Current developments of scientifi c thinking in the fi eld of education, are increasingly de-manding in various disciplines for young people as a matter of urgency. It is already known that child development is conditioned by ancestry, socio-cultural environment, including interaction with peers and adults. Albanian institutions (kindergarten) compared to contem-porary experience in more developed countries have to deal with issues such as: (1) The de-velopment of a run or optimal acceleration enrichment motor for kindergarten children, seen as an important element of the formation of the human personality and its preparation to cope with various situations of life ; (2) The role of infrastructure in the natural development of the personality of children and the educational process as a whole; (3) Parental community involvement as a fundamental prerequisite of real development of the child; (4) The qualifi -cation level of the teaching staff in the elementary education system and the preparation of students teacher. I hope to add my contribution through this paper, not only by identifying the problems abo-ve, but also in presenting alternatives of a development model of kindergarten children motors skills progress, compared to contemporary experience in more developed countries.

The article identifies the key conceptual foundations for the formation of intellectual leadership of economic entities, including countries as specific actors in the global economy. Thorough preconditions for increasing the level of economic development and the impact of education have been identified. It is determined that historical concepts and modern realities of economic activity only actualize the role of education and enlightenment in the economic development of the national economy and ensuring its competitiveness. The strategies of increasing the competitiveness of individual countries of the world are analyzed, their key priorities in the conditions of formation of the knowledge economy are determined. The evolution of views on the role of human and intellectual capital in increasing the welfare of countries, the impact on GDP and other macroeconomic indicators is described. The ratings of countries are analyzed, in particular by the level of investment in intellectual capital and the structure of their GDP, which confirms the dominance of science-intensive economic activities. In addition, it was determined that the leading countries are characterized by increasing the role of knowledge-intensive activities, increasing the share of intangible assets, redistribution of capital of leading international companies and increasing research spending, increasing investment in human and intellectual capital, increasing exports of high-tech products. Analytical assessment confirms the advanced development of science-intensive industries in countries with developed economies, which creates the need for training and retraining of specialists needed for such industries. In modern conditions, the educational process ceases to be predominantly the prerogative of young people, and becomes a lifelong process, which increases spending on education in developed countries, but without denying the significant asymmetries on this indicator. Research confirms the direct relationship between the quality of human and physical capital and economic development, which is typical of highly developed countries, one of the main reasons for the development lag of the poorest countries. In addition, the article substantiates the key factors of intellectual leadership and their impact on the development of economic development strategies.

Violence and aggression has become common phenomena in modern world, they include almost all fields of social life. The reflection of problems the society copes with, is visible in the way of perceiving the educational values by pupils and their behaviour at school. The nature of the educational process organised by school is mainly the interactions among teachers and pupils and pupils themselves. They are not always the best. The anxiety among guidance counsellors and psychologists raises the fact that the cooperation rule and mutual help are replaced by the rule of dominance, extortion and force. The cases of ignoring the teacher's orders are more and more common, lack of respect towards the teaching staff, humiliating adults and vandalism. Pupils battle against teachers and peers too. The school hall is a kind of arena of undesirable behaviours. Therefore, the school as an institution in which children and young people spend 1/3 of their time during the day, should not only deal with teaching but take an active part in the implementation of activities in the field of broadly understood prevention and upbringing. Therefore there are challenges in front of the school aiming at stopping, limiting or even eliminating negative behaviours from children's and teenagers' lives.

The purpose of this article is to define the functions of the teacher as the organizer of chat communication, which has become one of the foundations of Internet communication. The leading method for the study of this problem is the method of situational modeling, which allows considering chat-communication as a process of new social interaction, requiring the leading role of the teacher-organizer, ensuring the maximum involvement of all participants-communicators in this process in order to assimilate new knowledge by the perceiver (learners). This article presents new methodological methods of teacher's work within the framework of chat-communication, defines the important functions of a teacher, who communicates knowledge in the changed socio-cultural environment. The presented methodological material is designed to help teachers of higher education to use chat-communication as a new channel of knowledge transfer from a teacher to a student to adapt to the new communicative realities, to give awareness of the continuity of the educational process, even in a situation of significant changes in conditions of its implementation.   Keywords: distance learning, higher education, internet communication, chatting, teacher functions

The features of the joint educational project of RUDN and RFCFS on preparation of masters on the program “Forensic activity in law enforcement” are illustrated. Among them is the direct connection of the teaching staff of the Department “Forensic activity” of the law Institute of the Russian Academy of Sciences, represented by employees of the RFCFS, with practical expert activities. The role of the joint council for the protection of scientific degrees of doctor and candidate of Sciences in the specialty 12.00.12 - criminalistics, forensic activity, operational-search activity created on the basis of the RUDN and RFCFS is considered. It represents the final link in the system of training of higher education personnel in the field of forensic activity. The main forms of international activities of the Department, which include the study and exchange of experience in the framework of relations between the CIS member States, the Shanghai cooperation organization (SCO), the European Union (EU), are considered. Presented the prospects of its development in preparation for placement as a mandatory discipline “the Theory of judicial examination” in the educational process of bachelors and the creation of transferable teaching materials on forensics and criminology that contains integrated knowledge about the history of the development of the modern state of science in Russia and abroad to attract foreign students.

The transformation of the global economic space at all levels of socio-economic eco-systems has been indicated, which is caused by the digitalization of all spheres of public life. The level of transformation of world civilization is commensurate with the revolution of including new ways of energy supply for industry and people’s life, bright discoveries, that change the space due to the achievements of scientific and technological progress.The role of digitalization in the educational process of higher education in the formation of social skills, high professional competencies of future graduates and their demand in the labormarket has been investigated. Problems of introduction of digital technologies in higher Education institutions, connected with weak preparation of the teaching staff and students in the sphere of use of computer technologies, technical problems and change of the purpose of educational activity have been identified. The results of the introduction of elements of digital technologies in the technological process of teaching students basic disciplines on the example of microeconomics have been revealed empirically. The result of the research is a real improvement in the assimilation of theoretical material using digital technologies, a better understanding of it and the possibility of its application in professional activities.It has been concluded, that it is necessary to include elements of digital technologies in the educational process of higher education, because they provide new opportunities for teachers increasing the interest and involvement of students in the studied disciplines and for students in the implementation of their creative and intellectual potential, obtaining deeper knowledge and skills in demand. For the country, this is an opportunity to get managers and specialists of the future, able to ensure stable economic growth and social development of the nation.

Nowadays modern education system is at a stage of active transformation. The transition from the old school model to a new one under conditions of uncertainty and rapid changes experienced by all areas in the real world (VUCA-world) calls for revising the role of education and requires new approaches in order to improve the interaction of participants involved in the educational process (teacher and students). The specific of such interaction is to shape a set of cultural techniques which include thinking, multi-positional communication and practical actions. The article presents some aspects of designing a new type of school learning environment, namely, learning and technological development environment. The results of the project activities carried out by the teaching staff of the Educational Complex "Nasha Shkola" (Novosibirsk) whose responsibility was to create such environment is the development of special models. Models represented in this paper deal with the technology of the learning situation construction and they are considered as normative and technological units of educational content acquisition with focus on the teacher’s role as well as on the organization, complex testing and the technology correction which can be done through inter-positional spaces of educational process support.

The work is related to the creation of new models of teaching and leads to new knowledge about processes and phenomena in pedagogical science. In our work we analyze both current educational and delicate ideological problem accompanied with scientific and practical application reliability. Identifying the specifics in the ethics of young people, verification of model work and approbation in educational work in Bulgarian language and literature is an important point of the overall personal development of young people. We use a theoretical framework that we draw from research, adapt and correct it according to the results of the experiment. The concept of the lesson is oriented towards the formation of competence.In the exhibition we present the capabilities of each of the tools for personal development; creativity and teamwork: communication via Internet; the role of the presentations and associative tasks; place the tools for effectiveness in the educational process.The implementation of the control unit tools plays an important role in reporting achievements and creativity.In conducting a productive dialogue with students, we take into account the role of the teacher's charisma by creating opportunities for trust, mutual understanding and respect for students in relation to the teacher.The conclusions from the conducted research are important and reveal the relevance and reliability of the applied methods and techniques in the literary-educational discourse.Students which are studying longer and using interactive methods and techniques, are providing more deep and reasoning answers. Their depth and analyticity depend on their participation in different forms of work, using both traditional methods and techniques, as well as interactive ones. The participants are placed in the same conditions and have the choice of participation.The positive role of creative education and development through the proposed model of literature learning has been taken into account.In conclusion based on our data we offer our understanding about the role of the work instruments in the educational process in Bulgarian language and literature students in terms of multiculturalism.

The article deals with the problem of partnership between the participants of the educational process. The purpose of the article is to consider the theoretical bases of the formation of partnership skills during the educational process. Methods. Analysis, synthesis, comparison are chosen as the main methods of pedagogical experiment. The results. The role of partnership in the formation of teachers’ and students’ unity is shown, together with the interrelations «teacher-teacher», «teacher-student», «student-student». The methodological approaches are considered as the basis for the process of forming partnership relations in the educational process of the institution. Such chosen methodological approaches are: systemic approach, activity approach, acmeological approach, integrative approach, praxeological approach. The role of each approach in the studied process is shown. The considerable attention is paid to general scientific and specific principles. Among the general scientific principles, the emphasis is made on the principles of scientificity, accessibility, consistency and connection of theory with practice. The following are considered as specific principles: mutual respect, friendly attitude to each other, decision-making discretion, and distribution of leadership responsibilities. The attention is also paid to the requirements of partnership in school and family. The authors of the research defined the basic requirements and rules for forming school-family partnership: social and pedagogical partnership; forming life and profession values; professionalism; ensuring the uniform parents’ and teachers’ requirements; humanization of interpersonal relations in any team, showing tolerance, voluntariness, the members’ ability to interact. The importance of regularity in the implementation of community requirements and rules is indicated. Conclusions. Considering the problem of forming partnership relations to be little analysed and studying partnership relations in the form of a pedagogical partnership, the authors made a conclusion that this process should be seen as interconnected through structures: teacher-student-student-parent, which is in line with the Concept of the New Ukrainian School. The authors added that the formation of partnership relations in a teaching staff will contribute to the introduction of new educational technologies, promote to the humanization of the educational process, the establishment of relations on a parity basis.

The article was prepared on the basis of a field study implemented at Udmurt State University as a part of the research project “Transitive University in the Face of Global, National, and Regional Challenges”. The article considers the results of a survey related to the assessment by the teaching staff of the ways of interacting with regional subjects of the social order. 75% of respondents acknowledge the risks associated with educational and labor migration of young people from the Udmurt Republic. Professors mainly form competencies within the framework of the regular educational process: they select the topics of students’ term papers and graduate work in accordance with the needs of the region, take into account the needs of the labor market in the content of classes, participate in the organization of practices and help students to find employment in the regional labor market. According to professors, the most important role of the university is to participate in the development of the region along with large organizations and branches of government. A cooperative approach prevails, in which the university plays the role of a partner, not a driver. Professors rated the interaction of the university administration with state authorities of the Udmurt Republic as satisfactory – the average score was 3.1 points out of 5. Prospects for the development of the university are seen by the professors in four directions: orientation to the regional labor market, interaction with employers; scientific and innovative activities; digitalization and informatization of educational and administrative processes; development of international cooperation. Pessimism prevails in the responses of professors about the hopes for cooperation with authorities and business in the region, which requires a separate study, since it can be caused by a number of factors. As suggestions to the leadership of the university, the professors indicated: the need for more active interaction between the university administration and the leadership of the region and business, involving the university in regional projects, identifying the needs of the region and stimulating the leadership of institutions to form new directions in the scientific and educational sector, taking into account the prospects for the development of the republic. The study revealed two obvious facts. Firstly, professors are aware of the important role of the university and even support this idea as a strategic one. In other words, they show willingness. Secondly, professors, most likely, expect the initiative of active interaction with the labor market and regional authorities from the leadership of the university. In other words, they do not translate preparedness into action, awaiting action on the part of management.
