The purpose of this research is to investigate the policy of the Prosperous Family Card Program in Tellang Kere Village of Tellu Limpoe District, Bone Regency. The research method used is qualitatively descriptive. This method will provide a complete picture of social phenomena. Data collection techniques applied were observation and interview with key informants; Secretary of the sub-district head, Head of Public Service Section, Head and Village Secretary, Village Head, Community leader, prosperous family card’s recipient community, additional informant: e-warong village agent. The results of the research indicated that the policy of the Prosperous Family Card Program in Tellang Kere Village of Tellu Limpoe District, Bone regency had not been effective. Some obstacles occurred in the location, namely firstly, the lack of education and complete socialization to recipients of The Prosperous Family Card, inactive social assistance so that many people still do not understand the benefits and objectives of the policy. Secondly, the limitations of the internet network forced the village agents to collect beneficiary families somewhere to make withdrawal transactions through Electronic Data Capture, this took time-consuming. Thirdly, the data of the recipient of the Prosperous Family Card was often missed and not meticulous but not accumulated in the following month, and the last, monotonous menu had the potential to raise cholesterol that had an impact the risk of heart attack and diabetes, nevertheless, the public felt that this program had the benefits especially in the time of COVID-19 pandemic.

Complaints communities in the developing countries, especially Indonesia to the public service are still extremely high.  Perceived imbalances such as in: obscurity of time, cost and method of service; discrimination in services based on the relationships of friends, family, political affiliation, ethnic and even religious;  chain length the more entrenched bureaucracy and bribery and extortion.  This condition is a signaled for the government to seek strategic solutions to improve public services. This study aims to discover the design of public service operations in accordance with the expectations of society by measuring the performance of the public service.  Recommended design is a design that lead to e-Government and reinventing goverment to give birth standard operating procedures (SOP) and minimum service standards (SPM) for public services in Indonesia, especially in the public service that is closest to the village community  with Quality function deployment (QFD) in house of quality (HOQ) method. In the first phase of the study mapped 36 public expectations of public services, which are shown in this analysis that the public is not getting an appropriate and satisfying service, although does not show the high gap. On the other hand mapping the public response to the internet-based administration showed the unpreparedness of the people against the internet-based public services. The majority of respondents claimed to feel more comfortable and definitely served in the village office immediately met with the officers.  Queue and the possibility of intervention or extortion is not a problem for society.  In the second phase of this study will examine the true public service bureaucracy and the possibility of cutting the bureaucratic process that is more streamlined, clear, fast, and facilitate community. Last step is to benchmark the Chinese State as densely populated countries such as Indonesia, to make strategic steps and implementable in problem solving public dissatisfaction with public services and the number of maladministration. Abstract: The purpose of this study was to describe and analyze the implementation of DPMPTSP Ponorogo Regency public services with SIJITU. The research method used is qualitative research, data collection techniques through interviews, documentation, and observation. The results showed that the implementation of online services based online with SIJITU had not run optimally as seen from the fact that there were not many people who used the online-based licensing service, because there were several barriers including ignorance of the public about the online licensing system. the internet access network has not fully supported (in some areas of Ponorogo Regency, especially remote areas, internet access is still difficult), and the limited human resources of DPMPTSP who have expertise in informatics and other supporting technical fields. Keywords: Public Service; integrated licensing Abstrak: Tujuan penelitian ini adalah untuk mendiskripsikan dan menganalisis pelaksanaan pelayanan publik DPMPTSP Kabupaten Ponorogo dengan SIJITU. Metode penelitian yang digunakan adalah penelitian kualitatif, teknik pengumpulan data melalui wawancara, dokumentasi, dan observasi. Hasil penelitian menunjukkan bahwa pelaksanaan pelayanan publik berbasis online dengan SIJITU belum berjalan secara maksimal terlihat dari belum banyaknya masyarakat yang memanfaatkan pelayanan perizinan berbasis online tersebut, karena adanya beberapa hambatan, antara lain ketidaktahuan masyarakat akan adanya sistem perizinan online, masyarakat belum memahami bagaimana cara menggunakan aplikasi online tersebut, akses jaringan internet belum sepenuhnya mendukung (di beberapa kawasan Kabupaten Ponorogo terutama daerah pelosok akses jaringan internet masih sulit), serta terbatasnya SDM DPMPTSP yang memiliki keahlian di bidang informatika dan bidang-bidang teknis pendukung lainnya. В статье рассматривается специфика бытования музыкального фольклора теленгитов селения Язула Улаганского района Республики Алтай в условиях транзитивности (по материалам полевых исследований 2003 и 2019 гг.). Музыкальный фольклор теленгитов обособленного селения характеризуется полистадиальностью, «вероятностной» (поливекторной, нелинейно меняющейся) природой развития, увеличением культурного разнообразия и трансформацией моноязычной культурной среды в многоязычную в лингвистическом, музыкальном и бытовом планах. Каналами инокультурного влияния на интонационное поле теленгитской музыкальной традиции сегодня выступают радио, Интернет и телевидение, сельский клуб, доступная транспортная связь с городом, международные курултаи сказителей . При расширении сферы бытования различных форм фольклоризма (советского, российского, алтайского) песенная фольклорная традиция теленгитов продолжает существовать исключительно в обрядовом контексте (закрыто от глаз приезжих). Владение каем - особым типом интонирования, характерным для тюрков Горного Алтая, маркирующим их этнокультурную идентичность, - востребовано сегодня со стороны туристов, региональной администрации и общественности, что ведет к миграции носителей этой традиции из обособленных селений в центральные. Трансформация искусства кая обусловлена единым процессом глобализации/глокализации, переходом от традиционного контекста бытования к сценическому фольклоризму, проникновением инокультурных интонационных форм в звуковой ландшафт теленгитских селений. This article focuses on the current state of Telengit music culture in Yazula Village (Ulagan Region, Republic of Altai) in conditions of transitivity. The material presented is based on field studies in 2003 and 2019. The Telengit musical folklore of this territorially isolated village is characterized by polystadiality; the “probabilistic,” non-linear nature of its development; by an increase of cultural diversity; and by the transformation of a monolingual environment into a multi-lingual one in linguistic, musical and ontological terms. Channels for outside cultural influence on the intonational field of the Telengit musical tradition include: radio, television, the Internet, the local club, transportation to the city; and International Kurultai of storytellers. In the presence of different forms of folklore (Soviet, Russian, Altaian) performed in the village club, the village folksong tradition continues to live on exclusively in a ritual context (inaccessible to outsiders). The mastery of kai as a specific type of intonation, typical for the Turks of Gorny Altai, that marks their ethnocultural identity, is in demand today by tourists, regional administrations and the public. This leads to the migration of carriers of this tradition out of isolated settlements into more central ones. The transformation of the art of kai in modern Telengit culture is conditioned by the process of globalization/glocalization; by the change of kai’s function in a traditional context to that of staged folklorism; and by the penetration of other cultural intonational forms into the soundscape of Telengit villages.

Public Service Analysis of Village Tlanak Support of Lamongan District. The purpose of this research is to know the quality of Public Service of Village Government of Tlanak Kedungpring District of Lamongan Regency, to know the supporting and inhibiting factors and solution of Public Service of Village Government of  Tlanak Kedungpring District of  Lamongan Regency and to know the implementation of Good Governance in Public Service of Village Government of Tlanak Kedungpring District of Lamongan Regency. The type of this research is non-doctrinal (sosiologis) legal research. Non-doctrinal method is a type of scientific study with the intention just to learn just and not to teach something doctrine. The research method used is research method with qualitative analysis. The results of this study concluded that the quality of Public Service Village Tlanak Kedungpring District Lamongan through Programs, policies, and attitudes is Services Open, easy and accessible by all parties who need and provided adequate and easy to understand, can be accounted for in accordance with the provisions of legislation - invitation, inhibiting the public service of Tlanak village administration of Kedungpring Sub-district of Lamongan Regency is seen in the condition of society which still have a lot of parochial political culture. The solution of inhibiting factor of public service in Tlanak Village, Kedungpring Sub-district, Lamongan Regency by strengthening service system, improving professionalism of each employee, conducting public awareness program to help dissemination and comprehension of information to society about matters related to service activity and giving sanction that is firm. The village government of Tlanak Kedungpring District of Lamongan Regency has not fully implemented the Good Governance principles in the implementation of the village government's tasks, functions, authorities, rights, and obligations in terms of planning, service, implementation of village development, especially those related to village governance.Keywords: Quality Analysis of Public Service, Good Governance.

The native court in Malaysia comprises of Mahkamah Anak Negeri Sabah and Mahkamah Bumiputera Sarawak. The existence of this court is recognised by the Malaysian Government and they are mentioned in the Federal Constitution of Malaysia. Although these courts are given power and authority in dealing with the personal law of natives in each state, there are challenges in enforcing post-divorce orders made by these courts. This article is significant since there is a dearth of study on this topic. The main objective of this article is to examine the enforcement of post-divorce orders of native courts within East Malaysia. It will also explore the problems and challenges of divorcees in enforcing divorce orders and provide recommendations to improve the existing system. This article adopts library-based and qualitative research method which consists of group discussions and interviews with the village headman (ketua kampung), headman (penghulu), community leader, native courts’ judges, native court of appeal’s judge, registrar of native court and several divorcees. The result of this research identified four challenges vis-a-vis: the capability to find the husband upon the issuance of the divorce order; second, husband’s default payment of maintenance; lack of manpower in enforcing the order and lastly, husband’s conversion to Islam. Thereafter, this article suggests that the government could provide assistance by empowering court bailiffs or enforcement bodies, increasing funding and to designate a special department for enforcement of divorce orders

Sukasari Urban Village is one of the villages located in the district Rajeg Tangerang District, Banten. Currently, the development of information technology very rapidly to take advantage of the android application system as enhancing the effectiveness and flexibility of activities to get the information, in this case related to the public service. It is important to get public information faster in the village Sukasari. Observations on public service activities in the Village Sukasari are less effective if it is not included with public service information applications based on Android. With information still use the public services at the village office mading so is difficult to get information society wards. Also the location of the residence community and urban village office to be the cause. By design kiForm app (android app) as a form of use of information technology will facilitate the public to get information public services wherever they are.

Specificity of autonomy Jakarta as the Capital of the Republic of Indonesia that is placed on the area provincial level, so that the government area consists of 5 (five) City and 1 (one) Thousand Islands District up units at the lower level, namely District and Village is a unit of government administrative and technical services. Urban Village as a government bureaucracy that deal directly with the public is the frontline in the public service. The existence of the village chief and deputy village chief was reinforced by law No. 147 of 2009 on the Organization and Work Procedure village, which strengthened the position of deputy village chief duties and functions as an auxiliary Lurah such a heavy burden of their duties to serve citizens of the capital densely populated. The reform of the bureaucracy over the birth of Jakarta Bylaw No. 12 of 2014 concerning the regional Organization still beg the question why the position of deputy village chief who is still listed in the rules of the "vacated" in all regions of Village Capital. Occurred in the dilemma between the demands of expectations as a public service town, but on the other hand the reform of the bureaucracy is still a "maintenance of structures" without "tightening" of personnel staffing.

This paper aims to find out the Development of Human Resources Capacity in Public Service at the Pasuruan District Labor Office. The research method using qualitative approach is done scientifically, more descriptive, emphasizing the process rather than the public about improving the human resources of pasuruan community by the Pasuruan District Labor Office. The results showed that the Pasuruan District Employment Office implemented an increase in human resources developed according to the theory of capacity building in minimizing the unemployment rate, and as an effort to improve human resources precisely in the field of placement and expansion of labor (PENTA). The motivation, disciplinary and training is very influential to human resources and minimize the unemployment rate in Pasuruan Regency.

 The digital age makes communication enter a new phase. The widespread use of gadgets nowadays, making activities through gadgets more often done. New technology is increasingly advanced, the internet is increasingly easy to access, more applications and social media to communicateare also increasingly diverse. One service product that was born thanks to internet acces is social network, namely Instagram. Instagram is a social media that has visual power. With this power, many individuals and companies use it to attract the attention of the public, one of them is the @zilohijab Instagram account. This study wants to reveal the use of Instagram as a means of communication an sales of Muslim fashion on the Instagram account @zilohijab. The method used by researchers in this study is a descriptive qualitative research method. In the discussion of this study resulted in several strategies used by @zilohijab in planning the content of messages on his Instagram account including Instagram @zilohijab with the concept of Trusted Muslim Fashions used as a teaser, approaching through community building, working with influencers to produce content and product curation, as well as designing story to strengthen visual content with an emotionless strategy. The conclusion in this study is that the strategy designed by @zilohijab has been carried out to the maximum because the strategy is based on the concept and character. Keywords : Strategy, Instagram, Media Communications, Sales
