In the application of the procurement practices, public’s confidence can be impacted by unethical public procurement practice as is predominant at the initial phase of tender planning procedure. Prices can be overestimated and outcome is that a missed prospect vis-à-vis finance for mega infrastructure projects. There are convolutions, proportions and an extraordinary bulk of financial stream as handy transactional dealings interacts in the market for goods and services. Certainly, procurement is mostly susceptible to unscrupulous procurement and nonconformity with relevant legislations. Such destructive practices prohibit government from procuring at cheaper prices. The paper will bridge ranks into the academic environment discourses with regards to accountability, institutional leadership capacity, transparency, stewardship, compliance and enforcement of legislation, good governance and corruption in research. The study seeks to scrutinise methods which gave rise to leadership brainteaser. A descriptive and content analysis qualitative research method will guide the study.

<p>Pengadaan barang dan jasa secara ideal bertujuan untuk menjamin efisiensi, transparansi, dan keadilan dalam pelaksanaan kegiatan pembangunan oleh pemerintah. Dalam praktik, pelaksanaan pengadaan barang/jasa masih banyak sekadar memenuhi kewajiban administratif tanpa mempedulikan aspek substantifnya. Tulisan ini akan membahas ten tang pembenahan regulasi di bidang pengadaan barang dan jasa. Melalui penelitian yuridis normatif, penelitian ini menemukan regulasi terkait dengan pengadaan barang dan jasa memiliki kelemahan, khususnya berkaitan dengan mekanisme pelaksanaan pengadaan barang/jasa. Untuk mengatasi permasalahan tersebut, maka mekanisme kerja, tradisi, dan perilaku birokrasi yang berpotensi menghambat terwujudnya pemerintahan yang bersih, pembaharuan peraturan perlu disesuaikan agar fleksibilitas pengadaan barang dan jasa memenuhi kebutuhan pemerintah dan sekaligus menghindari ditabraknya prinsip pengadaan yang ada. Disamping itu perlu pula adanya pembenahan terhadap regulasi di bidang Pengadaan Barang dan Jasa, yaitu dari Peraturan Presiden diubah menjadi Undang-Undang.</p><p>Procurement of goods and services are ideally aimed at ensuring efficiency, transparency and fairness in the implementation of development activities by the government. In practice, the implementation of the procurement of goods / services are still a lot just to meet the administrative duties regardless of the substantive aspects. This paper will discuss the reform of regulation in the field of public procurement. Through normative juridical research, this study found the regulations related to procurement of goods and services have drawbacks, particularly with regard to the implementation mechanisms of goods / services. To address these concerns, the mechanism of action, traditions, and bureaucratic behavior that could potentially hinder the realization of good governance, regulatory reform needs to be adjusted so that the flexibility of the procurement of goods and services meet the needs of government and at the same time avoiding existing procurement principles. Besides, it also needs a revamping of the regulation in the areas of Procurement, which is converted to the President of the Regulations Act.</p>

Selling and buying as a social praxis is commonly found in daily activities. Traditional selling and buying is generally conducted in local language or dialect. Banyumas dialect or Banyumasan is a non-standard variation of Javanese language spoken along the Serayu River. Traditional selling and buying in Banyumas, consequently, is conducted in Banyumas dialect. Language plays important role in traditional selling and buying. In addition to its referential functions, phatic functions emerge from its practice. Referential functions are realized when language is used to achieve referential things such as goods and services. On the other hand, phatic functions are gained when language is used to initiate, maintain, and end a conversation. Phatic functions are very specific to traditional selling and buying which is rarely found in modern selling and buying. In modern selling and buying, seller and buyer may not be involved in a real conversation since goods exchange still occurs without any language exchange. This article proves the functions of phatic expressions in traditional selling and buying. It employs qualitative research method and conversational analysis to find the functions of phatic expressions. Based on the analysis, phatic expressions in traditional selling and buying in Banyumas dialect are mainly functioned for greeting, thanking, asking condition, showing surprise, emphasizing, and ending a conversation.

In the authors use a qualitative approach. According to Sugiyono (2011:8) "Qualitative research method is a method used to examine the condition of natural objects". The Dimanapeneliti is as a key instrument, the data collection techniques are done triangulated (combined), inductive data analysis, and the results of qualitative research emphasizes the meaning of generalization. Based on the theory, researchers are used to using qualitative research methods because they want to understand sociological factors, situations, and symptoms or social phenomena in depth, and in a comprehensive sense. With a qualitative approach, researchers do research on natural settings, meaning researchers see the fact that there is field. In this case, researchers observe governance in Sabangau sub-district in government administration

Evolution experienced by the various concepts of governance ranging from good governance, sound governance, dynamic governance, to open government is a concept of the reference that is considered able to manage governance activities properly. The concept governance of anything adopted implies to reject various forms of government based on the activity of authoritarian activity, corruption, collusion, and nepotism that would open up opportunities for other evil actions in the carry out the activity of the government. The focus of the research objectives is trying to contribute knowledge by exploring theoretical conceptual from different scientific literature because it is not necessarily the concept of governance adopted and successfully implemented at the place differently. This research article is a synthesis of qualitative research, using the research method of meta-theory (the analysis of theory). This study seeks to identify all existing written evidence concerning the themes of research, produce a variety of studies are systematically used to develop and examine the theory has ever produced. The results of this study reveal the evolution of governance occurs due to a new thought to fill the lack of a concept that has been there before. Other results are also revealed that the concept of governance has a digest and refer to the innovation of the government. The concept of governance of this will be meaningless when run by people with the low quality of human resources, not smart, and it is not agile.

Application of Good Governance principle is highly important in the implementation of public services in order to increase the quality of service performance. Social Prosperity Administration Bureau East Java Province as the institution that carries out grant service in their performance is still not going optimal and have to be carried out changes into better ways. This matter is occurred because of application of Good Governance principles that is carried out not maximal by the Social Prosperity Administration Bureau employees in doing services to society agency/institution/organization concerning to grant. This research aims to describe and analyze application of Good Governance principles in carrying out the grant service. This research used Descriptive Qualitative research method based on Good Governance principle according to ((UNDP), 1997) that focus on participation, rule of law, transparency, responsiveness, and accountability. The research value shows that good governance principle has been applied sufficiently optimal in grant service that carried out by Social Prosperity Administration Bureau. It is proven by the existing of the participation applications, service that is carried out under law and applicable SOP (standard Operating Procedure), creating transparency in services, responsiveness and accountability that is given by Social Prosperity Administration Bureau party to receiver grant institution. However, there are also obstacles in this grant service implementation from the application of good governance principle such as human resource that is less mastered on technology and limited employees, lack of time, limited grant budget and lack of awareness of the institution party in collecting the Accountability Sheet.

Kepulauan Riau merupakan provinsi yang terdiri dari beberapa pulau diantaranya Pulau Batam, Pulau Bintan dan Pulau Karimun. Modal sosial merupakan serangkaian nilai dan norma informal yang dimiliki oleh kelompok masyarat dalam membagun kerjasamanya. Lingkup penelitian pada pembahasan ini adalah terfokus pada pengaruh modal sosial terhadap perkembangan pariwisata di Kepulauan Riau dalam hal ini Pulau Batam, Pulau Bintan, dan Pulau Karimun. Metode penelitian yang digunakan dalam penelitian ini adalah penelitian deskriptif kualitatif. Penelitian ini dikondisikan sebagai penelitian kualitatif melalui strategi studi kasus. Sistem pendekatan yang digunakan juga merupakan pendekatan deskriptif analitik. Melakukan pengamatan langsung, mengumpulkan data-data kemudian menghubungkannya dengan kajian teori yang digunakan. Lokus penelitian ini terdapat di Kepulauan Riau dengan melihat pengaruh modal sosial pada perkembangan pariwisata di ketiga pulau yaitu Pulau Batam, Pulau Bintan dan Pulau Karimun. Berdasarkan hasil survey yang saya lakukan di Kepulauan Riau, terutama pada ketiga pulau yaitu Pulau Batam, Pulau Bintan, dan Pulau Karimun, dari ketiga pulau tersebut ternyata pada Pulau Karimun perkembangan pariwisatanya tidak terlalu berkembang karena masyarakat yang tidak menerima adanya wisatawan terutama wisatawan mancanegara. Riau Islands is a province consisting of several islands including Batam Island, Bintan Island and Karimun Island. Social capital is a set of informal values ​​and norms that are owned by community groups in building cooperation. The scope of research in this discussion is focused on the influence of social capital on the development of tourism in the Riau Islands, in this case Batam Island, Bintan Island, and Karimun Island. The research method used in this research is descriptive qualitative research. This research is conditioned as qualitative research through a case study strategy. The system approach used is also a descriptive analytic approach. Make direct observations, collect data and then relate it to the study of the theories used. The locus of this research is in the Riau Islands by looking at the influence of social capital on the development of tourism in the three islands, namely Batam Island, Bintan Island and Karimun Island. Based on the results of a survey I conducted in the Riau Islands, especially on the three islands, namely Batam Island, Bintan Island, and Karimun Island, of the three islands, it turns out that on Karimun Island the development of tourism is not very developed because people do not accept tourists, especially foreign tourists.

This article describes how a recently refined visual ethnographic research method, “narrated photography,” contributes to the study of religion. We argue that this qualitative research method is particularly useful for studies of lived religion and demonstrate this through examples drawn from a study the sacred among young Polish migrants to England. Narrated photography, which entails asking people to photograph what is personally significant to them and then to narrate the image, generates visual and textual material that mediates the subjective. Through using this method we discovered that family was considered to be sacred, both in terms of links to religious practice and a desire for a secure home which family relationships provide. Additionally, narrated photography has the potential to expand our conceptions of lived religion through the inclusion of visual material culture and the visual context of the research participants. In this case the data revealed that the Polish young people view structures within their landscape through a particularly Polish Catholic lens. These findings shed light on the religious tensions that migrants encounter in everyday life.

This study aims to analyze the background of the emergence of metal children in the Ketapang ferry port, and formulate a model that can be used to overcome the presence of metal children in the Ketapang ferry port. The method used in this study is a qualitative research method, the steps of which include determining the location of research, the method of determining informants, research instruments, data collection methods, data validity testing methods, and data analysis methods. The results showed that there were a number of factors that caused the emergence of metal children at Ketapang Port of Spread, namely 1) poverty factors, 2) family factors, 3) peer or playmate factors, and 4) education factors. Models that can be used to tackle the presence of metal children are Street-centered intervention, Family-centered intervention, Institutional-centered intervention, and Community-centered intervention.

Timorese culture is patriarchal in that men are more dominant than women. As if women were not considered in traditional rituals so that an understanding was built that valued women lower than men. However, in contrast to the article to be studied, this would like to see the priority of women’s roles in traditional marriages in Belle village, South Central Timor. The role of women wiil be seen from giving awards to their parents called puah mnasi manu mnasi. This paper aims to look at the meaning of the rituals of puah mnasi maun mnasi and the role and strengths that women have in traditional marriage rituals in the village of Belle, South Central Timor. The method used for this research is a qualitative research method using interview techniques with a number of people in the Belle Villa community and literature study to strengthen this writing. Based on the data obtained this paper shows that the adat rituals of puah mnasi manu mnasi provide a value that can be learned, namely respect for women, togetherness between the two families, and brotherhood that is intertwined due to customary marital affrairs.
