the mechanism developed in the management of sustainable development of the region in the context of decentralization can be used in the activities of local governments. Prospects for further research. It is determined that the use of this mechanism will allow public authorities to increase the effectiveness of program activities by changing such parameters as the level of available resources, the dynamics of their costs, the life cycle of their implementation and priorities of individual activities.This will allow regulating the maximum amount of funding based on the annual development forecasts of the region.

Problem statement. The need for positioning of amalgamated territorial communities (ATC) is due to their large number and lack of identification. Effective  ATC positioning requires the development of appropriate tools to take advantage of the territory. The purpose of the article is to highlight the results of using the Cartesian system of coordination of the rear positioning of ATC in the context of their sustainable development, examples of ATC Luhansk region. The research object is ATC of Luhansk region. The methods used in the reaserch are: system, comparative and graphical analysis (the Cartesian coordinate system in space). The reaserch  hypothesis  was the preparation that the Cartesian coordinate system can be used as a tool for assessing the positions of ATCs in the context of their sustainable development. Presentation of the main material: on the basis of sustainable development estimates of  ATC of Luhansk region their positions in the Cartesian coordinate system are determined with the help of geogebra software; to determine the best positions in the  ATC of Luhansk region, it is proposed to use the vector of balanced positioning; it is established that the Lozno-Oleksandrivska  ATC has the best balanced positioning.The originality and practical significance of the reaserch polarize the propositions of vicoristic Cartesian coordinate systems for the simplest tools for controlling the positions of ATC . Conclusions and prospects fot the further reaserches. For the assessment of ATC positions, it was used a middle ball of the development by three warehouse (economy, social, environmental). The result of the positioning of ATC of the Luhansk region was filled with a rosary behind an additional Cartesian coordinate system and software geogebra protection. The positions of  ATC of the Luhansk region are displayed in the areas XOZ, XYZ, XOY. For setting the best positions at the ATC of the Luhansk region, the reference station is assigned to the vector of the balanced position, which dials up, for the most unbalanced positions from the Lozno-Oleksandrivska position. Subsequent reaserches  may be directed to the value of visits for the purpose of the balanced development of ATC.

Reading is one of the important aspects in the communication process. Reading can make someone better understand the contents of the reading. In learning to make it easier for students to understand the contents of the reading it will be easier if it begins with the ability to determine the main ideas of the paragraph. Based on this, the researcher conducted a study by applying the Cooperative Integrated Reading and Composition (CIRC) learning model to the ability to determine the main idea of the paragraph at the fifth grade students of SD 003 Pulau Kopung. This study aims to determine the effect of the CIRC learning model on the ability to determine the main ideas of paragraphs of fifth grade students of SD Negeri 003 Pulau Kopung. This research method is a quasi- experimental Nonequivalent Control Group Design. This research was conducted in two classes, the VA class as the control class and VB class as the experimental class with 22 students in each class. The results of the study showed that the CIRC learning model influenced the ability to determine paragraph main ideas with the results of calculations derived from the gain index, the experimental class using the CIRC learning model got an increase in gain of 0.59 with the middle class and the control class with the normal learning model got an increase of 0.31 with medium class.

Urban parks are critical for sustainable urban development. They are of theoretical and practical significance for analyzing the visual landscape of recreational spaces from the perspective of the elderly. This analysis can be used for exploring new methods for optimizing recreational space layouts to improve the physical and mental health of the elderly in parks, thus realizing the sustainable development of urban society. Taking Ziyang Park in Shangrao Central District of Jiangxi Province, China, as an example, starting from the visual characteristics of the elderly, this study quantitatively calculated the landscape viewability, total view ratio, and water view ratio for the elderly in each recreational space using Python Scripting for ArcGIS. We briefly express the elderly suitability of the visual landscape for each recreational space through a weighted synthesis of the calculation results. Our findings show that, in Ziyang Park, the elderly suitability of the visual landscape for recreational spaces is not only low overall, but also gradually decreases from the interior to the exterior of this park. Moreover, this spatial distribution may be caused by the location of zoning, surface elevation, and road slopes, as well as the individual characteristics of each recreational space. Finally, we discuss the requirements of the elderly for some geographical factors, along with the feasibility of using ArcGIS 3-D analysis to optimize the layout of the park recreational space, with the aim of providing a new research perspective and an effective reference method for designing layouts of such spaces that are favorable for the elderly to better guarantee the sustainable development of urban society.

The purpose of the article is to improve approaches to assessing the effectiveness of innovative activities of the food industry and its individual subsectors to identify prospects for development and problems that can hinder the sustainable development of this area of production and the country as a whole. Research methods. The article uses the methods of theoretical generalizations and comparisons, which made it possible to comprehensively consider and generalize methodological approaches to assessing the effectiveness of innovation in industries. When systematizing the calculated data by the intensity of innovation costs, the methods of statistical classification and grouping were used. To achieve the goal of the study, the methodology for assessing the level of manufacturability of industries has been improved (the OECD methodology is taken as a basis), which made it possible to re-evaluate the effectiveness of innovative activities in sub-sectors of the food industry with an emphasis on the computerization of production. Research results. The article presents a methodical approach to assessing the effectiveness of innovation in the food industry. The study is based on the OECD methodology for assessing the manufacturability of industries, which is to calculate the weighted average cost intensity of R & D. The application of this approach to the food industry has confirmed the too low level of its innovative manufacturability. It was found that due to the lack of relevant statistics on R&D expenditures, it is difficult to assess the effectiveness of innovation in certain sectors of the food industry. It is proposed to solve this problem with the help of capital investment indicators, which are invested in the software of industries and are directly related to the level of computerization of technological processes. The obtained indicators of the intensity of software costs are ranked in descending order and divided into three groups according to the level of computerization, which characterizes the efficiency of innovation, as its level increases profits and profitability in industries. This will contribute to the goals of sustainable development of the country (including goals 2 and 9) and increase the competitiveness of the food industry. Scientific novelty. A methodological approach to assessing the effectiveness of innovative activities of sub-sectors of the food industry in Ukraine is proposed, which will contribute to the formation of a new look at the research methodology of this area of knowledge. Practical significance. Designed for professionals in the field of food industry economics, scientists, teachers, graduate students and students of higher educational institutions. Alternative forms of tourism are increasingly recognized as key to sustainable development. The reasons for this are that, contrary to mass tourism with its negative impact on the visited areas, alternative tourism causes a form of balanced growth, in harmony with the environment and in socio-cultural terms. The development of tourism in a sustainable way is relatedto the implementation of an innovative strategy by touristic organizations. The advantage of tourist resources is that they can be reused without compromising their quality, provided, however, that no actions are taken to destroy or change them irrevocably. The biggest guidance for strengthening tourism is the ability of managers to formulate a strategy for achieving competitive advantage for their organizations. The goals of sustainable touristic development are economic viability, local prosperity, quality of employment, social equality, visitor satisfaction, local control, social well-being, cultural wealth, physical integrity, biodiversity, efficient use of resources, cleanliness of the environment. In this respect, the cluster model of organization and coordination of tourism activity is a prerequisite for economic and social efficiency, especially for the development of touristic destinations in local settlements and resorts, in combination with various public authorities and especially between private companies and enterprises.Whatever the environment of the region, care must be taken to preserve it for future generations. Today's world is very dynamic and change is intangible. The purpose of adaptation is not to destroy the principles of sustainability. If they, as well as the adoption of adequate policies, remain unused, then tourism tourism will be to the detriment of the environment.

The purpose of the article is to highlight the conceptual understanding of the cluster as an innovative organizational and economic form of production in the system of sustainable development on the example of the agricultural sector and substantiate the scientific basis for ensuring its implementation at the regional level. Research methods. When carrying out the research, a set of general scientific methods and techniques was used; monographic - in the study of domestic and foreign publications and the above-mentioned problems; a systematic approach based on the principles of systems analysis and synthesis - to substantiate the relationship between sustainable development, the efficiency of agricultural production and the cluster model; abstract-logical - for the theoretical generalization of research results and determination of measures to ensure the implementation of the cluster model of agricultural development; economic analysis - to study the efficiency of agricultural production. Research results. The essence of the cluster in modern economic theory in the context of the concept of sustainable development has been studied and analyzed. Globalization, climate change and the aggravation of socio-economic and environmental problems in many countries of the world necessitate the search for new models of economic development. It has been established that one of the most optimal organizational and economic forms of effective agricultural production in the system of sustainable development is clusters. On the example of the Kirovograd region, a scientifically grounded regional model of the development of agro-clusters in the agro-industrial complex. Scientific novelty. Based on the synthesis of scientific theories of cluster and sustainable development, further study of theoretical and methodological approaches to the definition of the essence of clusters as a promising organizational and economic form of effective agricultural production in the system of sustainable development was obtained. Practical significance. The research results will find practical use in substantiating regional strategies for the development of agro-industrial production. They can be used in educational and educational programs, when providing consulting services for the creation of projects of agricultural clusters and in further scientific research.

D. Sakharov, Belarusian State University (Department of Social Sciences, Humanities and Sustainable Development). The main ideas and research results presented at the plenary and section sessions are presented. Abstract Indonesia is known as an archipelago state that has more than 17,000 islands with a coastline of more than 81,000 kilometers. Therefore, the economic life of the Indonesian nation is largely centered on the coastal areas. Population growth along the coastline has resulted in fishermen choosing to live close to their source of life and building their economy there. Rapid population growth, and the scarcity of available residential land resulted in fishermen building denser settlements, expanding towards the sea and ultimately giving the impression of slums along the coast. It is felt that vertical settlements (flats) will provide solutions to problems in the conditions of these slum settlements. The effort to rejuvenate the fishing village in Penjaringan Village is the topic of this research with the limited vertical settlement approach, which takes into account: behavior patterns, habits, activities and daily needs of fishermen. A vertical development with a limited height is also seen as fulfilling the concept of sustainable development, where all fishing activities can be accommodated on a narrow area of land and do not sacrifice too much open land which is already small in the coastal area. In addition, fishermen’s life and cooperation between them can be facilitated by carrying out a compact upward design. This is one solution that will differentiate this fishing village from other settlements. This development is declared successful if all the goals that have been set together can be achieved and bring benefits to the group of residents.
