Abstract Purpose: Empowerment of the poor carried out by the government is a joint business group (KUBE), which is a family group that is formed, grows and develops on its initiative in carrying out productive economic efforts to increase family income. Meanwhile, after the formation of the Joint Business Group (KUBE) in Banglas Village, there were problems in the implementation of activities that were not optimal, because not all members were involved in every KUBE activity, thus hampering business development. The purpose of this study was to find out how the effectiveness of the implementation of the Joint Business Group (KUBE) in Banglas Village and to find out the obstacles or obstacles. Research Methodology: To be able to answer these problems, the author used a qualitative research method with a descriptive approach. Results: The results of this study find that the effectiveness of the Joint Business Group (KUBE) in Banglas Village, Tebing Tinggi District, Meranti Islands Regency is still less effective and not optimal in its implementation because there are still inhibiting factors, namely conflicts between members which cause KUBE management to not function properly. Some issues such as lack skills and Human Resources (HR), and unfair competition are also found. Limitations: In this study, the authors lack clear information regarding the division of tasks and completeness of data or information regarding the KUBE organization. Contribution: Theoretically, this research serves as a medium of continuous comparison for future research on the same topic or problem. It can bring up problem-solving models or new ideas in the implementation of the KUBE organization to develop managed products to be more attractive and ogled by the market and better known by the wider community.

This study aims to determine the implementation of School Literacy Movement (GLS) in Islamic school, awareness of academic civitas in cultural literacy, supporting and inhibiting factors in GLS’ implementation and analysis on implementation in Islamic school. The study used is qualitative research. Subjects in this study are residents of the school and its objects are all matters related to the implementation of the School Literacy Program (GLS) in MI Muhammadiyah Pengkol Gunungkidul.The results of this study find that there is awareness with the school residents in actuating the GLS program and there are several strategies in implementing the GLS program. Supporting factors in the GLS program at this school one of them is a high awareness, good communication between school with parents and many strategies undertaken. While the inhibiting factors is the very minimal facility and hasn’t maximum support yet from the government. In the context of religion, Muslim should have a cultural literacy because it is the first teaching in the Qur'an. Challenges ahead in this case, children must have awareness to improve the quality of literacy. Nowadays, the textual reading quality of society through books is getting lower, so it is necessary to balance in understanding the phenomenon. It is also necessary to have a 'revolution' in changing the mindset of society in the literacy.

ABSTRACT Sub-District as one of the autonomous regional tools is expected to contribute greatly in providing services to the community. In order to meet the needs of the community to obtain easy, fast and appropriate services at the sub-district level, the government rolled out the Sub-District Integrated Service Administration Program (PATEN) with the issuance of Regulation of the Minister of Home Affairs Number 4 Year 2010 concerning the Guidelines for District Integrated Administration Service. To that end, the writer are interested in conducting research with the title “The Implementation of SubDistrict Integrated Service Administration Policy (Paten) in Jatinangor Sub District Sumedang Region West Java Province”. This research is focused on analyzing the Implementation of Sub-District Integrated Service Administration (PATEN), analyzing the inhibiting factors in the implementation of PATEN, and knowing what efforts to improve the implementation of PATEN in Jatinangor Sub-district, Sumedang Region. The research method that is used in the writing of this thesis is a qualitative research method with descriptive approach which is processed begins by declaring the statement with a unique and limited scope to be analyzed and draw conclusions on the problems that occur. Data collection techniques that used are interviews, documentation, and observation. Edward III’s theory as the implementation theory that is used in this research shows the result that the implementation of PATEN policy in Jatinangor Sub-district has been running well. However, there are still some inhibiting factors such as the far distance of sub-district from the district capital, insufficient facilities and infrastructure, lack of socialization among the younger generation, and there are some unfill position that can support the implementation of PATEN. The efforts undertaken in order to improve the implementation of PATEN policy in Jatinangor Sub-District is to further promote e-Government as part of coordination with the district government, adding some facilities and infrastructure that support implementation of PATEN, providing good model of PATEN socialization that is acceptable to all circles, and involving the Sub-District apparatus in some Training and Technical Guidance activities. In carrying out the collection of swallow nest taxes, regulations are issued by the government in the form of Pelalawan Regency Regional Regulation No. 11 of 2011 concerning Regional Taxes. The purpose of this study was to determine the implementation of local tax policies in Pelalawan Regency, especially the swallow's nest tax and to identify the inhibiting factors for the implementation of local tax policies in Pelalawan Regency, especially the swallow's nest tax. To achieve this goal, this research uses interactive analysis techniques with qualitative research types using a descriptive approach and the required data, both primary and secondary data obtained through interviews and documentation, are then analyzed based on research problems. This study shows that first, the implementation of local tax policies in Pelalawan Regency (a case study on the swiftlet nest tax) has not been implemented properly, which can be seen from three indicators, namely the mentality approach, the systems approach and the network cooperation approach. Second, the inhibiting factors are the absence of a license, it is difficult to find the owner of the swallow, there are incorrect issues about taxes, and the government's indecisiveness

Abstract Purpose: The purpose of this research is to determine the strategies and obstacle of The Service of Investment and The One Stop Service (DPMPTSP) in increasing the investment in Pekanbaru City. Research methodology: This research used a qualitative method with a descriptive approach. Results: The result of this research is that the strategy of DPMPTSP Pekanbaru city has not been carried out optimally because of the obstacles to the Covid-19 pandemic so that activities have stopped temporarily, but investment continues to increase. Limitations: In this study, the researcher has a lack of informants. The informants are the investors who invest in the Pekanbaru City. Contribution: Theoretically, this research serves as a continuous comparison medium for future research by having the same topic or problem. It can bring up problem-solving models or new ideas in developing government strategies, especially in this research related to investment. Practically, it can evaluate the DPMPTSP of Pekanbaru City and other regional apparatus organizations in terms of implementation and formulation of strategies to achieve goals, especially in the investment sector.

ABSTRAK Tourism Information Center (TIC) is a form of public service under the authority of the Departement of Youth, Sports, and Tourism in supporting national tourism programs in providing services of promotional media, travel advice and support, and providing of tourism education. The purpose of this study was to find out how effective the implementation of TIC in the development of tourism in Sidoarjo District, to analyze the supporting and inhibiting factors, as well as what efforts carried out by the government in overcoming these obstacles. This study uses a qualitative method with an inductive descriptive approach that aims to describe phenomena related to the scope of research. Data collection is carried out using documentation, interview, and observation techniques. The results showed that Tourism Information Center providers held in Sidoarjo District, East Java Province have not been effective if measured based on Effectiveness Theory by Sondang P Siagian (2015:20-21). This is because in its implementation there are still some shortcomings including limited funds, lack of human resources, and lack of socialization and promotion of TIC.   Keyword: Tourism Information Center (TIC), Role, Supproting and Inhibiting Factors ABSTRAK Tourism Information Center (TIC) adalah suatu bentuk public service yang penyelenggaraannya berada di bawah wewenang Dinas Kepemudaan, Olahraga, dan Pariwisata dalam mendukung program pariwisata nasional dalam memberikan layanan berupa media promosi, travel advice and support, dan sebagai sarana edukasi pariwisata. Tujuan penelitian ini adalah untuk mengetahui bagaimana efektivitas penyelenggaraan TIC dalam pengembangan pariwisata di Kabupaten Sidoarjo, mengurai faktor pendukung dan penghambat, serta upaya apa saja yang dilakukan oleh pemerintah dalam mengatasi hambatan tersebut. Penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif induktif yang bertujuan untuk menggambarkan fenomena yang terkait dengan lingkup penelitian. Pengumpulan data dilaksanakan dengan menggunakan teknik dokumentasi, wawancara, dan observasi. Hasil penelitian menunjukkan bahwa penyedia layanan informasi pariwisata TIC yang diselenggarakan di Kabupaten Sidoarjo Provinsi Jawa Timur belum berjalan efektif jika diukur berdasarkan Teori Efektivitas oleh Sondang P Siagian (2015:20-21). Hal ini disebabkan karena dalam penyelenggaraannya masih menemui beberapa kekurangan antara lain keterbatasan dana, kurangnya sumber daya manusia, dan kurangnya sosialisasi dan promosi TIC.   Kata iKunci: Tourism Information Center (TIC), Peran, Faktor Pendukung dan Penghambat

This study raised collaborative issues in tourism development in the Kereng Bangkirai pier area of ??Palangka Raya City with the aim to determine the extent of collaboration carried out by the government, the private sector and the community in carrying out tourism development and to find out the inhibiting factors and supporters of collaboration in tourism development. The indicator in this study is to use the theory of Robert Agranoff and McGuire Michael (2003: 144-153) to view collaboration as activities that are horizontal and vertical. Then, the activity is analyzed through: (1) Communication (2) Value added (3) Deliberation. This type of qualitative research with a descriptive approach. The research location is in the tourist area of ??the Kereng Bangkirai pier, Palangka Raya City. The informants in this study were the Head of Tourism, Staff of the Attractiveness Section, Chairperson of the tourism awareness group, Community and Community Leaders with Data Collection Techniques through (1) observation, (2) interviews, (3) documentation. While the data analysis technique uses the version of Miles and Huberman in Sugiyono (2012), namely (1) data reduction, (2) data presentation, and (3) conclusion drawing / verification. As for the findings of the research, Collaboration conducted by the government, the private sector and the community in developing tourism uses: (a) Communication is the establishment of a forum and channel of communication that aims to provide mutual benefits including the formation of a tourism awareness group , also meetings that discuss tourism ; (b) Value added is the involvement of all elements in the tourism area of ??Kereng Bangkirai, both government, private and community; (c) Deliberation is a mutually beneficial cooperation between the government, the private sector and the community in the Kereng Bangkirai pier area, which results in positive changes in the form of mushrooming business premises in the form of stalls, shops, parking and provision of boat rental, water duck bikes, riverboats and photo booth. Supporting factors are: (a) Availability of infrastructure; (b) Budget availability; (c) Partnership; (d) Community participation. While the inhibiting factors (a) Limited human resources; (b) Budget limitations; (c) The condition of a pluralistic society.

Cohesion and coherence in discourse play a role in forming a wholeness in the discourse itself, both discourse and writing. One of the written discourses is the news in the Jawa Pos newspaper, which is the distribution of basic food packages breaking the fast of Ramadhan for the poor in the Tuban area held by PT. PJB UBJOM PLTU Tanjung Awar-awar, in this news is thought to contain elements of cohesion and coherence. This study uses a qualitative descriptive approach and discourse analysis techniques. The data obtained contains cohesion and coherence. In this data collection, namely by listening to the news and recording it. The results of this study include grammatical cohesion, lexical cohesion and its coherence. Grammatical cohesion includes reference cohesion, recovery cohesion, release cohesion and liaison cohesion. In addition to cohesion there is also coherence that is like the coherence of the means of purpose, the coherence of reasons for action, the coherence of the meaning of reason and so forth. With the discovery of the use of cohesion and discourse coherence in Jawa Pos news.

El artículo analiza la diplomacia pública del gobierno de Lázaro Cárdenas centrándose en su opción por publicitar la pobreza nacional en el extranjero, especialmente en Estados Unidos. Se plantea que se trató de una estrategia inédita, que accedió a poner en riesgo el “prestigio nacional” con el fin de justificar ante la opinión pública estadounidense la necesidad de implementar las reformas contenidas en el Plan Sexenal. Aprovechando la inusual empatía hacia los pobres en tiempos del New Deal, se construyó una imagen específica de pobreza que fuera higiénica y redimible. Ésta, sin embargo, no generó consenso entre los mexicanos. This article analyzes the public diplomacy of the government of Lázaro Cárdenas, focusing on the administration’s decision to publicize the nation’s poverty internationally, especially in the United States. This study suggests that this was an unprecedented strategy, putting “national prestige” at risk in order to explain the importance of implementing the reforms contained in the Six Year Plan, in the face of public opinion in the United States. Taking advantage of the increased empathy felt towards the poor during the New Deal, a specific image of hygienic and redeemable poverty was constructed. However, this strategy did not generate agreement among Mexicans.

The modern business milieu is highly competitive due to vast technological advancement which makes employees a vital source of competitive advantage. Precisely, the recruitment process has become a key determinant of an organization’s success and a logistic capital resource to the human resource; thus, the process should be entirely modern. A conventional recruitment and selection process comprises of job analysis, manpower planning, and recruitment and selection. The current study seeks to explore employee recruitment practices and proposes areas of future research in Indian Railways using secondary data. It also gives recommendations on how to improve the recruitment practices in the government-owned Indian Railways. The trends investigated in the study include the applicant tracking software (ATS), use of video resumes, Chatbots, the utilization of social networks, and increased focus on passive candidates.

The government allotted lot of sewing machines, Free school books, Midday meal schemes, Small scale Industry, Self help groups, Boating supply for fisher mans and many women teachers were appointed in Elementary school, Middle school, High schools. Women’s were appointed in police Department and also so many schemes for the development of socio and economic condition of the poor women people.
