Community development program being implemented in some villages in Indonesia has been running long enough; even some villages have managed to put together a program to reduce poverty with the help of a facilitator appointed by the national program of empowerment community. The preparation program should involve the participation of the community, especially the poor, but in fact much more dominated by the facilitators with limited understanding of the whole village resources. Therefore, program that had been developed theoretically feasible, but in practice still requires a deeper study. This study will try to complement poverty reduction programs in West Cileunyi village based on community empowerment through village resources. To assess the resources of the village could be the basis of empowerment and community expectations about future conditions used qualitative analysis, whereas to determine the priority of community empowerment programs used quantitative analysis with the approach of Analytical Hierarchy Process (AHP). Based on the excellent resources of village were identified, the community development program disaggregated by specific target group. The result were: assisting management, innovation, and entrepreneurship to the industry and business owners target group, preservation of the environment for the target group of farmers and farmer groups, motivation to work for the target group drop out of the labor force, an increase in the ability of the administration to the target group of village officials, and the importance of social capital for the general public target group.  Keywords: community empowerment program, priorities, target groups, village resources

<p>The success of the development of a nation is determined by the Human Development Index (HDI). International scale parameter indicates the level of development of human resources emphasizes on three areas: education, health, and income per capita. The various dimensions of community development was a collective responsibility to make it happen. One way to do is through the proselytizing activities of community empowerment. This is as done in the village of Pemalang district, Danasari that has HDI levels is low compared than other villages. Community development in this village was done by taking three primary focus , they are the field of economics, health, and education and religion.</p><p align="center"><strong>***</strong></p>Keberhasilan pembangunan suatu bangsa ditentukan oleh Human Develop-ment Indeks (HDI). Parameter berskala internsional ini menunjukkan tingkat pengembangan sumber daya manusia yang menitiberatkan pada tiga bidang yaitu pendidikan, kesehatan, dan pendapatan perkapita. Pengembangan masyarakat yang berbagai dimensi tadi merupakan tanggung jawab bersama untuk mewujudkannya. Salah satu cara yang dapat dilakukan adalah melalui kegiatan dakwah pemberdayaan masyarakat. Hal ini sebagaimana dilakukan di Desa Danasari Kabupaten Pemalang yang memiliki tingkat HDI yang rendah dibandingkan desa lainnya. Pemberdayaan masyarakat di desa ini dilakukan dengan mengambil tiga fokus utama yaitu bidang ekonomi, bidang kesehatan, dan pendidikan dan keagamaan. Potensi yang ada perlu diberdayakan secara bersama dengan tujuan pencapaian perbaikan kehidupan masyarakat desa Danasari.

Program nasional pemberdayaan masyarakat mandiri kelautan dan perikanan pada sektor perikanan diwujudkan dalam bentuk pengembangan usaha mina pedesaan. Program penanggulangan kemiskinan melalui pemberdayaan masyarakat kelautan dan perikanan seringkali tidak tepat sasaran dan tidak memperhitungkan keberlanjutan program sehingga kemiskinan tidak berkurang bahkan semakin bertambah. Pengembangan Usaha Mina Perdesaan (PUMP) merupakan salah satu program Kementerian Kelautan dan Perikanan (KKP) ditujukan untuk menanggulangi kasus kemiskinan pada kelompok masyarakat tertentu. Tujuan penelitian ini adalah untuk menganalisis pelaksanaan Pengembangan Usaha Mina Perdesaan (PUMP) pada kelompok masyarakat pengolah dan pemasar hasil perikanan di Kota Banda Aceh, mengetahui respon masyarakat terhadap Pengembangan Usaha Mina Perdesaan Pengolahan dan Pemasaran Hasil Perikanan (PUMP P2HP), dan mengidentifikasi faktor-faktor yang mempengaruhi pelaksanaan program tersebut. Penelitian ini menggunakan pendekatan kualitatif dan pengumpulan data dilakukan melalui wawancara, observasi dan desk study. Pengambilan sampel ditentukan secara purposive dengan responden anggota kelompok pengolah dan pemasar hasil perikanan (POKLAHSAR) penerima program. Metode analisis data dilakukan secara deskriptif. Hasil penelitian menunjukkan bahwa pelaksanaan PUMP P2HP di setiap tahapannya secara normatif memang telah terlaksana dan terdapat kesesuaian antara ketentuan pedoman program dengan pelaksanaannya di masyarakat. Namun demikian, dalam hal pelaksanaannya sebagai sebuah program pemberdayaan, secara substansi masih jauh dari tujuan yang diharapkan. Hal ini didukung dengan analisis mengenai respon masyarakat terhadap pelaksanaan program, baik itu mengenai keberlanjutan program, keterlibatan dalam program, manfaat program, dan konflik selama pelaksanaan program. Faktor-faktor dominan yang dapat menghambat pelaksanaan program ini secara keseluruhan perlu dilakukan perubahan dan perbaikan. Faktor yang menjadi penghambat dan penunjang keberhasilan program yaitu kesesuaian lokasi, pemberian peralatan yang menunjang produksi, dan ketepatan calon penerima bantuan. Rekomendasi kebijakan untuk perbaikan pelaksanaan program bantuan langsung tunai (BLT) di masa depan yaitu (1) Penyederhanaan dalam prosedural kegiatan program, (2) Ketepatan pemilihan calon penerima, (3) Pelatihan dan pendampingan kepada para calon penerima maupun penerima bantuan, dan (4) Evaluasi terhadap program bantuan untuk pengembangan usaha dan kemandirian penerima bantuan secara berkelanjutan. (Implementation of The National Program for Marine and Fisheries Community Empowerment in The Fisheries Processing Business : A Case Study in Banda Aceh City)Fish business development in the village level is considered as the natural program for marine and fisheries community empowerment. Poverty reduction programs through marine and fisheries community empowerment are does not effective and take into account the sustainability of the program so that poverty can not be reduced even increasing. National program of marine and fisheries in the fish processing business are considered one of the MMAF program intended to eliminate poverty in a certain society. The aims of this study was to analyze implementation of PUMP P2HP, particularly in Banda Aceh City, identify the public response to the PUMP P2HP, and identify factors that affect the implementation of the program. This research used a qualitative approach and data collection through interview, observation and desk study. Sample was determined using purposive sampling with respondents “kelompok pengolah dan pemasar” (POKLAHSAR) members participating in the program. The method of data analysis was carried out descriptively. Results show that the implementation of PUMP P2HP in each stage have indeed been implemented as in the guidelines on the implementation of programs in the community. However, in terms of its implementation as a policy of empowerment, it is still far from the expected goals. This is supported by an analysis of the public response to the implementation of the program, in relation to the sustainability of program, the participation in program, the benefits of program, and conflict occurred during implementation of the program. The dominant factors that can support and prevent the implementation of the program as a whole, that the implementation procedures should be be changed and improved. Inhibitory and supporting factor for success of the program were namely the suitability of the location, provision of equipment to support the production, and the accuracy of the prospective beneficiaries. Policy recommendations to improve implementation of the programs of direct cash assistance (BLT) in the future were identified as follows: (1) simplification of the program process, (2) accuracy in selecting candidates (3) training and assistance to the recipients and beneficiaries, and (4) evaluation of the programs for business development and self-reliance of beneficiaries sustainable manner.

Village funds represent funds sourced from the State Revenue and Expenditure Budget which is intended for villages that are transferred through the Regency / City Regional Revenue and Expenditure Budget and are used to fund governance, development implementation, community development, and community empowerment, and transparency. The purpose of this study is to find out the transparency of village fund management in Bireun District. This type of research is descriptive analysis with a qualitative approach. The results showed that the management of village funds in Bireun district was transparent as evidenced by the openness in the process of planning, drafting and implementing the Village Fund Budget.Keywords: Budget, Village Funds, Transparency

This article aims to provide another perspective on the concept of community empowerment by utilizing local potential with cultural value combined with a tourism-based empowerment pattern. Herbal medicine as a hereditary heritage in Rejowinangun village is optimized for marketing in the concept of a tourist village, thereby increasing its economic value in a modern society. To achieve this goal, this study uses a qualitative method with a phenomenological approach to capture the context of changes experienced by the community to see the significance of the empowerment model. The results of this study indicate that the process of developing the production of herbal medicine as a processed product of herbal plants is produced through the use of land owned by the community. The expertise of the Rejowinangun village community in concocting traditional herbal medicine is produced from hereditary inheritance. As a form of re-actualization in the marketing system, modern methods were introduced, from the concept of a tourist village to marketing herbal medicine in the form of instant packaging. Modernization steps in all aspects as part of empowerment have an impact on increasing the economic value of these products, so that they have an impact on improving the community in the economic, social, cultural, environmental and health fields. The integration between the concept of cultural preservation and modern management in community development that takes place in the village of Rejowinangun has proven to be effective and efficient, so that this method can be a new alternative in group-based community development that still preserves local traditions and keeps up with the times.

It is common knowledge that development planning at the village level is rarely based on valid and updated data. Students and lecturers in the Public Administration Department Parahyangan Catholic University, who have been working with villages in West Java Province for several decades encountered situations to support that argument. It is difficult to obtain valid and updated data to use as evidence in developing initiatives and programs for the village development. Students’ Community Development Program (Kuliah Kerja Lapangan henceforth KKL themed Universities Contribution to Village Development was initiated with the goal of improving the quality of data in rural areas (Garut District) by collecting and updating village data, developing the capacity of village government leaders and staff to collect and update village data on their own. This paper discusses three major works that the Students’ Community Development Program (KKN) themed Universities Contribution to Village Development have made. The three areas relate to 1) elaboration of the logic of the program; (2) discussion of the process of data collection and analysis of data in the three villages; and (3) discussion of output and outcomes of the program. Research action, as Lewin argues, has three goals: to advance knowledge; to improve a concrete situation; and to improve behavioral science methodology. This paper presents a case study that shows the existence of a problem in a community, and concrete actions taken to solve it through the application of knowledge acquired through Community Development Program (KKL) experience of Universitas Membangun Desa.

The essence of national development is to build on a solid foundation and strong foundation in the form of certain conditions in various national life. Community development there are two challenges that need to be considered to build the organization (organization development) and economic development (economic development). In the development of organizations, the organization is the frame work of every form of cooperation to achieve a common goal, therefore it needs to be built on the basis of a democratic, dynamic and harmonious relationship. Likewise with the elderly community groups, based on Boyle's taxonomic thinking about the type of non-formal education is divided into three types: developmental, institutional, and informational. Developmental programs are also called community development programs, where the main program objectives are solving social, economic, cultural, political, and defense and security problems facing the target group through action programs. An instituional program is also called a training program aimed at mastering a set of capabilities (knowledge, attitudes and / or skills) by the target group. While the informational program can be called also with counseling or publicity, aims to achieve a set of information by the target group. Thus the community development program is one of the types of non-formal education programs.

The research aims to investigate the collective mobilization mechanism for the adoption of the Sub District Development Program. This style of analysis is contextual in concise terms of case studies. The technique of data collection consists of extensive interviews, observations, and documentation. The evaluation approach using the CIPP model (context, data, procedure, and product) and the Seven E definition (intend, inform, remove, communicate, enthuse, equip, and evaluate). The findings revealed that: (1) Implementing PPK on the context, data, method and product aspects of the program, implementing PPK on the technological aspects of its fiscal, and uncharged empowerment; (2) certainty of program form was not adequate and the software system is still operating ineffectively; (3) Implementation of Sub District Development Program in context Besides, the Sub District Development Program implementation in Poso had programs for reconciliation and post-conflict peacebuilding sponsored by the "Sintuwu Moroso" community, but not yet wholly added to the social capital and local awareness. The variable that inhibits PPK is the variable in deepening public trust and low assistance for target groups in local bureaucrats; 4) The application of the Seven-E empowerment concept has not been effective, institutionally it is necessary to apply the Seven-E empowerment concept to KDP, so that social transformation will take place mainly through education, mentoring and evaluation

Abstract. The optimization of village funds provided by the central government has increased every year and is expected to support the acceleration of village development in border areas through economic independence in accordance with four programs from the Ministry of Villages, Disadvantaged Regions and Migration Development. The research objective is to determine the extent to which optimization of village funds begins in terms of utilization for the construction of physical infrastructure, social services, economic development and community empowerment. Data collection techniques in this study used observation, interview and documentation techniques. Data analysis is done by collecting, reducing the presentation and verification of data or drawing conclusions. Data collection methods in this study use qualitative data analysis methods with the aim of getting a comprehensive picture. The results of this study are the village funds provided by the central government are fully used for village development programs but in the initial planning process is still less than optimal because in the implementation of musrembang the level of activeness of community leaders in providing less input so that the village development program is only from the village government not from the aspirations of the community so that programs for the field of community empowerment are still lacking in attention. At the time the accountability was also not optimal because it did not carry out a joint evaluation with the community and was not in accordance with the principles of management and the purpose of village funds because there was no transparency to the community. Optimalisasi dana desa yang diberikan oleh pemerintah pusat jumlahnya mengalami kenaikan setiap tahun diharapkan untuk mendukung percepatan pembangunan desa di daerah perbatasan melalui kemandirian perkonomian sesuai dengan empat program dari Kementerian Desa, Pembangunan Daerah Tertinggal dan Trasnmigrasi. Tujuan penelitian adalah untuk mengetahui sejauh mana optimalisasi dana desa dimulai dari segi pemanfaatan untuk pembangunan infrasturktur fisik, pelayanan sosial, pengembangan ekonomi serta pemberdayaan masyarakat. Teknik pengumpulan data dalam penelitian ini menggunakan teknik observasi, wawancara dan dokumentasi. Analisis data dilakukan dengan cara pengumpulan, reduksi penyajian dan verifikasi data atau penarikan kesimpulan. Metode pengumpulan data dalam penelitian ini menggunakan metode analisis data kualitatif dengan tujuan agar mendapatkan gambaran yang menyeluruh. Hasil penelitian ini adalah Dana desa yang diberikan oleh pemerintah pusat digunakan sepenuhnya untuk program pembangunan desa  tetapi dalam proses perencanaan awal masih kurang optimal karena dalam pelaksanaan musrembang tingkat keaktifan tokoh masyarakat dalam memberikan masukan kurang sehingga program pembangunan desa hanya dari pemerintah desa bukan dari aspirasi masyarakat sehingga program untuk bidang pemberdayaan masyarakat masih sangat kurang diperhatikan. Pada saat pertanggungjawaban juga masih belum optimal karena tidak melaksanakan evaluasi bersama dengan masyarakat dan tidak sesuai dengan prinsip pengelolaan dan tujuan dana desa karena tidak adanya transparansi kepada masyarakat.
