The article described the specifics of economic science in the context of general scientific principles of cognition and the need to ensure the stability of economic systems. The research examined the nature and essence of objective and subjective factors of economic behavior, the nature of their interaction and the mechanism of transformation. Objective economic laws of differentiation of economic entities by the level of absolute welfare and equality of relative welfare are formulated. The state of the economic system is considered from the position of thermodynamic equilibrium. We formulated the condition of thermodynamic equilibrium of economic systems, which differs from the condition of equilibrium in the light of mechanistic concepts. The moment of the first archaic division of labor was highlighted as the point of bifurcation and the exit of the economic system from the state of thermodynamic equilibrium. The irreversible nature of this transition was emphasized. We found that it is necessary to study economic systems as non-equilibrium from the standpoint of assessing the state of complex dynamic structural formations.

The essence and indicators of a concept of sustainable development of economy have been considered. Dynamics of an indicator of social and economic development of the region (gross regional product) has been analyzed and the stability indicator has been сalculated. Macroeconomic aspects of unstable development of economy have been revealed through imbalances of inflows and outflows in the two-sector, closed and opened economic systems. The reasons and consequences of disproportions of an economic system have been identified. Measures and directions of state policy in the field of stimulating the development of small and medium-sized businesses, creating a favorable business environment, stimulating export-oriented production, improving migration policies, which will reduce these imbalances, have been proposed. Accounting of regularity of macroeconomic interrelations will allow you to assess a situation of economic systems, and studying of the existing imbalances will promote creation of the mechanism of their regulation.

National security is a complex and multifaceted phenomenon that ensures the stability of political, economic, diplomatic, military and other spheres in the state. The processes currently taking place in our country impose certain restrictions on the growth and development of all spheres of public life, thus creating a critical threat to Ukraine’s national security. In order to reduce the negative effects of globalization, the level of threats to national security, on the one hand, and to create conditions for the development of innovative ideas and increase competitiveness – on the other, it is necessary to develop a strategy for clustering socio-economic systems as a tool for national security. The article is devoted to the strategy of clustering of socio-economic systems as an effective tool for ensuring the appropriate level of national security. It is proved that the strategy of clustering of socio-economic systems should be an effective incentive for the state to develop effective steps towards ensuring its national security. The main problems that hinder the clustering process and pose a threat to the national security of the state are identified. It is determined that the formation of the relevant strategy should include strategic goals that must be achieved by taking into account the existing external conditions, resources and needs within the framework of the goal, as well as tasks that should meet existing resources and goals. The essence of cluster policy, which is implemented on the basis of cluster programs, is clarified. Conceptual bases of development of strategy of clustering of social and economic systems in the context of national security of Ukraine are developed that provide allocation of such components as the general structure, the basic tasks and tools of strategy of clustering.

The purpose of the article is to form a methodology of scientific research in the system of financial and economic security. Methodology. The scientific works of scientists in the study of financial and economic security are the theoretical and methodological basis of the study. To achieve the study’s purpose, the following research methods were used: theoretical generalization – the essence and main components of the system of financial and economic security; methods of positive and normative analysis – to make recommendations on the methodology of scientific research in the system of financial and economic security. Results. Research in the financial and economic security system has been proven to be carried out in five areas. Among the areas of research of the system of financial and economic security are dangerous processes and phenomena occurring in the world economy that can negatively affect the economic security of Ukraine; the level of stability, protection of interests, and opportunities of the national economy to counteract the negative impact of the crisis of the world economy; the state of economic security of Ukraine and trends in the development of adverse factors in the national economy and the formation of mechanisms to counter them; the state of economic security of economic entities, external and internal factors of dangers and threats to economic security; features of the organization of the system of economic security of enterprises, the activities of the subjects of its provision and their use of techniques and technologies that make it possible to ensure economic security. The basic principles of research methodology in the system of financial and economic security have been provided. The principles of research methodology in the system of financial and economic security include the principle of conformity (responsible for building a system of definitions of basic concepts, axioms based on these definitions, theorems of the theory of economic security); the principle of additionality (allows the establishment of the place of the theory of economic security in the structure of economic science); the principle of hierarchical goals (ensuring the security of the upper level of the economic system is a condition for ensuring the economic security of the lower level of the economic system); the principle of relative independence of horizontal goals, methodological consistency, spatial consistency. Indicative, resource-functional, and program-target have been proven to be among the methodological approaches to the study of the system of financial and economic security. Practical significance. The methodology of scientific research in the system of financial and economic security, which can be used by applicants and scientific and pedagogical workers of higher education, is provided. Prospects for further research. Selection of the optimal methodology of scientific research in the formation of the system of financial and economic security.

Modern ecological-economic system of agrarian nature falls under the influence of globalization, which is aggravated by the existing problems of economic activity, suffers from limited resources, and therefore an important condition for ensuring its stability and development is the innovative nature of the reproduction process and effective management of its development. Perspective approaches to the formation of organizational and economic mechanism of nature management at different levels of management of socio-economic development include the development of adaptive regional ecological and economic systems that allow to plan and develop agricultural production taking into account the permissible man-made load, new organizational and economic principles of management of mechanized processes on the basis of modern information technology. The basis of such a methodological approach should be to establish the principles of a process-oriented approach to the management of the ecological-economic system on the basis of modeling of the main and auxiliary processes in the virtual system of agrarian nature management. The peculiarities of ecological and economic systems require the development of special research methods in substantiating the relevant mechanisms of management of agro-industrial sphere. The development of ecological and economic systems of agrarian nature management is determined by the processes occurring in them, the risks and threats to their safety, and the prospects for social and economic development. In order to avoid or at least to prevent threats to ecological and economic security generated by structural imbalances in the economic and social spheres under the conditions of globalization and, as a consequence, result in limited reproduction of natural resources, it is necessary to transfer agrarian natural resources to the principles of sustainable development. Depending on the goals, tasks and problems under consideration, an arsenal of diagnostic methods is selected. The main thing in diagnostics ̶ is to identify the symptoms, factors that characterize the state of the controlled system. It is necessary to determine the vector of environmental priorities for the development of the ecological and economic system, which will allow the grouping of environmental protection measures depending on the damage caused. The perspective direction of development of the agro-system of the regions is the development and implementation of an adaptive-landscape system of land use. The Geographic Information System (GIS) provides systematization, processing, display and dissemination of coordinated data. An illustration of environmental activity can be a technique for the formation of a virtual ecological-economic system, which, in addition to the model of technology selection for the economic bloc, should include a description of the complex processes that take place. One of the promising directions of organizing the ecological and economic mechanism of managing the agrarian process should be the formation of a decision-making model based on knowledge, which is a structured, formal description of the accumulated experience of management of agrarian production and its environmental assessment. The concept of such a model is based on a comparison of the current information model of the ecological environment and the agrarian process, its transformation, with a generalized description of permissible reference situations. Each reference situation reflects the possible permissible conditions that may arise in the process of agrarian nature use in the external environment. These conditions are compared with the current purpose of the enterprise. On the basis of expert interviews, appropriate management measures are taken to ensure the achievement of a comparable environmental and economic goal. The choice of managerial decisions in this case is based on the results of the coincidence or the differences between the comparable models of description of the state of agrarian processes in accordance with the goals set for the current time. A characteristic feature of the concept of the ecological and economic mechanism for managing the process in the agrarian sector is the presence in the control of the knowledge base and the subsystem of automated decision support. When developing a process-oriented management scheme, it is necessary to apply the criteria for selecting program-targeted tools for reducing environmental damage by regional territories. Comprehensive assessment of the ecological and economic system of the region allows management to monitor the compliance of the adopted decisions with the strategic objectives of the region and to identify "pain points" in various areas of activity. The consistent use of these approaches will help to improve the management of ecological and economic systems of agrarian nature management, but puts before researcher’s new pressing problems, which will be devoted to further research.

Introduction. The economic potential of a region is a factor in positive trends in the development of economic systems and in the stability of the state in the inter-national arena. The mechanisms of such influence are based on internal processes taking place in the structure of the economic potential of a region. However, the lack of fundamental study of the structure of the economic potential of a region and the increased interest in this issue are topical and led to the choice of this research topic which is aimed at studying the internal structure of the economic potential of a region as well as at determining the characteristics of each of its elements. Materials and Methods. When determining the structure of the economic potential of a region, the methods of the empirical, experimental and theoretical levels were used such as the method of comparing different types of economic potential, the hypothetical and logical methods as well as the simulation method. Results. By comparing the types of economic potentials at different levels of func-tioning of the economy, the elements of the structure of the economic potential of a region were identified and analyzed, subordination between them was established. Presence of subordination made it possible to identify the hierarchical structure and to present it in the form of a 3 -level hierarchy. For a more accurate understanding of the links and significance of the hierarchy of types of the economic potential of a region, the meanings and components of each level of the hierarchy were described. Discussion and Conclusions. A hierarchical structure of the economic potential of a region was revealed due to the existence of subordination between the elements of the structure. The research materials may be useful when planning economic development of a region and the state in order to strengthen market positions and competitiveness. The data obtained are of value both for economists and scientists involved in the study of regional economy.

In modern world the development of economic processes requires the balanced efforts to ensure the stability of the markets, in general, and financial markets, in particular. The development of the financial markets is influenced by the development of economic systems and vice versa. In this connection, the issues on adequate evolution of financial supervision are very important. The article highlights the problems and issues of the mega-regulator activity in Russia in the context of world experience of active fiscal policy and the regulation of financial markets. The prospects, problems and risks of possible options were discussed. A conceptual vision of development nature of the financial markets mega-regulation, as the immanent institution in the social and economic system, was stated.

At macro and microeconomic levels, household behavior is usually analyzed within the framework of such basic concepts: neoclassicism, institutionalism, and behaviorism.It is noted that a household is a socio-economic object, which has such properties as integrity, hierarchy, integrability, openness, heterogeneity.The research analyzes the peculiarities of the economic behavior of a household as an open socio-economic system, which is formed on the macro level on the principles of organization and self-organization, and at the macro level, quasi-organization, self-organization and self- reflection.In this case, there are natural manifestations of a reflexive approach in cases where relations between elements of the socio-economic system are not relations of direct subordination. The indirect impact on the household's economic behavior on the part of the state is to translate the motives for decision-making. After all, reflexive management in contrast to the organization does not involve the presence of direct commands, instructions, demonstration of the pattern of behavior, but consists in the transfer of incentives for the desired solutions.At the same time, households can not only perceive differently the controlling influence, but also generate solutions that are not desirable from the standpoint of the state economy, which is multiplied in the conditions of the socio-economic crisis.

Justification of the state socio-economic policy on the basis of its modeling, as a dynamic economic system, should take into account, along with income, the stratification by the level of income of the population. Obtaining a characteristic of the evolution of such a system and the tendencies of its stability is possible through a mathematical model, in particular, in the form of a set of differential equations (DE). Such equations allow us to describe the dynamics of the evolution of a simulated socio-economic system (SES) taking into account state protectionist or fiscal policies. The method of SES study by the method of phase portraits based on the constructed mathematical model is proposed. Using statistical data, parametric estimates of the consequences of the SES development policy pursued by the state were obtained. Based on the results of the model study, recommendations for adjusting the socio-economic policy are proposed.

BOTH GERMAN STATES HAVE IN THE PAST BEEN ECONOMIC systems in search of political legitimation. The legitimation of the West German state was gradually established by the acceptance of democratic principles by the huge majority of the population and by a welfare system which was deliberately devised to protect it against contamination from the socialist camp. East Germany lost its legitimation at the moment when it abandoned its economic system. Consequently the battle-cry turned from ‘we are the people’ to ‘we are one people’.

It is established that the organizational and economic relations between water management organizations and agricultural producers on reclaimed land is the dual of organizational-economic system. We propose a conceptual model describing the goals of state regulation of the functioning of dual systems. It is proved that the stability of the organizational-economic system has an institutional impact on the system through formal and informal institutions, and also depends on the economic benefits of mutual exchange. A conceptual model of dual organizational administration and economic systems based on the assessment and monitoring of institutional and economic stability
