ABSTRACT Sub-District as one of the autonomous regional tools is expected to contribute greatly in providing services to the community. In order to meet the needs of the community to obtain easy, fast and appropriate services at the sub-district level, the government rolled out the Sub-District Integrated Service Administration Program (PATEN) with the issuance of Regulation of the Minister of Home Affairs Number 4 Year 2010 concerning the Guidelines for District Integrated Administration Service. To that end, the writer are interested in conducting research with the title “The Implementation of SubDistrict Integrated Service Administration Policy (Paten) in Jatinangor Sub District Sumedang Region West Java Province”. This research is focused on analyzing the Implementation of Sub-District Integrated Service Administration (PATEN), analyzing the inhibiting factors in the implementation of PATEN, and knowing what efforts to improve the implementation of PATEN in Jatinangor Sub-district, Sumedang Region. The research method that is used in the writing of this thesis is a qualitative research method with descriptive approach which is processed begins by declaring the statement with a unique and limited scope to be analyzed and draw conclusions on the problems that occur. Data collection techniques that used are interviews, documentation, and observation. Edward III’s theory as the implementation theory that is used in this research shows the result that the implementation of PATEN policy in Jatinangor Sub-district has been running well. However, there are still some inhibiting factors such as the far distance of sub-district from the district capital, insufficient facilities and infrastructure, lack of socialization among the younger generation, and there are some unfill position that can support the implementation of PATEN. The efforts undertaken in order to improve the implementation of PATEN policy in Jatinangor Sub-District is to further promote e-Government as part of coordination with the district government, adding some facilities and infrastructure that support implementation of PATEN, providing good model of PATEN socialization that is acceptable to all circles, and involving the Sub-District apparatus in some Training and Technical Guidance activities. The empowerment program in Blitar City is required by the community since the empowerment is expected to provide new employment. One of the programs is the empowerment of star fruit agro-tourism in Karangsari village by Blitar city government. The goal of this research is to describe the empowerment program conducted by the Blitar district government to the community as well as the obstacles that exist in the empowerment program. The research method used is qualitative with descriptive approach. Focus to the empowerment provided by the government of Blitar City to the community of Karangsari village in the management of tourism icon of starfruit agro-tourism. The outcomes of this research is empowerment done by government of Blitar City has succeeded to bear benefit towards society of Karangsari village society with new employment and marketing access of star fruit and processed star fruit. However, there are still several obstacles such as lack of promotion of star fruit agro-tourism in Blitar City.

The government of Klungkung Regency is one of the Regencies in Bali that carried out reforms in order to simplify the licensing process by holding one-stop integrated service. The purpose of this study is to determine the implementation of the policy and the inhibiting factors of the one-stop integrated service. Van Horn and Van Meter Theory were used in this research. The research was conducted at the Department of Investment and One-Stop Integrated Services in Klungkung Regency by using a qualitative research method. The result is that the implementation of the policy shows a tendency for increasingly improved attitudes. The inhibiting factor of the implementation of the policy is the different perception between the Department of Investment and the technical team related to the administrative services and the unavailability of a public service mall to facilitate the licensing and non-licensing process. In terms of human resources, the inhibiting factors are related to professionalism, competence, empathy, and ethics. The next problem is the minimal service quality that complicates the process.

Land is an important and inherent element in human life because most of life depends on the soil. The need for land registration is very important in order to secure land rights owned by someone as well as to realize the orderly administration of land in Indonesia. Efforts to accelerate the implementation of land certification have been carried out since the issuance of the LoGA in 1960 through various programs, but until 2016 only 40.07% registered land. These conditions encourage the government to create a Systematic Complete Land Registration (PTSL) policy to accelerate land registration in Indonesia, especially in Semarang Regency. The research method used is a mixture (mixed methods) to answer the research objectives, namely knowing the effectiveness of policy implementation. The theory of policy implementation used in this study tries to explore the driving and inhibiting factors of PTSL policy implementation in Semarang Regency. The results showed that the implementation of the PTSL policy in Semarang District was quite effective but there were still obstacles, namely the socio-economic conditions of the community, limited implementation of human resources, and no pre-certification budget allocation. Recommendations as a step for the government to do are continuing counseling to increase public awareness about the importance of land certificates, realignment and equitable implementation of the workload of implementers, and the allocation of pre-certification budget for weak economy communities.

Previously, Indonesia only issued Identity Cards for citizens who had reached the age of 17 years. However, after the presence of a new policy from the Interior Ministry of the Republic of Indonesia contained in the Republic of Indonesia Minister of Home Affairs Regulation Number 2 concerning Child Identity Cards, now Indonesian citizens who are less than 17 years old can have an identity card in the form of a Child Identity Card. The main problem in this research are the limitations of blanks and need additional personnel to improve services, especially in the context of issuing child Identity Cards. Besides, the realization of the issuance of child identity cards still far from the target and socialization to the public has not been conveyed in its entirety.. This study aims to examine how the implementation of Child Identity card in Bandung Regency. The research method used is qualitative with descriptive approach. This research is presented by using a narrative that discusses the implementation of child identity card policies in Bandung Regency. The focus of this research emphasizes the implementation model of Edward III covering communication, resources, disposition, and bureaucratic structure. ABSTRACT This paper tries to explain and describe the position of UMKM in the Kepuh, Boyolangu Village, Banyuwangi, as an effort to reduce the unemployment rate, especially in the lower middle class and to see how the strategy of the UMKM founders in maintaining their position in all conditions. So it is hoped that readers can find out and analyze UMKM within the scope of the region as an effort to minimize unemployment and increase living standards. This paper use qualitative research method with a qualitative descriptive approach. Establishing UMKM is certainly not an easy thing, because the large number of workers does not guarantee UMKM, who is determined by the appropriate expertise and strategy. In addition, the Government has not been maximally perfect in overcoming problems and financial assistance for community UMKM which in reality is able to absorb many new workers, and has an impact on reducing the unemployment rate.

This study aims to determine the impact of business planning for the development of MSMEs. The research method uses is a qualitative method with a descriptive and explorative descriptive approach. From the results of the research conducted, the results show that proper business planning and the application of a good marketing strategy have a positive impact on the sustainability of MSME activities. In addition, the quality of production that has a competitive advantage is also one of the driving factors. For the development of MSMEs, there are several obstacles faced, especially related to capital and guidance from the local government. With the development of MSMEs, it is expected to improve people's welfare, including helping the government in reducing unemployment.

The development of a paradigm in which the government no longer the only actor in charge of public affairs opens greater opportunities for the elderly to get attention. The elderly become a group with vulnerable conditions, from physical, social, mental, and spiritual aspects. The elderly school was formed through collaboration as a form of caring for the elderly in Bandung City. The elderly school is intended to improve the knowledge and behavior of the elderly towards health, increase the index of happiness, improve the quality of life and productivity, and increase independence from physical, psychological, social, and spiritual aspects. The purpose of this study is to identify and analyze the factors that drive collaboration, the collaborative process, and the benefits of collaboration. The research method used is a qualitative research method with a descriptive approach. The results show that the collaboration in the elderly school program is driven by the same goals and interests related to empowering the elderly, having appropriate resources with their fields and functions, and getting benefits from their involvement. Then, the collaborative process begins with a dialogue to build trust among stakeholders to build commitment to this program. Collaboration in senior schools is not only beneficial for the elderly but also for the actors involved.

Purpose: This study aimed to analyze the disaster management of the Malaka Regency Government in flood disaster management. Research methodology: The research method used in this study is a qualitative research method. The informants in this study were elements of the government as well as elements of society consisting of the Flood Victims Community. The analysis technique in this study uses data analysis developed by Miles and Huberman (2014: 10) as follows; (a) data reduction (b) data display and (c) concluding. Finding: The result of this research is that the Malaka Regency Government's disaster management in flood disaster management has implemented the best management even though it is still not optimal. Limitations: This study's limitation is that this study only discusses the disaster management of the Malaka district government in overcoming the floods that occurred there. Forest and Land Fires in Sintang Regency Always occur every year with unstable conditions, where Forestand Land Fires have a very detrimental impact on the Community and the Government of Sintang, so that the Government of Sintang District issued Sintang District Regulations Number 57 of 2018 concerning LandClearing Procedures for the Community. In this regard, researchers are interested in conducting researchunder the title "Implementation of Land-Opening Policy Procedures for Communities in Handling Forest and Land Fires (karhutla) in Sintang District, West Kalimantan Province". This study aims to find out how theimplementation of the policy for Land Clearing Procedures of karhutla in Sintang District. The research usesqualitative method with descriptive approach. Researchers used data collection techniques such asinterviews, observation, and documentation. Based on the results of research conducted using the Van Meter and Van Horn Policy Implementation model, it can be found that the implementation of the policy on land clearing procedures of karhutla in Sintang district is still not optimal. This can be seen from the cases offorest and land fires in Sintang District that continue to occur, even with the same conditions as in previousyears, many people as policy targets do not understand and do not know the policy, and still lack adequateunderstanding of policy implementers of the policies. Abstract This study aims to analyze the implementation of Smart City that integrates villages and cities in Purwakarta Regency, identify and analyze any inhibiting factors that influence the development process of the City of Purwakarta towards the Smart City, identify and analyze the efforts of the Purwakarta Regency government in realizing Smart City. The research method used in this study is a qualitative research method with a descriptive approach.. The results showed that the smart city that was implemented in Purwakarta Regency focused more on the use of information technology to improve services to the community, meaning this concept was more accurately referred to as a digital city. Some programs that have been implemented by the Regional Government are the first steps to realize Purwakarta Regency as a smart city. Barriers and obstacles faced include: not yet comprehensive existing policies to accommodate the problems faced in the implementation of smart cities, ICT human resources are still limited both in quantity and quality, budget limitations cause the existing infrastructure is not optimal, especially in villages, interoperability is not optimal, and blueprint has not been prepared comprehensively. Efforts that have been made by the Purwakarta Regency government include: Several legal products both regent regulations and regent instructions have been issued to support the implementation of smart city, ICT competency enhancement, application interoperability in each OPD, budgeting for device maintenance, Budgeting for developing systems, and budgeting for improving the welfare of ICT employees.
